Newburgh Sea Creatures Chill Out Classic January 30-February 1, 2015 SANCTION: This meet is sanctioned by USA Swimming and Indiana Swimming. Sanction #IN15188. HOST: Newburgh Sea Creatures, Inc. P.O. Box 42, Newburgh, Indiana 47629 LOCATION: Castle High School, Indiana State Road 261 North, Newburgh, IN 47630 (1/4 mile north of Indiana State Road 66). We are on Central Time. FACILITIES: Competition Pool: 50 meter by 25 yard pool. 14 twenty-five yard lanes, each 8 feet wide. Competition will be conducted in 8 lanes with additional lanes for warm up and warm down throughout meet. Competition non-turbulent lane markers. Seating area for over 500. In the event of circumstances necessitating changes during the meet, information will be updated on the NSC website at www.swimnsc.com. The competition course has been certified in accordance with 104.2.2C(4). The copy of such certification is on file with USA Swimming. Pool depth at 1 meter from starting blocks measures 2 meters deep and depth at 5 meters from starting block measures 5 meters deep in accordance with 103.2.3. Free parking will be available in lots adjacent to Castle High School. DIRECTIONS: I-64 to I-I64 South. Exit Hwy. 66 (Lloyd Expressway). Take Hwy. 66 East. Turn left on Hwy. 261 (North). School is about ¼- ½ mile on right. Natatorium is at North East corner of school. SPECTATOR INFO: All parents must remain in viewing area. No parents are allowed on deck per IN Swimming rules. A handicapped seating area will be provided on the pool deck. No photography or video is allowed on pool deck with the exception of approved event photographers. Admission: $3.00 per session $10.00 all session pass Children 10 & under admitted free Heat sheets will be available for sale. LODGING: NSC has partnered with area hotels to provide a reduced rate. Rates range from $70 to $99 and there are six different hotel chain options – LaQuinta, Baymont, Comfort Inn, Holiday Inn Express, Hilton Garden Inn, and Courtyard by Marriott. TYPE OF MEET: This is an open invitational. All Friday PM and Sunday AM Events are timed finals. All 10 and under and 8 and under events are timed finals. Preliminaries will be conducted on Saturday morning for 11-12, 13-14 & Open events. There will be consolation and championship finals heats (top-16) on Saturday evening for the 11-12 and 13-14 age groups. For the Open Age Group finals on Saturday evening, a Super Final will be run. There will be a B final (13-20), A final (5-12) and a Super Final (1-4). In the Open 50 free, we will run a Consolation final (9-16) and a shootout (1-8). The shootout will pit final swimmers 1 on 1, NCAA Tourney Fashion (1vs 8, 2 vs 7, etc.), until we get to the 1 on 1 Championship Final. The top 8 swimmers from prelims will compete in the 50 freestyle shootout in finals. The first round of the shootout will be swam before event 29 in the finals, 1 seed will race the 8 seed, 2 vs 7, 3 vs 6 and 4 vs 5. The four winners of the first round will advance to the second round which will be swam before event 39. The 1 seed will race the 4 seed, 2 vs 3. There will be a final race for 1st place and 3rd place to be swam after event 46. 1 seed will race the 2 seed for first place and for third place the 3rd seed will race the 4th seed. The consolation heat will be swam as scheduled above. If a swimmer misses their event, they will be declared a “no show” and will not be placed in any other heat to make-up the swim. Newburgh Sea Creatures will be using “fly-over” starts for all events. CONCESSIONS: A variety of concessions will be provided. LOST AND FOUND: Lost and found will be established by the concession area. COMPUTER: Meet Manager by Hytek will be used. If copies of the database are needed, we would prefer to e-mail after the meet. If immediate copies are needed, please bring thumb drive to meet. ELIGIBILITY: Swimmer(s) must be registered with USA Swimming prior to the competition (202.2.9E). Age as of insert first day of meet shall determine the swimmer’s age for the entire meet (205.2.2). ***Indiana Swimming does not process on-site athlete registration ENTRIES: RULES: All times must be entered in “Yard Times”. No converted times will be accepted. "No Time" will be accepted but will be seeded last. Current USA Swimming and Indiana Swimming rules will govern this meet. 202.3.2 - At a sanctioned competitive event, USA Swimming athlete members must be under the supervision of a USA Swimming member coach during warm-up, competition, and warm-down. The Meet Director or Meet Referee shall assist the athlete in making arrangements for such supervision. 202.2.9 D - Any swimmer entered in the meet, unaccompanied by a USA Swimming member coach, must be certified by a USA Swimming member coach as being proficient in performing a racing start or must start each race from within the water. It is the responsibility of the swimmer or the swimmer’s legal guardian to ensure compliance with this requirement. ISI rule - Coaches MUST constantly display their current USA Swimming coach credential to gain deck access. The meet referee reserves the right to ask for coach credential display and/or deny deck access if coach does not comply or card is no longer valid/current. ISI rule to include USA-S 102.8.1 B - In swimming competitions, the competitor must wear only one swimsuit in one or two pieces except as provided in USA Swimming rule 205.101.1. All swimsuits shall be made from textile materials. For men, the swimsuit shall not extend above the navel nor below the knees, and for women, shall not cover the neck, extend past the shoulder, nor extend below the knee. 202.2.9 H - Use of audio or visual recording devices, including a cell phone, is not permitted in changing areas, rest rooms or locker rooms 202.2.9 I - Except where venue facilities require otherwise, changing into or out of swimsuits other than in locker rooms or other designated areas is not appropriate and is strongly discouraged. SCRATCH RULE: A swimmer qualifying for a consolation final or final race following preliminaries notifies the designated person within thirty (30) minutes after the announcement of the qualifiers for that finals race that the swimmer will not compete and further declares their final intentions within 30 minutes following the swimmers last individual preliminary event. Failure to scratch before the thirty (30) minute time limit and not swimming the event will result in the swimmer being barred from all further competition that day and the first individual event the following day. There is no penalty for missing a timed final event or a preliminary heat of an event. Penalties shall only apply to the original 16 placed swimmers. POSITIVE CHECK IN: Positive check-in means, “I am here and I intend to swim this event.” Positive Check-in is required for ALL Friday night events. Deadline is 45 minutes prior to the start of the session. Positive check-in sheets will be located at the tables inside the lobby area. Saturday and Sunday events will be pre-seeded. FLY-OVER STARTS: We will be using fly over starts during the meet. CLERK OF COURSE: There will be a Clerk of Course for Saturday and Sunday for all 8 and under events. Swimmers for all other events are responsible for being behind the blocks at the appropriate time. Psych sheets will be posted prior to the meet at www.swimnsc.com. Heat sheets will be posted on deck and available for purchase prior to each session. Positive Check-In Required for all Friday night e vents. All other events will be pre-seeded. Warm Ups not before 11am. We will assign lanes for each warm-up session. Racing Starts at coaches’ discretion. Immediately after the warm-ups on each day there will be a coach's meeting. AWARDS: Individual High Point awards (trophies) will be given to the highest point girl and boy swimmer in each age/gender division, including 15 & over. 14 & Under swimmers placing in OPEN events will not score points towards non-open High Point awards. Ribbons will be awarded for places 1-16 for the following age divisions 6&U, 7-18, 9-10, 11-12, 13-14. 15 and over swimmers will receive points but will not receive ribbons. Heat awards will be given to all Heat winners. AWARDS WILL NOT BE MAILED. SCORING: Sixteen places (16) will be scored for the individual events. All 8-Under events will be scored as 7-8 and 6-Under. 10&Under events will be scored 9-10, 7-8 and 6-Under. All Open events will be scored as 15-Over only. No points will be awarded to 14 and under swimmers competing in Open events. Points will be awarded as follows: Individual Events: (Places 1-16) 20-17-16-15-14-13-12-11-9-7-6-5-4-3-2-1 ENTRY FEE: All swimmers will pay $2.00 IN Swimming surcharge. The following fees are per event: Prelim/Finals Individual Entries $5.00 Timed Finals Individual Entries $4.00 On Deck Entries $8.00 MAKE CHECKS PAYABLE TO "NEWBURGH SEA CREATURES" ENTRY LIMIT: Each swimmer in the 11-12, 13-14 and 15&Over age group will be limited to three (3) individual events each day. Each swimmer in 8&under and 10&under age group will be limited to five (5) per day on Saturday and three (3) per day on Sunday. Over entry will result in last events being scratched. Total entries will be limited to 1200 individual entries per day for this meet. In the event that the maximum number of individual entries is exceeded, no team entry will be broken. Any and all Friday night events may be limited to the top 16 if needed to keep a four hour timeline. Any entry fees of a swimmer not making the cut will be refunded. On deck entries will be taken only if total limit per day has not been met; on a first come basis until the heats are filled. The deadline for on deck entries will be the start of warm-ups. Each session involving 12 & Under age groups will be held strictly to a four (4) hour time limit. If necessary, any remaining events that are not complete in these age groups will be cancelled once the four (4) hour limit occurs. Entry fees of any canceled event will be refunded. NSC reserves the right to limit the number of heats in all individual timed finals events to keep the timeline manageable. ENTRY 1. Entries will be accepted beginning immediately. PROCEDURE: 2. Prior to 5:00 PM on Friday January 16, 2015, submit your entries by e-mail in a Hytek Commlink file (.CL2 file extension). 3. After receipt of the entry file, NSC will e-mail an Entry Report back to the designated individual for your team. Carefully review the entry report for correctness and inform NSC of any errors or variances by e-mail as soon as possible. 4. Keep the original Entry Report, e-mailed to you by NSC, along with any and all subsequent Entry Reports notifying you of changed or updated entries. These will be considered as the official record of your team’s entry. No other information will be considered if there is an entry error or discrepancy. No refunds or changes will be made to your team’s entry due to failure to review the Entry Reports e-mailed to you be NSC. 5. After the original entry submittal has been made, changes and updates will be accepted until 5:00 PM on Friday, January 23, 2015. 6. Please mail the meet entry summary form, release form, coaches and officials form so that they will be received by NSC by January 29, 2015. Payment for all fees is due by check during the first session of the meet. Please note that there will be no need to mail a disk and hard copy of the entries for this meet.
