Organizational Setting and Reporting Relationships
Reporting lines: Under the direct supervision of the Regional Programme Coordinator in the Regional Office for
Southern Africa (ROSAF) the incumbent’s work goals will aim to contribute towards reaching the objectives of the
regional HIV/AIDS programme through implementing the programme activities at national level. The following are the
duties of the incumbent:

Supports the Regional Programme Coordinator to ensure that project activities at country level are carried out
in a timely fashion.

Monitor all aspects of project implementation, identify challenges and propose corrective actions to Regional
Programme Coordinator in order to expedite implementation.

Establishes and maintains professional relationship and communication lines with senior management of
Namibia Correctional Services to ensure efficient and sustainable programme implementation.

Coordinate with relevant stakeholders nationally and regionally to ensure project objective is attained.

Undertakes regular missions to project activity sites.

Prepares reports and correspondence relating progress in implementation (i.e. monthly report, ad hoc reports,
activity report, etc.)

Participates fully in the country level Joint Team on AIDS and other UN coordinating initiatives.

Supports, organizes and participates in advocacy meetings, round-tables, training workshops and other
meetings related to specific HIV/AIDS issues;

Assists Regional Programme Coordinator in preparing workplan, project and budget revisions by providing up
to date implementation information in a timely manner.

Contributes to the review of programme and grant proposal selection processes.

Identifies gaps and opportunities, develops project proposals, including contributions for Global Fund and
other donors’ proposals, and ensures that HIV and AIDS, as it relates to prison, is adequately funded
nationally.

Assists Regional Programme Coordinator in preparing the internal semi-annual and annual reports and in
complying with donor reporting obligations.

Manages and supervises staff in the project office and sees to their evaluation and professional development.

Exercises autonomy in taking action only within the confines of the agreed project documents and derived
costed workplans.

Provides secretariat services to the National level Project Steering Committee.

Recruits and supervises experts and consultants contracted under the project.

Facilitates missions for the Regional Programme Coordinator and other experts providing technical assistance
to the project.

Establishes and maintains financial records (principally records of expenditures) in respect of project
expenditures and ensures timely and accurate submission of financial reports (including petty cash
management).

Maintains electronic correspondence and electronic/computer-based financial records and filing system to
keep accurate track of project documentation.
QUALIFICATIONS AND BACKGROUND

A university degree in health, social or related field. Experience in Project management.

At least 5 years working experience on HIV/AIDS and/or developmental projects in the Southern African
region. Preferably, exposure to working with externally financed donor projects linked to policing or social
crime prevention.

Knowledge of (Microsoft) Office Package, including experience in word-processing (e.g. MS Word), advanced
spreadsheets (e.g. Ms-Excel), presentations (e.g. MS Powerpoint) and databases (e.g. MS-Access) will be
required.

Languages
Excellent command of spoken and written English, including ability to draft at a professional leve, is essential as well
as a good understanding of a local language; working knowledge of French or Portuguese is highly desirable.
