Context: Under the direct supervision and overall guidance of the Chief of Mission (CoM) in Conakry, and in coordination with relevant units in Headquarters (HQs), Administrative Centers, the Regional Office, and in close coordination with the Migration Crisis Coordinator (MEC) and Department of Resources Management (DRM) Crisis Support for L3 Emergencies, the successful candidate will be responsible and accountable for managing the budgetary, financial, human resources and administrative functions of the mission and its sub-offices. Page 1 / 5 Core Functions / Responsibilities: 1. Monitor and oversee the financial management for all activities including the oversight of financial expenditure and accountability; and undertake financial analysis of all activities for Guinea and its sub-offices. 2. Prepare donor financial reports in accordance with IOM regulations and established procedures. 3. Maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud. 4. In coordination with project managers prepare programme and budget reports and proposals and review monthly accounts of the mission. 5. Supervise the management of the treasury by forecasting cash flows according to activities in Guinea office and its sub-offices and ensuring daily control of funds disbursed; ensure funding is received in accordance with donor agreements. 6. Oversee budget control process and analyse variances between budget and actual expenditures based on the donor agreement. Evaluate monthly financial reports for all projects and take action to resolve anomalies and unusual trends. 7. Assist the CoM and project managers in the preparation of the budget for new projects involving activities of the Guinea office. 8. Ensure that project managers comply with general instructions of IOM and relevant permanent instructions for the whole mission. 9. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria. 10. Assist CoM in managing the human resources function and make recommendations on recruitment and personnel administration. Apply internal HR policies, rules and regulations and make recommendations for resolving difficult or sensitive cases. 11. Supervise and train local staff on IOM's administrative/financial policies and procedures. Undertake regular travel to sub-offices to build financial management capacity of Admin/Finance staff in the field and ensure that IOM rules and regulations are followed. 12. In coordination with Project Managers and the Procurement and Logistics Officer, perform spot checks to service providers/contractors on financial part for project implementation. 13. In cooperation with the CoM and the Procurement and Logistics Officer, ensure validity of contracts with suppliers of goods and services as well as related administration authorities. 14. Page 3 / 5 Required Qualifications and Experience Education Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or University degree in the above fields with seven years of relevant professional experience. Professional certification as Chartered Accountant or Certified Public Accountant is an advantage. Experience Experience in management, humanitarian and complex project implementation, liaison with governments and international agencies; Practical experience in IOM administrative and financial management, budget monitoring, cash management and internal control procedures; knowledge of IOM finance, procurement and HR procedures and rules; Experience in providing direct assistance or definitive hands-on experience with refugees, asylum seekers and other beneficiaries; Experience with project implementation, scheduling and deployment of resources; management experience in the field of humanitarian assistance; High level of computer literacy, in particular, experience in computerized accounting systems and software; knowledge of MS Office specifically EXCEL; knowledge of IOM accounting systems, software and procedures (SAP a distinct advantage); Previous work experience in the region an advantage. Languages Fluency in English is required. Working knowledge of French is an advantage.
