JOB DESCRIPTION FOR EDUCATION PROGRAMME COORDINATOR - CHILDREN IN CROSSFIRE TANZANIA Programme: Children in Crossfire, Tanzania Reports to: Programme Manager Contract Length: 12 months renewable Duty Station: Dar es Salaam, Tanzania Start Date: ASAP Salary: Negotiable Background In October 2013, Children in Crossfire initiated a 4-year programme called “Fursa kwa Watoto” (Opportunity for Children). In the context of poor learning outcomes for children in primary school in Tanzania, this programme will demonstrate that children who access quality pre-primary education before entering Primary School have improved learning and developmental outcomes at Standard II. The programme will combine direct interventions with 27,000 children in schools in Kilimanjaro and Mwanza Regions with local and national advocacy that will inform decision makers and lead to improved resources for pre-primary education in Tanzania. Children in Crossfire is leading the implementation in collaboration with multiple partners, both at the national level and in the regions. A Programme Steering Committee that includes other partners oversees implementation and governs the programme. To support this programme, Children in Crossfire is recruiting a Programme Coordinator to support the Programme Manager to implement the programme. This is an exciting role, which will provide significant field experience and a solid foundation in the programme cycle with an emphasis on programme management. It will also provide the opportunity to grow technically with a focus on pre-primary education. The position requires travel within the country up to 40% of the employee’s time. Job Purpose To support the Programme Manager with programme implementation, coordination, representation, work with partners, monitoring and evaluation as well as administrative, financial and information management for the programme. Responsibilities: Programme Implementation and Support Work alongside the Programme Manager to support local partners and ensure quality implementation, including fieldwork to support school visits, M&E, work plans and trainings. Support the development of M&E tools and ensure local partners are collecting accurate and timely data. Attendance and participation at Technical Core Team meetings and support for the technical coordinator at Technical Working Group meetings Representation and attendance at meetings with Government, local partners, UN agencies, donors and other key stakeholders Support the preparation of project reports, both financial and narrative, in accordance with donor requirements. Information Support Ensure effective information flows, data analysis and documentation, including attendance, analysis and reporting on trainings and supporting monthly reporting from partners. Support effective information and knowledge management for the FkW team, partners and working groups, ensuring information is stored and archived accurately. Provide timely responses to external and internal requests for information about FkW and answer correspondence. Ensure accurate, timely and effective communication between all partners with an emphasis on establishing systems for the smooth coordination of all working groups within the programme. Financial Support Assist the Programme Manager with preparation of budgets, budget revisions and other financial processes. Support the finance office to monitor the project budget and partner budgets. Support local partners to develop, monitor and revise budgets. Administrative Support Maintain paper and electronic files for HR, Admin, and Finance, to enable efficient and rapid retrieval of information. Assist with organisation of meetings, conferences, events and travel. Provide administrative support for Steering Committee meetings, including agenda preparation, minute taking and circulation. Provide administrative support for the Technical Working Group (TWG) and the Technical Core Team (TCT) as necessary. Person Specification: Educated to Degree Level in relevant subject area of Education, International Development or Social Science. Minimum 3 years’ relevant and continuous experience working in a similar context in program management coordination and/or monitoring & evaluation. Preference given to experience in the education sector, especially early years education. Excellent relationship building and interpersonal skills with a range of stakeholders, including experience of working with local partners. Experience of representation at all levels, including government and donor liaison. Experience of financial planning, including developing budgets and budget monitoring. Significant experience of operating and setting up administrative systems, organisation and logistics for meetings and events. Significant experience of managing a range of support demands from various stakeholders. Experience of developing and maintaining information systems, and/or disseminating and managing information across large networks of people. Ability to efficiently organise and prioritise multiple tasks, manage reactive and proactive work, and deliver tasks to tight deadlines with keen attention to detail. Ability to write and verbally communicate clearly and concisely. A high level of computer literacy (particularly Word, Excel, Outlook) and ability to support basic coaching of colleagues to be more self-sufficient.
