T
he Chancellor liked what she
saw.
On a recent visit to a Bronx charter school,
Schools Chancellor Carmen Fariña got up and
close with kindergarteners who were calling
the shots.
At the Bronx Charter School for Better
Learning (BBL) on Baychester Avenue,
the educational approach known as the
Subordination of Teaching to Learning is
employed. It allows precise techniques and
materials to enable students to master new
skills with minimal interference from the
teacher.
Fariña credited BBL with attempting
innovative practices.
“In [this] kindergarten class, they got to
pick what they wanted to research,” said
Fariña. “The chance of them remembering
that over time, over something they were told
to read, is very high.”

Jacobs said that almost all of the students at
BBL are Hispanic or African American, and
more than 80 percent of our students are from
low-income families.
“We think as a school, we’ve been making
our mark on the community, in terms of

even better,” said Jacobs. “It’s really an honor
to have the Schools Chancellor here, because
it shows that we’re getting noticed and people
want to see how we’re doing it.”
Afterwards, Fariña said that she was
impressed with the class sizes and the number
of adults in each room.
“And all of the adults knowing at what
level the students were at,” she added.

Mayor Bill de Blasio came uptown to tout
the city’s Tenant Support Unit, which recently
resolved its 1,000th case since launching in
July 2015.
The proactive unit goes door-to-door in
neighborhoods across the city, informing
tenants of their rights, while also documenting
building violations, and soliciting complaints
related to repairs, harassment and eviction.

Due to the unit’s work, evictions by city
marshals have decreased 24 percent in the
past two years, de Blasio said.
“That means 7,000 families are staying in
the home they love,” he commented.
“A lot of times when a family is kicked out
of an apartment, that apartment is no longer
affordable for anyone else,” added de
Blasio. “So, that is a bad byproduct of
eviction.”
The city has invested $62 million
into the program to provide free legal
services to tenants, according to the
mayor’s office.
“Any New Yorker can call 311 if
they feel they’re being treated in an
unfair manner,” said de Blasio. “We will
get you a lawyer.”
The administration has also pursued an
aggressive preservation program, said de
Blasio, with more than 26,000 affordable
housing units having been preserved in the
past two years.

February 29 at the Northern Manhattan
Improvement Corporation (NMIC), which
was hailed by the mayor for its work

Support Unit have knocked on more than
57,000 doors and called more than 23,000
tenants, identifying 2,400 New Yorkers that

have come to them long before, in other cases
they were able to protect them from eviction
or make sure their rights were not being
trampled on,” the mayor explained.
When the city’s tenant support specialists
encounter evidence of harassment or illegal
eviction, they refer tenants to a free legal
service provider who can represent tenants in
housing court. More than 500 such referrals
have been made so far.
Human Resources Administration (HRA)
Commissioner Steven Banks said that the
Tenant Support Unit was helping to level the
playing field for tenants going up against their
landlords in court.
“In the past, the vast majority of tenants
in these cases were unrepresented and the
landlord was represented,” he said.
These services, he added, had served 10,000
households.

Summer Youth Employment Program
(SYEP) now through Friday, April 15th.
SYEP is the nation’s largest summer
youth employment initiative, and since
1963 has provided New York City young
people between the ages of 14 and 24 with
up to six weeks of entry-level experience at
worksites in all five boroughs.
Participants are selected by lottery for the
program, which runs from July 5 through
August 13.
“[This] has become a rite of passage for
many New Yorkers who got their first job
though the program and have moved on
to successful careers,” said Department
of Youth and Community Development
(DYCD) Commissioner Bill Chong.
“Through SYEP, younger youths and those
who have never worked before learn the
importance of showing up on time and
working with other people. For old teens
and young adults, it’s about lining up the
work experience and careers in which they
are interested.”
“Last year, our Center for Youth
Employment was proud to help DYCD
in offering a record number of summer
jobs and internships through SYEP. This
summer, we’re aiming to build on that
success and continue our system’s growth
toward supporting 100,000 youth work
opportunities per year across all programs
serving youth,” said David Fischer,
Executive Director of the NYC Center for
Youth Employment.
As part of the effort to reach as many
young people, families and employers
as possible, DYCD has partnered with
Daymond John, the star of ABC’s Shark
Tank. The entrepreneur has recorded public
service announcements to engage youth
and increase employment opportunities for

was an SYEP participant in the 1980’s.

professional growth, but more importantly
as a person,” said John. “It is an amazing
entry point for youths to get involved in
business and discover themselves in ways

Cutting CUNY

T
he crown jewel is in peril.
Each year, presidents and administrators of
various City University of New York (CUNY)
schools, together with students and elected
officials, convene a legislative breakfast
meeting to discuss the year’s budgetary
matters and capital plans.
This year, the threat of decreased state
funding for CUNY, as outlined within
Governor Andrew Cuomo’s 2016 budget, was
the central topic at the annual gathering held
on Thurs., Feb. 25th at the office of Manhattan
Borough President Gale Brewer.
Brewer kicked off the latest
proceedings by calling CUNY a “crown jewel
of New York City,” and noted that more than
100 interns from CUNY schools currently
work in her office.
Jay Hershenson, CUNY’s Senior Vice
Chancellor for University Relations and
Secretary of the Board of Trustees, said
that CUNY has had a profound effect on
minorities in New York City. He explained
that eight out of 10 Hispanic and African
American undergraduate students in the city
attend CUNY.
In his State of the State address in January,
Cuomo proposed unloading a third of
CUNY’s budget, nearly $500 million, from
the state’s balance sheet and transferring it to
the city’s.
Hershenson suggested that
decreased state funding would
hurt immigrant and minority
students, and he appealed to
those in attendance who were
representing the offices of
elected officials.
“The budget is staring
us right in the face,” said
Hershenson. “We’re going to
need your help. We’re going
to need to work as closely as
possible with the governor’s
office to protect and preserve
the missions of this great
institution.”

According to budgetary information
provided at the meeting, the university’s
baseline costs are expected to increase by
$50.4 million for fiscal year 2017, which
includes contractually required incremental
salary increases and fringe benefit, energy and
building rental cost increases.
Jeremy Travis, President of John Jay
College of Criminal Justice, said that that
the university would be short $27 million in
fringe benefit costs.
He also explained that a CUNY provision
to increase tuition by as much as $300 per
student each year was due to expire in July,
preventing the school from increasing tuition
in fall 2016.
Though Travis indicated that an extension
on the provision was likely needed, he said
that decisions to raise tuition were not made
lightly.

Advocates marked the deaths
of deported migrants.
P
ut a freeze on ICE.
Members of the New York Immigration
Coalition (NYIC), clergy and other advocates
gathered outside of the Immigrations and
Customs Enforcement (ICE) offices in lower
Manhattan on Tues., Feb. 23rd to protest
immigration raids in the United States.
Braving a freezing rain and strong winds,
NYIC members conducted a “die-in,” laying
on the pavement in front of 26 Federal Plaza to
call attention to the deaths of Central American
migrants who were killed in their home
countries after deportation from the United
States.
The group also laid flowers and held
cardboard tombstones to represent the human
cost of deporting refugees back to their home
countries, where they face violent conditions
and even death, said immigrant advocates.
“The tombstones represent the deaths
of 83 undocumented immigrants that have
happened in their home countries once they
were deported,” said Francis Madi, Regional
Outreach Associate for NYIC.
Since 2014, at least 83 refugees have been
murdered shortly after they were returned to
their home countries of El Salvador, Guatemala
and Honduras, said Madi.
On January 2, at least 121 individuals,
including mothers and children, were
apprehended during ICE raids in Texas,
Georgia, and North Carolina to be deported
home to Central America after their asylum
claims had been refused.
While ICE has seen its powers limited
within New York City as a result of legislation
enacted last year, and there have been no

City officials are hoping to ease some of the
sting of tax season by reminding New Yorkers
of free tax preparation services available to
those with municipal identification cards
known as IDNYC.
On Wed., Feb. 24th, Department
of Consumer Affairs (DCA) Acting
Commissioner Alba Pico and Mayor’s Office
of Immigrant Affairs Commissioner Nisha
Agarwal visited Spring Bank in the Bronx to
promote the NYC Free Tax Prep program.
“We have over 200 tax sites throughout the
city where people can file their taxes,” said
Pico. “If you make $62,000 or less, you could
file them for free.”
“We encourage New Yorkers to open a
bank account using their IDNYC with the
money that they get back on their tax refund,”
she added.
One of the available banking products is a
NYC SafeStart, a starter savings account with
no overdraft or monthly fees and minimum
balance requirement of $25 of less.
Agarwal said there are currently 13
financial institutions in the city that will
accept IDNYC to open a bank account.
“It was exactly this type of access that we
envisioned when we created IDNYC and we
will continue to seek opportunities like this
moving forward,” remarked Agarwal.
Spring Bank, located on East 167th Street,
is the only new bank to open in the Bronx
within the past 34 years.
“Our mission has always been to provide
services to low- and moderate-income
groups,” explained Spring Bank President
Eric Pallas. “To that end, we offer low and nocost checking and savings and consumer loan
products that are an alternative to predatory
lending.”
Since the IDNYC program launched in
January 2015, Spring Bank has opened 86
bank accounts with customers using the card
as their primary source of identification,
Pallas said.
“I suspect many of those people wouldn’t
have had access to banking without the card,”
he stated.

The city’s Department of Housing
Preservation and Development (HPD) has
announced the start of construction on a
complex at 984 Woodycrest Avenue in the
Bronx that will provide 48 affordable housing
units, 29 of which will be reserved for
homeless U.S. veterans.
The remaining apartments will serve very
low-income individuals.
On February 23, an official groundbreaking
was held at the site, located a few blocks
from Yankee Stadium, featuring city
officials and representatives of developer
CMC Development, LLC and HELP USA,
a housing and homeless services
organization.
“So many of our veterans come
from the Bronx, and it’s just
the right thing to do, to provide
housing for our veterans who have
put their lives on the line for all
of us,” said HPD Commissioner
Vicki Been. “This will also provide
permanent affordable housing for
other families who need it.”
“Veterans are a really important sector of
our city, and many of them find themselves
homeless, which is horrific after coming back
after serving our country,” stated City Council
Speaker Melissa Mark-Viverito.

no more than $30,250 for an individual, or
$38,850 for a family of three.
“As we know, so many communities need
housing at those very low income levels,”
said Been.
The building’s financing was made possible
through Mayor Bill de Blasio’s plan to build
or preserve 200,000 affordable apartments
over the next decade, Been said.
The total development cost for the project
is approximately $16.6 million, said HPD
officials.
“This continues to affirm the commitment
that we have,” asserted Mark-Viverito.
“Everyone has a place in this city and nobody
should feel that they’re displaced or not
welcome.”

Its legal services department has prevented
eviction of over 5,000 households per year,
said Lizardo, who revealed that NMIC will
soon be opening its first office in the Bronx
to assist tenants in the Morris Heights area.
“Decent and affordable housing is a right
that all New Yorkers should be able to enjoy,”
Lizardo said.
“This is about protecting the health and
safety of New Yorkers,” said de Blasio. “This
is about making sure people’s rights are
respected.”

honored individuals of Dominican descent
who have contributed to the growth of their
community and culture in New York City.
It was held at Fiesta Deluxe catering hall,
located on the cusp of Little Italy in the Bronx.
“We’re gathered to celebrate Dominican
culture in an area usually known for Italian
culture,” said Díaz. “It’s a great example of
the diversity of New York City.”
Telemundo host Victoria Sosa served as
mistress of ceremonies.
Honorees included New York Supreme
Court Justice Rolando Acosta, Fiesta Deluxe
owner Evelyn Montero, Vice-Consul of the
Dominican Republic in New York Roman
Octavio Jaquéz and Harlem United Program
Coordinator Francisco Lazala.
Díaz said it was important to acknowledge
the important contributions that Dominicans
had made to the city in business, government
and entertainment.
“Today, we are all Dominican,” he
remarked.
“The Dominican community has had a
stronger and stronger presence in the Bronx
in the last decade or so,” said State Senator
Adriano Espaillat. “I’m happy that the
Borough President does this every year,
highlighting Dominicans that do a great job

Pico said that many New Yorkers are
unaware that they are eligible for the Earned
Income Tax Credit (EITC) on their tax return.
For working families in New York City, the
average EITC claim is $2,400, according to
the DCA.
And families with low incomes who have
child care costs for children up to age four
could also be eligible for a NYC Child Care
Tax Credit.
Pico said that all tax preparers at the
DCA-sponsored sites are certified by the
Internal Revenue Service, and will seek to get
customers any refunds they might be eligible
for.
“For many New Yorkers, especially the
immigrant community, it’s the first time they
get a refund,” stated Pico.
The DCA’s online map specifies what
languages are spoken at each tax prep site.
“It’s done by professionals, so New Yorkers
can feel confident, and it’s done fast,” Pico
said.
Agarwal acknowledged that many larger
banks in the city have so far declined to accept
IDNYC as a valid form of identification for
opening a bank account, despite the fact that
federal regulators have deemed it acceptable.
The conversation, she stressed, was
ongoing.
“We’d love to see other partners come on
board as well, and we’ll continue talking to
them,” Agarwal said.
To offer tax preparation services, Spring
Bank has partnered with Ariva, a Bronx
nonprofit that helps low-income New Yorkers
become more financially stable, for the past
13 years.
“Our mission has always been
to provide services to low- and
moderate-income groups,” said
Spring Bank President Eric Pallas.
This tax season, Ariva has tax preparers
onsite at Spring Bank five days a week,
typically between 5pm and 9pm, with services
available from 12pm on Wednesdays. No
appointment is necessary.
Last year, Ariva’s tax program at Spring
Bank generated over $7 million in total
refunds for Bronx clients, said Ariva
Executive Director Irene Baldwin.
“Most clients get a refund, and the average
refund is a little over $2,000,” Baldwin said.
“Folks that use direct deposit will usually get
their refund within three weeks.”

Zephir said that she knows ten friends in
the Bronx who have opened a bank account
since acquiring their IDNYC card, after years
of living unbanked.
“A lot of people don’t even understand
how a bank account works, or don’t know
about savings,” said Zephir. “But IDNYC is
a good way to finally get an account and start
banking.”

“We do take tuition increases seriously,”
said Travis. “We will not be raising tuition
at community colleges, because we know
some students struggle.”
Councilmember Ben Kallos said that
keeping tuition affordable for New Yorkers
was important, telling meeting attendees
that he wouldn’t have his law degree from
the State University of New York-Buffalo
if he hadn’t been able to pay his own way
through school.
“It’s important that our students graduate
debt-free,” Kallos remarked.
Following the meeting, Brewer
expressed worry about CUNY’s place in

state needs to step up, not only to fund the
gap that was discussed here today, but they
need to do even more.”

CUNY students still reside in New York
City one year after graduation, and 80
percent of them still live in the city a decade
after graduating the school.
This, he said, is one reason why the
Governor Cuomo should supply more
funding.

tax base regarding the city and the state,”
Hershenson stated. “They are paying the
cost of the investment in their education
back many times over.”

Dominican Studies Fellowship for doctoral students and faculty. Applications are due on Tuesday, March 1, 2016 by 5pm.
The NSA Dominican Studies Fellowship seeks to encourage doctoral students and faculty researchers from colleges and universities
to make innovative strides in Dominican Studies and to take advantage of the unique resources of the CUNY Dominican Studies
Institute Archives and Library collections by conducting research at CUNY DSI's premises. The CUNY DSI will award two fellowships
of $5,000 each to two applicants.
Applicants must be doctoral students enrolled at an accredited graduate institution, OR faculty members in an accredited
postsecondary institution. Applicants must be interested in expanding research in the field of Dominican Studies. Doctoral
students should submit proposals around a research topic they are considering for their dissertation. Faculty should submit a
research project proposing themes for which they intend to prepare a monograph for publication. Besides the research work
itself, selected fellows must commit to organize an activity in their home institution highlighting their research project. Winners
are welcome to apply for additional funding for up to $1,500 that will serve as matching funds to cover costs associated with the
organization of the activity in their home institution.

The NSA Dominican Studies Fellowship is interdisciplinary and applicants from all disciplines are encouraged to apply.
International applicants are also eligible, provided they are authorized to travel to the U.S. Applications will be selected on the
basis of the research's originality and scholarly justification. Applicants should include a timetable with the following:
Approximate length of stay and dates;
Approximate date for organizing event at home institution;
Expected date of completion of dissertation or monograph ready for publication.
All NSA Dominican Studies Fellows are required to stay a minimum of eight weeks at the CUNY DSI Archives and Library
anytime between June 1, 2016 and May 30, 2017. Fellows will work closely with Dr. Ramona Hernández, Director; Anthony
Stevens-Acevedo, Assistant Director; Sarah Aponte, Chief Librarian; and Idilio Gracia Peña, Chief Archivist. Fellows will also
attend regular meetings with one or more of the staff members to discuss ideas and progress. Following their stay, all fellows are
required to submit a brief report (2-3pp) within the subsequent sixty (60) days after their research stay on how their work at CUNY
DSI Archives and Library enriched their research project and offer suggestions for improvements on the Archives' and Library's
collections. Fellows are expected to explicitly acknowledge their reception of this fellowship in all resulting publications related
to this grant.
Examples of possible topics are:
• Business areas, size, employment generation and economic impact of Dominican businesses in the U.S;
• Philanthropy amongst Dominicans in the U.S. and in the Dominican Republic;
• Economic and social implications of the Dominican Republic-Central America Free Trade Agreement (CAFTA-DR) on Dominican
businesses in the Dominican Republic or the U.S.;
• Race effects on Dominican participation and performance in the U.S. labor market;
• History of Dominican entrepreneurship, any historical period including colonial times;
• Marginal return to educational investment for Dominicans as compared to other groups;
• Camila Henríquez Ureña's contributions to feminist thought and writing;
• Career/life trajectory of musicians or fine-artists whose papers are in the Dominican Archives;
• Dominican LGBTIQ communities in the U.S.;
• History of activism among Dominicans in the U.S.;
• Impact of Dominican voters on U.S. campaigns and elections;
• The experience of the Dominican elderly in the U.S. concerning mobility, economic status, livelihood, etc.;
• Intermarriage profiles for Dominicans in the U.S.;
• Ethnic dynamics among Dominicans in the U.S. and/or interethnic relations;
• Dominican women and men in U.S. politics.
Some of the topics included above are current projects undertaken by CUNY DSI. We are also looking for applicants who may become part
of the ongoing research at CUNY DSI.
