Call for Concepts Video Presentation Organisational Context ChildFund Australia is an international development agency that works in partnership with children and their communities to create lasting and meaningful change by supporting long-term community development and promoting children’s rights. ChildFund Australia directly implements child-focused development programs in Viet Nam, Papua New Guinea (PNG), Cambodia, Laos, and Myanmar, and works in conjunction with the ChildFund Alliance global partnership to deliver programs in countries throughout Asia, Africa and the Americas. ChildFund Australia’s goals are to deliver quality development programs that are respectful, responsive and effective in eliminating or reducing poverty for children, their families and communities. Background Global Community is a community-based development education and fundraising project that contributes to the development of communities and improves understanding of the public overseas about international development (specifically about Laos) whilst working towards genuine child and youth participation across all activities. The goal of the project is to develop a two-way communication mechanism that builds knowledge and solidarity across communities in Laos and Australia; the project is being piloted in four communities before a decision is made next steps. Objective The assignment will involve working closely with the Development Effectiveness and Learning Manager and the Country Director in order to design and create a short Video Presentation of the Global Community Project for both Communities in Laos and potential Supporters overseas to support understanding of what the project is and how it works. Key Tasks The video will present the Global Community project: In no more than 3 minutes With appropriate dubbing in H’mong, Lao, Khmu and English (full versions in 4 languages must be available) Showing communities in an accurate and dignified manner ensuring that community representatives consent to the use of footage By involving Global Community Ambassadors in each of the four communities in developing the video and supporting their visibility in the final product Explaining the concept of Development Education within the project Explaining the fundraising component within the project 1 The video and its process should comply with ChildFund Australia’s branding guidelines and policies, including the informed consent policy and child protection policy. Timeframe An indicative timetable for the Video delivery is provided below. It is anticipated the assignment will commence in March 2015. Indicative dates th February 13 2015 th th February 16 -20 2015 rd February 23 2015 March 2015 End of March 2015 Event/Activity Deadline for Calls for Concepts Presentations from identified service providers Contract negotiation deadline Video development including a field trip to Nonghet district, Xieng Khouang province Draft for feedback and completed version Working Conditions The Consultant will be managed by and report to ChildFund Laos’ DELE Manager and work closely with the Country Director. All discussions and documents relating to this Call for Concepts will be treated as confidential by the parties. The successful applicant will be required to comply with ChildFund Australia’s Child Protection Policy by signing the Code of Conduct. ChildFund Australia acknowledges its obligation under Australian laws relating to counterterrorism. In order to meet its obligation, service providers will be reviewed against Department of Foreign Affairs and Trade (DFAT) and National Security Australia lists at the onset of any contractual relationship. Required Qualifications, Experience and Personal Qualities Relevant qualification and experience in Communication and Media, including leading development from concept to delivery Professional video maker with equipment Experience of Media for Development preferable or experience of the international development context Experience of engaging children and youth in community development activities Fluency in English, with Lao and H’mong languages an advantage.
