El Paso Parks & Recreation Department Youth Volleyball I. Introduction The National High School Federation Rules (UIL) will govern play except as modified below: 1. For a player to be eligible to participate in any City of El Paso sanctioned sports leagues, one parent must attend a mandatory Parent Education Program class. The class is good for one year from the date taken. 2. Coaches and scorekeepers must be certified by EPPARD and attend the mandatory rules training session prior to each season and must consent to a mandatory background check in order to perform their duties. These requirements must be met prior to the first game. 3. A picture ID must be obtained by all coaches and scorekeepers 18 years and older prior to the start of the season. The ID will be issued after we receive a clear criminal background check. Cost is $40.00. Picture ID must be worn at all times. 4. Every participant must have a player id issued by Acosta Sports or Nations Tobin and a signed permission slip on file at Nations Tobin Center prior to playing first game. II. Organization The sports programming section, of the City of El Paso Parks and Recreation will be the governing body for this program. The application, construction and interpretation of these rules and regulations or the eligibility requirements, shall be solely at the discretion of the program director and sports staff to include any changes for the benefit of the program. III. Type of Program - Competitive a. The league will be divided into the following age groups: Elementary Middle High School b.At least 5 teams must be registered in an age group for that single age group to form a division. We may combine teams for divisions to form. c.You must make your scheduled game or it will be a forfeit. If a team forfeits 3 games for any reason, they will be dropped from the league without a refund. Teams that don’t pay their forfeit fees will be dropped. d.League champion will be determined by overall won lost record. 1) Head to head 2) head to head point differential 3) coin flips for placing in playoffs only-both teams will be Co-Champions e.Playoffs will include the following seeded teams: All teams if division has seven or less teams and is the only division. Top three teams for a division of six or seven teams Top four teams for a division of eight or nine teams Top five for a division of ten teams IV.The Game • Prior to timed warm-ups, a conference shall be conducted with the head coach and captain(s) from each team • The serve may touch the net and still be legal in all divisions • After the serve, the ball may be played with an overhand or underhand pass. Only a short contact with the ball is allowed • A player may NOT spike or block on a serve. CLARIFICATION: A girl cannot one hand/fist the ball over on the received serve regardless of where the receiving girl is or the intent of the girl Page 1 of 3 • • • • • • • • • • • • • The ball may not be caught, pushed, carried, or held (discretion of the officials) The ball may not be contacted twice consecutively by the same player with the exception of a touch on a block Balls hit off the ceiling or off the backboard on the first or second hit are considered live. Serves that hit anything other than the net before it goes over is a dead ball Each team will be asked to provide one person to keep score and one person to call the lines. These are volunteer positions and officials reserve the right to overturn calls Upon gaining the serve a team must rotate. Each player rotates clockwise. The player next off the bench rotates into the server’s position. Please see option 1 and 2 below Rotation: Players must remain in the same positions they ended the first game for the second game. Please have kids stay in their positions until the official acknowledges the game being over. Coaches may redo the rotations for the third game. Please see correct rotation guidelines to follow when having players rotate. Teams must start the second game the way that the first game ended. During the third game, coaches may start the players in the order they choose. At the end of the game please have the teams line up on the back line. The officials will motion for the teams to come together to congratulate one another. Both teams will head to the right around their court to the net where they will meet for handshakes After 5 consecutive points scored by the offensive team (team serving), the referee will whistle for an automatic side out and the defending team will be awarded the serve All serves must be underhand on the first two serves (elementary). The 3rd, 4th, and 5th serves may be overhand or underhand If the server does a bad toss, the ball must be caught or let it drop to the floor. Each team may have one (1) minute time out during the first 2 games. Each team may have one-30 second timeout during the third game All divisions will play 3 games All divisions will play rally point scoring. All divisions will play to 25 points. The first team to 25 points wins. V. Equipment1. All divisions will use the Volley Lite 2. The net shall be approximately 6'1" (elementary) and 7’4” (middle & high school) 3. The court will be regulation size 4. The ball may be served from anywhere behind the 10' line (elementary) and the back court line middle & high school. VI. Player Eligibility A. The roster shall not exceed 12 players. Rosters are due by the 1st scheduled game and final rosters are due before the 3rd scheduled game. NO ROSTER, NO PLAY. B. Adding/Deleting players must be in writing and turned in at Nations Tobin Sports Center office for approval before a player can be added/deleted to the official roster. C. Only those players who appear on the official roster will be eligible to participate in the league games. D. No player shall be eligible to play in ANY post-season games, unless they have played in at least three (3) games with their team during the Regular League Season. E. No player should appear on two different rosters. The player must remain with the team that he played with first for the remainder of the season, including playoffs. F. All players must obtain a player id G. No jewelry of any type can be worn around the neck, wrist, ankles, ears or hair H. 2 players will be allowed from each of the other divisions I. An ineligible player is defined as a player that does not meet the following qualifications: 1. Age 2. Player id card.-must have ID card to be eligible 3. Parent class information on ID card Original birth certificate & parent class receipt required. 4. Not on roster or on more than one roster. Requirement for all youth and teenage leagues. Page 2 of 3 VII. Entry fees Entry fee will be $260.00 per player VIII. Awards a. T-shirts awarded to (Amount of shirts awarded are equal to the max roster size which is 15 for this league) 1st and 2nd place regular season and 1st and 2nd playoffs. IX. Conduct of Participants---The attached matrix will apply to players, parents, spectators and Officials: Penalty Participants must also follow the code of conduct found at www.elpasotexas.gov/parks/code.asp Infraction Engage in aggressive behavior that has resulted in physical violence against another player, game official, City of El Paso employee, game spectator, or program participant. Verbal abuse or physically threaten a game official (umpire, referee, site supervisor), City of El Paso employee, or another player or program participant with intent to cause harm. Suspension from facility or activity for a minimum of one year and up to five years. • Suspension for a minimum of 2 games and up to one season. Trespass from the specific facility or program for a minimum of two operating days and up to six months. Refusal to abide by a game official's or facility staff member's decision either with abusive and/or argumentative language or other forceful action. Play illegally, or solicit another to play illegally. Appear upon the field of play or in a parks and recreation facility at any time in an intoxicated condition or to be in non-compliance with City ordinances which prohibit possession or consumption of alcohol in any City park. • Immediate removal from the game and suspension up to 2 games. Immediate removal from the facility for a min. of two operating days and trespass from the facility or recreation program for up to 3 months. Illegal player and/or coach to be removed from the game and suspended for a minimum of one season and up to one year. All games in which the illegal player played will be forfeited. • Immediate removal from the game and suspension for one additional game. A police report will be filed. Immediate removal from the facility and trespassed from the program or facility for up to one month. A police report will be filed. X. Protest Protests may be filed only on player eligibility. No other protest will be accepted. Protests must be filed within 24 hours of scheduled game time. The protest fee will be returned if protest is upheld. A two week processing time will occur for all returned Protest fees. All Protest Fees will be receipted. Please retain original receipt for refund process. During playoffs/tournament, protest must be made immediately after the game is over. Decision rendered will be final, no appeals will be accepted. XI. Appeals For regular season games, appeals must be filed within 24 hours and notification must be in writing. XII. Liability The City of El Paso assumes no responsibility in case of injuries or accidents to players, coaches, officials or spectators. All individuals concerned should carefully examine their personal insurance protection to ensure they are covered. Page 3 of 3
