March 14, 2016 PUBLIC NOTICE CITY OF PEARSALL WASTEWATER SPILL According to Title 30 of the Texas Administrative Code Chapter §319.302, the City of Pearsall is notifying the public that a spill from a collection facility has occurred related to the domestic wastewater treatment plant. A wastewater pipeline failed in the early morning hours of March 2, 2016. Approximately 40,000 gallons of domestic wastewater was initially spilled due to a suspected blockage within the pipeline. The City is currently taking actions to repair the pipeline, therefore some of the wastewater is temporarily flowing into the storm water drainage pipeline system that is adjacent to the failed wastewater pipeline. A temporary earthern berm has been constructed at the intersection of West San Antonio and FM 1581 (near the location of the storm water outfall) to contain the wastewater while repairs to the pipeline are being made. Vacuum trucks and pumps have assisted with pumping the wastewater from the bermed area into a nearby manhole so that the wastewater can be properly treated at the wastewater plant, and will continue this process as needed, and weather conditions permit. Although negative impacts to the City of Pearsall’s drinking water source (a deep underground aquifer) is not expected, the City will collect and analyze an increased number of drinking water samples, and will provide further notice to the residents if negative impacts are detected. Notification has been provided to local government officials, the Texas Commission on Environmental Quality (TCEQ) Region 12 office, and local media outlets. The area of the spill is currently being cleaned and disinfected. The wastewater pipelines are also being examined to determine whether repair or replacement is the best path forward to ensure this type of spill does not occur again. Repairs and/or replacement is anticipated within the next 48-72 hours, contingent upon the current storms in the area, and maintaining City employee safety, which is also a priority. No lateral movement of the spilled wastewater is expected, as it is currently being contained within the storm water drainage system/ditches. The wastewater travels down-gradient along the storm ditch adjacent to FM 1581, toward the public baseball fields, and ultimately flows and follows the drainage ditch path adjacent to the wastewater treatment plant, at Gilliam and FM 1581; warning signs have been posted near this area while the area is being cleaned, and as repairs are being made. Precautionary Statement: (1) Persons using private drinking water supply wells located within 1/2-mile of the spill site or within the potentially affected area should use only water that has been distilled or boiled at a rolling boil for at least one minute for all personal uses including drinking, cooking, bathing, and tooth brushing. Individuals with private water wells should have their well water tested and disinfected, if necessary, prior to discontinuing distillation or boiling. SPANISH / Español Según título 30 de la §319.302 capítulo de código administrativo de Texas, la ciudad de Pearsall es notificar al público que un vertido de una instalación ha ocurrido relacionado a la planta de tratamiento de aguas residuales domésticas. Una tubería de aguas residuales fallaron en la madrugada del 02 de marzo de 2016. Aproximadamente 40.000 galones de aguas residuales domésticas fue derramada inicialmente debido a una presunta obstrucción dentro de la tubería. La ciudad actualmente está tomando acciones para reparar la tubería, por lo tanto algunas de las aguas residuales fluyendo temporalmente en el sistema de tubería de drenaje de agua de tormenta que es adyacente a la tubería de aguas residuales. Una berma de earthern temporal ha sido construida en la intersección de West San Antonio y FM 1581 (cerca de la ubicación de la salida de agua de tormenta) para contener las aguas residuales mientras se hacen reparaciones a la tubería.
