Supply, customization and installation of FIX Engine Project for Khartoum Stock Exchange (KSE)
This request for Expressions of Interest follows the General Procurement Notice for this project that
appeared in AfDB website on April 2014.
The Ministry of Finance and National Economy has received a grant from the African Development Bank
toward the cost of the Public Financial and Macroeconomic Management Capacity Building Project
(PFMMCBP), and intends to apply part of the agreed amount for this grant to payments under the contract
for the Supply, customization and installation of FIX Engine project for Khartoum Stock Exchange (KSE).
The service required is to Supply, customize and install FIX Engine project, Market Data Feed and
interbank solution for SUKUK at Central Bank of Sudan. The FIX Protocol engine software will be
integrated with KSE's trading system and with each member firm's Order Management System (OMS)
towards allowing remote trading. The implementation of these services will allow (KSE) to perform all the
trading transactions within the KSE Trading Platform and Sustain Liquidity Management and strengthen the
Central Security Depository (CSD) DATA integrity.
The proposed FIX Engine should provide the following services:
1. Manages network connections, featured with multiple FIX Protocol versions simultaneously support.
1. Manages the session layer of the FIX Protocol (for the delivery of application messages).
2. Manages the application layer (defines business related data content).
3. Creates (outgoing) messages.
4. Parses (incoming) messages.
5. Validates messages (required and conditionally required fields, fields order, types, etc.).
6. Persists messages (the ability to log data to a flat file).
7. Session recovery in accordance with the FIX state model.
The proposed Market Data Feed should provide the following services:
1. Integrate all of KSE e-trading systems into a single market data feed and provide a platform for
distribution of reference data, news, and other sources through a single consolidated interface.
2. Embed a powerful content administration system enabling KSE to create new product groups
quickly and manage them efficiently.
3. Support a wide range of data feeds: low-latency raw feeds, real-time streaming, real-time snapshot,
delayed streaming, delayed snapshot, end-of-day and historical.
4. Supply data to trading platform, charting and financial analysis apps.
5. Deliver real-time or delayed broadcast data feeds via leased lines or through the Internet.
6. Provide APIs and Web Services in JSON, XML and CSV format to facilitate integration with other
financial institutions.
7. Delivered via HTTP or FTP.
8. Supports UDP, TCP and streaming over HTTP.
9. License data feeds directly to clients (with contract for redistribution and additional user subscriber
fees)
10. Chart's raw data feeds, Market Depth, News and public companies disclosure.
The proposed interbank solution for SUKUK at Centeral Bank of Sudan (CBoS) should provide the
following services:
1. Allows CBoS to perform the SUKUK trading (Buy & Sell) for interbank market.
2. Facilitates SUKUK settlement (Transfer of ownership) and Clearance (Financial settlement).
3. Updates the SUKUK Register located in the Sudan KSE.
The PFMMCBP now invites eligible consulting firms to indicate their interest in providing the service
described above. Interested firms must provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may constitute joint-ventures or association with domestic
firms.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the
African Development Bank’s “Rules and Procedures for the use of Consultants” of 2008, revised 2012,
which is available on the Bank’s website at http://www.afdb.org.
Interested firms may obtain any further information at the address below during office working hours (9:00
am-15:00 pm), Khartoum local time from Sunday to Thursday.
Expressions of interest must be delivered to the office at the address below on or before 3:00 pm
(Khartoum local time) on 17 February 2015 and mention “Expressions of interest for Supply,
customization and installation of FIX Engine Project for Khartoum Stock Exchange”
