Re-investigation
of 1984 riot
cases by SIT?
New Delhi, feb 1:
A government-appointed committee has recommended constitution
of a SIT for re-investigation of the
1984 anti-Sikh riot cases.
The committee headed by former
Supreme Court Judge Justice (retd)
G P Mathur has submitted its report
to Home Minister Rajnath Singh
last week and recommended fresh
probe of the anti-Sikh riot cases
through a Special Investigation
Team, official sources said.
An order to this effect is likely after
the 7 February Delhi Assembly polls
as the Model Code of Conduct is in
place in the national capital now, the
sources said.
The anti-Sikhs riots were triggered
after former Prime Minister Indira
Gandhi was assassinated by her
Sikh bodyguards on October 31,
1984.
Of the 3,325 victims, 2,733 were
killed in Delhi alone while the rest
were from Uttar Pradesh, Haryana,
Madhya Pradesh, Maharashtra and
other states.
BJP had earlier demanded re-investigation into all anti-Sikh riot cases.
The Justice Nanavati Commission
had recommended reopening of only
four of the 241 cases closed by police
but BJP wanted the re-investigation
of all the other 237 cases.

Meanwhile, in a directive which may prove to be a death
knell for CIC’s functioning, the government has directed
the panel to either do away with its outsourced staff, which
constitutes nearly 60 per cent of sanctioned strength, or cut
their pay to minimum rates prescribed by it.
Doing away with nearly 100 outsourced employees
would mean bringing to halt all the administrative work
including data entry of hundreds of orders passed daily,
entering details of incoming appeals and complaints,
segregating them according to each Information Commissioner and determining if they fulfill criteria of complaint and appeals among other.
These employees were hired through an outsourced
agency by the Commission at the minimum wages prescribed as per norms. This contract is renewed every
year.

q Boy falls into pit at poultry shop q Rescued after two hours
NT Bureau
Chennai, Feb 1:
A six-year-old boy, who fell into an
eight feet pit inside a poultry shop,
was rescued alive by fire service
personnel at Velacheri this morning.
The rescue operations lasted close
to two hours, police and fire service
sources said.
The boy, Kishore had accompanied
his father to the Wencobb Chicken
Centre for purchase of meat, when
he accidentally slipped and fell into
the eight-feet long pit, dug up to dump
the chicken waste.
Hearing the news, police and fire
service personnel rushed to the spot
and took up rescue works.
An ambulance was also stationed
at the location to handle any emergency. Even as fire service personnel were engaged in rescue works,
oxygen was supplied to the boy.
The narrow pit was widened by digging and the boy was rescued after a
two hour long battle.
Locals lent a helping hand in the
rescue operations. The boy was
alive and was immediately shifted
to a private hospital in the waiting
ambulance for treatment.

As the news spread, a large number
of people gathered at the spot.
Says Kannan, an on-looker, ‘We
thank the fire service personnel for
their tremendous job. They reached
the spot immediately and swung into
action’. ‘The pit was dug without
any permission. The shop-owners
should have kept a board warning
people not to venture the place.
We want the authorities concerned
to take necessary action against
them’, he added.
Things would have gone awry
had the boy succumbed. Thorough
inspection should be carried out
by authorities concerned on such
shops, he added.
Locals cheered and applauded as
the boy was pulled out alive.
It may be recalled that children
falling into an open borewell in the
past few months in various parts of
the country was reported in various
sections of the media.

NT Bureau
Chennai, Feb 1:
Medicine is not just a profession but
service to mankind and doctors must
make all efforts to fulfill it, said Voluntary Health Service (VHS) president
M S Swaminathan.
He was participating at the felicitation function of Krishnamoorthy
Srinivas, Chairman Emeritus, The
Institute of Neurological Sciences,
VHS at Adyar on Saturday.
Swaminathan praised Krishnamoorthy for his service and for
setting up the Department of Neurology at VHS. He also urged the
future doctors to continue the legacy.
Walking down memory lane with the
VHS, eminent neurologist Krishnamoorthy said, ‘I feel so happy to have
completed 50 years here.
I joined VHS at the request of my
teacher Professor K S Sanjivi.
When I joined, I used to sit in the
verandah of VHS, where the current
Neurology Department is situated.
There was only one building where
the male and female wards were
situated’.
‘Everyday I used to come by 7.30
am, attend out patients till 8.30 am
and then in-patients till 9 am. After
which, I used to go to the Government
General Hospital,’ he said.
‘Later, at the age of 58 years, I
became the clinical professor of
Neurology and retired in 1991. Today I would like to thank my teacher
Dr Sanjivi who introduced me to the
community and neurology. I always
found joy and content in treating
patients from a weaker section as 80
per cent of the people who visit VHS
are people from weaker sections of
society,’ he said.

Madurai, Feb 1 (PTI):
Insisting that BJP wanted to emerge
as an ‘alternative’ force in Tamilnadu,
party general secretary P Muralidhar
Rao on Saturday said Union Minister
Arun Jaitley meeting AIADMK chief
J Jayalalithaa did not mean that the
two parties were coming together.
There was no link between Jaitley
meeting Jayalalithaa and the possibility of the two parties coming
together. BJP wanted to emerge as
an alternative force in Tamilnadu, he
told reporters.
‘As a Minister, Jaitley could have
met the former Tamilnadu Chief Minister for so many reasons, including
to get her party’s support in the Lok
Sabha to get bills passed. That does
not mean the two parties are moving
closer,’ he said.
This is the first elaborate clarification by a national level BJP leader
after a controversy erupted over the
18 January meeting of Jaitley.
Last week, BJP state unit President
Tamilisai Soundararajan had said the
meeting was only to seek AIADMK’s
support for passage of crucial bills

Tirunelveli, Feb 1 (PTI):

yesterday.
Officials of Atomic Regulatory

it as being perfect, efficient and effective.
District Collector M Karunakaran
presided. He said 2,000 people
were evacuated from the village
in four hours by a team who split
themselves into four groups to manage the flow of people and vehicular
movement. There was also ground
support for the entire operation,
he said.
Karunakaran said information
about the disaster was given at 7.15
am and 2000 out of 4800 people
were evacuated before 11.15 am.
The objective of the drill was create awareness about the steps to be
taken in case of radiation, he said.
KNPP plant director R S Sundar

case proved there was no such thing
as forcible conversion.
Rao denied that the party’s candidate for the 13 February bypoll
to Srirangam assembly constituency had a criminal case registered
against him and said it had not been
proven.
He said BJP wanted to enroll 60
lakh members in the State and was
emerging as an alternative to DMK
and AIADMK, with whom ‘people
were disillusioned’.
While the infighting in DMK was well
known, AIADMK government had
become dysfunctional, he alleged.
‘People of the state are looking for
good governance and development
and BJP will be able to deliver it,’
he said.
He denied that Narendra Modi’s
‘Make in India’ mantra meant that
the BJP government was moving
away from its Swadeshi slogan
and said it was ‘Swadeshi centric’,
‘ranging from defence equipment
to ordinary things he wants made
in the country.’
To a question if he expected
former Environment Minister Jayanthi Natarajan, who quit Congress
yesterday, to join BJP, he said the
question should be posed to her.
BJP did not have a hand in her
quitting the party, as alleged by
Congress, he said.

More trouble for Uber
CHENNAI
DOWN THE WEEKLY LANE
HORSE POWER
A 25-year-old Indian woman, raped by an Uber driver
in New Delhi last month, has filed a lawsuit against the
taxi service company in a US court arguing that it does
not adequately screen its drivers and its ‘negligence
and fraud’ lead to her being sexually assaulted and
humiliated.
The woman has not been named in the 36-page lawsuit filed in the California federal court against the San
Francisco- based firm and has been identified only as
‘Jane Doe’.
She is seeking an unspecified amount of damages that
should be determined at a jury trial and compensation
for the ‘physical and monetary’ harm and for harm to
her ‘professional and personal reputations’ the assault
caused her.
She is also seeking a permanent injunction directing
that Uber take all affirmative steps necessary to remedy
the effects of the unlawful conduct alleged in the lawsuit
and to ‘prevent repeated occurrences in the future.’
Pitching for a non-adversarial tax regime, industry body
Assocham on Thursday suggested that retrospective
amendment be withdrawn in
the upcoming Union Budget
while calling for e-hearings,
quicker IT refunds and raising the tax exemption limits.
Claiming that the atmosphere was ‘vitiated’ due to the retrospective amendment
and it drove away global investors by sending them a
wrong signal, Assocham Tax Council Chairman Ved Jain
said: ‘We are of the view that retrospective amendment
made in the year 2012 should be withdrawn. It will help in
improving the environment and instil confidence’.
On the personal income tax slabs, Assocham has suggested raising the I-T exemption limit to Rs three lakh
from Rs 2.5 lakh at present.

In a shot in the arm for director-producer-actor
Cheran, the Tamil Film Producers
Council (TFPC) has come forward
to support his latest initiative -‘Cinema 2 Home’ (C2H), which
aims to release DVDs officially,
simultaneously with the film’s

‘It is the only option available now to check
mounting losses because of piracy’, Cheran said
and added, ‘C2H would take care of the nontheatrical distribution business. It will sign a pact
with the producer to distribute film on platforms
such as satellite TV, cable TV and home video.’

After undergoing consolidation in the last few years,
India’s microfinance sector is likely to grow at 24 per cent
over the next five years, a report said.
‘The microfinance sector has made a strong come back
after the Andhra Pradesh crisis and is poised to grow at a
CAGR (compound annual growth rate) of 24 per cent over
FY15- FY19’, said the report by India Ratings and Research.
In 2010, microfinance institutions (MFIs) came under the
scanner of authorities in Andhra Pradesh, a key market for
them, after reports of suicide by borrowers due to alleged
coercive recovery methods adopted by them.
The growth is projected to be stable with margin caps,
transparency on rates, benign recovery means, selfregulation by watchdogs such as MFIN and Sa-Dhan,
the rating agency said.

‘Banks should be
allowed to recruit
from IITs, IIMs’
Mumbai, Feb 1 (PTI):
The country’s largest lender, SBI
has said that public sector banks
should be given an opportunity to tap
the best talent from premier institutes
like IITs and IIMs.
The public money goes into formation of the institutions like IITs and
IIMs. From all of these good institutions, which nurture the best talents
of the country, the public sector banks
are barred from recruitment, SBI
chairperson Arundhati Bhattacharya
said at a recent event.
She said currently the Supreme
Court does not allow state-run banks
to go for campus recruitment to these
premier institutions as every vacancy
has to be advertised so that everyone
should be able to participate in it.

dised LPG has reduced significantly,
accompanied by a corresponding
increase in sale of commercial LPG.
This is indicative that the scheme
will enable substantive savings in
subsidy which can then be deployed
for other productive purposes, without reducing any entitlements of
existing consumers.
The Prime Minister said that after
Pradhaan Mantri Jan Dhan Yojana,
this is the next big scheme which will
substantially benefit the economy.
He directed that all steps should be
taken to bring the remaining LPG
consumers into the fold of PaHaL as
soon as possible.
He wanted Aadhaar enrolment and
linkages with bank accounts to be
expedited, taking advantage of the
Pradhan Mantri Jan Dhan Yojana.
The Prime Minister has also asked for
an impact analysis of the programme
to be conducted in a professional
manner, the statement said.
Kolkata, Feb 1 (PTI):
With coal production increasing
over six per cent and offtake at only
3.2 per cent during the year, logistics
and coal evacuation comes into core
focus for Coal India.
Evacuation is growing at 3.5 per
cent while, production is growing at
more than 6.7 per cent till January 6
this year. Unless there is evacuation,
what is the point in production,’
Coal India Chairman Suthirtha
Bhattacharya said.
Even with this production rate Coal
India has been able to reach 96
per cent of the production target to
349.9 million tonne (till first week of
January) and is planning to bring a big
push to production of 1 billion tonne
coal by 2020, Coal ministry and Coal
India has turned their focus toward
evacuation infrastructure.

‘Growth of subsidised LPG cylinders reduced’
New Delhi, Feb 1 (PTI):
Prime Minister Narendra Modi reviewed the progress of implementation of the scheme for paying subsidy
on cooking gas (LPG) directly into
bank accounts of consumers.
The Direct Benefit Transfer Scheme
for LPG subsidy, now renamed
PaHaL or Pratyaksha Hastaantarit
Laabh, covers more than 9.75 crore
LPG consumers and is the world’s
largest cash transfer programme as
compared to similar programmes
in other countries such as China,
Mexico and Brazil, an official statement said here.
Oil Minister Dharmendra Pradhan
made a presentation on the scheme
to the Prime Minister at the high-level
meeting. Under PaHaL, LPG cylinders
are sold at market rates and consumers are entitled to get the subsidy
directly into their bank accounts. This
is done either through an Aadhaar linkage or a bank account linkage, it said.

Serena wins 19th slam
Defeats Maria Sharapova to claim Aus Open
Melbourne, Feb 1 (AFP):
American top seed Serena Williams
won her sixth Australian Open and
19th career Grand Slam title with a
6-3, 7-6 (7/5) victory over Russia’s
Maria Sharapova.
The triumph means the world
number one overtakes 18-time major
champions Martina Navratilova and
Chris Evert to go a clear second on
the all-time Open-era winners’ list,
three behind Steffi Graf on 22.
It also extends her staggering
decade-long dominance of arch rival
Sharapova, with the world number
one posting her 16th straight victory
over the Russian.
At 33, she also became the oldest
woman to win the title in the Openera, taking her tally at Melbourne
Park to six titles in six appearances
in the final.
Contesting her 23rd Slam final, she
surpassed Navratilova and Evert as
she chases Graf’s Open-era record
of 22. Australia’s Margaret Court, who
played many of her match before the
Open-era, has 24 titles.

Aussies beat Koreans

Sydney, Feb 1 (AFP):
Substitute James Troisi smashed
home a dramatic extra-time winner
as Australia beat South Korea 2-1
to win their first Asian Cup title in an
electrifying final.
Troisi broke Korean hearts with the

after Son Heung-Min had snatched

while South Korea's anguish continued after they failed to break a
hoodoo in the tournament stretching
back to 1960.
It was a super effort from everyone,
said Australia coach Ange Postecoglou. It was a final, it never goes to
script. It was tough, you've got to grind
it out and the courage the players
showed tonight was enormous.
Serena Williams
The first Australian final in a decade
to feature the tournament’s top two
seeds was a one-sided affair in the
first set although Sharapova rallied
to make a contest of it in the second.
An intensely focused Williams
outgunned Sharapova, cannoning
down 18 aces, including a 203 kmh
(166 mph) thunderbolt and glaring at
her opponent during key moments as
Sharapova struggled to stay in the
march.
Sharapova made a disastrous start
when she double faulted to go down a
break in the opening game, succumbing to pressure as Williams aggres-
sively stood inside the baseline and
easily read the Russian’s intent.
The American then pounced on a
tentative return from Sharapova in
the next game to hold serve after
swatting a pin-point backhand to the
corner of the court.
Sharapova, wary of getting into a
slugfest with the game’s most powerful hitter, surprised Williams by
throwing occasional drop shots into
the mix, successfully holding serve.
Heavy rain interrupted play at 3-2,
with Williams taking shelter and towelling down as the roof was closed,
while Sharapova sat courtside then
performed warm-up exercises.
Williams emerged briefly but went
back inside after suffering a coughing
fit before the match finally resumed
after 13 minutes.
The American showed no sign of
losing momentum though, blasting
an ace with her first shot and then
capitalising after Sharapova gave
her three break points with another
double fault.
Allow banned players
to make a comeback: Butt
Karachi, Feb 1 (PTI):
Pakistan's banned former captain
Salman Butt has said that those players who have been banned for spot
fixing, have a right to try and make
a comeback to international cricket
once they complete their suspension
period.
I know some people, including
former players have said (Mohammad) Aamir shouldn't be allowed
to play cricket again, but I disagree
because he has got the clearance
from the ICC (International Cricket
Council) to play domestic cricket and
secondly, he is close to completing
his five-year ban, Butt said. Besides
Butt, two other players -- Aamir and
Mohammad Asif -- were banned for
spot fixing during Pakistan's tour of
England in 2010 -- and are serving a
minimum five-year ban.
The trio also served varying jail
terms in England for the same offence before returning home.
The ICC, this week announced that
Aamir could resume playing domestic
cricket under the revised anti-corrup-
Salman Butt
tion laws, although his ban officially
ends on September 2 this year.
I respect all those people who have
different opinions on this issue. But I
believe that even if we have made
mistakes, we have served our time.
Why shouldn't we be given a chance
to make a comeback? asked Butt.
Aamir has a right to try to make a
comeback to domestic cricket. My
case is also pending with the Pakistan Cricket Board and I am waiting
for further instructions, he added.
The former captain said that Aamir
had apologised to the nation and deserved a chance to redeem himself.
'I am happy for Aamir and I wish him
well. I am confident that soon the
PCB and ICC will also review my ban
because I am still not finished as a
cricketer and I want a shot at a
comeback to top level cricket,' he
said. Butt said he had also requested
the PCB to put in a request with the
ICC to review his ban, which ends
this year. 'I will also request the ICC
to drop my five year suspended ban,'
Butt stated.

New Delhi, Feb 1:
On her maiden visit to China, External Affairs Minister Sushma Swaraj
today proposed a six point ‘template’
to broad base Sino-India engagement with an action oriented approach to usher in Asian century.
Addressing an India-China Media
forum at the start of her visit here,
Sushma proposed the two countries should follow action oriented
approach, broad base bilateral engagement, convergence of common,
regional and global interests, develop
new areas of cooperation, expand
strategic communication, fullfill common aspirations to usher ‘Asian
century’.
Highlighting that her visit is taking
place against the backdrop of new

said the Prime Minister Narendra

aspiration of young, vibrant and enterprising generation.
‘Even in the last eight months it is
already evident that dramatic transformations are underway in my country that will accelerate our journey to
modernity,’ Sushma said.
In the background of a strong government emerging in India, Sushma
said Modi already had three meeting

Assurances on women

the major parties in the fray
have fared poorly.
A total of 19 women candidates have been fielded by
three major political parties

BJP has given tickets

Other women nominees

The number of tickets
given to women candidates
by the three leading parties is in sharp contrast to
population of women voters in Delhi.
According to electoral roll,
a total of 1.33 crore people
are eligible to vote out of

the country.
‘I am here to link nation’s development with Delhi’s development. My
