Dear friends,
For the members of the Organising Committee of the Winter Universiade Granada 2015, it is an honour to host you in our city. Through this guide, we would like
to introduce you into an event in which we have worked with enthusiasm, as the
Universiade represents a great opportunity for us.
From time immemorial, both Winter sports and University have been a symbol
of identity of Granada. For this reason, we cannot imagine a better event than the
Winter Universiade we are introducing in this manual. Granada 2015 will be a window to show the world our province, in an audience especially important for us:
university students. We would not like to forget the legacy this event will leave regarding knowledge and promotion of sport, principles we share deeply with the International University Sports Federation. Concerning ice sports, the Universiade will
bequeathe an important legacy, as Winter sports in Granada will come full circle.
As other sports events, this Universiade has overcome some difficulties. Fortunately, the experience through decades organizing international high level and
very demanding sports events, has left an important legacy in this city regarding
organizational skills. As an example, the FIS Alpine World Ski Championships in
1996 left timeless memories in the province, as well as the recent ISSF World Shooting Championships or the FIBA Basketball World Cup. They all left an important
mark, as we are sure the Winter Universiade will do.
I would like to reiterate my gratitude for counting on your presence. You are
also the Universiade.

3.1 INTRODUCTION TO THE VENUE

Short Track competitions will be held in a Temporary Facility “Universiade Igloo”,
built for this specific purpose. The rink has suitable facilities including locker/
dressing rooms, lounges, medical room, doping control room and enough official
rooms for the technical panel, judges and officials.
The Universiada Igloo is located next to the Granada Sport Palace and football
stadium, well connected to all major highways in Andalusia.

3.2. ACCESS TO TRAINING, COMPETITIONS
Team & Officials Entrance at the Venue
The athletes and officials shuttle will drop off next to the venue close to athlete’s
facilities. Before the athletes enter the venue, spectator service volunteers will
check the accreditation; afterwards they direct teams to dressing rooms and entrance to the ice.
3.3. TRANSPORT SERVICE
Granada WU guarantees transportation service for all accredited persons of the
27th Winter Universiade.
The OC will provide bus transport from the hotel to the Universiade Igloo.
The service change day by day according to Competition Schedule. For more
detailed information, please refer to transport manual.

4.1 SHORT TRACK SPEED SKATING – FISU TECHNICAL REGULATIONS
4.3. PROTESTS
The short track speed skating events shall be organised in accordance with the
technical regulations of the International Skating Union (ISU). In any dispute the
English text will be regarded as authoritative, unless otherwise stated in the FISU
Regulations for the Winter Universiade.
Any protest of a sport or disciplinary nature must reach the Jury or other competent authority according to the regulations laid down by the appropriate ISF.
Such protest must be accompanied by a deposit, the amount of which is set in
line with the ISF regulations, if not otherwise specified in the technical regulations of concerned sport.
Competition events:
Any sport disciplinary situation, which cannot be satisfactorily resolved by the
sport technical committees and the sport specific disciplinary regulations, will
be reported to the FISU Disciplinary Committee for further action to be taken.

Each country may enter:
Where appropriate, a report will be sent to the ISF concerned Committee.
Each Head of Delegation or his/her deputies are authorized to lodge an appeal
against the decision of the Jury. This appeal must be submitted in writing to the
Jury of Appeal or competent authority in accordance with the regulation of the
appropriate ISF.
4.4. MEDICAL CARE
Women
The Organizing Committee shall provide accredited peope with free and adequate medical care. This medical care includes all appropriate emergency care,
diagnosis and treatment of all injuries and illnesses directly and indirectly related to the Winter Universiade, and this obligation will begin from the day of the
opening of the Athletes’ Village until two days after the closing ceremony. This
will not cover medical care if the accredited person has already officially left the
Athletes’ Village or officially left the host country.
Six (6) competitors maximum but no more than three (3) may start in each event
(500m, 1000m, 1500m); and one (1) team of four (4) competitors with one (1)
substitute for, 3000m relay.
The Organizing Committee shall provide competitors with an adequate medical
assistance during competitions and training at official practice sites during the
official practice time according to the ISF Regulations.
At the first General Technical Meeting, the Head of Delegation or his/her representative shall confirm and sign the official list of competitors.
Public emergencies telephone: 061 and 112 (24 hours).
Men

(500m, 1000m, 1500m); and one (1) team of four (4) competitors with one (1)
substitute for, 5000m relay.

4.2. INSURANCE
Participating countries must have the appropriate insurance to cover travel and
participation, as it is not the responsibility nor of the Organising Committee or
FISU.
Participating countries must have their own insurance for the medical care of
the whole delegation. The OC will ensure free and adequate medical assistance
care including initial response and follow-up, immediate medical care, as indicated for the FISU family, participants and all accredited people.

Any injured accredited person will be evacuated by ambulance to the Complejo
Hospitalario Virgen de las Nieves: Hopital de Traumatologia and Hospital Medico
Quirurgico.

b) If deemed necessary in order to avoid confusion as to what kind of equipment
is permitted for Speed Skating competitions, the ISU may issue further specifications concerning the definition of allowable skates, which shall then be
announced in an ISU Communication or ISU Circular Letter;
Communication Equipment
1. a) Racing suits shall conform to the natural shape of the body of the Skater.
Insertion or attachment of forms or devices to create different shape is not
permitted. No attachments except for permanently attached stripes with a
maximum height of 0.5 cm and a maximum width of 2.5 cm are allowed. For
the purpose of protection against injuries, Competitors may wear a helmet
outside the racing suit. Only helmets with a regular shape (conforming to the
natural shape of the head) and in accordance with the specifications approved for Short Track Speed Skating (Rule 291, paragraph 1 a) will be allowed.
Further specifications concerning allowable racing suits and the use of head protection (helmets) may be issued by the ISU and shall then be announced in an ISU
Communication or ISU Circular Letter;
b) The use of racing suits that do not conform to the above given requirements is
a cause for a disqualification;
c) In ISU Championships and ISU Events Skaters of the same national team (i.e.
Competitors entered by the same ISU Member) must wear racing uniforms
with identical design, which display the name of the country or its official ISU
abbreviation. The name of the Skater may be displayed near the name of the
country. (See also General Regulations, Rule 102, paragraph 6);
3. While competing, the Skater is not allowed to wear any technical communication equipment for the purpose of having contact with or receiving information from other persons or sources.
Devices to enable Timekeeping
4. If any of the timekeeping systems used at a competition re- quires that the
Competitors wear gadgets or devices to enable proper timekeeping, the Competitor is responsible for reporting at the start equipped with the necessary
devices and for wearing them during the race (transponder).
Infringement of Equipment Rules
A Competitor not complying with the rules in paragraph 1 a), 2 a), 2 b) 3 and 4
above regarding proper or required equipment, will be disqualified.
Skates
2. a) A skate is a passive mechanical extension of the leg, meant to facilitate the
gliding technique. The skate consists of a blade and a shoe of any material
with dimensions which do not change significantly during a competition,
and a construction which connects the shoe to the blade. This construction
may allow any translation and rotation of the shoe relative to the blade, in
order to enable an optimal utilization of the physical capacity of the Skater,
as far as it does not jeopardize the safety of the Skaters. The skate does not
contain any element that would violate the requirement that all energy expended during the Speed Skating exercise originates from metabolic work
generated by the Skater during the race. There is no connection between
the Skater and the skate, and no transmission of energy, matter or information to the skate, other than via the anatomical structures of the lower leg
and foot. In particular, it is not permitted to heat the blades of the skates
from any external source or by means of any artificial mechanisms;

8.2 OPENING AND CLOSING CEREMONY
8.1 MEDAL AWARDING CEREMONIES
Medals will be awarded directly on the Field of Play. Award ceremonies for the
winning athletes in ice sports will be held in the ice rinks immediately after the
competitions.
The official languages for the awarding ceremonies in the stadium will be English
and the language of the organising country.
During Medal Awarding Ceremony, the athletes are not allowed to bring on the
podium national flags or any religious or cultural symbols and are expected to
take caps off.

9.1 RESULTS DISTRIBUTION
All Information and Results will be distributing to the Teams Boxes in the Universiade Igloo ice rink. They will also be available at the Main Information Center at
the Congress Center.

9.2 ACCOMMODATION AND CATERING
Athletes and teams officials participating in Short Track will be located at:

The accommodation for International Technical Officials is:

IMPORTANT NOTE:
All participants and officials will have hotel stickers, that will be provided to the
Head of Delegation at the “Accommodation Desk” in the Congress Palace. Those
stickers must be shown when arriving to the hotel dining rooms.

10.1 DOPING CONTROL SERVICES
10.4 DOPING CONTROL STATION AND STAFF
Doping control services will be provided in accordance with the rules and regulations of FISU and will be available at all competition venues.
Doping Control Stations will be set up at SPORT PALACE - next to the venues
and will be marked with special signs. Athletes must have their accreditation badges with them at all times in the Doping Control Stations.
10.2 LIST OF PROHIBITED SUBSTANCES
10.5 THERAPEUTIC USE EXEMPTION
The list of prohibited substances and treatment is defined in accordance with
WADA international standards. National University Sports Federations will be
responsible for ensuring that their delegations, namely athletes, are made aware
of this prohibited list. Ignorance of the prohibited list will in no way constitute
a valid excuse for any participant of the Winter Universiade 2015 violating valid
anti-doping rules. For the WADA list of prohibited sub- stances, please refer to
the following website: www.wada-ama.org
10.3 TESTING
In accordance with the preliminary Test Distribution Plan elaborated by the FISU
Medical Committee (FISU CMI), the required number of urine and blood tests will
be collected both during and out of competition. Athletes may be tested at any
time during the period of their accreditation.
Athletes taking part in the WU 2015 in Granada requiring a Therapeutic Use
Exemption must apply to the appropriate Anti-doping Organisation as soon as
possible. International Standards for Therapeutic Use Exemption will be applied.
Should prohibited substances or methods be used after the opening of the WU,
applications for emergency TUE should be made to the TUE Committee of FISU.
Urine and blood tests in and outside competition will be performed by the Spanish Anti-Doping Agency (AEPSAD) doping control officers, under the supervision of the FISU CMI.
Doping Control Stations will be set up at the competition venues and will be marked with special signs. Athletes must have their accreditation badges with them
at all times in the Doping Control Stations, and will be accompanied by specialized volunteers that will act like escorts.
Anti-doping controls during the Short Track competitions will be held in in the
corresponding area of the Granada Sport Palace in accordance with the rules and
regulations of the FISU International Medical Committee (FISU CMI).
Urine and blood tests in and outside competition will be performed by the Spanish Anti-Doping Agency (AEPSAD) doping control officers, under the supervision of the FISU CMI.
All test results will be sent to the Chairman of the FISU Medical Commission by
ADAMS (Anti-Doping Administration & Management System).
The FISU Medical Commission will bear the responsibility for processing the results in the event of a violation of the Anti-doping rules.
