S

A large gathering of senior citizens and
community leaders rallied in Northern
Manhattan on September 8 in attempt to save
a beloved senior center from eviction.
The ARC XVI Fort Washington Senior
Center, located at 4111 Broadway, has served
the community for more than 40 years,
providing social activities, free meals, ﬁtness
classes, transportation and other services for
uptown seniors.
Center administrators and elected ofﬁcials
are calling upon the building’s landlord,
Christ Church NYC, to renew the center’s
lease agreement, which expires on December
31.
“Hundreds of seniors from as far down as
110th Street and as far up as 220th Street,
river to river, rely on ARC Fort Washington
every day for a hot meal, fun activities and
essential services,” said State Senator Adriano
Espaillat, who organized the rally. “We will
not leave them without a place to go.”
Since being informed in April that the
center’s lease would not be renewed, ARC
management and city ofﬁcials have engaged
in discussions with Christ Church NYC, in
attempt to secure a new long-term lease.
Espaillat said that the landlord has
expressed willingness to extend a month-tomonth lease until June 2017.
“But that’s not enough,” he stated. “We
want this senior center permanently there.”

ARC clients, including 103-year-old Zolana
Medina, seated in a wheelchair, sported signs
proclaiming “Save our Center.”
“I like the atmosphere, I like the people who
run the center,” said client Rosa Narias. “It’s
also good to have something that relates to the
community, and allows us to do activities.”
Narias said she visits the center ﬁve days
a week. “I come here for everything,” she
remarked.

“He taught me the ropes,” Hardy said.
“Bruce was always a gentleman, always
a cop’s cop, and always a good guy,” she
remarked. “I’m very proud of him.”
As the city reﬂected this week on the
15th anniversary of the World Trade
Center terrorist attacks, it permanently
memorialized Reynolds, an uptown native
who gave his life helping others that day.
A section of Park Terrace East in Inwood
has been co-named to honor Reynolds, a
Port Authority police ofﬁcer who lost his
life on September 11, 2001.
Reynolds, 41, died while attempting to
rescue victims trapped in the Twin Towers.
He was one of 37 Port Authority police
ofﬁcers killed on September 11.
A 15-year veteran of the department,
Reynolds grew up on Park Terrace and was
active in the community. He was a member
of the Urban Park Rangers, and his family
helped restore Isham Park, including its
popular community garden, which was later
named “Bruce’s Garden” in his honor.
His father, J.A. Reynolds, still resides in
Park Terrace and serves as a caretaker of the
garden.

Rodríguez praised Reynolds for his bravery
during the attacks on the Twin Towers.
According to colleagues, Reynolds was last
seen assisting a woman who had been burned
by jet fuel.
“He did it for New Yorkers, and for people
throughout the world, to know that New York
is a strong city,” said Rodríguez.
Addressing J.A. Reynolds directly,
the Councilmember said that the entire
neighborhood shared in the street conaming.
“We are here to say that we are honoring
not only your son, but everyone who lives
in our community,” remarked Rodríguez.
“The garden and the street are a testimony
on how important Bruce is to everyone.”
State Senator Adriano Espaillat, who has
lived on Park Terrace for almost 20 years,
recalled meeting Ofﬁcer Reynolds when
he patrolled the area around the George
Washington Bridge.
Espaillat remarked that when he drives
into New York City over the bridge, he can
see the street in Fort Lee, NJ, named after
Reynolds, who was a resident of that town
at the time of his death.
“I’m happy that now we have it here
locally, where he grew up,” said Espaillat.
“This is an important part of the city and
the legacy of people who have given
everything, their lives, for all of us.”
When asked to say a few words,
Reynolds’ 93-year-old father chose to
acknowledge local elected ofﬁcials for
their support of Bruce’s Garden and
campaign to secure the street co-naming.
“The only thing I can say at the moment
is how wonderful the politicians are to help
keep the garden going,” he commented.
“It’s been 40 long years.”

native worked as a Parks enforcement
ofﬁcer.

HEALTH IN NYC

Many of these trends can be seen
around the country. In fact, according
to the U.S. Department of Health
and Human Services (HHS) Office
of Minority Health, Hispanics are
almost twice as likely to be diagnosed
with diabetes by a physician and
60 percent more likely to visit the
hospital for asthma, as compared to
non-Hispanic whites.
The causes of health differences
across ethnicities is complicated,
and the HHS is careful to note that
Hispanic health is often shaped by
factors such as language, cultural
norms, limited access to preventive
care, and the absence of health
insurance.
Understanding trends and
recognizing the cultural and language
distinctions of your patients and
customers can be an important
resource for creating a care plan.
One such example are the trends
and current health issues impacting
the Latino/Hispanic community in
New York State.
The latest New York State Health
Equity Report paints an interesting
picture of the Hispanic community’s
health in New York City, where
67 percent of our state’s 3.6 million
Hispanics live.
I have been a strong advocate and
championed a myriad of issues on
behalf of the Hispanic community
including its health and wellness
over the years. In addition, like
most health advocates, I believe
that everyone should have access to
affordable, quality health care.

According to the Report, Hispanics
had the second highest age-adjusted
rates for diabetes and diabetes
hospitalizations across the entire
state. That number is even higher
when you look at Hispanic residents
of New York City compared to the
rest of the state. Our community
also has a larger number of asthmarelated hospitalizations (with the
highest rates seen in the Bronx),
teen pregnancy, and drug-related
hospitalizations, then other ethnicities
in the area.
There are several health-related
areas where the Hispanic community
is doing relatively well. Age-adjusted
rates of lung cancer and breast
cancer for Hispanics were among
the lowest in New York State and
New York City. Further, when it comes
to heart disease, our community
has improved over the last decade.
Here in New York City, there a
number of resources available for the
Hispanic community to get the care
they need, including the Department
of Health. Further, preventive services
like vaccinations, well-woman exams
and contraception, are now required
to be covered by insurance with no
cost to patients. When developing
a plan to better your health, or
your family’s health, be sure you
understand the services available
to you, and ask your health care
provider the tough questions if you
believe you’re at risk of diabetes or
other illnesses.

application assistance from the Northern
Manhattan Coalition for Immigrant Rights
(NMCIR).
“The process was simple,” said Paulino.
“They gave me English classes, helped with
paperwork, and helped me attain
citizenship.”

assistance with a unique
lottery program that would cover the $680
application fee for citizenship, before
the program ends on
September 23.
Funded in part by the
state and managed by the
Ofﬁce for New Americans,
the NaturalizeNY program will
cover the citizenship application fee for
2,000 low-income immigrants, with winners
to be selected by a lottery.
Speaking at a citizenship roundtable in
Manhattan on September 8, Jorge Montalvo,
Deputy Secretary of State of New York for
Economic Opportunity, said that the fee
prohibits many immigrants from applying for
citizenship.
“The fee is expensive,” he said. “For
someone making $34,000 year, one week’s
pay, before taxes, is equal to the fee.”
Legal permanent residents can enter to win
a fee voucher at www.naturalizeny.org or call
the New Americans Hotline at 800.566.7636.
Until September 23, the lottery is open
to New York residents who are green card
holders, earn under 300 percent of the federal
poverty guideline and who do not qualify for
a federal fee waiver.
The September 8 citizenship roundtable
brought together members of community
and ethnic media and other stakeholders,
and was organized by The New Americans
Campaign, a coalition of immigration and
service organizations.

historic primary victory. State Senator Adriano
Espaillat is expected to become the ﬁrst
Dominican-American in Congress this November.
His ascendance is indicative of the growing
strength of Dominican-Americans in American
politics.

perceived language barriers.
Our Pathways to Academic Excellence
program teaches parents what we consider
to be the cornerstone of our educational
philosophy: parents are the ﬁrst educators in
their children’s lives, and engaging them in
robust literacy practices at home from early
on will immeasurably impact a child’s life.
Equipping parents with the skill-set they
need helps them become better at-home
educators and gives them the conﬁdence to
become advocates for their children.
This includes reading at home daily,
communication with the school to overcome
any social or academic challenges, and
staying involved in your child’s school.
The Federation seeks to help parents
understand the importance of educationally
engaging their children throughout
the various stages of their education.

scholarship and artistry span a wide range of forms, such as documentary film, essay, and poetry, with a focus on the
Caribbean, the African diaspora, and Latinos in the United States. Negrón-Muntaner has also founded transformative
programs and institutions, including the National Association of Latino Independent Producers, and the Latino Arts and
Activism Collection at Columbia University’s Rare Book & Manuscipt Library, which aims to preserve and make accessible
materials about the Latino experience. A gifted, intuitive teacher, in 2012 Negrón-Muntaner received the Lenfest Award, one
of Columbia’s most prestigious recognitions for excellence in teaching and scholarship. This fall, she will appear in front of the

Local historian Don Rice will lead
the Back Porch Lecture Series on Wed.,
Sept. 15th from 6:30 p.m. – 8:00 p.m.
The lecture, titled “Groundwater Springs
and Wells,” will focus on the network of
springs and wells which were found all
over northern Manhattan and Inwood.
Inwood residents did not have running tap
water until the late 1800’s. To locate these
places, Rice will use a digital dowsing rod.

his service will offer more
than song and sermon.
The Interchurch Center in West Harlem
is sponsoring a forum to examine issues
affecting incarcerated individuals when
they re-enter society.
“Re-Thinking Re-Entry” will bring
together community-based organizations,
faith leaders and social service groups
for a discussion on helping individuals
coming out of prison get better access to
housing, employment and education.
The event will take place at The
Interchurch Center, located at 475
Riverside Drive, on September 22 from
8:30 a.m. to 12 p.m.
Paula M. Mayo, President and Executive
Director of The Interchurch Center, said
the impetus behind the event was to
directly connect formerly incarcerated
individuals with organizations that can
assist them, and also spur dialogue about
how re-entry services can be improved
citywide.
“We want to bring people in and ask
them directly about what services they
need that they are not getting,” said Mayo.
“When people are released from prison,
they have many needs related to education,
housing, getting connected to jobs, taking
care of their children and more.”

City opens first career center
aimed at immigrants

eek, and you shall work.
The ﬁrst Workforce1 Career Center
focused on helping immigrant job seekers
has opened uptown.
Located in Washington Heights, the
city’s Department of Small Business
Services (SBS) new center will tailor
employment, training and support services
to connect foreign-born
New Yorkers with jobs in
growing industries such as
healthcare, transportation
and technology.
“New York City is an
immigrant town, and we
know that people come
here with skill sets that
are in demand,” said SBS
Commissioner Gregg Bishop. “But they
don’t always have the credentials to
actually jump right into our workforce. We
are helping our large and small businesses
tap into the talent that’s here.”
The center, located at 516 West 181st
Street, is a public-private partnership between
SBS, the Human Resources Administration/
Department of Social Services (HRA/DSS),
and the Robin Hood Foundation.
It marks the ﬁrst time that SBS and HRA
staff members have been co-located at the
same site.

for foreign-born job candidates, pretraining programs featuring English as a
Second Language (ESL)
support, and advanced

conducting a successful job search,” said Site
Director Ulysses Grasso.

can now apply for pre-training as a medical
assistant, pre-training for a CDL license

fter making history in June with
a victory in the Democratic
Congressional primary, forging a
path to become the ﬁrst Dominican
to serve in the U.S. Congress,
Adriano Espaillat helped two
Dominican women make history of
their own in Tuesday night’s state
primary election.
Marisol Alcántara won Espaillat’s vacated
seat in the 31st District of the State Senate,
edging out Micah Lasher and Robert Jackson
in a tight race, while Carmen De La Rosa
earned a resounding victory in her bid to
represent the 72nd Assembly District.

For Alcántara, who was participating in her
ﬁrst political campaign and was little known by
many voters at the outset of the race, the victory
was a historic one, as she becomes the ﬁrst
Dominican woman to serve in the State Senate.
Alcántara won with 32.4 percent of the vote,
while Lasher earned 30.1 percent and Jackson
won 29.7.
In the Assembly race, De La Rosa soundly
defeated incumbent Guillermo Linares, gaining
46.2 percent of the vote to Linares’ 32.4. A third
challenger, George Fernández, gained 8 percent.
Both women were cheered wildly as they took
the stage during a victory party at 809 Bar and
Grill in Inwood.

“Because of you, there will once again
be a Latina in the New York State Senate,”
Alcántara told supporters.
“The Senate needed a little bit of spice,” she
remarked.
“Over the past several months, we’ve
knocked down barriers, we’ve made history,
and taken this community forward by leaps and
bounds,” added De La Rosa.
In announcing his support for the candidates
in July, Espaillat called 2016 “the year of
the woman,” a comment that proved to be
prophetic on Tuesday evening.
“Tomorrow, we begin a new day in
Washington Heights, Inwood and Marble Hill,”
said De La Rosa. “And the halls of Albany will
never be the same.”

Honors for Hamilton star Muñoz
H

Javier Muñoz, who now
performs the title role in the smash
Broadway hit Hamilton, will be honored
by Gay Men’s Health Crisis (GMHC)
with its 2016 Howard Ashman Award,
for his activism in the ﬁght against
HIV/AIDS.
Muñoz, diagnosed with HIV in 2002,
has been outspoken about his status in
the media, due to the stigma directed at
people living with HIV/AIDS.
Recently, he also survived a battle
with cancer.
Muñoz will receive the award at
GMAC’s annual cabaret, which will
take place on Mon., Sept. 19 at Joe’s
Pub.
Proceeds from the cabaret will
support GMHC’s programs, services,
and
advocacy,
which
beneﬁt
approximately 10,000 clients each year.
Broadway performer and Grammynominated recording artist Marty
Thomas will serve as host for the
cabaret. Other performers will include
Ana Villafañe (On Your Feet), Annie
Golden (Broadway Bounty Hunter), Hamilton star Javier Muñoz.

allocate discretionary capital funds toward
improvements, if Christ Church NYC is
willing to issue a long-term lease.
“I’m ready to invest up to $5 million to
improve it, if that’s the excuse that they’re
using,” stated Rodríguez.

losing the center, which has been in its current
location for the past 15 years.
“For them, this is their second home,” she
remarked. “This is where they want to be.”

Hertzberg explained that the closure of
ARC Fort Washington would pose a burden to
clients, as other senior centers in the area are
located 12 to 15 blocks away, making them
difﬁcult for many elderly people to access.
“For seniors from 170th Street to 180th
Street, this is the ideal location for them,” said
Hertzberg.
“It’s going to be difﬁcult,” added Narias.
“At our age, it’s difﬁcult to get around.”
The center hosts about 300 seniors per
week, and has more than 3,800 different
members in total.
Hertzberg said she is seeking a new lease
agreement of three to ﬁve years, which would
give ARC Fort Washington time to potentially
build a new space.
If forced to vacate its building at the end of
the year, the center has nowhere else to go,
said Hertzberg.
“We’ve got 10,000 square feet here,” she
remarked. “Where am I going to ﬁnd 10,000
square feet in this neighborhood right now?”

Aaron Scott, a lead caretaker of Bruce’s
Garden, marveled at the sight of the green
street sign bearing Reynolds’ name.
“This is to last forever,” he remarked.
“All of the family’s legacy should last.”
Former Inwood resident Esther Glassman,
whose son was childhood friends with
Bruce Reynolds, said her family — one
of the few Jewish clans residing in Inwood
during the late 1950’s — had bonded with the
Reynolds, among the ﬁrst black families in
the community.
“It was a very Irish neighborhood at the
time,” Glassman said. “I guess we stuck out
like sore thumbs. We were very close.”
Glassman now resides in Westchester, but
remains friends with J.A. Reynolds.
“I think it’s wonderful,” she said of the
street co-naming. “And I remember the
garden site when it was a vacant lot, nothing
there but garbage. He fought for it and kept
it going.”
“It’s just so appropriate to honor him,”
added Carol Mulligan, an Inwood resident
for 38 years. “The Reynolds family helped
reclaim that garden spot as a community
service. Along with the street, the garden is
forever.”

“They just need to go to a Workforce1
Center – there is an internal referral network
and they can get connected with some of
the resources here,” explained Bishop, who
said that SBS eventually hopes to expand the
format to other centers.
“The idea is that as we monitor the success
of this center, we will embed those programs
in other centers, and make that a model for
expansion,” he said.
Rodríguez, who said he hopes to see an
inﬂux of immigrant workers connected
with jobs at nearby New York-Presbyterian
Hospital, explained that he has many
immigrant constituents who complain about
difﬁculty ﬁnding good jobs.

Insurance merger
challenged

A
dvocates are concerned that
the proposed merger of two
major health insurance companies
could raise premiums and reduce
access to doctors. Anthem, which
owns Empire Blue Cross Blue
Shield, wants to
acquire Cigna
Life Insurance
Company of
New York.
The resulting
company would
be the largest
private health
insurer of individuals in the nation.
But according to Charles Bell, Program
Director at Consumers Union, other mergers
of major insurance companies have resulted
in the cost of premiums increasing as much
as 14 percent.
“And so the concern is that the market
gets more consolidated and there’s fewer and
fewer companies competing against each
other, they have the ability to raise prices with
relative impunity,” Bell said.
He noted that New York health insurance
premiums are among the highest in the
country.
At a hearing last week on the proposed
acquisition, the companies said the merger
would increase efﬁciency
and create innovation.
But
advocates
are
concerned because mergers
often result in smaller
provider networks.

Center for Independence of
the Disabled in New York,
said that disabled people
already have difﬁculty ﬁnding the doctors and
hospitals they need.
“When you can’t ﬁnd a product that
incorporates all of your providers, you really
don’t have any choice,” Siegfried said. “That’s
what we’re concerned about, and they’re not
answering our questions about that.”
Advocates argue that
disabled people will be
negatively impacted.
A recent study found that almost 40 percent of
silver-level plans in the New York State insurance
marketplace used networks that included only
one-quarter of area providers, or less.
The U.S. Department of Justice has sued
Anthem-Cigna, claiming the proposed merger
would lessen competition and raise prices.
And Bell said if that suit doesn’t stop the
merger, New York State could still step in.
“We in the consumer community have
really called for New York State to reject
the merger outright,” he said. “We think
it’s sufﬁciently damaging and the harm to
consumers is so bad that imposing conditions
are unlikely to alleviate it.”
Bell said the federal challenge to the merger
could be resolved by the end of the year.

recurring event.

we need to do address these

since its launch in 2011, The New Americans
Campaign has helped immigrants submit over
23,000 citizenship applications.
“It’s moved the needle and saved a lot of
money in the process,” said Close, who stated
that the coalition has saved more than $23
million in fees for applicants.
Montalvo said that community and ethnic
media plays a vital role in informing foreignborn New Yorkers.
“There is a chronic lack of information in
the immigrant community,” said Montalvo.
“It’s a lack of basic knowledge on where to
go, what to do to get assistance,” added Close.
Roberto Frugone, Northeast Regional
Director for NALEO Educational Fund, said
that 642,000 people in New York City are
eligible for citizenship, but only a fraction of
those will apply.
“Being able to take control over who
your elected leaders are, protecting
yourself against deportation, are some of
the reasons why people should become
citizens,” argued Frugone, who said
that NALEO sponsors free citizenship
workshops across the city each month,
which offer free reviews by attorneys and
citizenship application help.
“New York is very diverse and being able to
get this info out is tremendously important,”
he added.
Montalvo noted that the path to citizenship
engages residents to become more involved in
the civic process.
“Being a citizen isn’t just about waving a
ﬂag or taking an oath,” he remarked. “It’s about
making sure the individual knows that they
belong here, and that they feel wanted here.”
Paulino, newly minted as a U.S. citizen,
agreed. He said he has many family members
in the United States, and most of them have
become citizens.
“I think we have more rights [now],” he
remarked. “I think it is the best way to live in
the country.”
