The agreement was announced at City Hall on June 8, and marked by a handshake and hug between de Blasio and City Council Speaker Melissa Mark-Viverito. The Council is expected to approve the budget before the new fiscal year begins on July 1. While the new deal adds a $30 million boost from the current budget, it is slightly less than E the budget proposed by de Blasio in April. “This budget reflects months of hard-fought negotiations between the City Council and the mayor, and is a budget that New York City should be proud of,” said Mark-Viverito. To guard against an economic downturn, the budget agreement allots $250 million to the city’s reserves. “We believe disciplined spending is the basis for a city that will be economically stronger, more inclusive and more competitive globally,” said de Blasio. “In this budget we have made investments with our long-term fiscal health in mind.” The city’s Summer Youth Employment Program (SYEP) will receive $18 million to create about 60,000 new positions. The suspect, armed with a handgun, an assault rifle and a number of rounds, has been identified as Omar Mateen, 29. During the attacks, Mateen pledged allegiance to terror organization ISIS and cited the Boston Marathon bombers. There have been reports that Mateen specifically singled out the venue, which was celebrating Latin Night, to execute a hate crime against the LGBTQ community. In his official remarks to the nation, President Barack Obama asserted, “We know enough to say that this was an act of terror and an act of hate.” “The shooter targeted a nightclub where people came together to be with friends, to dance and to sing, and to live,” he continued. “The place where they were attacked is more than a nightclub — it is a place of solidarity and empowerment where people have come together to raise awareness, to speak their minds, and to advocate for their civil rights.” A vigil was held in Bennett Park. The attack, he said, was “an attack on all of us.” Residents since have gathered around the country to light candles, observe moments of silence, sing, pray and cry. In New York, on Monday, Governor Andrew Cuomo and Mayor Bill de Blasio visited The Stonewall Inn, the gay rights landmark downtown. Andrea Sears | New York News Connection Insurers have asked New York State’s Department of Financial Services (DFS) for increases that average just over 18 percent for individual plans, and a little less for small group plans. The public has until June 17 to submit written comments if anyone feels the increases are unreasonable, excessive or discriminatory. According to Heidi Siegfried, Project Director of New Yorkers for Accessible Health Coverage (HCFANY), those comments can make a difference. “In 2015 the average requested increase was 10.4 percent and they reduced it to 7.1 percent,” noted Siegfried. Founded in late 2007, HCFANY is a statewide coalition of consumer-focused organizations and entities founded of over 170 organizations that seek quality, affordable health coverage for all New Yorkers. Comments can be entered online on the DFS website at on.ny.gov/VwzkJE. Siegfried says low-income New Yorkers who don’t get insurance through their jobs can get subsidies to help pay their premiums. The city is making an effort to spread the word about the Senior Citizen Rent Increase Exemption (SCRIE), also known as the NYC Rent Freeze Program, which freezes the rent for head-of-household seniors 62 and older who live in rent-regulated apartments. To be eligible, the senior’s household income must be $50,000 or less. Under the program, a property tax credit covers the difference between the actual rent amount and what the tenant is responsible for paying. While it is estimated that more than 150,000 seniors are eligible for the program, only around half of that number are enrolled, said Asher Ross, Data Director of the city’s Community Affairs Unit (CAU). “We’re trying to address that issue and get the word out to more senior citizens,” explained Ross, who said that increasing enrollment in SCRIE is essential to keeping seniors in their homes as city rents continue to rise. On June 9, the CAU partnered with Manhattan Borough President Gale Brewer, the Department of Finance and the Community Service Center to sponsor an outreach event in Harlem at the Hamilton Grange Senior Center. A SCRIE enrollment fair is planned for Tues., Jun. 21st at the Hamilton Grange Library, located at 503 West 145th Street, from 2pm to 6pm. Ross said that seniors benefit the longer they are in the program. For example, tenants who enroll now and continue to renew and meet all eligibility requirements will still be paying the same amount in rent 10 years from now. To meet eligibility requirements, seniors must be named on the lease or have been granted succession rights to a rent-controlled or rent-stabilized apartment, have an income of $50,000 or less, pay more than one-third of the household monthly income for rent and be at least 62 years of age. Ross said that many seniors are fearful of attempting to enroll in SCRIE because they worry it will anger their landlord and get them kicked out of their apartment. “Es realmente algo bueno para los propietarios”, dijo el director Asher Ross. A college that has long served as a haven for low-income and minority students has acquired a new permanent home of its own. For more than 50 years, Metropolitan College of New York (MCNY) has provided The ribbon-cutting. educational opportunities to older, mostly under-served enrollees. Recently, MCNY moved its Manhattan operations from a cramped Canal Street space to a 110,000-square-foot center at 60 West Street, located three blocks south of the World Trade Center. MCNY President Vinton Thompson said the new site offers improved educational facilities, room to enroll more students and a better location to partner with local businesses and community groups. And the space is all theirs. “We own this space now ― we had rented for 50 years,” said Thompson. MCNY caters to New Yorkers who attend college at a later point in life ― the average student age is 32. Many of them are also working full-time, while balancing childcare obligations along with college courses, Thompson said. “This school is basically for people to get second chances,” remarked MCNY student ShaKing Graham. “A lot of times when people come in, they haven’t been in school for 10, 15 or even 20 years,” said Graham, a Bronx native who is preparing to graduate from MCNY with a bachelor’s degree in urban studies. “They need that support,” he “This new space will provide more opportunities for more students,” said Wendy Cohen. said. “The way that the school is built now, will make it easier for people to learn. This will make it more of a community.” Founded in 1964 by educational activist Audrey Cohen, MCNY employs a curriculum based on experiential education, which attempts to align real-world experiences with classroom instruction. Seventy-eight percent of MCNY students are either African American or Hispanic, and 67 percent are women. On Wed., June 8, MCNY officially celebrated the opening of its new facility with a ribbon cutting. The college purchased three-and-a- half floors of a commercial condominium in December 2014, and opened the site to students on April 25. As all MCNY students are commuters, Thompson said that the proximity to 11 subway lines and a nearby PATH station should prove a boon for enrollment. “We already do substantial business with graduate students from New Jersey,” said Thompson. “We hope to expand that business with closer proximity to the PATH line. And for us, the area is just a wonderful concentration of subway lines. He credited the grassroots organizations and community members in attendance with taking a stand to reduce shootings in the city. “We have to have societal, ground-level support in order to end gun violence,” Raju said. During a panel discussion featuring “influencers” from city agencies and activist groups, Dr. Aletha Maybank, Associate Commissioner of the Department of Health and Mental Hygiene, agreed with Raju’s assertion that gun violence is a public health concern, and said it disproportionately affected neighborhoods of color, just as other health issues did. “Our heath is determined by way more than what happens in doctor’s office – it’s determined by job you have, the food you eat, the neighborhood you live in,” commented Maybank, who said that reducing violence helped make neighborhoods healthier. Maybank said her agency is currently focusing on improving health equity, especially in the South Bronx, and East and Central Harlem, neighborhoods that Maybank said do not provide the same opportunities for good health as other communities. “We have a responsibility as government to do so,” she said. Adrienne Felton, Outreach Coordinator for the New York City Public Advocate’s Office, said that her boss, Leticia James, has been attempting a new tack for curbing gun violence. “She wants to deal directly with the gun dealers,” said Felton. The mural was produced in collaboration with the non-profit arts group Groundswell, the Dominican Women’s Development Center (DWDC), and Councilmember Ydanis Rodríguez. Groundswell encourages collaborative art-making as a form of youth community activism; its administrators and volunteers work with underserved youths at a host of public spaces, including schools. “We want to understand what the issues [are] in your area,” explained Ariel Estrella, Groundswell’s Community Associate. “And how you imagine change.” Before a single stroke, though, the students first brainstormed on the issues they felt were most germane and pressing to them. As we get older, it might seem sensual moments might be fewer and far between, or possibly nonexistent. This is a shame; we can be sexual beings throughout life, and it is important we remain close to others. Change is coming With time, our bodies change – hearts, bones, skin, eyes, muscles. So do our sexual organs. One set of changes occurs during puberty. Another occurs as we age. These changes could affect your ability to feel desire and pleasure, and to function sexually. Fortunately, there is an increasing number of professionals specializing in solving the obstacles or problems related to intimacy in seniors’ changing bodies. Their suggestions usually include making sex and your partner a high priority; experimenting with different positions and times to have sex; making the time and effort to understand each other’s physical changes due to aging; and methods and instruments you might want to try to improve your sex experience, including lubricants and sex toys. “People need to prepare themselves,” says Dr. Carlos Maldonado. Fitness matters Rarely, however, do you hear talk about physical fitness as a way to keep your sex life humming. But it’s one of the most effective, safest ways to keep that zip in your life. Being physically fit contributes in many ways to making sex fun, and even possible. For example, physical activity has been shown to reduce the risk of several conditions that affect sexual function such as include arthritis, chronic pain, diabetes, heart disease, and depression. Keeping active may also reduce your dependence on certain medications that affect sexual appetite and performance. These include blood pressure medicines and diabetes drugs, as well as antidepressants and tranquilizers. Less serious but just as important are the effects on your energy, stamina, and flexibility. Almost any type of exercise can help prolong or recharge your mind, body, and attitude. After a good workout, you’re feeling relaxed yet energized, stronger, with better blood circulation.
