Description: The session will consist of a moderated
panel of court leaders from states in which the
Judicial Branch has led or been an active partner
in inter-branch criminal and juvenile justice policy
reform. The panelists will discuss how their individual states worked collaboratively across branches to
successfully implement sentencing and corrections
reforms, using data and research to craft policies
that meet their unique challenges. An additional
panelist will provide information on national
trends in sentencing and corrections and an
overview of the results of state reform efforts
using a data-driven approach.

Getting Life: An Innocent Man’s 25-Year Journey
from Prison to Peace by Michael Morton
Michael Morton is an American who was wrongfully convicted in 1987 in a Williamson County,
Texas court of the 1986 murder of his wife Christine
Morton. He spent nearly 25 years in prison before
he was exonerated by DNA evidence which supported his claim of innocence and pointed to the
crime being committed by another individual.
Morton was released from prison on October 4,
2011; the prosecutor was convicted of contempt
of court for withholding evidence after the judge
had ordered its release to the defense.

court’s capacity to address the challenges from the
increasing numbers of immigrant children likely to
appear in state courts over the next few years as a

case processing in particular, as well as address the
trends’ general implications on court policy and
practice.

Description: The session will consist of a moderated
panel of court leaders from states in which the Judicial Branch has been actively involved in promoting
evidence-based pretrial release decisions. Responding to the moderator’s questions, the panelists will
discuss what actions they took to address pretrial
reform, what strategies worked best, what obstacles
they faced, and lessons learned as a result of their
experience. An additional panelist will provide
an overview of pretrial justice reform across the
country.
