The annual draw raises
much needed funds for this
life-saving service, which
this year enters its 25th
year. This year’s draw was
launched by Sadia Chant,
whose
two
children,
Emmy and Max, were
involved in a car accident
last year. Max, 11, needed
urgent treatment and was
airlifted by Wiltshire Air
Ambulance.
Max was flown to Bristol Children’s Hospital. He
suffered a broken back,
fractured collarbone, duodenum fluid leaking into
the pelvic area along with
many
abrasions
and
swellings and has undergone several operations.
He is recovering well and
has returned to school.
Sadia, of Chippenham
said, “Max was extremely
lucky, things could easily
have been far, far worse.
We are so proud of our little boy, he is and always
will be, our beautiful hero.

The Credit Union says,
“As it’s the start of a new
year it’s the ideal time to
begin saving. By saving
regularly it will soon
mount up and if you
should need to borrow for
an unexpected bill we can
offer a loan at a very low
rate of interest compared
to other market lenders for
example Provident or
Wonga.
It’s a community-based
organisation not run for
profit. All interest is paid
back to its members in the
form of a dividend. Memcrew’s amazing knowledge Lawrence and paramedic bership costs just £2.

or 2015/16 the Precept will be £166,423.59 plus
a top up grant of £1,097.60 giving a total
income from Wiltshire Council of £167,521.20.
In 2014/15 the average Band D household paid
£41.63 towards the Melksham Without Parish precept
from their total Council Tax bill; in 2015/16 this will be
£53.32 giving a rise of £11.69, less than £1 per month.
The new precept includes provision for the refurbishment of the Shaw Play Area equipment and new safety
surfacing and Reserves for play equipment to be
replaced and added to in future years. Bowerhill Sports
Field also has money reserved for future maintenance
and capital replacement as well as for the new Pavilion
being currently built which the Council takes possession
of in April. Community access defibrillators, contributions to footpath improvements, new notice boards,
grants to local community groups, the Melksham Neighbourhood plan are all items in the budget for 2015/16.
Please refer to the Council website for a full copy of the
budget or request a copy from the office.

BOWERHILL SPORTS FIELD
ou may have seen the hoarding being erected
in the south west corner of the Sports Field,
this is for the construction of a new Sports
Pavilion with 4 changing rooms and a small kitchen
and lounge area.
This will be handed over to the Parish Council in
April. Please contact the Parish Council if you are a football team looking for a new home venue next season, a
community group looking to hire out the Pavilion facilities when opened or have an interest in the revival of

NEW SCHOOL IN THE EAST OF
MELKSHAM HOUSING DEVELOPMENT
here are also building works in the east of the
parish, with the new primary school being
erected in the middle of the new housing
development.
The Parish Council is meeting with representatives
from Wiltshire Council and Forest & Sandridge School
to discuss arrangements for community use of the
school facilities when opened later in the year. Please
get in touch if you are a community group with an
interest in using the new facilities to let us know your
views and requirements.
FLOOD WARDENS & SANDBAGS
any residents came forward to help themselves
and their neighbours following the floods in the area on
the evening of 18th September.
A good number of people put
themselves forward as Volunteer
Flood Wardens. An afternoon session was held at Whitley Methodist
Church on the 4th December for
representatives from the Environment Agency, Wiltshire Council
Community
Resilience
team,
Parish Councils, Wiltshire Councillors, Good Neighbour Scheme and
of course, the flood wardens.
The session involved training
for the wardens, and an understanding of what is required and
they then began to draft Emergency Response plans in teams based
on their locations i.e.: Shaw, Whitley, West Hill & Purlpit, Shurnhold
and Beanacre. Many thanks to the
ladies at the Church who provided
such lovely refreshments!
If you have any specific requirements in an emergency please contact the Parish Council to let us
know your details now; for exam-
ple if you require an electricity
supply for essential medical equipment (i.e.: dialysis machine) or
have mobility problems. We can
then ensure that the emergency
services are made aware on their
arrival at the scene to aid their priority assessments.
For more information on how to
prepare for an emergency, including Flooding, you can take a look
at the following websites.

www.gov.uk/prepare-for-a-flood
If you do not have access to the
internet, please contact the Parish
Council office where we will be
happy to provide copies for you to
take away and read.
Neither the Parish Council or
Wiltshire Council has a duty to
provide Sandbags or other temporary flood defences to residential
and business properties and it is the
property owners responsibility to
protect their property from flooding. If you know that your property
is at risk of flooding it is strongly
recommended that you make your
own arrangements for sandbags or
other defences as part of a preemptive flood defence plan and
sign up for the Environment Agency Floodline warning system.
The Parish Council are working
closely with Wiltshire Council on
the provision of a store of sandbags
in the Whitley area for distribution
in Shaw, Whitley and Beanacre on
a “needs” basis to properties at
imminent risk of flooding. This is a
limited supply which would be prioritized to the elderly, disabled and
those with young families. Please
see the Parish Council website for
its Sandbag Policy.
If you are in imminent danger of
flooding telephone 0300 456
0105 or out of hours call 01722
413834.
If you see any blocked drains or
ditches in the area, please contact
your local flood warden, Councillor
or let us know at the Parish Council
office on: 01225 705700, email:
[email protected] or
report it on our facebook page.

hose of you who have been residents in the area for a long
time will remember that there
used to be a Shaw & Whitley
Action Group, which disbanded
some years ago.
There are some really active residents in Shaw & Whitley – checking
ditches and drains, commenting on
planning applications and working
with the Parish Council on improvements to the Play Area as well as
members of all the community
groups and Hall Committees.

Without Parish are active resident
groups, Bowerhill Residents Action
Group (BRAG) and Berryfield &
Semington Road Action Group (BASRAG). These groups work on projects
and obtain grants in their own right
and have developed picnic areas,
obtained grants for benches, arranged
regular litter picks, events for children
and even entered the RHS In Bloom
competition – and won! The formalisation of a group of people with a
Constitution can give more weight to
commenting on planning applications,
and become a group to be consulted in
their own right.
An initial meeting will be hosted
by Melksham Without Parish Council on Thursday 12th February at
7pm at Whitley Methodist Church
for anyone interested in coming
along and finding out more. Members of BRAG & BASRAG will
hopefully be in attendance to answer
any questions and give guidance.
If you are interested we hope you
could indicate your interest by contacting the Parish Council on 01225
