Background Information - Myanmar Myanmar The UNOPS Myanmar office develops, supports and oversees UNOPS portfolio of projects in Myanmar which focus on post-disaster recovery, health programmes and food security. UNOPS Myanmar is under the UNOPS Asia, Europe and Middle East Regional Office and was established to support, develop and oversee UNOPS’ portfolio of programmes and projects in Myanmar which focus on health programmes and livelihoods and rural development. UNOPS Myanmar ensures that synergies between programmes and projects are effectively developed. The UNOPS Myanmar portfolio currently includes fund management of the multi-donor Three Millennium Development Goals Fund (3MDG) and the Livelihoods and Food Security Trust Fund (LIFT). In addition, UNOPS is the Principal Recipient of The Global Fund to Fight AIDS, Tuberculosis and Malaria grants to Myanmar (PR-GFATM), as well as the Regional Artemisinin Resistance Containment Initiative (RAI). UNOPS is also expanding its infrastructure and procurement services in Myanmar, including advisory services in these areas. UNOPS Myanmar plays a critical role in ensuring quality services to UNOPS’ partners that meet stringent requirements of speed, efficiency and cost effectiveness. It is also responsible for liaison with Government counterparts, Donors, NGOs and UN Agencies. Background Information - Job-specific LIFT is supporting the Department of Rural Development of the Ministry of Livestock, Fisheries and Rural Development in development of national model/approach for village planning and preparing nationwide village planning programme. DRD has initiated a national village planning exercise beginning with piloting of a national village planning approach or model in 170 villages in 34 townships of the country’s 14 regions and states and the Union Territory of Nay Pyi Taw. The national model will be based on the experience and tested approaches of national and international development organisations which have been engaged in community empowerment and village planning in Myanmar. The DRD has set up a Task Force for Village Planning to coordinate and supervise development and implementation of the national village planning process. The DRD would need additional assistance of fourexperienced national experts who have demonstrated expertise and substantial experience in community development including participatory village planning and township development planning involving linkages of village plans to township support systems. Out of those four, two experts would be senior national experts who would assume leadership role in supporting DRD and township planning teams together with two national experts in development planning. The senior national experts will work in close cooperation with the DRD Task Force on Village Planning, while they would report to DRD senior management officer responsible for providing overall management of the village planning exercise. Key tasks of the experts are listed below: 1. Working with the DRD Task Force Team (TFT) for Village Planning, develop an operational work plan for the initial part of phase one of the village planning process. 2. In consultation with the TFT and LIFT/UNOPS and other selected development agencies, develop a list or an inventory of village planning and community based development programme activities undertaken by national and international agencies in Myanmar particularly since 2008. 3. Collect and collate all such reference documents for review and assessment. 4. Conduct a comprehensive review and assessment of existing experience on village and rural community based planning and subsequently develop a methodology and approach for village planning that can be adopted as a national model by the Government. 5. Prepare preliminary Guidelines for the above village planning approach or model. The Guidelines should include methodology and approach for participatory village planning, instruments and tools for conducting participatory planning meetings with village communities, data tables and procedure for data and information collection and gathering, procedure for data and information analysis, and knowledge processing or development analysis for formulation of a village plan. 6. Use this Guideline to train a team of DRD staff who would be engaged in conducting two sample village plans of an area located in close proximity of DRD headquarters in Nay Pyi Taw. 7. Provide guidance to the DRD Village Planning team to carry out the two sample village plans. 8. Write up the two village plans and present them to the DRD senior management for their comments and suggestions. 9. Finalise the two sample village plans and also the accompanying Village Planning Guidelines. 10. Assist the DRD TFT in organising and conducting a stakeholder workshop in Nay Pyi Taw to review outcome and content of the two sample village plans. 11.Prepare a further revised draft of the two sample village plans and their accompanying Guidelines incorporating comments and suggestions of the stakeholder workshop participants. 12. Prepare detailed work plan and budget for pilot testing the village planning process and developing full-scale village plans of 170 villages covering the country’s 14 regions and states and the Union Territory of Myanmar. 13.Coordinate, support and monitor work of national and international organisations which will be engaged as Implementing Partners (IPs) for assisting DRD and the township multi-sectoral teams in supporting village communities in carrying out the participatory village planning process and develop their respective village plans. 14. Using the Guidelines for Village Planning provide briefing and guidance to the IPs in planning their village planning activities and in assisting township multi-sectoral teams. 15. Support the planning team constituted at the DRD level to extend “help desk” type of technical services to the IPs and the township mutli-sectoral teams in village planning. 16. Review and finalise all draft village plans submitted by the township teams through the IPs and DRD to ensure their internal consistency and adequate coverage of the plan frameworks. 17.Monitor and assess implementation of the small-scale social, economic and environmental infrastructure investment schemes initiated by village communities under supervision of the township teams as part of the village planning process. 18.Update the comprehensive Guidelines for participatory village planning based on the experience of the 170 pilot villages. 19. Prepare a detailed work plan and budget for rolling out the village planning process in all villages in rural Myanmar. 20. Assist DRD TFT and technical team and township multi-sectoral teams to organise implementation of village planning process in all other villages as per work plan of the DRD in the same way as the village planning process undertaken in the pilot villages. 21. Assist DRD in other planning tasks: finalizing the work plan for countrywide village planning, budget for this exercise, mobilizing financial and technical resources, arranging contractual document and processes for engaging implementing partners for countrywide village planning. 22. Assist DRD in other planning tasks such as updating the work plan for countrywide village planning and budgeting for this exercise, mobilising financial and technical resources, arranging contractual documents and processes for engaging IPs for countrywide village planning. Deliverables · Development of a national approach/model and guidelines for village planning in consultation with stakeholders · Work planning and supervision of the village planning field testing · Guidance and training to township level teams in formulating village socio-economic profile, conducting development analysis and preparing village plans, and reporting of the village planning process. · Comprehensive guidelines for participatory village planning together with detailed work plan and budget for rolling out the village planning process in all villages in rural Myanmar. · Monitoring and supervision in implementation of the social infrastructure investment schemes. · Technical support to DRD in other planning tasks: finalizing the work plan for countrywide village planning, budget for this exercise, mobilizing financial and technical resources, arranging contractual document and processes for engaging implementing partners for countrywide village planning. Education/Experience/Language requirements a. Education · A Master degree in development management, planning, agriculture, economics or other relevant social sciences is required. Additional two years of similar experience with a Bachelor Degree is considered as equivalent. b. Work Experience · A minimum two years of experience in village and/or township development planning and regional level planning with familiarity and practical experience in using participatory tools such as participatory rural appraisal (or participatory reflection and action) processes and related tools is required. · Good skills in data, information and knowledge analysis is desirable. · Excellent inter-personal skills and consultation skills in engaging with government at all levels are preferable. c.
