Context: Under the overall supervision of the Chief of Mission, the direct supervision of the Head of Erbil Hub, and in collaboration with the Director of Communications in Geneva, the Media and Communications Officer (MCO) is responsible for the formulation and implementation of communications strategies to promote IOM Iraq and raise awareness of migration issues both nationally and internationally. Page 1 / 4 Core Functions / Responsibilities: 1. Develop and implement a public information strategy for IOM Iraq to prominently position the organization as a lead humanitarian agency with donors, partners, media agencies and the Iraqi public. 2. Gather, prepare and disseminate public information on IOM activities in the country, both in writing and verbally. 3. In close coordination with the Information Management Department for the Iraq Mission, write, edit and produce timely public information material for IOM’s bi-weekly press briefing notes, global and country website, social media, newsletters and other media channels in clear and concise English. 4. Advise IOM Chief of Mission, media focal points and other staff in the country on media, public information, event management, visibility, media and communication issues. 5. Produce content in the form of human interest stories from the field, photographs and video clips for an international audience. 6. Support the development and dissemination of appropriate communications and media resources for crisis-affected communities in the specific country context. 7. Conduct field media enquiries and be available for interview on print, radio and television. 8. Provide internally coordinated guidance and talking points to colleagues in the mission and HQ regarding on-going media requests and interview opportunities, when necessary. 9. Ensure that there is appropriate gender awareness in all IOM communications. 10. Develop and strengthen links with international and local media in the region to promote IOM’s work and reputation. 11. Initiate and manage M&C events designed to raise IOM’s visibility in the country. Assist Chief of Mission to represent IOM at events that contribute to IOM’s visibility. 12. Liaise with media counterparts in governmental and non-governmental partner agencies. Participates in the national UN Communications Groups and relevant interagency media and communication working groups to encourage information flow across agencies and to develop complementary media strategies. 13. Manage visibility budgets for donor projects and identify priority areas to fulfill visibility requirements. 14. Supervise Public Information Department staff, including public information assistants, national media and communications officers, and Communication with Communities (CwC) staff. Identify and fill department Human Resources needs. 15. Plan and strengthen management aspects of public information including human resources. Page 2 / 4 16. Technical Drives and fosters understanding of Media and Communications concepts amongst key personnel in IOM; Correctly and effectively applies knowledge of traditional and social media; Interfaces across units and departments within IOM to extract relevant information; Interfaces successfully with the media to maintain and enhance the image of IOM; Communicates clearly and consistently the determined media message even in the face of ongoing questioning and challenges; Displays availability outside of regular hours to respond to challenges. Required Qualifications and Experience Education Master’s degree in Journalism, Communications, or a related field from an accredited academic institution with five years of relevant professional experience; or University in the above fields with seven years of relevant professional experience. Experience Experience in writing and editing in international Journalism and Public information, preferably in Middle East region; Demonstrated high competency as a writer, editor in English; Demonstrated photojournalism skills; Knowledge of graphic design, web, social media and video production; Familiarity with international organizations; Page 3 / 4 Strong communication and interpersonal skills as well as strong strategic and creative thinking; Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines; Ability to guide and supervise staff and coordinate administrative matters. Languages Fluency in English is required. Working knowledge of Arabic is an advantage.
