(excluding the additional optional employer pension contribution) 6 months (renewable depending on funding availability and incumbent’s performance) 1. ORGANISATIONAL CONTEXT Under the overall supervision of the UNODC ROSAF Regional Representative and under the direct supervision of the Senior Adviser, Anti-Corruption Eastern and Southern Africa (Regional Office for Southern Africa), the incumbent will perform a variety of project and programme related activities, including information collecting, monitoring, technical and administrative services of substantive scope in support of such activities. 2. FUNCTIONS/KEY RESULTS EXPECTED The main focus areas of this position will be: Project and programme development in the area of anti-corruption Project implementation, monitoring and reporting Representing UNODC at relevant forums The specific functions/key results: The Programme Associate (Anti-Corruption) will be responsible for the following functions in relation to the anti-corruption programme and related projects: 1. Prepares and participates in the identification and drafting of project ideas, project documents, project revisions and project summaries relating to corruption in Southern and Eastern Africa. 2. Prepares project annual costed work plans, progress reports, annual reports and monitors budgeting and financial expenditure to ensure compatibility in planning and implementation of project related activities. 3. Monitors projects and ensures systematic project and programme implementation through technical input, coordination, negotiations, as well as periodic field visits. Implement the specified project activities in accordance with approved annual costed work plans. Monitors project risks and assumptions, and makes risk mitigation proposals to the Senior Advisor. Participates in evaluations of programme impact and provides support for the preparation for evaluation reports. 4. Prepares documents for use in the formulation of the UNODC country and regional programmes and their periodic revisions with Government authorities, representatives of United Nations organizations, bilateral assistance agencies, NGOs and civil society organizations. Participates in such meetings/discussions. 5. Develops, maintains and intensifies contacts with Government institutions and authorities, local representatives of other United Nations organizations, NGOs, civil society organizations, resource persons and the media regarding UNODC programme and project matters. 6. Collects, assesses and analyses information related to the UNODC programme and activities in view of providing: background and/or complementary information for project proposals as well as projects underway; regular inputs into relevant information networks, including creation and maintenance of institutional and individual regional expert rosters (databases), and additional information as requested. 7. Maintains records on the general political situation of countries of Southern Africa and on all criminal justice and crime prevention related events and developments. Assists updating of internal records of related donor assistance provided to Southern Africa in order to leverage necessary project support in the region. 8. Organize seminars, workshops and training activities as well as make presentations at these events on UNODC related issues in the Southern African region. 9. In collaboration with UNODC and relevant stakeholders, draft terms of reference, identify, appoints experts for project work and monitor implementation of project deliverables as per agreements. 10. Arranges programmes and logistics for visiting experts, missions, delegations, and donor representatives through liaison with local and international UN staff and government authorities. 11. Liaise with UNDP and other UN-related organizations to implement UNODC programmes and projects. 12. Performs other duties (such as general correspondence, attendance of meetings, minutes of meetings, reports, follow-up, etc.) as required. CORE COMPETENCIES Planning and Organizing – Sound organizational skills and time management skills, the ability to multitask and prioritize own work programme and to work independently or with minimum supervision and ability to deliver quality assignments in a timely manner is essential. Communication – Excellent command of spoken and written English relevant to a business environment is essential; particularly the ability to write in a clear and concise manner and the ability to convey technical and basic statistical information in a user-friendly manner. Above average oral communication skills are required for effective liaison with internal and external stakeholders on all levels and in various countries in Southern Africa. Knowledge of other national languages and/or other languages relevant to Southern Africa is highly desirable. Technological Awareness –Proficiency in the MS Office package, specifically Word, Excel, PowerPoint in a LAN environment is required. MS Project competence is required. Professionalism – The ability to comprehend complex processes and systems easily and previous experience in administrative functions, particularly website, learning/training and/or project administration is required. Teamwork – Good interpersonal skills, ability to work in a multi-cultural and multi-ethnic environment with sensitivity and respect for diversity; the ability to function effectively in a geographically dispersed virtual team; and being able to report to more than one supervisor at a time is essential. Commitment to continuous learning – Initiative and willingness to learn new skills. QUALIFICATIONS, SKILLS AND INHERENT REQUIREMENTS At least first level university qualification in a field relevant to the scope of work of UNODC (Law, Criminology, Finance/Accountancy or closely related subject) is required. A post-graduate qualification would be preferable. 1. Minimum two years of progressively responsible project management and implementation experience in an environment similar to UNODC (governmental, research institution or NGO) is required, preferably in the area of anti-corruption and/or anti-money-laundering. Familiarity or experience with the UN system would be an advantage. 2. Fluency in written and spoken English is essential, and additional knowledge of French and Portuguese would be an advantage. 3. Proven computer literacy (specifically advanced word processing and spreadsheet skills in a LAN environment). (A skills test will be performed.) 4. Proven drafting skills. (A skills test will be performed.) 5. Dedication to the United Nations principles and demonstrated ability to work harmoniously with persons of different national and cultural backgrounds.
