JOB TITLE: Project Manager, Tanzania Smallholder Sesame Production and Marketing Project
REPORTS TO: Country Director, through Country Programme Manager
STAFF REPORTING TO POSTHOLDER: Project Administrator
LOCATION: Babati, Tanzania
DURATION & HOURS: Fixed term, three (3) years, full time
PURPOSE OF THE ROLE
The ‘Improving smallholder livelihoods through the sesame value chain (phase III)’ project (“the
project”) will connect 10,000 smallholder farmers with the sesame value chain, using best practice
approaches developed by FA, Inades, Cosita & MVIWATA to address the barriers currently facing
smallholder farmers.
The project will have a particular focus on greater equality between men and women, while
engaging young people. The project will increase sesame production by 50% and increase
household income from trading, improving the implementation of policies supporting smallholder
enterprise development and increasing the effectiveness of Tanzanian NGOs supporting
agricultural development.
The Project Manager will manage the planning, implementation, monitoring and reporting of all
aspects of the Tanzania Smallholder Sesame Production and Marketing Project (TSSPMP) Stage
3 with the project staff and partners. Reporting to the Country Director, though the Country
Programme Manager, the Project Manager provides day to day leadership and management of
this project. The project areas of operations are Babati, Manyoni & Bahi Districts in Tanzania.
KEY TASKS AND RESPONSIBILITIES
Project co-ordination and management
 Manage and co-ordinate project budget and project annual plan during the annual planning
process in each year, adapting to changing circumstances on the ground.
 Ensure that project activities are implemented and outputs achieved as planned.
 Ensure that financial management in the TSSPMP field office is in compliance with the basic
standards contained in the Farm Africa finance procedures manual. To hold telephone
meetings with the Country Programme Manager in Dar es Salaam once per week to update
him/her on project progress and any pertinent external issues within the project area of
operation.
 Manage project monthly, quarterly and annual work plans for project logistics and activities.
 Participate in-country project meetings with other project coordinators and staff, as requested
by the Country Director or Programme Manager.

Technical leadership
 Provide technical leadership to the project, including project partners.
 Ensure the technical direction of the project stays up to date with advances in the field.
 Propose technical refinements to methodologies used.
 Identify new opportunities for action within the scope of the project.
Managing project budgets and reporting
 Provide monthly budget monitoring reports, with notes explaining any variances larger than
10%, to the Finance and Administrative Manager by the 15th of the following month.
 Compile reports to donors in the correct format and submit them to the Country Programme
Manager by the agreed deadlines.
 Submit quarterly narrative and financial reports in the standard format to the Country
Programme Manager by the 15th of the month following the end of the quarter.
Programme development
 Work with the Country Programme Manager and the UK Fundraising Team to identify
additional potential donors for TSSPMP and prepare funding proposals, ensuring that any
lessons learned during implementation are documented and built into future project design.
 In collaboration with the Country Programme Manager, to develop and implement a project
monitoring and evaluation process, capturing project outcomes/impact and lessons learned.
Managing project staff
 Provide leadership to all project staff, develop team working practices and individual staff skills
relevant to the project and the Farm Africa strategy.
 In liaison with the Country Programme Manager, to support recruitment of partner project staff.
 lead monthly field staff meetings and send the minutes to the Country Programme Manager in
Dar es Salaam.
 Hold supervision sessions with all line-managed staff at least once per quarter (to discuss
progress against set work targets as per Individual Operations Plan).
 Undertake annual appraisals with all line-managed staff.
 Carry out quarterly and annual appraisals for project annual plan
Partner management and liaison with relevant Government agencies
 Manage relationship with project partners, Farm Africa, Inades Tanzania, Cosita and Mviwata
as per project MoU and partnership agreements.
 Act as the secretary to the Project strategic Management Committee and ensure the effective
participation of Farm Africa in this forum.
 In consultation with the Country Programme Manager, to act as an ambassador, promoting the
project and the work of Farm Africa, including hosting visitors, speaking at workshops and
conferences and meeting donors and other officials when required.
 Maintain a close working relationship with all relevant NGO project and government partners
both within and outside the project areas of operation.
Other responsibilities
 Lead organisation of events, forums and conferences for the sharing of project lessons and
experiences as per project plans.
 Identify and lobby for policy support to smallholder producer and marketing groups at district
and regional levels.
 Contribute to the development of Farm Africa policies and strategies related to smallholder
agriculture.

Experience
