To celebrate their presence in
the city, their participation in
the world games, and to wish
them good luck, the Knights of
Columbus hosted a breakfast in
their honor. The breakfast took
place on Friday, July 24th in the
Knights of Columbus Council 750
building in Oxnard. The Knights
of Columbus is a Catholic fraternal service organization that is
dedicated to providing charitable
services not only for disaster relief but also for individuals with
developmental disabilities and one
of their main recipients is the Special Olympics. Eunice Kennedy

PERMIT FEES FOR TURF REMOVAL AND
DROUGHT TOLERANT REPLACEMENT
PROJECTS WITHIN THE PARKWAY PORTION OF THE RIGHT-OF-WAY IN AREAS
ZONED FOR RESIDENTIAL USE AND DETERMINING THAT THE PROJECT IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO
SECTION 15061 (B)(3)
WHEREAS, Southern California is a semi-arid
region and is largely dependent upon imported
water supplies; and
WHEREAS, a growing population, environmental concerns, and other factors in other parts of
the State and western United States, make the region highly susceptible to year-to-year variation
in available water supplies; and
WHEREAS, the City of Oxnard can encourage
better water efficiency through landscape design,
installation, maintenance, and management practices; and
WHEREAS, incentive-based water use efficiency programs are actively implemented within the
City of Oxnard; and
WHEREAS, the City of Oxnard has adopted
the Residential Parkway Landscape Guidelines, which present options of widely available,
drought tolerant, and aesthetically pleasing plants
to replace turf within parkways, created in cooperation with landscape architects and the Development Services, General Services, and Utilities
Departments; and
WHEREAS, the City of Oxnard desires to encourage replacing parkway turf with water efficient landscape design by temporarily waiving
the encroachment permit and related fees when
parkway adjoining homeowners agree to replace
parkway turf at their expense with one of the Residential Parkway Landscape Guidelines options;
and
WHEREAS, the California Environmental Quality Act (CEQA) projects a Class 4 Exemption
(Guidelines Section 15304) for which have minor
alterations in the condition of land, such as landscaping, that do not affect sensitive resources.
NOW, THEREFORE, the City Council of the
City of Oxnard does ordain as follows:
Part 1. The City Council hereby finds that the
adoption of this ordinance is exempt from review
under the California Environmental Quality Act
(“CEQA”) pursuant to CEQA Guidelines (14
CCR section 15000 et seq.), Section 15304 (class
4), for minor alterations to landscaping that do
not affect sensitive resources.
Part 2. Notwithstanding subsection (A) of
Section 19-220 of the Oxnard City Code, an applicant for an encroachment permit shall not have
to pay the fees set forth in subsection (A) of Section 19-220 of the Oxnard City Code or any related document imaging or permit center surcharge
if the applicant owns property in fee, which is immediately adjacent to the parkway portion of the
right-of-way in an area zoned for residential use,
and the applicant is proposing to remove existing
turf, shrubs and/or plants, but not trees, from the
parkway portion of the right-of-way and replacing said turf, shrubs and/or plants with landscaping that complies with the Residential Parkway
Landscaping Guidelines prepared by, and period-

thereof irrespective of the fact that any one or
more sections, subsections, phrases, or clauses be
declared unconstitutional.
Part 5. Within 15 days after passage, the City
Clerk shall cause this ordinance to be published
one time in a newspaper of general circulation
published and circulated in the City. Ordinance
No.2893 was first read on July 21, 2015, and finally adopted on 07/28/2015 to become effective
thirty (30) days thereafter.

illegal immigrants like Sanchez,
off the streets.
"It's unbelievable to see so many
innocent Americans that have
been killed by undocumented
immigrant felons in recent years,"
said Steinle, adding that between
2010 and 2014, 121 undocumented immigrants have been charged
with murder in the country.

Oxnard aloja a participantes
de Olimpiadas Especiales
La Ciudad de Oxnard alojo a participantes de cinco lugares del mundo: Afganistán, las Islas
Samoanas, Samoa Americana, Papúa Nueva Guinea y Kósovo.
Por primera vez en dieciséis
años, se llevaron a cabo las Olimpiadas Especiales en los Estados Unidos y la Ciudad de Los
Ángeles fue el lugar principal
donde ocurrieron las competencias. Las Olimpiadas Especiales
alojo a todos sus participantes en
sesenta y nueve ciudades en los
alrededores del Condado de Los
Ángeles, incluyendo a la Ciudad
de Oxnard. Oxnard alojó a participantes de cinco diferentes lugares
del mundo: Afganistán, las Islas
Samoanas, Samoa Americana, Papúa Nueva Guinea y Kósovo. Para
darles la bienvenida a los participantes, los Knights of Columbus
(Caballeros de Colón) organizó un
desayuno en su honor.
Las Olimpiadas Especiales, es
una organización que ayuda a personas intelectualmente discapacitadas a superar barreras a través
del deporte. La organización fue
fundada en 1968 por Eunice Kennedy Shriver, quien decidió crear
la organización al darse cuenta de
cómo se les trataba y discriminaba
a las personas intelectualmente
discapacitadas. Shriver creó un
evento deportivo que empezó a
crear unidad entre los niños con
discapacidades intelectuales y que
también les enseñase más sobre el
deporte, dijo el Señor Raymond F.
Warriner quien es el Pasado Diputado del Estado de la organización.
Para poder ser clasificado como
intelectualmente discapacitado,
una persona debe tener una puntuación de 70 o inferior en su
coeficiente intelectual. Warriner
explico que un niño que está intelectualmente discapacitado tiene
más probabilidad de ser discriminado e intimidado y hasta acosado.
A consecuencia de esto y como
manera preventiva, las Olimpiadas Especiales han establecido
un consorcio escolar del cual él
está a cargo por parte del Estado
de California. Las Olimpiadas
Especiales entran en las escuelas,
aportan entrenadores deportivos y
uniformes, pero lo más importante
que hacen es unir a las personas
mediante el deporte con el objetivo de tener deportes unificados.
Los deportes unificados tendrían a
ambos atletas olímpicos e intelectuales y atletas regulares jugando
en el mismo equipo.
Para celebrar su presencia en
la Ciudad de Oxnard, su participación en los World Games y
para desearles buena suerte, los
Knights of Columbus organizaron
un desayuno en su honor. El desayuno tuvo lugar el viernes, 24 de
julio en el edificio de los Knights
of Columbus Council 750 en Oxnard. Los Knights of Columbus
es una organización de servicio
fraternal católico que se dedica
no solamente a dar ayuda cuando
se presentan catástrofes naturales, sino también al servicio de
personas intelectualmente discapacitadas. Uno de sus principales
receptores son las Olimpiadas Especiales. Eunice Kennedy Shriver
se dirigió a los Knights of Columbus y pidió su patrocinio en el desarrollo de la organización y desde
ese momento, la organización ha
participado constantemente en
las Olimpiadas Especiales, dijo
Warriner. Los Knights of Columbus se encargan de cubrir todos los
gastos de transporte necesarios.
Son 169 países los que participan
en las competencias de veinticinco
deportes y de diecinueve estadios
durante nueve días.
Después de haber disfrutado
de su desayuno, los miembros de
Knights of Columbus dirigieron
algunas palabras de ánimo a los
participantes. Sonny R. Santa
Ines, quien es el Secretario de
Estado, alentó a los participantes
a crear nuevas amistades, a divertirse durante las competencias y
dijo que siempre y cuando dieran
su mejor esfuerzo, todos serían
ganadores. El Señor Warriner les
deseó a todos muy buena surte
en las competencias y les sugirió
que disfrutasen de sus estancias
en los Estados Unidos. Junto con
otros miembros de los Knights of
Columbus, el Señor Warriner hizo
entrega a cada participante de su
primera medalla en las Olimpiadas Especiales. Después de desayunar los participantes subieron
a sus autobuses y se dirigieron a

¡No deje que el calor se convierta en un obstáculo para llevar

Si decide continuar sus actividades al aire libre, Cid le recomienda
usar siempre ropa ligera y de
colores claros y beber agua antes,
durante y después de hacer ejercicio. Muy importante también, es
comer una alimentación nutritiva.
Pero, ¿cuánta actividad física
requieren usted y sus niños?
Según Cid, los adultos necesitan
de una actividad moderada durante 30 minutos de cinco a seis días a
la semana. Por su parte, los niños
necesitan estar físicamente activos
durante 60 minutos diariamente.
Las actividades físicas que
involucran agua también son excelentes para mitigar el calor del
verano. Puede nadar, refrescarse
corriendo por el césped cuando
los aspersores de riego estén
prendidos o deslizarse por resbaladillas de agua. Además de tomar
agua con frecuencia, Cid hace las
siguientes recomendaciones para
cuando realice actividades físicas:
• Tome descansos con frecuencia.
• Use bloqueador solar.
• Realice su actividad durante
periodos cortos de tiempo en
días cálidos, para evitar sentirse
exhausto por el calor.
• Si siente nauseas, ganas de vomitar, mareos, calambres o dolor
de cabeza, tómese un descanso
y deje que su cuerpo se refesque
un poco.

Crece el número de
mexicanos pobres
El porcentaje de pobres en
México subió entre 2012 y 2014
de 45.5% a 46.2% del total de
habitantes hasta llegar a 55.3
millones de personas, reportó el
Consejo Nacional de Evaluación
de la Política de Desarrollo Social
(Coneval).
De este modo, la población en
pobreza aumentó en dos millones,
al pasar de los 53.3 millones del
estudio de 2012 a los 55.3 millones del pasado año, detalló el organismo en su informe Medición
de la pobreza en México 2014.
Asimismo, la pobreza extrema
se redujo de 11.5 a 11.4 millones
de personas entre 2012 y 2014, lo
que supuso una disminución del
9.8% a 9.5% del total poblacional
de este país latinoamericano.
De acuerdo con estimaciones
del Instituto Nacional de Estadística y Geografía (INEGI), la
población del país pasó de 117.3
millones en 2012 a 119.9 millones
de habitantes en 2014, es decir,
hubo un incremento de 2.6 millones de personas.
Entre 2012 y 2014, el porcentaje de la población rural en pobreza
disminuyó al pasar del 61.6% a
61.1%, mientras que en el caso de
la población urbana esta aumentó
de 40.6 a 41.7%.
Según el informe de Coneval,
la pobreza aumentó en 13 de las
32 entidades federativas.
Estas son Baja California Sur
(noroeste), Coahuila (norte),
Chiapas (sur), Hidalgo (centro),
Estado de México (centro), Guanajuato (centronorte), Michoacán
(oeste), Morelos (centro), Oaxaca
(sur), Sinaloa (norte), Sonora
(norte), Tlaxcala (centro) y Veracruz (este).
Chiapas, con un 76.2% de su
habitantes en pobreza, Oaxaca,
con el 66.8%, el sureño estado
de Guerrero con el 65.2% y el
céntrico estado de Puebla, con el
64.5%, son las regiones con un
mayor porcentaje.
Por géneros, 46.3% de las mujeres y 46% de los hombres se encuentran en situación de pobreza,
reveló el informe.
Asimismo, entre la población
indígena, históricamente la más
desfavorecida, la pobreza aumentó, representando en 2014 8.7
millones de personas, un 73.2%
del colectivo.
De estos, el 31.8% vive en situación de pobreza extrema.
Para el estudio de la medición
de la pobreza, el Coneval tienen
en cuenta dos factores.
Por una parte, el ingreso de los
hogares, y por otro lado las seis
carencias sociales, que pueden ser
en materia de educación, acceso
a los servicios de salud, acceso
a la seguridad social, calidad y
espacios de la vivienda, acceso a
servicios básicos en la vivienda y
acceso a la alimentación.
De acuerdo con datos del instituto de estadísticas, el ingreso corriente total promedio trimestral
por hogar se redujo en términos
reales en 3.5% entre 2012 y 2014,
perdiendo las familias poder de
compra.
Los resultados indican que la
reducción del ingreso, entre estos
dos años, se presentó en todos los
niveles excepto en el que corresponde a la población más pobre,
donde se incrementó en 2.1%.
Por áreas, el rezago educativo
se redujo de 19.2% a 18.7% de
la población pobre, lo que en
términos absolutos significa que
bajó de 22.6 a 22.4 millones de
personas.
Un hombre indigente permanece en medio de bolsas plásticas en Ciudad de México. Entre 2012
y 2014 el porcentaje de pobres en México subió del 45.5% al 46.2%.
La carencia de acceso a los
servicios de salud bajó de 21.5%
a 18.2% y la de acceso a la seguridad social bajó de 61.2% a 58.5%.
Por otro lado, la carencia de
acceso a los servicios básicos en
la vivienda se mantuvo sin cambios en el 21.2% aunque, dado
el aumento poblacional, pasó de
24.9 a 25.4 millones de personas,
destacó el informe.
La carencia relacionada con el
acceso a la alimentación aumentó levemente al pasar de 23.3%
a 23.4%, hasta alcanzar los 28
millones de personas.
Tras conocerse el informe, el
ministerio de Desarrollo Social
destacó que "con una adecuada
focalización se ha reducido la
pobreza extrema".

"El
Chapo"

Los hispanos utilizan los antibióticos con menos precaución
que otros grupos étnicos y tienen menor conciencia sobre los
riesgos de esta práctica, según
revelaron directivos de los Centros de Control y Prevención
de Enfermedades (CDC) de
Estados Unidos.
"Los hispanos utilizan los
antibióticos menos cautelosamente que otros (grupos) en
este país, y eso es un problema
porque los antibióticos tienen
riesgos que no se comprenden
en su totalidad, y si no los protegemos podríamos perderlos",
dijo en una entrevista el director
de los CDC, Tom Frieden.
Las declaraciones de Frieden
hacen eco de un informe que
los CDC divulgaron y que
encontró que los hispanos son
más propensos a recurrir a los
antibióticos aún cuando se trata
de enfermedades que no deben
ser tratadas con estos medicamentos, lo que puede propiciar
que a largo plazo pierdan su
efectividad.
De acuerdo al reporte, un
40% de hispanos reconocieron
que utilizan antibióticos para
tratar resfriados comunes y
como método de prevención
ante enfermedades severas,
mientras que la media del público en general llega a un 17%.
Asimismo, un 48% de hispanos acuden a los antibióticos
para "curarse más rápido", en
comparación con un 25% de la
población en general.
"Los hispanos son menos
conscientes de que los antibióticos tienen riesgos y que no son
beneficiosos para un resfriado
común", precisó el director.
Los antibióticos sirven para
combatir infecciones bacterianas y no aquellas causadas por
un virus, como los resfriados,
la influenza o gripe, la mayoría
de los dolores de garganta, la
bronquitis y muchas sinusitis e
infecciones de oído, de acuerdo
con los CDC.
Los expertos destacaron la necesidad de que este tipo de medicamentos se utilicen solo cuando
son prescritos por un médico.
"No debe irse a un consultorio
médico pidiendo un antibiótico.
Debe irse preguntando qué está
mal y pidiendo el tratamiento adecuado", señaló Frieden, en alusión
a datos que arroja el reporte, según
los cuales los hispanos tienen tres
veces más probabilidades de obtener antibióticos desde una fuente
que no es un consultorio médico.
Entre las fuentes más comunes
para obtener antibióticos entre
este grupo étnico, además del
consultorio médico, figuran los
excedentes de tratamientos anteriores, que los latinos usan en
un 25% de casos en comparación
con un 9 % de la población en
general, además de tiendas de
abastecimientos, en una relación
de 23 % contra 5 %.
Entre los hispanos es también
común que se usen antibióticos
"heredados" de amigos o familiares que tomaron el tratamiento
previamente, práctica a la que
recurren un 17 % de este grupo
étnico, cuando la media general
llega a un 6 %.
El estudio encontró que pese a
que los hispanos tienen conocimiento general sobre los efectos
secundarios de los antibióticos,
no conocen con certeza los
riesgos asociados a su uso inadecuado, entre ellos la pérdida
de efectividad a largo plazo por
"matar" las bacterias buenas o
generar bacterias resistentes a
los efectos de tratamientos.
"Estamos viendo bacterias
resistentes a los medicamentos
que no responden a los antibióticos y también estamos viendo
una infección causada por antibióticos, llamada C Difficile
y casi todos los casos están
asociados al uso inadecuado
de antibióticos", aseveró el
funcionario.
Clostridium difficile es una
infección severa asociada generalmente al uso de antibióticos, que causa cerca de 29,000
muertes y cerca de medio millón de casos al año en Estados
Unidos.
Frieden destacó la necesidad
de crear también más conciencia sobre los riesgos de
infecciones por resistencia a los
antibióticos, que asegura puede
convertirse en una seria amenaza e incluso en la enfermedad
infecciosa "más importante de
nuestro tiempo".
"Si no cambiamos ahora,
perder los medicamentos milagrosos de hoy y se convertirá
en la tragedia y catástrofe de
mañana", señaló.

narcotraficante Joaquín "El Chapo" Guzmán, informó el Consejo
de la Judicatura Federal.
"En la causa penal 48/2015,
iniciada por la evasión de Joaquín
Guzmán Loera, alias "El Chapo
Guzmán", dictó auto de formal
prisión en contra de tres servidores públicos por su probable
responsabilidad en la comisión
del delito de evasión de presos",
detalló el organismo en un comunicado.
Ello "en la hipótesis de cuando
el detenido está siendo procesado
por la comisión de delito o delitos
contra la salud, previsto y sancionado en el artículo 150 del Código
Penal Federal, con la agravante
señalada en el párrafo segundo
del citado precepto", especificó.
El Juzgado Tercero de Distrito
en el estado de Guanajuato, que
actuó en auxilio del Juzgado
Cuarto del Distrito en Materia
Penal en el Estado de México,

del túnel "altamente sofisticado"
de 1.5 kilómetros de largo, se podía afirmar que había funcionarios
públicos que favorecieron la evasión, detalló la nota informativa.
De los siete funcionarios investigados, el juzgado estimó
que existían evidencias de su
colaboración en la fuga de "El
Chapo" del encargado del Centro
de Control y dos custodios.
El responsable del Centro de
Control presentó incongruencias en sus declaraciones, que
sumados a otras pruebas y a una
dilación en su proceder indicaron
que probablemente favoreció en
la evasión, a título de probable,
detalló el organismo.
Además, en referencia a los dos
custodios, se consideró que en el
momento de la fuga, a las 20:52
hora local del sábado 11 de julio
(01.52 GMT del domingo) no
contestaron el teléfono del módulo penitenciario y, al no haber
justificación, se estimó que por
ello favorecieron la fuga.
Por el otro lado, se determinó
que no existían datos concluyentes para que los otros cuatro
funcionarios investigados fueran
formalmente procesados.
Estos eran dos empleados del
Centro de Investigación y Seguridad Nacional (Cisen) y dos más
del centro penitenciario.
