Praising the
“People’s Priest”

F
or more than 50 years, Bronx
residents uttered his name with
gratitude.
Following his death, it seemed only ﬁtting
that the same community would move to
commemorate his name permanently.
The corner of East 182nd and Grote Streets
in Crotona has been named for the late
Reverend John C. Flynn, a beloved pastor
and Bronx ﬁxture affectionately known as the
“People’s Priest,” who passed away in 2012.
On Fri., May 27th, a new street sign was
unveiled in front of St. Martin’s of Tours
Parish, where Flynn served for over 20 years
before retiring in 2010.
City Councilmember Ritchie Torres joined
with parishioners, community members
and Flynn’s sister, Mary Ellen Loveless, to
celebrate Flynn and reveal the sign.

parishioner and friend of Flynn’s who led
the effort to drum up community support
for the street renaming, said the pastor was
appreciated because of his service outside the
church’s walls.

with the people, especially with immigrants.”
At the ceremony, Torres and Padilla pulled
away a covering to reveal the new street sign.
Torres then presented Loveless with a
version of the sign for her to keep, as well as
the pen that Mayor Bill de Blasio used to sign
the Flynn street naming bill into law.
“I think all of us can say that our community
is better off for having had Reverend John
Flynn as a leader,” stated Torres.
Raised in Yonkers, Flynn was ordained
a priest in 1955. After spending time in
Westchester, he was assigned to the Church
of Saint Raymond in Parkchester.
Loveless recalled that her brother’s effort
to integrate Hispanic parishioners into the
predominately Irish parish was met with
resistance at the time.
“People said to him, ‘If you like the
Hispanics so much, why don’t you go live
with them?” remarked Loveless. “He said,
‘OK, I think I will.”
Loveless said her brother moved to
Venezuela, where he learned Spanish and
spent several years working with poor
families.

urante más de 50 años, los

nombre con gratitud.
Después de su muerte, parecía lógico que la
misma comunidad se moviera para conmemorar
su nombre de forma permanente.
La esquina de las calles Grote y 182 este
en Crotona, ha sido renombrada en honor del
fallecido reverendo John C. Flynn, un pastor
amado y elemento ﬁjo del Bronx, cariñosamente
conocido como el “sacerdote del pueblo”, quien
falleció en 2012.
El viernes 27 de mayo, un nuevo letrero de
la calle fue develado frente a la Parroquia St.
Martin’s of Tours, donde Flynn sirvió por más de
20 años antes de retirarse en 2010.
El concejal Ritchie Torres se unió a los
feligreses, miembros de la comunidad y la
hermana de Flynn, Mary Ellen Loveless, para

Banking on books

M
ore visits are paid to the
New York Public Library’s
(NYPL’s) three public library
systems each year than to the city’s
major professional sports arenas,
performing arts spaces, museums,
gardens and zoos – combined.
That amounts to 40 million visits a year.
This past Wed., May 25th, library workers,
advocates and elected ofﬁcials stood on the
steps of City Hall to call
for a greater investment
in libraries on the part of
the City Council and the
Mayor to meet the swelling
demand.
The
advocates
are
calling for an additional
$65 million in operating
funds in next year’s budget.
This includes a $43 million
allocation secured last year
– and another $22 million
being sought in this year’s
budget.
An additional $100 million dollars is also
being requested for capital spending on
renovations and new buildings throughout the
system. It is estimated that the three NYPL

“Our public libraries not only provide a safe
educational environment for our children, but
also serve as job and education centers for the
unemployed searching for work, immigrants
learning English and anyone who seeks to
improve their level of education,” argued DC
37 Executive Director Henry Garrido.
The DC 37 union, the city’s largest
municipal public employee union, represents
over 120,000 employees, including library
workers across New York.

access to learning materials, audio-visual
resources, and books, libraries serve as
community
hubs

provide vital services such as
early literacy support, afterschool help, arts education,
computer training, and
English language classes.

El pasado miércoles 25 de mayo,
trabajadores de bibliotecas, defensores y
funcionarios electos, estuvieron de pie en las
escalinatas del Ayuntamiento para pedir una
mayor inversión en las bibliotecas por parte del
Concejo Municipal y del alcalde para satisfacer
la creciente demanda.
Los defensores están pidiendo un adicional
de $65 millones de dólares en fondos de
operación en el presupuesto del próximo año.

It seems that things are about to get
very uncomfortable for some of the city’s
worst landlords, who will soon face new
measures intended to force them to expedite
repairs and outstanding violations.
Mayor Bill de Blasio and Public Advocate
Letitia James have announced that the city
is invoking a half-century-old law to force
eight landlords to ﬁx excessive building
code violations in 12 apartment buildings by
threatening to stop paying the rent for tenants
on public assistance if repairs are not made
quickly.
Located in Northern Manhattan, the Bronx,
and Queens, the buildings have piled up more
than 2,000 violations and are home to over
1,800 tenants, said city ofﬁcials, who termed
the sites “the Dirty Dozen.”
The city is using the 1962 Spiegel
Law, which allows the Human Resources

Berisha — all appear on the city’s “worst
landlord” watchlist, released by James’ ofﬁce
last November.
They have all received letters from the
city advising that if they do not schedule a
re-inspection by the Department of Housing
Preservation and Development (HPD) within
15 days to show that all conditions have been
corrected, HRA/DSS will begin withholding
rent payments, which Banks said could total
$30,000 per month at each building.
Under the law, landlords cannot evict
tenants because the rent provided by HRA/
DSS is being withheld.
De Blasio said that if the landlords fail to
comply, the city will take them to housing
court, and they may face civil or criminal
charges.
“We’re going to throw the book at these
bad landlords,” stated de Blasio. “I want
every one of these unscrupulous landlords,
and any other landlord in the city who thinks
that they can cheat the people in the city, to
know that we’re coming after them. And I
want the tenants of the city to know we have
your back.”

currently receive public assistance, Banks
said all residents at those locations will
have improved living conditions, as every
outstanding violation will need to be cleared.
“What’s important here is that this is a tool
that will beneﬁt all tenants in the building,
irrespective of whether they’re on public
assistance or not,” said Banks.
James said that the so-called “Dirty
Dozen” buildings selected as part of the
new crackdown were sites that had the most
dangerous health and safety violations.
The 12 buildings have a combined total of
2,075 violations, 358 of which are Class C,
meaning they are considered “immediately
hazardous,” such as lack of gas, heat or hot
water, rodents, lead paint or problematic ﬁre
exits.
“These landlords have been put on notice,
and it’s time that they clean up their act,” said
James.
Five of the 12 buildings are owned Parkash,
who James referred to as “the city’s worst
slum lord.” Parkash, owner of numerous
Bronx properties and one in Queens, was
ranked at the top of the Public Advocate’s
most recent watchlist, and is the subject of
numerous tenant lawsuits.
Salamanca, who joined tenants of 750
Grand Concourse in Bronx housing court as
“Nadie merece vivir en un ediﬁcio

Heart disease, prostate cancer, testicular
cancer, hypertension, and obesity affect
large portions of the male population in the
United States.
Though some of these diseases may not
be entirely avoidable, certain behavioral
changes can go a long way towards
preventing or controlling their symptoms,
and improving overall health.
Men should make their health a top
priority and take daily steps to be healthier
and stronger – not just for themselves, but
for their loved ones.
There are many easy things to do every
day that help promote a healthier lifestyle:
• Eat healthy. For maximum health beneﬁts,
you should make an effort to eat only
fresh, non-processed foods. A diet rich in
fruits and vegetables, whole grains, olive
oil, low- or fat-free dairy products, ﬁsh
and poultry includes many of the vitamins
and minerals that may help protect you
from chronic diseases. You should also
lower your intake of fried and processed
foods, meat, added fat, high-calorie drinks
(including alcohol) and sweets.
• Get a good night’s sleep. The average
adult needs between 7-9 hours of sleep
each night. Insufﬁcient sleep is associated
with a number of chronic diseases and

Conference centered on special
needs families

enya German was feeling at
ease.
The mother of a ﬁve-year-old son with
developmental delays, German says she often
struggles with unique parenting challenges.
The Fordham resident’s child is a
patient at the Rose F. Kennedy Children’s
Evaluation and Rehabilitation Center
(CERC) at Monteﬁore, which is assisting
him with speech delays and other issues.
On May 18, German was attending CERC’s
fourth annual conference for parents of
children with disabilities, as she does every
year.
She said that she feels relaxed at the
conference because she can connect with
other parents having the same experiences.
“I look forward to networking with the
other moms and dads,” said German. “I get a
lot of valuable feedback.”
Each year, CERC clinicians present
interactive workshops at the conference that
offer parents information on how to cope at
home and help their child handle school.

idea for the conference derived from parents

share ideas.”

anxiety in the life of children with disabilities.
“(These) all very simple concepts,” said
Murphy. “Spending time with them, showing
love to your child, these are things that buffer
stress for kids.”
Founded in 1953, CERC provides
diagnostic and therapy services for patients
with autism, language disorders, learning
disabilities, cerebral palsy and other
neuromuscular and behavioral issues.
CERC offers bilingual services, and
Spanish-speaking clinicians are available to
meet with families.
The center provides particular expertise in
diagnosing autism spectrum disorders, said Al
Radi.
“We serve patients across the life span,”
she said. “We have infants who come to us
right from the neonatal intensive-care unit,

handuke McPhatter has
devoted several years of his life
working to prevent gun violence.
Yet he was not able to save his brother from
becoming a shooting victim last week.
On May 25 at Irving Plaza in Manhattan,
McPhatter’s 33-year-old brother Ronald was
killed when gunﬁre erupted during a concert
headlined by rapper T.I.
McPhatter, Executive Director of Gangstas
Making Astronomical Community Changes
(GMACC), a Brooklyn-based antiviolence
group, shook his head as he recounted
how he transformed his own life from one of
crime only to see his brother gunned down
senselessly.
“That is only pushing me even further,”

Advocates mark the start of Gun Violence Awareness Month
said McPhatter, speaking at a rally to signal
the start Gun Violence Awareness Month in
June.
McPhatter was joined by a host of elected
ofﬁcials and anti-gun advocates at the event,
which took place in downtown Manhattan
on May 31. Many wore orange clothing; the
color is used to raise awareness of the effects
of gun violence.
“Historically, shootings go up in the
summertime,” said Councilmember Jumaane
Williams, who organized the rally. This past
Memorial Day weekend, one person was
killed and 13 injured in shootings throughout
New York City.
“But we don’t accept that – it’s not
something that has to happen,” said Williams.
Advocates called for increased funding for
community-based organizations working to
curtail gun violence on city streets as well as
more wrap-around services and funding for
youth jobs.
“When you take a gun out of someone’s
hand, you need to replace it with something
like a job, or a youth program,” said
Councilmember Vanessa Gibson.
“I believe in the power of neighborhoods,”
added City Council Speaker Melissa Mark-
Viverito. “Every child, every community
wants to live in peace. And we want to be able
to support that vision becoming a reality.”
Williams praised the work of those who
work on the ground to prevent gun violence
in the community.
“The people behind me are the soldiers are
in the streets,” he said.
“We ask these brothers and sisters without
bullet-proof vests, without life insurance, to
go into the belly of the beast and confront
someone who is about to pull the trigger and

If you notice new contraptions in
Highbridge Park this summer that resemble
barbecue grills, don’t bother breaking out the
burgers and hot dogs.
The devices are actually “smart benches”
installed by NYC Parks as part of a technology
pilot program.
In addition to seating space, the benches
feature two ports so park-goers can charge
their phones, as well as built-in technology to
provide the city with key data on park usage.
“These new, high-tech bench provide
free, solar-powered charging for mobile
devices and also tell us how many people
visit Highbridge Park by counting the WiFi-enabled devices as they pass,” NYC Parks
Commissioner Mitchell J. Silver.
The announcement was made in late May
during NYC Parks’ “Parks Without Borders”
summit at The New School, a conference on
the future of parks and urban spaces.
Five benches will be placed on the Bronx
and Manhattan sides of Highbridge Park.
The ﬁrst bench was inserted on May 24 on
the Bronx side of the park, while the other
four will be installed in the Manhattan side in
the coming weeks, said Silver.
The benches were developed by Soofa, a
Cambridge, MA-based company.
During the pilot, NYC Parks will employ
the data on park usage to help inform the
agency’s maintenance schedules and best
practices.
“Parks make the perfect urban innovation
lab, in my view,” said Minerva Tantoco,
Chief Technology Ofﬁcer for the City of New
York. “It’s where people play, it’s one of the
most vital public spaces in any city, and it’s a
great opportunity to try out new things.”
Founded by a team of female engineers and
designers from Harvard and the Massachusetts
Institute of Technology, Soofa launched an initial
pilot in Boston during 2014. Similar benches
have now been installed in seven U.S. states.
The pilot with NYC Parks marks the ﬁrst
time that user accounting technology has been
used in Soofa’s benches.

Many parents are concerned when their
young children with disabilities reach school
age and wonder how they will cope.
German’s son is now in kindergarten. “I
worry about whether he can make friends,”
she said.
“When kids with disabilities can’t play or
express themselves, it’s hard to make friends,”
added Al Radi.
Bronx resident Alex Mora said he often
has awkward encounters with strangers, who
might stare at his autistic son.
“I tell them, just have a little empathy for
him,” remarked Mora. “Just because he looks
into space for a while, he still has feelings.”
Parent Angelie Capascany said she is
concerned about what life will be like for
her autistic son when he gets older, and that
the Bronx needs to fund more programs for
autistic individuals.
“People don’t think about children with
disabilities becoming adults,” she said.
“Where would he live? Will he have a job?”
Arlene Browder, who has a 9-year-old
autistic boy, said she attends the CERC
conference each year.
“I’ve received a lot of good advice here,
on how I can better react to my son,” said
Browder.

del comportamiento.
CERC ofrece servicios bilingües, y médicos
de habla hispana están disponibles para reunirse
con las familias.
El centro ofrece una experiencia particular en
el diagnóstico de trastornos del espectro autista,
dijo Al Radi.

He then returned to the Bronx and dedicated
himself to helping the ethnic community,
Loveless explained.
“He thought, ‘I’ll go where they need me,’”
she said.
Flynn was known for making daily rounds
in the Crotona community, which included
ministering to drug dealers, troubled youth
and poor families.
In the ‘90’s, Flynn launched a boot campstyle program, called Save a Generation,
designed to help high school dropouts obtain
their GED and prepare for college. He also
encouraged local youth to come to the parish
to trade their guns in for a cruciﬁx.
Mayor Bill de Blasio signs the
co-naming bill in February.
Torres said that Flynn was often referred
to as “the last of the street priests,” and also
helped low-income Bronx residents advocate
for better housing.
“In our community, he fought for the
forgotten,” remarked Torres. “His late-night
walks and visits to those in need, whether sick
or not, at their home or an institution, were a
ﬁxture in the community.”
Flynn passed away in September 2012 at
the age of 83. During the ﬁnal years of his life,
he spent time at a Riverdale nursing home
battling an illness.

Heidi Hynes, Executive Director of the
Mary Mitchell Family and Youth Center,
located around the corner from St. Martin’s of
Tours, said that Flynn was a mentor to her and
often visited the center.
“When you saw him walking up down the
street, you felt like you could do a little bit
more, you could open yourself up a little bit
more to help other people who needed you,”
she said.
“We knew he was special,” added Padilla.
“He was supportive of immigrants at a time
when it wasn’t always popular to do so.”
Padilla, a former law enforcement ofﬁcial,
explained that Flynn’s effort to get young
people to trade in guns for cruciﬁxes was
effective in making local streets safer.
“There were a lot of gangs at the time
around here,” Padilla said. “If you talk to
kids who participated in that, many of them
say that Father Flynn helped inspire them in
a positive way.”
Loveless, a Yonkers resident, said that she
would display her take-home street sign in her
front yard.
“He certainly deserved it,” Loveless said
of the honor bestowed upon her brother. “I’m
more than proud. I really think he’s saintly.”

“Every day in my ofﬁce, I’ve received
numerous calls from constituents, facing
housing issues that many of us could not
even imagine,” said Salamanca. “Taxpayers
should not have to subsidize landlords who
are taking in rent and providing nothing to
tenants in return.”
Inwood resident Miguelina Rincón, who
lives at 514 West 211th Street, one of the
buildings designated in the city’s landlord
crackdown, said she has dealt with numerous
issues, such as broken toilets, leaking ceilings
and windows that don’t shut properly.
“How can I feel safe at night knowing that
the windows don’t shut?” asked Rincón, who
lives on the ﬁrst ﬂoor. She said the building’s
boiler, located directly underneath her unit,
sends smoke and fumes directly into her
apartment.
Rincón, a native of the Dominican
Republic, has been on public assistance
since her husband passed away in 2005. She
thanked the mayor for forcing landlords to
address buildings in disrepair.
“No one deserves to live in an unsafe and
unclean building, and thanks to Mayor de
Blasio, this is going to change,” remarked
Rincon.
Levine suggested that negligent landlords
are ignoring conditions in their buildings in
part to drive out low-income tenants out.
“It’s actually a deliberate tactic — they’re
using failure to make repairs as a weapon to
push tenants out,” said Levine. “Because of
the gaping holes our rent laws, a landlord is
then able to jack up the rent.”
“This is damaging to our vital stock of
affordable housing, but even more damaging
to our community of working class, middle
class citizens,” added Rodríguez.
“These are people who damage the fabric
of New York City and we must hold them
accountable,” he said.
James stressed that she thought that the
vast majority of New York City landlords ran
their buildings appropriately.
“But there is a subset of landlords who
unfortunately ignore the law,” she said.
“And I believe this action here today will
have chilling effect on those landlords who
have ignored violations, who have ignored
calls to their ofﬁces and to their management
ofﬁces.”
Banks said that the city invoked the Spiegel
Law in two test cases against two Bronx
landlords in 2015, and in both instances, the
landlords ﬁxed violations before any rent
payments were withheld.
“One building, for example, had 248
violations – we brought it down to 10 without
having to go to court,” explained Banks.
De Blasio pointed out that any New York
City resident who believes they are being
illegally harassed or evicted by their landlord
can call 311 and speak to a city lawyer.
He said that the high cost of housing was
leading unscrupulous landlords to violate
laws even more openly.
“I’d like to believe eventually a lot of
enforcement turns the tide,” de Blasio
remarked.
Rodríguez said it was his hope that the threat
of lost rent, monetary ﬁnes and potential legal
action would be enough to persuade more
building owners to resolve violations quickly,
before the city needed to go after them.
“This is about more than a few bad
landlords,” said Rodríguez. “This is about the
message to all landlords that these conditions
are unacceptable.”

“We are coming out once again to request
that the libraries are properly funded,”
insisted Garrido. “We want to see the $65
million restored.”
Queens Public Library President and CEO
Dennis M. Walcott said staff members were
hard-pressed to provide programming and
services with limited resources.
“Staff are on the front lines every day,”
he remarked. “They work hard to offer free
library resources that educate, inform and
inspire New Yorkers, regardless of income.
Adequate library funding [is needed] to hire
more staff and expand the library hours and
programs that serve our City so well.”
Organizers say the campaign has also
collected over 60,000 letters from residents in
support.
“Last year, the City Council and Mayor
gave an historic increase in library funding
which allowed for mandated six day service,
more programs and the staff to run them,”
said Local 1321 President John Hyslop, who
represents Queens library workers.
But that funding was not permanent, noted
Hyslop; an increase would again be needed to
continue and strengthen the achievements of
the previous year.
“We need library funding to be restored to a
level that will preserve the critical library that
our communities need,” he said.
