MyID provides a unified access to
Dubai’s integrated government services
MyID which is integrated with the Emirates ID card from EIDA is an excellent
example of a joint venture, provided by Dubai’s Smart Government (DSG). It came
about based on the implementation of the directives of HH Sheikh Hamdan Bin
Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of Dubai
Executive Council, which calls for providing a unified ID for each user in accordance
with the Dubai Government 2021 initiative.
More than 40,000 users have already registered for MyID and are now able to
access hundreds of smart services provided by currently 10 government entities in
Dubai. These are: Department of Economic Development, Dubai Municipality, Public
Prosecution, Mohammed Bin Rashid Housing, Dubai Police, DEWA, RTA, GDRFA,
DHA and DSG.
In response to the increasing DSG is working tirelessly to answer all queries, add
more government entities, services and kiosks for existing and new users. There are
currently 18 kiosks installed in government centres and malls in Dubai.
The service link www.myid.dubai.gov.ae allows users to register for the
service and have access to all government authorities registered in the
service while taking advantage of the benefits of a unified access to all
electronic and smart services provided by government authorities through
one user ID instead of having to register for multiple accounts in order to access the
different online portals of Dubai’s government authorities. In addition to that, DSG
provides the public with needed customer support daily and around the clock through
the unified call centre “Ask Dubai” on 600560000.
This continuous increasing demand for the service only serves to reflect, as in every
initiative, an insightful visionary leadership that is aware of the people’s needs. This
reality was confirmed by the views of His Highness Sheikh Mohammed Bin Rashid Al
Maktoum, UAE Vice President, Prime Minster and Ruler of Dubai when he said, “When
governments develop their services to make people’s lives easier, only then do they
actually contribute to the comfort and happiness of their people”.

Happiness Index
DSG organizes workshop to start
implementing “Happiness Index” initiative
ubai Smart Government Department recently organized a workshop attended
D
by 90 employees representing 26 governmental entities in order to publicize
the ‘Happiness Index Initiative’ and prepare the necessary requirements to
implement it as soon as possible. This project will be launched in April 2015.
Shared service to measure happiness
The workshop discussed the provision of a smart,
interactive software development kit (SDK) developed
by a team from Dubai Smart Government Department in
coordination and cooperation with the Executive Office of
H.H. Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice
President and Prime Minister and Ruler of Dubai. This kit
is connected to a central electronic network to measures
the public’s happiness index and satisfaction with Dubai’s
government services on a daily basis, making this kit a
common centralized service that joins a bouquet of common
services provided by the department to all entities of Dubai
Government. The workshop also discussed the necessary
technical mechanisms to connect the system between
entities of Dubai government and the central database of
the happiness index, and the technical support that will be
provided to achieve the leadership’s vision.
The workshop, presented by Hessa Al Belooshi, Section
Manager at Smart Government DSG, was based on a
unified and standardized criteria that ensure achieving the
leadership’s vision to promote the steps taken to achieve
smart government and to make Dubai the smartest city
globally, and the first city in the world that measures the
happiness of its population, on a daily basis.
Happiness standards
H.E. Ahmed Bin Humaidan, Director General, DSG,
said: “The workshop was held to start the implementation
process of the ‘Happiness Index’ initiative launched by
H.H. Sheikh Mohammed, and to be implemented as soon
as possible as per the directions of H.H. Sheikh Hamdan
bin Mohammed bin Rashid Al Maktoum, Crown Prince and
Chairman of the Executive Council, in order to measure
the public’s level of happiness and satisfaction towards
government services provided to them on a daily basis in
consideration of the rapid changes in people’s expectations.
The measurements will be done via smart devices or
e-devices installed in the headquarters of government
authorities and connected to a central database network.
Daily reports will be sent to decision makers to see which
area has the highest happiness and satisfaction rating to
serve as a basis for further improvement of services and
enhance public experience.”
DSG role
Bin Humaidan added: “We are creating this SDK to
recognize the importance of concerted efforts among
Dubai’s government entities to realize the leadership’s
vision of meeting all the necessary requirements of our
country’s citizens and residents. We aim to enhance their
experience by raising the efficiency of all government
agencies and strengthening the necessary infrastructure.
I am confident that this dashboard will effectively promote
Dubai’s competitiveness globally to become the smartest
regional and global government.
Additionally, we
strive to maintain the UAE’s top position at the regional
‘International Happiness Index’ in 2014. The UAE also has
topped the 2015 Edelman Trust Barometer by obtaining the
first position globally in people’s trust in government, trust
in the economy and the government’s ability to stimulate
innovation.”
The competency of Dubai
DSG will develop an interactive database for the
happiness index initiative and provide all government
entities with the SDK to measure happiness index in
two phases: The first phase for websites and tablets will
include providing software. The second phase, is to provide
applications for smart devices like Android and iPhones and
provide technical support to government entities during the
implementation phase..

of Government
In partnership with Harvard’s Kennedy School of
Government, HH Sheikh Mohammed Bin Rashid Al
Maktoum established the Mohammed Bin Rashid School
of Government (MBRSG) as a regional hub for spreading

Opening of electronic doors
As the young Sheikh Mohammed was used to seeing
the open doors in the courts of his grandfather and father,
he applied the same method to rule the emirate. He opened
the doors of his court to all people and when he felt that
the traditional court was not enough to receive people
and listen to their needs, he launched an array of online
communication channels, thus becoming the epitome of a
leader who communicates and consults with his people on
major issues and decisions.

86 smart services across
4 sectors at Dubai Courts
The Dubai Courts inaugurated
the “Smart Court” project which
includes 86 services across 4 main
sectors: The judge’s smart services;
the lawyer’s smart services; smart
registration services and the notary
smart services to form a collection of
services delivered through the Dubai
courts app available on smart phones.
The “smart court” project comes in the
context of the Dubai Courts’ pursuit to

efficiency of judicial performance.
One of the most crucial services,
unique to Dubai courts in the region,

allow judges to access their personal
accounts through a username and a
passport to review the latest updates
on every case, and review information
provided by lawyers and other parties
involved in a given case to make a
sound decision on each separate
case.
Furthermore, the courts provide
other services available to experts
and other parties involved in a given
case which contributes to enhancing
institutional performance and archives
through a number of services such as
messaging and smart communication
which allows the judge to communicate
with various parties through the use of
email and smart phones with the latest
mobile applications.
As for the lawyer’s smart services
which include the online registration
of cases which allow law firms to
register cases along with attaching
relevant documents, paying the fees
and scheduling court sessions; as
well as the smart payment of fees,
deposits and fines, submitting cases
applications and following up with
their processing, and getting a status
update. In addition to messaging and
smart communication which provides
law firms with a daily report delivered
through email detailing court decisions
on
cases
and
text-messaging
notification services on the dates of
hearings and their decisions and the
readiness of receiving checks.
DSG organizes “Innovation and Digital Business”
workshop for Dubai government entities
Dubai Smart Government Department (DSG), in collaboration with Gartner
Inc., recently organized a workshop titled “Innovation and Digital Business” at
the InterContinental Dubai Festival City.
The workshop comes as part of DSG’s ongoing endeavours to disseminate
knowledge and develop the skills of government employees in an effort to bolster
the transformation process in Dubai towards implementing the smart government
leading to the smart city.
As many as 100 representatives of Dubai government entities participated
in the workshop activities. Over three sessions, the two lecturers discussed
two major subjects: innovation and digital business. In the first two sessions,
Mary Mesaglio, Research Vice President with Gartner’s CIO research team,
expounded on the five myths of innovation in the first session and the psychology
of serial innovation in the second.
Explaining the importance of employing psychology-related knowledge to
ensure the completion of repeated innovation, Mesaglio noted the stimuli to
innovation in people as well as the most significant factors in order to answer
the question on how some people innovate continuously. In the third session,
Ed Gabrys, Research Director, Gartner CIO Research defined the future of
digital business. Gabrys explained its effect on the components of the coming
change: leadership, talents, institutions and prevailing culture. He also explained
how digital business should be built on and consequently the nature of the
technological drivers that would run future digital business.
Commenting on the workshop, H.E. Ahmad Bin Humaidan, DSG Director
General, said: “This workshop, which is organized in collaboration with Gartner
as a world-reputed research foundation, comes in line with the national innovation
strategy, which has recently been launched by His Highness Sheikh Mohammed
Bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler
of Dubai, aimed at making the UAE among the world’s most innovative countries
over the coming 7 years. The workshop also comes in response to Crown Prince
of Dubai HH Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum’s adoption
of the Dubai innovation strategy in line with the launch of the national innovation
strategy, which features around 20 initiatives to be implemented within 3 years to
make Dubai the most innovative city in the world.”
Bin Humaidan added: “We in DSG are working on fulfilling the vision of our
inspiring leadership in Dubai in terms of supporting innovation incubators, building
specialized national capabilities, establishing global research partnerships
and directing government work system to more innovation. We hope that this
workshop will enhance Dubai government staff’s experiences and skills to be in
the lead in government work.” Bin Humaidan called on government and private
entities to innovate new and more creative methods for providing services to
the public and developing the economy with the aim of enhancing the UAE
competitiveness worldwide.

Dubai Police updates its smart
phone apps
Dubai Police announced the launch of a “one stop shop” initiative
that aims to group all personal identification cards in one window
through updating its smart phones applications. This update
includes national ID cards, Driver’s licenses and car ownership
documents; thereby instituting a comprehensive record that
details the user transactions.
The service can be seen in the latest smart phones
applications update developed by DP’s General Department
of Smart Services. Through this update the user is now able
to find an electronic copy of the national ID, Driver’s license
and car ownership documents.
DP’s General Department of Smart Service also
activated an online feature that allows the user to preview
the value of fines and pay it electronically through its “Dubai
Police Fines Widget”, the new version of which places the
app’s icon on the main screen of the user’s phone. DP’s
users don’t need to download a special application to take
advantage of these services; all they need is to update the
current DP app on their smart phones to receive all these
new improved features and functions.

available on smart phone; and is seeking to rise up to the
expectations of the leadership in Dubai’s government that
aim towards increasing the satisfaction of its end users
through premium and distinctive services that match up to
their desires and is currently striving to reduce time and
costs and reach speedy achievements.
This update represents one of the most important
services that Dubai Police has successfully transferred
into smart services and it’s continuing to redefine what’s
known to be familiar when it comes to dealing with cards,
documents, and sensitive user information through the
adoption of alternative electronic means, that is considered
one of the most crucial personal documents necessary to
complete government official paperwork.
This service also makes it easier for the user in cases
requiring the police to review such documents such as
traffic accidents or in case these sensitive documents are
lost or forgotten.
Using the service
After downloading the application, the user can login
using the “MyID” account which is provided by Dubai’s
Smart Government as a joint service for all governmental
authorities. Once the user is logged in, data will automatically
appear showing their personal police record such as

Cross borders services
“We work together to make you happy”
Cross border smart services
The concept of delivering governmental services to the public through smart devices,
from any place, at any time, is considered one of the main pillars underlying the smart
government initiative. The real challenge for this concept lies in the ability to deliver
cross-border governmental services. This angle shows the maturity level of governmental
services and the extent to which they achieve this concept; and it monitors real-time
services that affect the lives of those who rely on smart, electronic services in order to
deal with government agencies during their stay abroad.
Dubai Police residence security requests
http://goo.gl/sMmtsJ
This service allows the public to submit
residence security applications in cases
of absence of home owners or family for
long durations of time due to travel or other
reasons. Among the requirements for the
delivery of this service is that the applicant has to be living
in Dubai. An electronic form through the Dubai Police
website has to be filled and agreement to the terms and
conditions needs to be agreed. Applicants can also fill up
the form manually at the nearest police station or contact
the Dubai Police Customer Service Centre to validate the
home owner’s data.
This service is a physical extension of the safety and
security that characterizes Dubai and makes it a safe haven
for all of its residents. Behind this great achievement is an
efficient, sophisticated security system and policemen who
work around the clock to provide safety and security to the
inhabitants of the city; using a state of the art technical,
electronic system to communicate with the public in order
to deliver optimal services.
Residence security applications are normally processed
within 15 minutes with police patrols operating in the area of
the applicants home to monitor the target residence during
their absence for as long as will be specified in the service
applications.
This service is free of charge and available to all the
residents of Dubai.
“Tawajody” service from Ministry of
Foreign Affairs
http://goo.gl/pZ50gX
“Tawajody”
meaning
“My
Presence”
is a service provided to UAE citizens
staying abroad. The service facilitates
communication between them and diplomatic
missions in cases of emergencies leading to
successful evacuation and safe return to the UAE.
This service provides a one-time direct recording feature
and creating a permanent account feature where you
can shorten future registration processes. The service is
provided by the Ministry of Foreign Affairs and is considered
ideal for frequent travelers and families that travel to
remote areas. Finally, the service can be considered a vivid
example to the UAE’s keenness for the safety and security
of its citizens anywhere in the world.

As we approach the third
Government Summit, the two years’
deadline announced by H.H. Sheikh

UAE Vice President, Prime Minster,
and Ruler of Dubai to shift to the
smart government is nearing. Since
the day His Highness set a specific

positive competition has been put in
motion among government authorities
to answer the calling and launch their

provide outstanding quality services
and increase user satisfaction through
a coherent and integrated smart
government.

Happiness strategy
Mohammed Bin Rashid Al Maktoum
launches “Dubai Plan 2021”
Plan is starting point of new phase in the emirate’s march towards the future
Approaching the end of the time frame set for Dubai’s Strategic Plan 2015, His Highness
Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minster and
Ruler of Dubai launched the Dubai Plan 2021. The Plan was released in the presence of
HH Sheikh Hamdan Bin Mohamed Bin Rashid Al Maktoum, Crown Prince of Dubai and
Chairman of the Executive Council at a solemn ceremony that represented a festival for
ambition, hope and vibrant, beautiful innovation.
Dubai Plan 2021 aspires to
promote Dubai as a global destination
in various fields, especially since the
emirate is currently experiencing
immense growth after its recovery
from the global financial crisis. Taking
into consideration all the ambitious
initiatives, programs and projects
launched recently, mainly hosting
Expo 2020; announcing Dubai as
the capital of Islamic Economy and
the launch of Dubai’s strategy for the
world’s smartest city. Thereby, Dubai
Plan 2021 is looking at the Emirate’s
future through a broad lens to ensure
an integrated and comprehensive
development over the coming years.
Dubai Plan 2021
Dubai Plan 2021 describes the
future of Dubai through holistic and
complementary perspectives, starting
with the people and the society who
have always been, and always will be,
12

the bedrock of the city. This aspect
describes the characteristics that
Dubai’s people need to have to deliver
on the city’s aspirations in all areas,
and examines the society needed
to support and empower these
individuals in achieving their goals.
The Plan addresses the urban
environment including both natural
and built assets, and looks at the
living experience of the people of
Dubai and its visitors as a result of
their interaction with this environment
and the economic and social services
provided. In addition, the Plan also
focuses on the economy, which is the
city’s development engine and its fuel
for its march forward.
Finally, the Plan addresses the
government as the custodian of the
city’s development in all aspects.
These perspectives were divided into
6 themes, each highlighting a group
of strategic developmental aims for
Dubai, and together forming the city’s
vision for 2021.
-The People: City of Happy, Creative
& Empowered People
-The Society: An Inclusive & Cohesive
Society
-The Experience: The Preferred Place
to Live, Work & Visit
-The Place: A Smart & Sustainable
City
-The Economy: A Pivotal Hub in the
Global Economy
-The Government: A Pioneering and
Excellent Government
We will begin our analysis with the
government’s goal of “A pioneering
and excellent government” given
the fact that this goal is the most
associated with Dubai’s Smart
Government cycle of activities and it
involves the most observable aspects
in the department’s functions.
A Pioneering and
Excellent Government
HH Sheikh Mohammed bin Rashid
Al Maktoum has always emphasized
that the government is an authority for
the people and not over them. This
has been a key principle for how the
Government of Dubai has operated
in everything it does. Dubai Plan
2021 dedicates a theme to this idea,
whereby the people’s happiness and
satisfaction with government services
and policies are the primary measures
for the government’s success. The
theme also addresses the need to
enhance government efficiency and
transparency in all aspects.
AIMS:
1. Proactive and Creative in
Meeting the Needs of Individuals
and Society as a Whole: The
government is forward-looking,
proactively
listening
to
and
engaging all stakeholders, to
ensure that its policies and services
meet the needs of individuals and
society as a whole, in the present
and the future. It also aims to
simplify the lives of people through
the provision of smart, high quality
government services reflecting the
individual activities and institutional
requirement.
2. Sustainable and Innovative in the
Management of its Resources:
The Government of Dubai adopts a
culture of innovation and excellence
in its approach to the management
of public finances in a manner
that sustainably supports city
development and environmental
friendliness, and human resource
practices
that
ensure
the
accumulation and continuity of
knowledge and experience for the
government.
3.Transparent and Reliable: The
Government of Dubai ensures a fair
and reliable application of all laws
and regulations in order to preserve
the rights of the individuals and
institutions. It is also committed
to
adopting
a
transparent
approach in the development and
implementation of all policies,
legislations and services.
Dubai Smart Government’s
strategy goes hand in
hand with Dubai Plan 2021
The Plan represents the nucleus
and around its orbit revolves all the
Emirate’s governmental agencies and
departments including Dubai Smart
Government with its strategy (20142017) which not only go hand in hand
with the main goals and objectives
for Dubai Plan 2021but, it directly
supports its implementation through its
systems, infrastructure, and electronic
and smart services.
The
department
works
in
accordance with its motto “we work
together, to make you happy”. It
also empowers other government
agencies and departments to reach
this goal through the development of
standards and controls; measuring the
process of transforming government
agencies into smart organizations; and
providing common services and tools
necessary for electronic infrastructure
which helps government agencies
achieve a successful smart transition.
Dubai Smart Government (DSG)
also runs the suggestions and
complaints services, and the unified
governmental call centre “Ask Dubai”
through which the government
connects with the public and listens
to its complaints and demands. DSG
provides a mobile app that allows
users to pay using their smartphones,
an electronic payment portal and the
“My ID” service which provides the
public with a unified access to Dubai’s
government services using one
username.
The
Government
Resource
Planning Systems within DSG
represent the essential tool in
efficiently managing government
resources, assets and revenues in
the best way possible to achieve
significant financial savings; not to
mention reducing wastage of financial
resources resulting from repeated
purchases of electronic systems by
different government agencies and
instead using joint systems to manage
operational processes and electronic
services.
Moreover, DSG also
provides a Government Information
Network (GIN) linking 56 different
government agencies in Dubai’s
government to transfer and exchange
information and transactions with a
high level of electronic protection and
encryption.

Smart services
Dubai Police and Dubai Courts join
“MyID” service
Dubai Smart Government Department has announced that Dubai Police and
Dubai Courts have joined the MyID service for ensuring a single sign-on to and
interacting with Dubai government services through smart phones or the Internet
in collaboration with Emirates Identity Authority (EIDA), bringing to 11 the number
of entities participating in the service.
Dubai Police and Dubai Courts customers can now register in the service
to obtain a single sign-on (username and password) related to MyID, which
gives them access to a large array of services provided by the police through
smart phones and enables them to apply for these services via the Internet.
These services include paying traffic fines, reporting a crime, reporting a traffic
accident, applying for clearance certificate, inquiring about status of roads,
applying for good conduct certificate, requesting to communicate with suppliers,
reporting a bounced cheque, filing tourist security complaints, requesting change
of vehicle’s colour and other services provided by the other government entities
participating in the service.
The website (https://myid.dubai.gov.ae) allows all customers of Dubai
government entities participating in the service to register in MyID and leverage
various features from the unified login to all electronic and smart services
provided by government entities through a single sign-on instead of registering

building and telecom towers in
areas surrounding Dubai’s and AlMaktoum international airports; in
addition to air transport rights and
conducting flights. Also, necessary
approvals for prohibited goods and
other services in a record-breaking
duration of time that does not
exceed 30 minutes pointing out that
“this accomplishment is considered
the first of its kind in the world and it
fosters Dubai’s position as a centre
for air transport between the east
and the west and the airline capital
of the world”.
Additionally, Ahly stated “this
service is the first of its kind in terms
of user access and usage method,
not to mention the short period of time
it takes to get a permit. It is expected
that this service will be mostly used
by irregularly scheduled touristic
flights,
ambulance
helicopters
and private aviation in addition to
technical landing to refuel”.

services through its website www.
dcaa.gov.ae and its mobile app
around the clock; and it allows the

airlines in addition to private aviation
companies. After registration is
complete, it becomes easier for
these airlines to fill in the required

attach
necessary
documents such as certificate of
registration, insurance coverage
and other so that the authority
can perform all the necessary
background check to confirm the
validity of the documents and its
compliance with Dubai’s airports
safety requirements and accordingly

record- time.
