(SBA) Dallas Regional Office,
today reminded small businesses
of the Aug. 25, 2016, deadline to
apply for an SBA federal disaster
loan for economic injury caused
by the severe storms, tornadoes,
straight-line winds and flooding
that occurred Oct. 22-31, 2015.
According to Olivarez, small
nonfarm
businesses,
small
agricultural
cooperatives,
small businesses engaged in
aquaculture and most private
nonprofit organizations of any
size may apply for Economic
Injury Disaster Loans (EIDLs)
of up to $2 million to help meet
working capital needs caused
by the disaster. “EIDLs may be
used to pay fixed debts, payroll,
accounts payable and other bills
that cannot be paid because
of the disaster’s impact. EIDL
assistance is available regardless
of whether the applicant suffered
any property damage,” Olivarez
said.
These low-interest federal
disaster loans are available in
the Texas counties of Atascosa,

North Grammar Elementary at STC! Men: Pay Attention to Your Health
Fifth grade students from North Grammar Elementary attended the 3rd Annual Leadership Conference
sponsored by South Texas College. The conference included students from each of the adopted elementary
schools from across the valley. North Grammar Elementary students were able to meet, work, and dialogue
on various topics ranging from saving for college to dealing with deadlines. Every student who attended
the conference received a backpack full of school supplies, was treated to a delicious breakfast and lunch,
and had the opportunity to win amazing gift baskets. North Grammar Elementary would like to THANK
South Texas College for emphasizing the importance of a college education and helping make college a
reality for so many.
Correctly or not, most men
are known for not staying on
top of their health: A few beers
here, brisket or burger there… or
putting off that doctor checkup.
The physicians of the Texas
Medical Association (TMA)
want to remind men to make
their health a priority — for
themselves and their families.
After all, doctors say, keeping
healthy has its rewards: avoiding
chronic disease and allowing
more quality time with friends
and family.
“Some simple things can
mean huge improvements in our
health,” said Lenore DePagter,
DO, a San Marcos internist. “We
physicians prefer to help our
patients improve their health,
rather than having to treat them
when illness or disease strikes.”
Men’s Health Week (June 13-
19) aims to raise awareness of
preventable health problems and
encourage men and boys to seek
regular medical advice and early
treatment for disease and injury.
A simple path to good health
includes eating right, staying
active, quitting smoking, and
staying up to date on vaccinations,
say Texas physicians in TMA’s
Healthy Vision 2020.
Obesity - There’s work to be
done: Nearly one-third (31.9
percent) of Texas adults are obese,
making it the 11th most obese
state in the nation, according
to The State of Obesity: Better
Policies for a Healthier America.
And obesity rates are highest
in adults aged 40-59 years,
according to the National Health
Interview Survey. Obesity and
being overweight can contribute
to a host of health problems,
including diabetes, heart disease,
cancer, and stroke.
Adults are urged to get 150
minutes of moderate exercise
weekly, plus some musclestrengthening activities.
If someone hasn’t been active,
walking is a great way to start
improving health, said Dr.
DePagter. Then he or she can
work up to longer, and possibly
more intense, activity. But she
added it’s wise to talk with the
doctor before beginning any
physical activity.
Tobacco - Quitting tobacco
also can have an immediate
positive impact on a person’s
health. No matter the person’s age
and what form of tobacco used
— cigarettes, cigars, smokeless
tobacco, or e-cigarettes —
quitting has benefits. Texas has a

Rio Grande City CISD GT Summer Enrichment Program held an assembly on Thursday, June 23, 2016
for fellow students and parents. Students got to show off their new skills that they had been preparing for
the past few weeks such as: playing guitar, stop-motion animation and theater. Teachers also held a raffle

263-1041 or requests by facsimile can be made to Rio Delta Engineering by calling
at (956) 236-1112.
A pre-bid conference will be held at 10:00 a.m., Thursday, July 28, 2016 at the
Rio Grande City Commission Chamber, City Hall at 5332 E. U.S. Highway 83,
Rio Grande City, Texas. All prospective bidders are encouraged to attend.
City of Rio Grande City reserves the right to accept or reject bids submitted; waive
formalities in bidding; accept the bid deemed most advantageous to the City of Rio
Grande City; and to hold the bids for a period of sixty (60) calendar days without
taking action.
If the bid amount is over twenty-five thousand dollars ($25,000.00) for construction
of the project, a bid guarantee equivalent of five percent (5%) of the bid price will
be required. The “bid guarantee” shall consist of a firm commitment, such as a bid
bond, or cashier’s check accompanying the bid, as assurance that the bidder will upon
acceptance of his/her bid, execute such contractual documents as may be required
within the time specified.
The successful Bidder shall be required to provide payment and performance bonds
in the full amount of the contract price (100%) for the faithful performance of such
contract. The bonds shall be executed by a surety company authorized to do business
in the State of Texas, in accordance with Article 5160, Vernon’s Texas Civil Statutes,
and amendments thereto.
Bidders are expressly advised to review the contract documents and insurance
requirements of the proposed contract as to their legal requirements and the causes
which may lead to the disqualification of a bidder and/or rejection of a bid proposal.
No bid may be withdrawn within a period of sixty (60) days after the dated fixed for
opening the bids. Unless all bids are rejected, the Owner will give Notice of Award of
Contract to the successful bidder as soon as possible, consistent with the time needed
for thorough analysis of bids submitted. Bidders are expected to inspect the site of
work and to inform themselves regarding all local conditions which may affect their
bid.
Conditional bids will not be accepted. Bids sent via facsimile shall not be accepted.
Bids shall be sealed and prominently marked on the lower left hand corner of bid

Final Notice and Public Explanation of a Proposed
Activity in a 100-Year Floodplain
To: All interested Agencies HUD, Texas Department Of Agriculture, City of Rio Grande
City,
Groups and Individuals
This is to give notice that the City Of Rio Grande City has conducted an evaluation as required
by Executive Order 11988 , in accordance with HUD regulations at 24 CFR 55.20 Subpart C
Procedures for Making Determinations on Floodplain Management to determine the potential
affect that its activity in the floodplain and wetland will have on the human environment for Street
Paving Improvements. The activity is funded under the Texas Department Of Agriculture
under TDA Contract No. 7215419. The proposed project(s) is located at Gabilan Street
and Railroad Rd in Rio Grande City, Starr, County in the City of Rio Grande City, Starr
County. Street Improvements, contractor shall pave streets to improve access and
remove a potential threat to public safety. Contractor shall construct approximately two
thousand two hundred eighty-three linear feet (2,283 l.f.) of street utilizing compacted
crushed caliche base with prime coat, one-and-one-half-inch (1.5”) hot mix asphaltic
concrete with tack coat, install curb and gutter, reinforced concrete apron, driveway
adjustment and repair, and all associated appurtenances. This project will provide
improved housing conditions for 13 low and moderate income families. . Properties
are located on FEMA FIRM 48427C0685C in Flood Zone A. The total number of acres of
floodplains is 0.27 these are located within the project area.
The City of Rio Grande City has considered the following alternatives and mitigation measures
to be taken to minimize adverse impacts and to restore and preserve natural and beneficial
values:
The City of Rio Grande City has considered the following alternatives and mitigation
measures to be taken to minimize adverse impacts and to restore and preserve natural and
beneficial values, and taking into account compliance with state and local floodplain protection
procedures:
1. Locate the proposed activities within the floodplain; considered necessary from a public
interest standpoint since no suitable alternative exists.
2. Locate the proposed activities outside the floodplain; no mitigation required; not feasible
considering the necessity to utilize existing property.
3. Methods to serve the same or similar objectives including street paving to assist low and
very low income beneficiaries from targeted subdivisions. The City of Rio Grande City is in
compliance with FEMA Map dated April 19, 2010 Map Number 48427C0685C.
City of Rio Grande City has reevaluated the alternatives to building in the floodplain and has
determined that it has no practicable alternative. Environmental files that document compliance
with steps 3 through 6 of Executive Order 11988 , are available for public inspection, review
and copying upon request at the times and location delineated in the last paragraph of this
notice for receipt of comments.
There are three primary purposes for this notice. First, people who may be affected by activities
in floodplains and those who have an interest in the protection of the natural environment
should be given an opportunity to express their concerns and provide information about these
areas. Second, an adequate public notice program can be an important public educational
tool. The dissemination of information and request for public comment about floodplains can
facilitate and enhance Federal efforts to reduce the risks and impacts associated with the
occupancy and modification of these special areas. Third, as a matter of fairness, when the
Federal government determines it will participate in actions taking place in floodplains, it must
inform those who may be put at greater or continued risk.

La Ciudad de Rio Grande City ha considerado la siguientes alternativas
y medidas de mitigación para minimizar impactos y restaurar y preservar valores
naturales y beneficos, tomando en en cuenta los procedimientos locales y estatales y
los procedimientos de proteccion a las tierras humedas.
1. Localizar las actividades dentro de las zones de inhundación; considerando
el interes pulico, el punto apartir que no existen alternativas propias.
2. Localizar actividades fuera de la zona de inhundacion, no se require
mitigación; que no favorecen y considerando la necesidad de utilizar propiedad
existente.
3. Los metodos de servir similares y/o los mismos objetivos, incluyendo
pavimento para ayudar individuos de bajo y muy bajo ingreso en las
subdivisiones escojidas. La Ciudad de Rio Grande esta en cumplimiento con
el mapa FEMA de el 19 de Abril numero 48427C0685C.
Esta noticia sirve para tres propositos. Primero, la gente que puede ser afectada
por estas actividades en las zonas de induction y los que tienen interes en la protección
en el medio ambiente se les puede dar la oportunidad de expresar sus preocupaciones
y proveer informacion sobre estas areas. A los comentaristas se les alienta a ofrecer

“Sit and be fit” is a program that works on stretching and improving circulation. Starr County Staff in
collaboration with the Texas A&M AgriLife Extension Office provide fun fitness exercises for the senior
citizens who attend the Nutrition Centers through videos and demonstrations. The centers are directed by
Starr County Commissioners who work diligently to ensure that delicious and nutritious meals are served
to all participants. The staff members are always working on providing activities that help participants keep
active lives and healthy minds through gardening classes, meal preparation classes, chalupa bingo, dances,
educational field trips and much more. Nutrition Centers in Los Trevino’s (Alvarez Community Center)
and Escobares came together for this special presentation introduced by Starr County Wellness Coordinator
Cynthia Garcia Fuentes, Nutrition Program Manager Marisol De La Garza and Hector Guerra from the Texas

Coverage (ARC) and/or Price

elected ARC or PLC, but they
must enroll for the 2016 crop
year by signing a contract before
the Aug. 1 deadline to receive
program benefits,” said Canales.

The programs trigger financial
protections for participating
agricultural producers when
market forces cause substantial
drops in crop prices or revenues.
Nationwide, more than 1.76

record of daddy longlegs biting

Daddy longlegs spiders are
easy to recognize. They have a
short, cylindrical body about 1/2
to 1/3 inch long and eight thin,
delicate legs about 2 inches long
attached near the front of the
body. The body is composed of
two segments: a cephalothorax
and abdomen. There are 8 eyes,
three on each side and two in
the middle. The overall color is
grayish brown.
