Ref-N°.: 2012 67 053 Project for the Restructuring and Extension of Electricity Distribution Networks of nine (9) Cities in Senegal
Project Measures: The German Government, through KfW Development Bank, has allocated funds to the Senegalese Government to
finance a project for the restructuring and extension of Distribution Networks in nine (9) cities in Senegal and associated measures
for the procurement and installation of prepayment meters (50,000 units) and smart meters (17,000 units). The project is covering the
distribution systems in the cities of St. Louis, Ziguinchor, Kaolack and Fatick, Thies and Mbour Tivaouane, Touba and Diourbel. The
works will basically include change of voltage level from 6.6 kV to 30 kV, extension of LV and MV networks; rehabilitation of
overaged network components, rehabilitation of transformer stations and creation of new transformer stations, change of feeders from
overhead to underground installation, installation of prepayment meters and intelligent meters, equipment standardization, etc.
Requested Consultant services: Specifically, the Consultant will be requested to i) prepare bidding documents (DAO) for supplies of
goods and works as designed by the project, ii) initiate and support the tender process, including the evaluation of bids and award of
supply and work contracts, iii) review and approve the design studies, attend the factory acceptance tests, supervise and control
execution works, follow-up the implementation schedule; iv) follow-up the remedy works, v) prepare periodic status and progress
reports, vi) follow-up the financial progress of the project and vii) validate invoices submitted by the contractor before engaging the
disbursement through KfW.

Ministry for Economic Cooperation and Development (BMZ) and KfW Development Bank, is designed to contribute to a sustainable
management of natural resources. The “Hengshui Lake Conservation and Management Project”, which will be implemented as part
of this programme and aims at sustainably managing the ecosystem services of the Hengshui Lake National Nature Reserve.
Measures to be supported by the project include natural resource management, protected area management, wetland management,
education for sustainable development, ecosystem rehabilitation, tourism development, adaptation to climate change, and similar.
Requested Consultant services: The Consultant will be responsible for providing expertise and technical staff to the Project
Management Office (PMO). The services are to be delivered by a team comprised of national and international medium-term and
short-term staff. The duration of the assignment shall be five years.

201470152 Project: The purpose of the Programme is the energy efficient rehabilitation of about 23 educational facilities, 5 social
facilities, 2 educational resource centres and 4 administrative facilities (e.g. ministerial and parliamentary buildings) in order to
contribute to improved energy efficiency performance in the targeted buildings, ensure sustainable structures of the targeted buildings
and improve the conditions (learning, working and living) for the users of the targeted buildings. Required Consulting Services: The
Consultant shall strengthen the Ministries’ professional competence regarding effective and efficient programme implementation and
assist them in the implementation of the Programme. The consulting team shall comprise of international and local experts and is to
be headed by a Team Leader with substantial experience in the energy efficient rehabilitation of public or commercial buildings
(preferably schools). A sufficient number of experienced and qualified site-supervisors is required because a thorough construction
supervision in order to ensure high quality standards of workmanship is a key element of the Programme. The position of the Energy
Advisor should be covered by an experienced expert with a long track record in energy management and operation of buildings.
Consulting team shall also include qualified auditors, led by experienced Energy Efficiency Expert.
