An agreement with the City of Herman for the abatement of public nuisances was
discussed.
A motion was made by Swanson seconded by Amundson to table the discussion until
it could be reviewed with the County Attorney.
Jim Standish presented the annual Household Hazardous Waste collection report, proposals for recycling and the preliminary solid waste budget.
A motion was made by Amundson seconded by Swanson and carried to accept a
proposal from Retrofit Recycling for 2015 Ewaste Recycling and collection.
A motion was made by Swanson seconded by Wagner and carried to accept a proposal from Retrofit Recycling for 2015 florescent light bulb recycling and collection.
A motion was made by Woltjer seconded by Swanson and carried to accept a proposal
from East Side Oil Companies for used oil, filters and anti-freeze recycling and collection.
A motion was made by Woltjer seconded by Wagner and carried to approve the 2015
preliminary solid waste/score budget as presented.
Dr. Greg Smith presented a letter, references and proposal for providing Coroner services for Grant County as appointed by the County Commissioners. The retainer for coroner
services was $400 per month, autopsies-$1,775.00 and death investigations-$695.00 for the
next 4 years.
A motion was made by Swanson seconded by Wagner and carried to appoint Dr. Greg
Smith as Grant County Coroner with fees per letter to a 4 year term effective January 1, 2015.
Justin R. Anderson presented an agreement with Wells Fargo for the transfer of a
foreclosure home in Hoffman to the County.
A motion was made by Swanson seconded by Amundson and carried to approve the
agreement with Wells Fargo as presented.
Discussion on the public nuisance abatement agreement was tabled unit a clause
could be added by the County Attorney.
Orders for Redetermination and Repair to be signed by the County Board will be
brought to the January 2015 meeting.
A letter from Lakeview Assembly of God Church requesting that a parcel owned by the
church be classified as tax exempt was discussed with the County Assessor. No action was
taken.
A letter from Deb Hengel requesting to be recommended for appointment to the Horizon Community Health Board was reviewed.
A motion was made by Amundson seconded by Woltjer and carried to recommend
Deb Hengel to the Horizon Community Health Board by Grant County.
A motion was made by Swanson seconded by Amundson to approve a 2.5% cost of
living adjustment for 2015 for elected and appointed officials other than County Commissioners to include non-contracted employees, step increases if applicable on anniversary dates
and the cafeteria plan contribution to remain the same as 2014.
A motion was made by Woltjer seconded by Amundson to approve a 2.5% cost of living adjustment for 2015 for County Commissioners with per diems to remain at $70 per meeting. Voting in favor: Woltjer, Amundson, Swanson and Schneeberger. Opposed: Wagner.
Members from the cities fire departments and EMS expressed concerns with not having an administrator for communications at the county level should the county decide to not
hire an additional deputy and contract for communications administration.
A motion was made and withdrawn by Wagner to adopt the revised budgets as presented with changes/additions of $36,000 to the budget/levy.
A motion was made by Woltjer seconded by Amundson and carried to adopt the 2015
budgets as amended from the preliminary specifically the County Sheriff of $1,226,382 – removing the amount for an additional deputy and increasing by $40,000 for additional professional services and County Attorney of $243,891 – removing the assistant county attorney
position and increasing the child support officer by $9,000.
