The UNOPS Brasilia Office provides project management and physical infrastructure services to
its clients as well as transactional services and other UN projects.
UNOPS intends to hire an Associate Project Manager to support the Project Manager on his/hers
responsibility for the strategic direction and delivery of the Socioeducation Center for Offending
Youths project as part of a joint partnership with Human Rights Secretary in Brazil.
The scope of work includes:
• Support the project coordination in order to supervise the construction of 19 socioeducation
center and 4 offices of Conselho Tutelar, in 15 different states in Brazil.
The position should provid technical expertise and work under the direct supervision of the Project
Manager.
Functional Responsibilities
The position may be responsible for:
I. Project Management
• Prepare an annual work and procurement plan for the assigned project.
• Collaborate closely within the team and with project staff and the client to review all operational
aspects of the assigned portfolio and service delivery.
• Integrate work with other team members and internal partners.
• Take timely and appropriate actions to meet work and procurement plan objectives.
II. Service Delivery and Operational Management

• Prepare and finalize documentation and contracts required for service delivery
• Prepare and maintain project budgets and revisions, in consultation with the appropriate parties
and ensure timely submission of financial reports to clients.
• Participate in the evaluation of procurement as required.
• Prepare contract documents and letters of agreement with institutions and UN agencies;
administer contracts and agreements and process amendments, as required.
• Draft complex contracts for services. Administer and monitor contracts and agreements.
Process amendments and payments.
• Approve disbursement of allocated financial resources for the project. Propose and/or take
decisions in consultation with clients to reallocate resources as required within the resource
planning and results management framework requirements of the clients.
• Actively work with clients on proposed projects, work and procurement plans, their cost
implications, identifying milestones to ensure success. Undertake monitoring missions to evaluate
progress, identify problems and take appropriate and timely decisions to meet client needs.
• Interact closely with team members and internal partners to ensure consistency in service
delivery and operating protocols.
• Work closely with project staff in the timely preparation of reports, as requested by clients.
IV. Knowledge Management and Technical Support
• Contribute to Human Rights Secretary capacity building in effective service delivery by focusing
on learning, coaching and mentoring team members, field staff and internal partners.
• Contribute to development of tools for data and content management and ensure information
and knowledge sharing.
Education/Experience/Language requirements
Education
A first-level university degree in Civil Engineering or Arquitecture is required
Master Degree or equivalent in any engineering related field or specialization is an asset
Project Management in any engineering related field or specialization is an asset
Work Experience
At least 3 years of experience in the management of rehabilitation projects, building
construction or equivalent

A previous experience in projects construction in Brazil is an asset
Experience in delivering results, management of project in either public sector, non-profit or
any organization that implements projects with public funds is mandatory
Language Requirements
• Fluency in written and spoken Portuguese;
• English and Spanish are an asset.
