Welcome to this Public Information Centre (PIC) meeting. Please record your

Should you have any questions regarding the presentation materials, background
reports or any other aspect of the study, please speak to the County or Consultant
study team members in attendance.
We encourage your input/feedback on the material being presented on the display
boards. Please deposit completed comment sheets in the comment box or mail/
fax/ e-mail to the address at the bottom of the form within the next two weeks.
There is an opportunity at any time during the EA process for interested persons
to provide written input.
Any comments received will be collected under the
Environmental Assessment Act and, with the exception of personal information,
will become part of the public record.

Introduction
The United Counties of Stormont, Dundas and Glengarry is conducting an
Environmental Assessment (EA) to examine potential roadway improvements to
County Road 2 from Robin Road to 250 m west of the intersection of County
Road 35. The Study Area is illustrated below. The study will define the
preliminary design for future improvements to the Study Area.
This Study will complete all phases of the Municipal Class EA by establishing the
need and justification for the project, considering all alternatives and proactively
involving the public in defining a recommended plan for improvements. This
Study is being completed as a Schedule ‘B’ undertaking, based on the range of
anticipated effects.
The following exhibits display the inventories, alternatives and assessment of
alternatives.

. Municipal Class Environmental Assessment (EA) Process
These projects are being undertaken as a Schedule “B” Class EA in accordance
with the Municipal Class Environmental Assessment (2011), a copy of which is
available at the Resource Table.
The EA study will culminate in the delivery of a Project File, which is a detailed
compilation of all data and reports produced for the project.
If after viewing the exhibits and otherwise participating in this project, and at the
conclusion of the process, you still have concerns, you have the right to request the
Minister of the Environment to reclassify the project through a Part II order (or
“bump-up”) to an Individual Environmental Assessment.

Need and Justification - Transportation

The existing roadway infrastructure on County Road 2 is in need of renewal
as it is reaching the end of its service life. Assets to be reinstated or renewed
include: asphalt pavement, signal plant, curbing, lighting and storm sewers.
This need for asset preservation is part of the Counties’ asset management
plan.
The existing roadway design dates to an era when MTO had jurisdiction of
the roadway. At that time it was designed and operated as a high volume
and high speed roadway to carry long distance traffic including heavy truck
traffic. The wider roadway cross section reflects this original design
standard. Today Highway 401 acts as the Provincial roadway through the
County and County Road 2 now has a substantially different function.
This study will assess the costs of maintaining the original roadway design
features, and the trade-offs and cost associated with roadway modifications.
Traffic operation and safety for all road users will be considered.

Improvement Alternatives
The Consulting Team identified 4 potential improvement strategies through
discussions and consultation with the County, St. Lawrence Parks Commission
and Township of South Stormont staff.
The four strategies include:
• Alternative 1 - Do Nothing/Minor improvements
• Alternative 2 - Maintain the existing conditions (Rehabilitate and repair
assets)
• Alternative 3 - Introduce cross section contraction (remove additional lanes
and add a roundabout as a safety and operational change)
• Alternative 4 - Introduce cross sectional contraction (remove additional
lanes and add two roundabouts as a safety and operational change)

Advantages of a Roundabout
Advantages of the roundabout alternative for the two intersection sites
include:
•
Increased safety with reduced collision severity
•
Roundabouts are a traffic calming feature that will slow traffic travelling
through Long Sault
•
Improves traffic operations with minimal traffic delays
•
Land is available with only minor property requirements
•
Establishes a distinctive character to the County Road 2 corridor that
supports the Township’s Community Improvement Plan
•
Roundabouts will accommodate pedestrian movements to/from the
recreational lands along the St Lawrence River
•
Provides a gateway feature for the Long Sault Parkway
•
Economic studies support that roundabouts generally provide benefits for
local businesses

Roundabout Driving Tips
Slow down as you approach the roundabout.
View diagrammatic signage to plan the leg of the roundabout you will exit.
Watch and yield to pedestrians crossing the roadway when approaching or
exiting a roundabout.
Traffic in the roundabout has the right-of-way (treat the roundabout as a one
way street).
Do not stop within roundabout.
Give large vehicles extra space to manoeuver.
Avoid passing other vehicles in the roundabout.
Always signal your exit.

To make a right hand turn, drivers must signal when entering the
roundabout
Drivers must signal to exit the roundabout
Drivers must signal to change lanes and should check their rear view mirror
and blind spot.
When travelling past two or more exits on the roundabout, drivers can use
a courtesy left hand signal.
