Expression of Interest (EOI) for Lay-out plotting of vacant land under DSDA at Digha.
Expression of Interest (EOI) is invited from reputed/experienced Organizations for Lay out
plotting and demarcation of vacant lands block wise under Digha Sankarpur Development
Authority area as per the provision under section 57 and 58 of West Bengal Town and Country
(Planning and Development) Act 1979. New Plotting map is to be prepared for an area of 300 acres
(approx) at different sectors under Digha Sankarpur Development Authority like as A-1, B-1, C-1,
B-7, B-5,C-4, E & some patch lands as per land use map of Digha Sankarpur Development
Authority at Digha, Purba Medinipur. At present, the plotting will be done in B-1, C-1 & E Sector
for an area of 48.00 acres(approx) for Hotel Plots, residential Plots, Mixed use plots, land scaping
for new roads and others as shall be directed by this Authority. Field Survey using Total Station
of the total area is available with Digha Sankarpur Development Authority and the same can be
used for preparation of the map. All required assistance for plan preparation will be extended by
Digha Sankarpur Development Authority.
TERMS AND CONDITIONS :
1. The organization will have to complete the work within six months from the date of award
of the work.
2. Application shall be accompanied with earnest money of Rs.2500.00 (Rupees two thousand
and five hundred) only in the form of demand draft payable at S.B.I., Digha in favour of
Executive Officer, Digha Sankarpur Development Authority.
3. The Expression of Interest (EOI) should be submitted in two parts, each part in separate
sealed covers i.e. Technical part in first envelope and Financial part in second envelope.
4. The interested applicants may submit the Expression of Interest in two separate sealed
envelopes, to be submitted in another sealed envelope superscribing Expression of Interest
(EOI) for preparation of Plotting Map and demarcation of the plot acre wise under Digha
Sankarpur Development Authority Planning Area. The application to be submitted to the
Executive Officer, Digha Sankarpur Development Authority, Digha, Purba Medinipur –
721428 by 13.02.2015 during office hours on any working day.
5. The Technical Bid will be opened first. The financial bid will not be opened for those who
do not qualify technical Bid.

Financial Bid : Among the short-listed agencies whoever bids lowest will be selected.
The rate of preparation of plotting map will be inclusive of all fees, Service tax etc.
6. Opening date of Financial bid would be intimated in due course.

Lay out plotting map of vacant lands under DSDA area
Guidelines for Technical Bid :
The Technical part will contain the following.
1. Introduction of the company as provided in Company Brochure/Leaflet.
2. Financial capability of the company to be given in addition to the company brochure.
3. Total work experience with documents as appropriate.
4. Curriculum Vitae and Profile of team leader and other Team Members may be
accompanied by letter of association by individual.
5. State briefly about prior experience of successfully completing at least two projects of
preparation of plotting map using total station survey, Land Use Map and Register
(LUMR), Land Use Development Control Plan (LUDCP) in the last Five Years. The
experience with Government Department/Urban local Bodies will be considered as
advantage. In this regard necessary documentary evidence shall be furnished
mentioning the date of work order and completion date of the said map.
6. The profile of office infrastructure to be given as appropriate.
