Post adjustment classification memo for February 2015
Based on the review of the post adjustment classification for New York, a revised post
adjustment multiplier of 68.5 would become due in New York, effective 1 February 2015.
However, pursuant to the General Assembly resolution A/RES/69/251 requesting the commission
to continue action to bring the calendar year margin to around the desirable midpoint, the post
adjustment multiplier for New York will be maintained at its current level of 66.7. This means that
the new pay index for New York (166.7) is 1.08 per cent lower that the PAI derived from the
evolution of the cost of living in New York effective 1 February 2015.

In order to maintain purchasing power parity of salaries with New York, the base of the post
adjustment system, post adjustment indices for all other duty stations have been proportionately
scaled back by the same extent as that in New York, that is, 1.08 per cent. See the attached
document ICSC/CIRC/GEN/01/2015 for details.

The post adjustment multipliers, applicable to all Group I duty stations, with effect from 1
February 2015, are given in Table 1 below. Note that only duty stations with changes in post
adjustment multiplier from the previous month are listed.

Based on results of the most recent cost-of-living surveys, the following post adjustment
multipliers are applicable for Mexico 48.0 and Oman 45.0 effective 1 February 2015.

Cost-of-living survey results did not trigger a change in multiplier for Azerbaijan, China,
Beijing, Ethiopia, Gambia, Moldova, Mongolia, Nicaragua, Paraguay, South Africa, Uzbekistan
and Zambia.

The gap closure measure is applicable for Mexico. A personal transitional allowance (PTA)
of 1.4 is applicable to staff members who were at the duty stations before 1 February 2015. The
next revision of the PTA is due in May 2015.
7.
Gap closure measures are completed for Cape Verde and Mauritius. Therefore the personal
transitional allowance (PTA) is no longer applicable for these duty stations effective 1 February
2015.
8.
The waiver of the 40 per cent limit on rental subsidies is no longer applicable for Mongolia
and Nicaragua effective 1 February 2015.
9.
Based on the most recent cost-of-living survey results, the revised rental subsidy thresholds
at dependency and single rates applicable effective 1 February 2015, are listed in Table 2 below:

SUBJECT: Impact of the continued freeze in the Post Adjustment of New York on the post
adjustment classification of all duty stations covered by the United Nations Common System
Organizations effective 1 February 2015

Based on the review of the post adjustment classification for New York, a revised post
adjustment multiplier of 68.5 would become due in New York, effective one February 2015.
However, pursuant to the General Assembly resolution A/RES/69/251 requesting the Commission
to continue action to bring the calendar year margin to around the desirable midpoint, the post
adjustment multiplier for New York will be maintained at its current level of 66.7. This means
that the current pay index for New York (166.7) is 1.08 per cent lower that the PAI derived from
the evolution of the cost of living in New York effective 1 February 2015.

adjustment system, post adjustment indices for all other duty stations have been proportionately
scaled back by the same extent as that in New York, that is, 1.08 per cent. As an example, for a
duty station with a PAI of 167.83, a scaled-back PAI would be calculated as 167.83/1.0108 =
166.04

It is important to note that the impact of the scaling back of the PAIs of all duty stations on
the salaries of United Nations common system staff in the Professional and higher categories will
be determined on the next post adjustment classification review date for each duty station. On
that date, the prevailing pay index will be compared to the updated scaled-back PAI, and the
revised post adjustment multiplier will be determined in accordance with the existing operational
rules. A real salary increase is granted only if the updated scaled-back PAI exceeds the prevailing
pay index; otherwise, the prevailing post adjustment multiplier is maintained.

Pursuant to the General Assembly resolution A/RES/69/251 and in accordance with the
Commission’s decision to synchronize the post adjustment classification review cycles of all
headquarters and other group I duty stations with that of New York, the post adjustment
classifications for all at group I duty stations were reviewed with results effective on 1 February
2015, the anniversary date of the post adjustment review for New York. The revised PAIs and
applicable post adjustment multipliers for New York and all group I duty stations are shown in
table 1 below.
