IFES invites applications for the following position: Position: Consultant- Assessment of Human Rights Club Period of Performance: Feb-March 2015 (6 weeks) 1) Introduction Under a grant from the United States Agency for International Development (USAID), the International Foundation for Electoral Systems (IFES) is implementing a project to promote the integrity and inclusivity of the electoral process, civic education and support to development of the civil society in the Maldives. IFES is an international, non-profit organization that supports the building of democratic societies. IFES provides targeted technical assistance to strengthen transitional democracies. Founded in 1987 as a nonpartisan, non-profit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries. 2) Background The Human Rights Commission of the Maldives was first established on 10 December 2003 as an independent and autonomous statutory body created by Decree of the President of the Republic of the Maldives with the right to sue and be sued. The Commission than established had nine members including a Chairperson. Until the ratification of the present Human Rights Commission Act on 18th August 2005, making the HRCM a constitutionally established autonomous body, the HRCM functioned under regulations promulgated under the powers vested with the President of the Republic of Maldives. HRCM functions under the vision, “Human rights, democracy and the rule of law for everyone”, with the mission “to lead and promote and protection of Human Rights under the Maldives Constitution, Islamic Sharia and regional and international Human Rights Conventions ratified by the Maldives.” The Human Rights Commission of the Maldives (HRCM), starting from 2012, have established 21 Human Rights Clubs at schools throughout Maldives with the goal of educating students on human rights and inculcating respect for human rights. In an effort to understand effectiveness and impact of the clubs IFES will provide technical assistance to the HRCM to conduct an external assessment of the clubs. The assessment will focus on a) understanding the attitude and knowledge gained on human rights amongst members and nonmembers of the clubs, b) quality of activities conducted by the Human Rights Clubs, and c) reviewing focus areas to update the manuals and materials used by the clubs. Additionally the assessment will provide recommendations to HRCM on how to effectively increase impact of the clubs in the Maldives. The consultant will work closely with the IFES Maldives project staff to achieve the objectives detailed below, under the direct supervision of the Chief of Party (CoP) and overall guidance of Senior Program Officer. 3) Objectives 1. Conduct an assessment to understand the extent to which the objectives of the Clubs have been met. 2. Identify key areas to update/supplement the existing Human Rights Club Manual and Young Human Rights Defenders Handbook. 3. Provide recommendations to HRCM to enhance effectiveness of the clubs. 4) Key tasks: a) Review relevant documents on the planning and establishment of the clubs and identify and analyze stated goals and objectives of the Human Rights Clubs. b) Review materials used by the clubs including Human Rights Clubs Manual and Young Human Rights Defenders Handbook. c) Meet with key personnel from HRCM, Ministry of Education, schools and other stakeholders to gain an understanding of effectiveness of the Human Rights Clubs. d) Propose methodology for the assessment and develop instruments to be used for conducting interviews, discussions, and assessing knowledge and attitudes towards human rights amongst members and non-members of clubs. e) Conduct key informant interview with focal points, coordinators, head teachers, relevant personnel of schools, and other relevant stakeholders. f) Implement instrument to assess knowledge and attitudes towards human rights amongst student members and non-members. g) Analyze findings and provide recommendations to HRCM to strengthen impact of clubs in promoting human rights amongst school children. 5) Deliverables 1. Proposed work plan, including methodology, to conduct assessment. 2. Final instrument for key informant interviews, discussions, and assessing knowledge and attitudes towards members and non-members of clubs. 3. Outline of the assessment report. 4. An assessment report on Human Rights Clubs identifying to what extent original objectives of the clubs have been met and recommendations on way forward. 6) Qualifications - Master’s Degree in Social Sciences with a strong emphasis on human rights or international development. - At least 3-5 years of progressively responsible professional work experience at the national level on human rights/ development programs. - Prior experience conducting qualitative analysis. - Good analytical and methodological skills. - Documented experience of research and analysis of human rights or international development issues. - Spoken and written fluency in English and Dhivehi. - Experience working with IFES or IFES sub-awardees an added bonus.
