course line-up for the NYSCA 2015 Spring
Convention to be held in March at the
Mohegan Sun Casino and Resort.
Our committee has worked hard to put
together a diverse and timely program.
This convention offers a wide variety of
topics with quality speakers, and an
opportunity to earn up to 15 CE credits for
New York Licensees.
On Friday we have the pleasure of hosting
representatives from NGS Medicare, who
will be instructing us on the topic of the
Medicare Part B Chiropractic Policy. This
will be followed by a combination lecture
and roundtable discussion from leading
attorneys specializing in Worker's Comp
and No Fault Insurance. The evening will
be rounded out by a presentation by Mark
Sanna, DC of Breakthrough Coaching on
the topic of “Breakthrough Your Practice
Barriers: Outwit the Dark Forces of
Healthcare.”
Saturday morning we will receive timely
information on the ABCs of ICD-10, and it
specifically relates to Chiropractic. We will
also receive instruction on the topic of the
Assessment and Management of
Degenerative Lumbar and Cervical
Conditions by Jeff Silber, MD DC. In the
afternoon, we will once again be
addressed by Dr. Mark Sanna regarding
“The Science of Healing”, followed by his
colleague Dr. Jeff Lewin with important
HIPAA training.
Finally, the weekend will be brought to a
close by Dr. Mitch Green, a Diplomate of
the American Chiropractic Rehabilitation
Board, presenting to us “Rehabilitation for
the Chiropractic Practice.”

About the Presenter:
Linda Teti is a Certified Professional Coder through the American Academy of Professional Coders and has
29 years of Medicare Part B operations experience. For the past twelve years she has been educating the
provider community on Benefits Integrity, Local and National Coverage Determinations and
Documentation Guidelines. Additionally, she conducts formal seminars, webinars and teleconferences on
a broad range of Medicare topics providing customized programs to Medical Societies, Medical
Associations, Physician Offices and Local Coding Chapters. Linda was a member of the Benefits Integrity
Team for seven years as well as an Associate Member for the Association of Certified Fraud Examiners.
About the Presenter:
Judy Brown is a Certified Professional Coder through the American Academy of Professional Coders and
has worked with the Medicare Part B program for over 30 years. Judy currently works for the Provider
Outreach and Education Department and conducts formal seminars, webinars and teleconferences on a
broad range of Medicare topics to our Medical Societies, Associations and provider groups. Prior to this
Judy worked in the Electronic Media Claims (EMC) Marketing Department for nine years encouraging and
supporting the submission of electronic claims as well as working as a Supervisor for a claims processing
unit for nine years. She has also worked in the Provider Enrollment and Reimbursement Departments.

Course Description
The combination lecture and roundtable discussion, with a round table discussion from leading attorneys specializing in
Worker's Compensation and No Fault Insurance, will review all aspects of personal injury insurance in New York State. This
includes the latest information and implementation of the recently released Non­Acute Medical Treatment Guidelines from the
New York State Workers Compensation Board. In addition, the New York State No Fault system will be reviewed, with emphasis
on documentation and proving chiropractic care is medically necessary.
About the Presenter:
James Hildebrand, DC is a practicing chiropractor in Rochester NY. He is currently serving as vice president
of the New York State Chiropractic Association and as a member of the National Board of Chiropractic
Examiners. Dr. Hildebrand is a member of the American Chiropractic Association and is a fellow in the
American Back Society and in the Academy of Chiropractic Orthopedists. Having graduated in 1983 from
Palmer College of Chiropractic, he went on to complete his post-doctorate studies in Chiropractic
Orthopedics, Chiropractic Rehabilitation, and Chiropractic Forensics. He has also completed a certification
course as a Primary Spine Specialist through Excellus BCBS.

Course Description
ICD-10 is very different from its predecessor and requires more attention to detail in order to code visits and avoid denials. Why
are there new codes? What are the basics of the codes? Where should you go for sources? Which chapters are specific to
chiropractic? Learn how to apply ICD-10 diagnostic coding within your clinical practice.
About the Presenter:
Dr. Walters graduated New York Chiropractic College in 1982, is licensed to practice in NY, NJ, VA
(inactive) and FL, founded and operated a successful, multidisciplinary Chiropractic & Physical Therapy
clinic for over 25 years (by the mid-1980’s she was treating more than 100 patients/day), and has advised
practice management consultants on setup & maintenance of combined physical therapy and chiropractic
clinics. She has routinely performed IME’s and appeared in court to provide testimony on behalf of
patients. Dr. Walters has taught Anatomy & Physiology, Microbiology, and General Biology at a local
college, has NJ teacher certifications in Biology, Chemistry and Physics, and originated the Forensics
program for the Ridgewood, NJ school system. She also currently serves as an Adjunct Professor at
Syracuse University. Dr. Walters has been the lead designer for content & layout of the ECLIPSE
documentation component since 2006. Her ECLIPSE SOAP designs have received rave reviews from
auditors and ECLIPSE users nationwide

Course Description
Microdiscectomy, laser spine surgery, spinal fusions, minimally invasive and endoscopic spine surgery, disc replacements, and
decompression for spinal stenosis. When are Spinal Implants indicated? When to refer for a surgical consultation. How long to
give non-operative care before considering surgery. What is the best surgical technique for typical disc cases? Videos of actual
spinal surgery. The role of the Primary Spine Care Practitioner in post-surgical rehabilitation.
About the Presenter:
Jeff S. Silber, MD, DC, is a Full-Time Academic Spine Surgeon in the North Shore-Long Island Jewish Health
System. He is Chief of Orthopaedic Spinal Surgery at Long Island Jewish Medical Center in New Hyde Park
and the Associate Director of the Orthopaedic Spinal Section at the Harvey Cushing Institute of
Neurosciences. He holds the academic position as Associate Professor of Orthopaedic Surgery at Albert
Einstein School of Medicine. He is extremely active in educating orthopedic residents, medical students,
and chiropractic interns. Dr. Silber specializes in degenerative spinal surgery in a multi-disciplinary setting.
He has authored over 40 peer-reviewed scientific articles and has written over 20 textbook chapters on
spinal related topics. Dr. Silber received his MD from New York Medical College in Valhalla where he
graduated at the top of his class. He went on to complete his orthopaedic residency training at the
University of Pennsylvania and then a combined orthopaedic and neurosurgical Spine Fellowship at
Thomas Jefferson University in Philadelphia. Dr. Silber has the unique background of also receiving a
doctorate in chiropractic from New York Chiropractic College. He practiced chiropractic for three years
prior to and while attending medical school and is one of the only spine surgeons in the country with both
medical and chiropractic degrees. Dr. Silber lectures and teaches surgical techniques to other spinal
surgeons, fellows, residents and Medtronic personnel as a consultant.

Course Description
This course will introduce the clinician to the use of ConnecTX Therapy (CTX) for the management and treatment of a variety of
connective tissue disorders. Concepts of instrument assisted connective tissue mobilization (IACTM) along with a discussion of
connective tissue structure/function, the stages of connective tissue healing and their correlation with ConnecTX Therapy will be
covered. Practical clinical applications (contraindications, conditions treated, diagnostic assessment, rehabilitation integration,
treatment progressions and integration of the chiropractic adjustment will also be discussed.
About the Presenter:
Having 26 years of teaching experience and 31 years of continuous clinical experience, Dr. Hunter Mollin is
an expert in practicing and teaching primary patient evaluation, differential diagnosis and treatment. His
specialties include motion palpation analysis, diversified techniques, flexion distraction, rehabilitation,
physiological therapeutics, whiplash and Graston Technique. Dr. Molin is also well-versed in the current
literature regarding the contemporary chiropractic biomechanical, neuromusculoskeletal model.

Health Insurance Portability and Accountability Act (HIPAA) and the consequences that can occur from a violation of the privacy
law. Even if you are one of them, your practice could still be in danger of violating HIPAA if you are not up-to-date on the
changes to the laws brought by the final HIPAA Omnibus rule. The changes brought to HIPAA by the Omnibus rule, mean that a
violation could result in not only a damage to your reputation, but also significant criminal and civil fines. In this session, we’ll
review the most frequently encountered violations and what your practice can do to avoid them.
About the Presenter:
