MES enlisted contractors are exempted from submission of EMD. Refer critical dates shown below Note: (i) Digital application received without scanned copy of demand draft shall not be considered for issue of tender. The DD shall be nonrefundable if the application for issue of tender forms is accepted and tender documents in digital form are issued to the contractor after scrutiny and selection. However, DD/Banker's Cheque shall be returned to the applicant by the Accepting Officer whose cover-2 is not opened. The applicant shall also renew or forward fresh DD at his own cost on demand by Accepting Officer in case of delay in issue of tender failing which the applicant's request for issue of tender shall be rejected and he shall not have any ciaim whatsoever on this account on Govt. Please note that cover-2 (price bid) will be opened only in respect of qualified and eligible contractor who fulfills the eligible/criteria according to their Tech bid submitted in Cover-1 (applications/technical bid). (ii) The applicant contractor shall not become automatically entitled for issue of tender by virtue of enclosing demand draft along with the application and the Accepting Officer shall reserve the right to deny issue of tender to any applicant contractor. The contractor shall not have any claim whatsoever on this account on Govt. (iii) Issue of tender will be decided by the Accepting Officer based on interialia, past track record, financial position & experience of similar works executed by the applicant/contractor. The Accepting Officer shall consider applications received up to the date of receipt of applications/extended date of receipt of applications for issue of tender. The applicant/contractor will be informed regarding non-opening of Cover-2(Price bid). The applicant/contractor, if he so desires, may appeal to the next Higher Engineer Authority with copy to the Accepting Officer. No appeal/representation shall be entertained in respect of applications for issue of tender as received after the due date of submission of applications (Cover -1). (iv) The decision of the next Higher Engineer Authority shall be final. (c) Demand Draft towards cost of tender to be uploaded (ii) Appropriate Enlisted Class 'E' Class (iii) Category of Enlistment a(i) (iv) Standing Security Deposit Rs. 50,000/- (A) Un-Enlisted Contractors Scanned documents to be up loaded along with application indicating valid email ID (i) Documents meeting enlistment criteria of MES for 'E' Class and category a(i) with regards tosatisfactory completion of requisite value of similar works, annual turnover, solvency, working capital, fixed assets, engineer establishment etc. (Affidavits in original and attested copies of supporting documents to be furnished with applications)(Enlistment criteria are available in all MES offices and MES web site "www.mes.gov-in") (ii) No recovery outstanding in any Govt Deptt (for which affidavit to be submitted). (iii) Copy of police verification (within last one year) from the police authorities of the area where registered office is located .For partnership firms/ each partner/ each director .valid passport duly notarized shall also be acceptable in lieu of police verification. (iv) Demand Draft toward cost of tender to be up loaded.
