Dear friends,
For the members of the Organising Committee of the Winter Universiade Granada 2015, it is an honour to host you in our city. Through this guide, we would like
to introduce you into an event in which we have worked with enthusiasm, as the
Universiade represents a great opportunity for us.
From time immemorial, both Winter sports and University have been a symbol
of identity of Granada. For this reason, we cannot imagine a better event than the
Winter Universiade we are introducing in this manual. Granada 2015 will be a window to show the world our province, in an audience especially important for us:
university students. We would not like to forget the legacy this event will leave regarding knowledge and promotion of sport, principles we share deeply with the International University Sports Federation. Concerning ice sports, the Universiade will
bequeathe an important legacy, as Winter sports in Granada will come full circle.
As other sports events, this Universiade has overcome some difficulties. Fortunately, the experience through decades organizing international high level and
very demanding sports events, has left an important legacy in this city regarding
organizational skills. As an example, the FIS Alpine World Ski Championships in
1996 left timeless memories in the province, as well as the recent ISSF World Shooting Championships or the FIBA Basketball World Cup. They all left an important
mark, as we are sure the Winter Universiade will do.
I would like to reiterate my gratitude for counting on your presence. You are
also the Universiade.

3.1 INTRODUCTION TO THE VENUE
Sierra Nevada Ski Resort, National and Natural Park of Sierra Nevada has the
two highest peaks of the Iberian Peninsula: The Mulhacén 3,842 m and the Veleta
3,392 m. It was declared Reserve of the Biosphere by the UNESCO in 1986, Natural Park in 1989 and National Park in 1999.

Sierra Nevada Sulayr, the mountain of the sun as it was called by the Muslims, is a
giant compact mass that holds up to twenty peaks above 3,000 m.

With more than 105.6 kilometers of trails contained in 120 ski slopes and 22 ski
lifts, Sierra Nevada provides one of the largest and most attractive skiing domains
in southern Europe. This most southernmost winter resort in Europe stands out as

The Ski lifts open every day at 7:00.
Training Site:

3.3 TRANSPORT SERVICE
Granada WU guarantees transportation service for all accredited people of the
27th Winter Universiade.
Granada to Sierra Nevada distances: 32 km (45minutes by bus approx.).
The access to Sierra Nevada will be by shuttle bus.
Buses will serve all hotels.
Pick up in Sierra Nevada: at the Sierra Nevada Bus Parking.
It is important that every team will bring a snowboard bag for snowboard transportation at the bus to Sierra Nevada.
The service can change day by day according to the competition schedule. Buses
will serve all hotels. For detailed information regarding athletes and officials transport service schedule and timetables please refer to the Transportation Manual.
Any additional questions will be answered at the Race Office and the Main Information Center. Further information will be also given every day at the Teams
Captains Meeting.

GENERAL RULES
4.1 SNOWBOARDING – FISU TECHNICAL REGULATIONS
The Snowboard events will be organised in accordance with the most recent
technical regulations of the International Ski Federation (FIS), except when specifically amended with the FISU technical regulations or by the FISU International
Technical Committee for Winter Universiade (CTI-UH).
The programme includes the following events:

Each country may enter:
Men: Four (4) athletes in each individual event
Women: Four (4) athletes in each individual event
At the first General Technical Meeting, the Head of Delegation or his/her representative shall confirm and sign the official entry list of competitors.
Only competitors with a valid FIS code are allowed to participate in each snowboard event. Entries are controlled by the Organiser and the FIS Technical Delegate. Only accredited athletes can be considered for the draw of a starting list.

4.2 PROTESTS
4.4 MEDICAL CARE
Any protest of a sport or disciplinary nature must reach the Jury according to
the regulations laid down by the FIS. Such protest must be accompanied by a
deposit of CHF 100.- or equivalent in another valid currency (FIS ICR Art. 2054;
2054.4). This deposit will be returned if the protest is upheld.
The Organizing Committee shall provide accredited persons with free and adequate medical care. This medical care includes all appropriate emergency care,
diagnosis and treatment of all injuries and illnesses directly and indirectly related to the Winter Universiade, and this obligation will begin from the day of the
opening of the Athletes’ Village until two days following the closing ceremony.
This will not cover medical care if the credential person has already officially left
the Athletes’ Village or officially left the host country.
Any sport disciplinary situation, which cannot be satisfactorily resolved by the
sport technical committees and the sport specific disciplinary regulations, will
be reported to the FISU Disciplinary Committee for further action to be taken.
Where appropriate, a report will be sent to the FIS concerned Committee.
Each Head of Delegation or his/her deputies are authorized to lodge an appeal
against the decision of the Jury. This appeal must be submitted in writing to the
Jury of Appeal or competent authority in accordance with the regulation of the
appropriate ISF.
The Organizing Committee shall provide competitors with an adequate medical
assistance during competitions and training at official practice sites during the
official practice time according to the FIS Regulations.
Location Sierra Nevada Medical Center: Al-Andalus gondola bottom station.
Public telephone emergencies: 061 and 112 (24 hours).
Emergency service in Sierra Nevada ski resort:
Any injured accredited person will be evacuated by the ski patrollers to the Resort Medical Center located at the Al-Andalus gondola bottom station.
4.3 INSURANCE
Participating countries must have the appropriate insurance to cover travel and
participation, as they are the responsibility neither of the Organising Committee
nor of FISU.
Participating countries must have insurance for the medical care of the whole
delegation. Only first aid procedures related to the Winter Universide will be
covered by the OC and only for accredited persons.

Emergency evacuations:
• By ambulance (around 30 min) or
• By helicopter (around 9 min) from the Medical Center at Sierra Nevada to one
of the Main Hospitals in Granada.

classification of competitors. If a competitor does not appear in the last valid FIS points list, he shall be assigned to
that group of competitors without points.
- The number of competitors qualified for the finals depends
on the number of participants in the qualification runs:
- Finals are based on 16 men / 16 ladies / 4 riders per heat or
such other numbers as determined by the Jury
- SBX finals will be run according to a single knockout format
- Qualification: Heat System with one or two heats
- The tie will be broken by the best run of two
– Finals phase consist of 2 runs (1 run on blue and 1 run on
red course)
- Qualification 2 runs/best run count
- Seeded by FIS ICR SB Rules

A competitor may only take part in a FIS competition with equipment, which
conforms, to the FIS Regulations. Each competitor is responsible for the equipment that he or she uses (snowboard, bindings, ski boots, helmet, suit, etc.) It is
his duty to check that the equipment he uses conforms to the FIS specifications
and general safety requirements and is in working order.

10.1 DOPING CONTROL SERVICES
10.4 DOPING CONTROL STATIONS
Doping control services will be provided in accordance with the rules and regulations of FISU and will be available at all competition venues.
Doping Control Stations will be set up at the Telecabina Cinema Ski-Resort and
will be marked with special signs.
10.2 LIST OF PROHIBITED SUBSTANCES
Athletes must have their accreditation badges with them at all times in the Doping Control Stations.
The list of prohibited substances and treatment is defined in accordance with
WADA international standards. National University Sports Federations will be
responsible for ensuring that their delegations, namely athletes, are made aware
of this prohibited list. Ignorance of the prohibited list will in no way constitute
a valid excuse for any participant of the Winter Universiade 2015 violating valid
anti-doping rules. For the WADA list of prohibited sub- stances, please refer to
the following website: www.wada-ama.org.
10.3 TESTING
10.5 THERAPEUTIC USE EXEMPTION
Athletes taking part in the WU 2015 in Granada requiring a Therapeutic Use
Exemption must apply to the appropriate Anti-doping Organisation as soon as
possible. International Standards for Therapeutic Use Exemption will be applied.
Should prohibited substances or methods be used after the opening of the WU,
applications for emergency TUE should be made to the TUE Committee of FISU.
10.6 EMERGENCY TREATMENT
In accordance with the preliminary Test Distribution Plan elaborated by the FISU
Medical Committee (FISU CMI), the required number of urine and blood tests will
be collected both during and out of competition. Athletes may be tested at any
time during the period of their accreditation.
Urine and blood tests in and outside competition will be performed by the Spanish Anti-Doping Agency (AEPSAD) doping control officers, under the supervision of the FISU CMI.
All test results will be sent to the Chairman of the FISU Medical Commission by
ADAMS (Anti-Doping Administration & Management System).
The FISU Medical Commission will bear the responsibility for processing the results in the event of a violation of the Anti-doping rules.

In the case of an emergency, if an athlete has to use prohibited substances or
methods during the WU 2015 in Granada, team doctors will be responsible for
completing the TUE form and without any delay submit it to the FISU Medical
commission.
