Instruction focuses on: firearms safety, administrative procedure, operational procedure, tactical shooting skills, and instructional methods. Successful completion of the course satisfies OPOTC weapon specific requirements for police rifle carbine re-qualification instructor certification. About the instructor: Mr. Matt Balli Mr. Matthew Balli is a career law enforcement officer who has been a member of the law enforcement community for almost 18 years. Currently, Mr. Balli is a Lieutenant and assigned as a shift commander for the East Cleveland Police Department.
