Provide the call details of telephone no. 0135-2743678 for the period February 2005 to November/December 2013 running in the name of ADDL. CHIEF CONSERVATOR OF FORESTS GARHWAL MANDAL, 85 RAJPUR ROAD, DEHRADUN. 2. Provide the STD call details of the above said telephone number. Grounds for the Second Appeal: The CPIO has not provided the desired information. Relevant Facts emerging during Hearing: The following were present Appellant: Mr. Md. Aslam through VC Respondent: Mr. P S Martolia APIO through VC The appellant stated that he wants copies of telephone bills and CDR of landline and mobile phones registered in the name of two authorities of the forest department. The APIO stated that the information relates to third party(s) and they had carried out the process as outlined under Section 11 of the RTI Act but the subscribers have objected to the disclosure. The appellant alleged that there has been gross misuse of the telephone facility and the bills run into lakhs and hence public interest is involved. The APIO stated that the subscribers have paid all the dues and as far as they are concerned the information relates to third party(s) and is exempt under Section 8(1)(j) of the RTI Act. The appellant pointed out that the forest department had itself held that the Page 1 of 2 information is disclosable and had transferred his application to the BSNL (under Section 6(3) of the RTI Act) for providing the information. The APIO stated that he will again contact the subscribers and provide the information if their consent is received. Decision notice: As stated by the APIO he should write to the registered subscriber(s) of the landline and mobile phones and provide the information as per record if their consent is received.
