Twelve months ago, only a small handful of Coloradans had signed our “Seven Principles” pro-energy pledge.
Vital for Colorado was created just a few months prior with a simple mission: To promote the benefits of energy
production in Colorado, highlight its importance to our state’s economy and support a rational, well-regulated
and competitive regulatory environment that allows for energy production to thrive responsibly.
The response has been overwhelming. By the end of 2014, more than 34,000 Coloradans, businesses and civic
organizations have signed our pro-energy pledge, including major chambers of commerce, trade organizations
and well-known civic leaders.
That’s more than 34,000 people who have said they understand the importance of the industry; that they believe
fracking to be safe; that they oppose wholesale energy bans; and that they believe Colorado should continue
to regulate oil and gas in a comprehensive, statewide manner.
What does it all mean? It means that Vital for Colorado is one of the largest issue-based coalitions in the history
of our great state.
As you’ll see in this Annual Report, Vital for Colorado had a very busy 2014.
We worked hard in the spring and summer months to provide the critical “voice of business” when politicians
and others were debating whether to put two anti-oil and gas initiatives on the ballot. We attended county fairs,
big trade shows, civic organizations’ meetings and open houses across the state as we talked with Coloradans
about the industry and our pro-energy pledge.
This fall, we’ve been actively following the governor’s task force on oil and gas regulations, and many of our board
members have voiced support for the industry at those meetings.
Colorado’s oil and gas industry continues to be very important to our state’s economic health, contributing nearly
$29 billion to our economy each year and supporting more than 100,000 good-paying jobs.
But there continues to be much uncertainty as to how it will be regulated in the future.
And that’s where you come in.
Vital for Colorado’s coalition will be called upon over the next two years to not only support responsible
and reasonable energy development, but to actively speak out in favor of common sense regulations
that protect our environment but still allow the industry to continue to develop our natural resources.
As an organization we will continue to reach out to Coloradans who want to join our coalition
and support this vitally important industry in 2015.

Fracking has been safely used in Colorado for more than 60 years
and more than 90 percent of all wells today are fracked. Fracking
is a transformational technology, opening up more than 100-years’
supply of domestic natural gas.

paramount to a vibrant and
successful oil and natural gas
industry in Colorado.
The oil and gas industry is a key driver of Colorado’s economy. In 2012,
the industry supported over 110,000 Colorado jobs, more than $29 billion
in economic activity and almost $1.6 billion in public revenue.
Colorado is a recognized national leader in energy regulation.
We have the most comprehensive and stringent environmental
rules in the nation, including rules that require disclosure and
ensure the safety and transparency of fracking.

which allows energy production in the state to thrive responsibly.
Policymakers and the public should rely on science, facts and data
to guide discussion, not scare tactics and hyperbole.
Development of natural gas is indispensable to the continued expansion
of wind, solar and other renewable forms of energy in the state. Because
the wind doesn’t always blow and the sun doesn’t always shine, natural
gas is an integral backup energy source – a cornerstone of Colorado’s
“all of the above” energy policy.
Colorado should continue to regulate oil and gas development in
a comprehensive, statewide manner, rather than a patchwork quilt
of inconsistent regulations. A comprehensive and consistent approach
to oil and gas development is the best and only way to ensure that
Colorado protects our natural environment while remaining an inviting
place for current and future energy investment.
We oppose attempts to politicize energy regulation, enact wholesale
energy bans or create regulatory chaos by repealing Colorado’s traditional
statewide approach to energy regulation.

An Open Letter to Colorado’s Elected Leaders:
As current and former locally elected officials in the Republican and Democratic parties, we want to thank those leaders in the state of Colorado who are using their influence
to seek a sensible balance between energy development and conservation--one that ensures rigorous regulation and enforcement, but in a way that is applied consistently and
efficiently so that Colorado remains an attractive place to do business.
As those who follow this debate closely are aware, the State of Colorado does not take lightly its responsibility to manage, regulate, and oversee oil and gas development. In
fact, our state has the most comprehensive and stringent regulations in the nation. Our fair state has seen significant energy development activity in the last few years, and
our regulations have ensured that the development has not occurred at the expense of our environment.
As we approach another election season, there may be attempts at the ballot box to change the way Colorado currently regulates the oil and gas industry. Rumors abound as
to whether an initiative will attempt to ban development processes, like fracking, or turn our state into a confusing patchwork of inconsistency by transferring regulation of the
industry to hundreds of local governments. Neither outcome is acceptable or responsible.
Cities and counties across Colorado do not have adequate budgets in place, nor have we developed the in-house expertise to take over state regulation of oil and gas activities
within our jurisdictions. Attempts to end Colorado's statewide approach to energy regulation would invite more politics into our energy policy, at a time when there is too
much already, inevitably triggering regulatory chaos that chases energy investment to the many states that have embraced a balanced approach to energy development.
It doesn't make sense to throw our current regulatory framework into chaos, when the system in place is working well. We applaud leaders who are opposing these measures
and stand behind you in maintaining our existing regulatory system for energy development.

Oil and gas provides
vital benefits to Colorado
from the Denver Post 03/04/2014
Common sense is too often in short supply when
it comes to the state legislative process. As two
long-time Democratic senators representing
working families, we’ve worked hard to keep the
common sense flowing when it comes to important
Colorado issues and hold back on the partisan
lather.
Few issues in our state need a common-sense
approach more than energy policy. Unfortunately,
some in the public discourse have lost sight of the
vital role that oil and gas plays in a balanced energy policy, and the unequivocal fact that Colorado
has passed — and continues to develop — the
toughest, most comprehensive, and environmentally protective energy regulations in the country.
Meanwhile, others too quickly gloss over the fact
that even in this new energy economy, we need
clean-burning natural gas as back-up for those
times when the wind doesn’t blow and the sun
doesn’t shine. Still others seem prone to ignore the
reality that more than 100,000 hard-working Coloradans rely on the oil and gas sector to put food
on the table, put kids through school, and save for
retirement.
If we refuse to see the vital benefits of responsible
oil and gas development, we won’t. If we can continue to produce natural gas safely, and if natural
gas is the cleanest, most effective form of back-up
power for wind and solar, why on earth wouldn’t
we embrace a sensible approach to natural gas
development in this state? The truth is, we should
and we are.
We’ve worked to keep the focus on the facts surrounding energy regulation, whether on the topic
of hydraulic fracturing (which has been conducted
safely in Colorado since the 1960s), environmental
protection, community concerns, or proximity to
residential areas. Unfortunately, some are now
distorting the facts in order to push aside the
common-sense, statewide framework of oil and
gas regulation and replace it with a crazy quilt of
regulations that vary widely from one community
to the next. A group of respected business leaders recently called this demand for a patchwork
approach to regulation “an invitation to regulatory
chaos.” We agree.
We come down squarely on the side of maintaining
the “Colorado Way” of regulating oil and gas, putting the state in the principal position of oversight
and control while requiring regulators, citizens,
and energy companies to work actively with local
government in addressing specific local concerns.

This “constructive partnership” structure has over
the last several years produced significant benefits to every Coloradan. Our state is looked at as a
model for how to achieve balanced, sensible energy regulation. Maintaining our current constructive partnership results in concrete, enforceable
environmental protections for us all. Moreover, a
comprehensive package of statewide regulations
allows oil and gas companies to make business
decisions with an established certainty. This keeps
Colorado competitive as energy companies decide
where around the world to invest precious capital.
As this debate moves forward, we believe policymakers should keep their eyes on the prize: a
balanced and common-sense energy policy. We
join business leaders across Colorado who support
a consistent, comprehensive, statewide approach
to energy regulation as the best means to secure
public safety, protection of our environment, and a
predictable business climate.

Looking Forward To 2015
O u r G oal
Establish Vital for Colorado as the preeminent voice for responsible
energy development among key non-industry stakeholders.
Building the coalition
The Vital for Colorado team will continue its drive to add both breadth
and depth to our coalition. Special emphasis will be given to gaining the
support of (a) organizations and associations that have not yet signed the
pledge, and (b) high profile business, civic and political leaders and other
luminaries from all corners of the state.
In 2014, Vital for Colorado organized, or helped support, more than
70 events and presentations in conjunction with Coloradans for
Responsible Energy Development. Our goal for 2015 will be at
least 75 events and presentations.
Binding the coalition
We want to create a vibrant, exciting organization with a sense of
cohesiveness and participation among our more than 34,000 coalition
members; build vision of the importance of “belonging” to the coalition;
and increase communication geared toward fostering a common message.
Overall, the goal is to expand and animate Vital’s membership through
meetings, educational events, targeted activities, and more frequent
and consistent communications to its membership which will build
cohesion and raise Vital’s profile.
Vital aims to be a high functioning liaison for numerous business groups,
trade associations and chambers of commerce by closely coordinating
with partners on briefings, educational events, and other areas to
mobilize collective members.
Vital will use tele-forums to increase outreach/communications strategy
to our membership and any other key stakeholder groups.
Build a robust digital community
In 2015, we hope to expand Vital’s online presence and bolster its outreach
efforts by building a robust digital community of supporters. The digital
effort will include enhancing Vital’s website with more content and
creating social media pages.
In 2015, we want Vital for Colorado to grow its coalition of supporters
and continue to voice support for responsible energy development
across the state.
