terminal at the Clark International Airport (CIA) while the remaining P800 million is earmarked

CL workers unite for P16K monthly nat’l wage

- Private and public workers
in Central Luzon have forged
themselves into a group called
All Workers’ Unity (AWU)
in their bid for wages that
could fetch them no less than
P16,000 a month.
AWU convenor Gary Hernandez, who is also the president of the Workers’ Alliance
of Region III (WAR 3), said the
united group now wants national wage increase that would
junk the Wage Rationalization Law of 1989 and the TwoTiered Wage System which
was decried as anti-labor.
He said that the demand
for wages amounting to no
less than P16,000 monthly
was based on studies on how
much a family could reasonably survive on. This amount,
he noted, is even only half of
the amount determined by a
study as needed for the basic
needs of an average worker’s
family.
Hernandez said the Wage
Rationalization Law based
minimum wages on regional situations so that in Central Luzon, daily wages range
from P215 to P336, much lower than the P1,086 daily pay
that a study recommended for
the basic survival of a worker’s
family.

CBCP nixes terminal
fee integration in
airline ticket cost
BALANGA City – The Bataan
bishop on Friday announced
that the Catholic Bishops
Conference of the Philippines
voiced strong opposition to the
inclusion of the terminal fee to
the airline ticket, asking President Aquino to exercise his
power of veto.
Bishop Ruperto Santos of
the Diocese of Balanga said
the CBCP made the official
statement through the Episcopal Commission for the Pastoral Care of Migrants and Itinerant People that he chairs.
The prelate said his commission strongly expressed
opposition to the recently issued memorandum circular
of the Manila International Airport Authority notifying all travel and airline establishments
about the implementation of
the International Passenger
Service Charge (IPSC) or terminal fee integration effective
February 1, 2015.
“It condemns MIAA’s utter
disregard for the still pending
court and congressional and
senate hearings seeking to
clarify the issue,” Santos said.
He said that MIAA and the
Department of Transportation
and Communications should
not implement the IPSC while
there are still unresolved issues before RTC Branch 109
in Pasay City and congressional inquiry is yet to take place
on February 9.
“Their desire to eliminate
a single queue at our international airports directly tramples
and betrays the interest of
our country’s unsung heroes.
They will be disadvantaged
and burdened by this insensitive move,” the prelate said.
Santos considered the
move as “heartless, disgraceful, and a gesture of blatant
disrespect to the rights of
OFWs.”
“On behalf of the overseas
Filipino workers and their families, we humbly plead and
appeal to President Aquino
to exercise his power of veto
so that the implementation of
the memorandum be reconsidered until all the gaps and
loopholes are ironed-out and
the interest of all those who
will be affected are fostered
and honored,” the bishop said.
Santos said the order is
a deliberate and conscious
act to violate the grant of ex-
emption to OFWs from paying airport terminal fees as enshrined in the Migrant Workers’ Act of 1995 and Republic
Act No. 10022.
The memo states that air
tickets bought locally, abroad
and online, will include the terminal fee by February 1, 2015.
“But MIAA itself admits that
OFWs who will buy their tickets online or overseas will not
be able to claim exemptions
since airline companies and
travel agencies with offices
outside the Philippines do not
recognize and cannot be compelled to recognize the exemptions granted by our laws,” the
Bataan bishop said.
He said that during the visit of Pope Francis, among the
many vulnerable sectors in our
society, the OFWs and their
families were given special
preference, honoring them for
their great contribution to the
country and the world.
“They are considered as
living heroes. Should we burden them with self-serving and
insensitive memos? Huwag na
nating dagdagan pa ang kanilang paghihirap,” Santos said.

Bagong Alyansang Makabayan, LEAGUE, Solidarity of
Worker’s Network, Pumiblas,
and Anakbayan.
“We, workers, must unite
and close ranks, launch
moves that should include other sectors such as the youth,
so as to scrap anti-labor laws,”
he added.
Subic locators vow
to curb corruption
SUBIC BAY FREEPORT – More than 150 executives from various locator-companies and investors in this free port signed the
Integrity Pledge (IP) on Friday, marking another significant milestone for the Subic Bay Metropolitan Authority (SBMA) in its fight
against corruption.
In a ceremony held at the Subic Bay Exhibition and Convention Center (SBECC), SBMA officials led by Chairman Roberto Garcia administered the IP for representatives of investor
firms here in support of President Aquino’s reform agenda and
to strengthen the agency’s corporate governance initiatives, and
create a more conducive investment climate.
“Good governance means good business, and we have seen
the fruits of good governance,” said Garcia stressed during the
ceremony.
“Aside from being a good corporate citizen, companies that
sign this pledge will get certain perks given to clean and ethical
companies,” Garcia pointed out.
He added that the SBMA’s Integrity Program has been endorsed by the SBMA Board of Directors through a board resolution last year.
The IP, which was introduced in the country by the Makati
Business Club (MBC) and the European Chamber of Commerce
of the Philippines (ECCP), is a document signed by heads of
companies and government agencies to express their commitment to abide by ethical business practices and to support a national campaign against graft and corruption.
The pledge is regarded as an effective tool aimed at preventing corruption in public contracting, as it enables companies to
abstain from bribing by providing assurances that their competitors will likewise refrain from bribery.
At the same time, it enables the government to reduce the
high cost and distorting impact of corruption on private procurement, privatization or business licensing, and issuance of permits.
The IP stipulates rights and obligations to the effect that neither side will pay, offer, demand or accept bribes, collude with
competitors to obtain contract, or engage in such abuses while
executing the contract.
Garcia said that SBMA has institutionalized IP in the Subic
Freeport with the creation of a Code of Conduct for all employees and officials of SBMA. With this development, the SBMA will
now also require stakeholders like Freeport locators, neighboring local government units (LGUs), and suppliers to sign the Integrity Pledge before any transaction is made.

Bilibid to be moved to P50-B facility
City public market now under private firm

Manalang said that the Uptown Public Market has been
turned over to Paliparan Central Market Corp. (PCMC) in
simple ceremonies a few days
ago.
PCMC is a private firm
granted by the city government the management of its
public market to address the
losses incurred by the facility last year and to improve its
operation without the city government spending any single
centavo.
“Maliit ang kinikita ng
palengke at mas malaki ang
ginagastos kaya naisip namin
na ipa-manage sa pribadong
kompanya,” Manalang stressed.
In a contract entered into
by the city government and the
PCMC, the latter was granted
the right to lease, sub-lease, improve, renovate develop, manage and operate the 29,027
square-meter Uptown Market
Complex that includes Phases I,
II and III for a period of 25 years
starting October 27, 2014.
The agreement was approved by the sangguniang
panglungsod through Resolu-
tion No 159 passed on December 16, 2013.
In September 2013, the
construction of the Uptown
Public Market Phase II started
and was finished in October
2014 which cost P157 million.
It includes facilities/spaces for
wholesale, services such as
salon and spa and eateries or
food court.
Clarifying the issue that
the Uptown Market was sold to
a private firm, Manalang said
that the market is still a property of the city government and
only its management and operation was granted to PCMC.

CITY OF SAN FERNANDO -- The New Bilibid Prison
(NBP) in Muntinlupa City will soon find another location in a
P50-billion facility to rise in Laur, Nueva Ecija.
Central Luzon’s Regional Development Council (RDC)
has passed a resolution supporting the move of the NBP
to a 500-hectare government property in Laur, a move acknowledged here by Justice Sec. Leila de Lima.
“The proposed P50-billion facility shall be the biggest
public-private partnership project of DOJ and a first of its
kind in the country. It shall be a big help in addressing congestion at the current NBP site in Muntinlupa City,” De Lima
said during a recent meeting of the RDC at the office of the
National Economic Development Authority (NEDA) here.
De Lima thanked the RDC for passing the resolution.
The RDC, headed by Bulacan Gov. Willie Sy-Alvarado, said the new prison project “will be undertaken under
a build-transfer-maintain scheme with the winning bidder
turning it over to the Bureau of Corrections after the threeyear construction period but shall continue its maintenance
duties of the facility for 20 years.”
De Lima assured the Central Luzon governors present
during the meeting that the proposed prison in Laur would
have adequate security features to separate so-called
“high-risk” prisoners from other inmates. Also present
during the meeting were governors Aurelio Umali of Nueva
Ecija, Lilia Pineda of Pampanga, and Hermogenes Ebdane
Jr. of Zambales.
“It will also have distinct and adequate space for women
prisoners,” she added.
“We will start the bidding process within the year. We
are holding an investor’s conference so that we can present the project design,” De Lima bared.
RDC is the highest policy-making body in Central Luzon
and serves as the counterpart of the National Economic
and Development Authority Board at the subnational level.
It is the primary institution that coordinates and sets the
direction of all economic and social development efforts in
the region and serves as a forum where local efforts can be
related and integrated with national development activities.
Council members include all governors, city mayors,
municipal mayors of capital towns, presidents of municipal
mayors’ league, regional directors of national government
agencies and representatives from the private sector.

I am SAF

RIGHT NOW I am dead. My body is riddled
with bullets. My heart was punctured, my brain
obliterated, and my soul is now wandering and
wondering.
My blood is all over the marshes of
Mamasapano, and slowly trickling down into the
hands of those who betrayed me.
I am now lifeless. My family is now fatherless
and brotherless, and this government has one
less personnel to worry about.
I am dead, not because I want to, but because
I have to. I am dead, not for my sake but for the
sake of peace, and for the sake of everyone in
this country.
I am dead because I followed an order. Just like
that. As what was said in a movie about soldiers,
I follow orders, or people die. In my case, I was
the one who ended up dead.
I am dead because an armed struggle cannot
be resolved. I am dead because there are
dangers lurking in our midst, and I have to be
used to shield everyone else against that danger.
I am dead because my leaders say I have to
be dead, in order for their greed and ambition
to remain alive. I have to die mercilessly and
senselessly, because somebody up in our
chain of command must live irresponsibly and
shamelessly.
Am I the only one who died? Perhaps not.
Even truth, decency, nobility and the sense of
responsibility also died with me. These values are
now dead as well, their importance punctured,
their worth obliterated, and their meaning now
wandering and wondering.
I am dead, and I am now silenced forever.
But when you look into my remains, know that
I am screaming, that I am shouting, that I am
clamoring for the truth to come out!
I can no longer speak. But my death is more
than enough message. Maybe I did not die in
vain. Maybe with my demise, my countrymen will
rise. I hope my death becomes a springboard for
action. I hope not to become just a statistic, not
just a body count, not just collateral damage, and
not just a casualty of war.
I hope my death would make a difference.
I hope my death would bring change.
With my departure, I hope my fellowmen will
become aware, and will be awaken from their
stupor of indifference and discord.
Because now that I am dead, it is up to you to

for the poor, the marginalized, and the helpless,

previous administration’s abuses, which we are

Ang ama po namin ang pinuno ng pamilya;
siya ang aming tagapagtanggol, ang gabay
at inspirasyon, at ang bukal ng lakas na
nagpapatatag sa aming mag-anak noong mga
panahon ng Martial Law.
Pakiramdam ko, nawalan na ng puwang
sa maayos na pag-uusap; itong hinahanap
na kadiyalogo ng tatay ko, at ang kanyang
mga kasamahan; sila ay nagmistulan nang
mga asong ulul na hindi na kayang makausap
nang matino. Ang sabi ko, ibibigay ko sa aking
ama ang tamang paggalang; at pagkatapos,
gagawin ko sa kanila ang ginawa nila sa aming
pamilya.
Sa pinakamalungkot at pinakamasakit na
sandaling ito, ilang tanong ang bumabalot sa
isip ko: Ngayong wala na ang aming ama,
paano natin maaabot ang kanyang inaasam
para sa bansa? Ibig sabihin ba no’n, tapos na
ang laban? Kung namatay na para sa bayan

Sa mga panahong iyon, di ko maiwasang
isipin na ang huling yugto noon ay hahantong
sa madugong himagsikan. Ngunit nagsimulang
magbago ang pananaw ko nang makita ko ang
dami ng taong nanindigan at nakiramay sa labas
ng aming bahay sa Times sa Quezon City. Tila
ba hindi na sila natatakot sa Batas Militar. Dito
ko po nakita ang posibilidad na maitutuloy ang
laban kahit wala na ang aming pinuno…

A more definitive title would have been:

For it was his long dead father that he
eulogized, NOT the present corps of heroes
who lay in honor right before him.
On one hand, he felt unobliged to be there at
Villamor when the mortal remains came home.
On the other, he obliged their grieving
widows, families and friends – in the darkest
moment of their mourning – to listen to him
panegyrize his father.
If only to find cause to damn Marcos anew,
and obfuscate his direct accountability, his
liability, his culpability, for the carnage.
A life of alibi – Marcos and GMA ever to
blame. A life of entitlement – being Ninoy and

of one of the “Fallen 44” finally reached their residence in
this mountain town Saturday
at past noon. The municipality
gave the Special Action Force
commando a hero’s welcome.

stations in 11 towns and one
city and some members of the
SAF provided military honor to
slain trooper PO3 John Llyod
Sumbilla, 33.
Some members of the Bureau of Fire and the Philippine Army together with municipal employees, barangay
officials, elementary school
teachers and representatives
from other sectors joined in
the sympathy walk from the
Ibayo Bridge in Barangay Binaritan to the municipal hall.
They patiently waited as
early as 7:30 in the morning
until the hearse coming from
Camp Bagong Diwa arrived at
about 12:05 p.m.

the hearse carrying a picture
of her slain husband. Raechel, an elementary public
school teacher in Morong, and
the SAF commando from Su-
lat, Eastern Samar contacted
civil marriage on September
2014 and exchanged vows in
church wedding December of
same year.
She is six months pregnant
with their first child, a baby girl.
With Raechel was Telly Sumbilla, 62-year old widowed mother of the commando, and other relatives. Many
residents lined-up the streets.

not control their tears as
they followed the hearse and
during the hero’s welcome at
the Morong municipal hall.
“Sana makamit ng anak ko
at mga kasamahan niya ang
hustisya. Karumal-dumal ang

The slain trooper was third
in five children of Telly and deceased Sofronio Sumbilla, former chief of police of Sulat,
Eastern Samar.

churches gave their invocations asking that peace prevail
in the country.
Chief Insp. Ronald Cayago, deputy battalion commander of the 2nd Special Action Battalion of the Philippine
National Police, recalled how
John Llyod started in 2005
as a striker doing the cleaning and other errands until becoming a full-pledged police
officer in 2006.

Pamintuan recently revealed 20 new
positions that need to be filled in at
the City College of Angeles (CCA).
According to Pamintuan, with the
rise of enrollment numbers in the

“The opening of new positions in
the CCA is in line with our continuous

T-Pain has been successfully in colaboration with other artists like Kanye West (Good Life), Chris Brown
(“Kiss Kiss”) , Plies (Shawty) , Bow Wow (“Outta My System”).
With 60 hit songs under his belt and two Grammy trophies on his mantle, T-Pain has cemented himself
as one of the most influential artists of all time. But even he needed a bit of time to himself to reload. After an
eight year run of #1 hits, albums, tours and a plethora of cameo appearances, T-Pain found himself living a
life full of exactly what his name implies.
T-Pain’s success provides great inspiration to many, having experienced a whole gamut of pains in his
desire to leave Tallahassee, a city in Florida, to pursue his musical dreams.
But is not all roses for this great artist. He also had his share of lows and downs.
In 2011, upon releasing his album rEVOLVEr, the “Rappa Ternt Sanga” took an abrupt, but well-deserved,
break from the spotlight. But it wasn’t to enjoy his spoils. His non-stop lifestyle was beginning to take a toll
on his personal life and it was beginning to affect his creativity. “I was becoming somebody that I didn’t like,”
he says. “I was living an unhappy lifestyle and it started affecting my family. I was hurting and scaring a lot of
people.”
In the fall of 2013 a rejuvenated T-Pain returned with one of his biggest hits to date, the DJ Mustardproduced single “Up Down (We Do This All Day)” featuring B.o.B. After returning to his familiar spot in the
top ten of the charts for 28 straight weeks and counting, he’s continuing the comeback in 2014 going with the
club smash “Drankin Patna.”
T-Pain promises that he’s back to being the artist that he originally intended to be.“I want to be able to say
that I put out an album that I believed in and that I liked,” he says.

Career muna bago kasal
Aminado si John Lloyd Cruz na napi-pressure
na rin siya tungkol sa mga kasal-kasal na ’yan
dahil hindi na raw siya bumabata.
“I am not getting any younger, I’m 31. Imposible
naman na hindi ko maramdaman ’yung pressure, but it’s
good to know your priorities and sabi nga nila, buti lalaki
ka, kasi mas madali raw sa lalaki, ’di ba?” say ni Lloydie sa
panayam sa The Buzz.
Maging ang girlfriend niyang si Angelica Panganiban ay
umamin na ring she’s ready to settle down.
In fact, panay nga raw ang parinig niya kay Lloydie tungkol
sa marriage proposal.
Pero ayon sa aktor, kari-renew lang niya ng another three
years sa ABS-CBN kaya ang goal niya ngayon ay magtrabaho
nang mabuti.
“At this point, kakapirma lang natin, ’di ba? I’d like to show my
bosses na nasa top priority natin ngayon ang trabaho and gusto
nating ma-achieve ’yung content ng kontrata. Maka-deliver tayo
sa pinirmahan natin, sa commitment natin sa network,” pahayag
ng aktor.
Siyempre, gusto rin naman daw niyang lumagay sa tahimik
pero hindi ibig sabihin nu’n ay magpapakasal na siya.
Wala pang sinabi si Lloydie na bagong proyektong gagawin
sa ABS-CBN matapos tanggihan ang Bridges na dapat sana’y
pagsasamahan nila nina Jericho Rosales at Maja Salvador.

sa Aquino & Abunda Tonight, hindi pa siya nakakarating
sa bahay ni Coco Martin considering na consistent
silang nali-link sa isa’t isa.
Nang marinig ito ni Kris, gulat na gulat siya at parang
hindi makapaniwala. Kinantyawan niya si Julia dahil siya
nga naman, nakarating na sa bahay ni Coco nang i-feature
niya ito sa Kris TV.
“Hindi ka pa niya ini-invite? Dapat i-invite ka niya,” say pa
ni Kris sa young actress.
Asked kung bakit hindi mamatay-matay ang tsismis tungkol
sa kanilang dalawa, sagot ni Julia, siguro ay dahil si Coco ang
masasabi niyang pinaka-close niya sa mga lalaki.
“And ever since hindi pa siya Coco Martin at wala pa akong
opportunity na ibinigay ng ABS-CBN, magkakilala na po talaga kami, so,
kapag parang, ’pag nagsasalita kami siguro, medyo may factor na hmmm
(may something),” paliwanag ni Julia.
Sa March ay 20 years old na ang actress at pinapayagan naman daw
siya ng lola niya na makipag-date. Hindi raw ito strict. Pero siya ang
istrikto sa sarili niya.
Hindi siya nakikipag-date dahil gusto niyang mag-focus sa trabaho.
“Kasi kilala ko po ’yung sarili ko na kapag may nagustuhan ako or
meron akong ano, nasisira ’yung focus ko, so, ayoko talaga.
“Medyo may ganu’ng factor ako, ’pag may nagustuhan akong
anything, like cooking or baking, medyo may factor ako na ‘’eto
muna gagawin ko.’ So, ayokong masira ’yung focus ko sa work,”
pahayag ni Julia.

‘Pockets of economies’ expanding
Ecija business, job opportunities

- Business and job opportunities in Nueva Ecija, a province largely
dependent on agricultural economy, particularly rice, are expanding due to the “pockets
of economies” coming to
the province starting this
year, according to Gov.
Aurelio Umali.
“Huge big ticket projects are now either under implementation or
are set to be implemented that will provide job
opportunities and the
opening up of businesses in various fronts,”
Umali said in a dialogue
with newsmen here recently.
Among them, the
governor said, are the
business hub and government center, the
P80-million “bagsakan
center”, the transfer of
the National Bilibid Prison (NBP) to the province, the construction of
an expressway from Tarlac to San Jose City, and
some other big private
businesses.
Estimates show that
the projects mentioned
by the governor have a
total development costs
of at least P70 billion. For
the transfer of the NBP
inside the Fort Magsay-

say camp alone, which
was already green-lighted by the National Economic and Development
Authority (NEDA), the
construction cost will be
more than P50 billion.
Umali said the P1.6
billion business hub and
government center will
be developed starting
this month on a 3.4-hectare in Barangay Singalat
in Palayan City, about 18
kilometers north of here.
It will be bankrolled by
the MTD Philippines, a
subsidiary of Malaysian
Conglomorate ALLOY
MTD, in cooperation
with the provincial government of Nueva Ecija
on a build-operate-transfer scheme.
The site was made
available through the
efforts of Palayan City
Mayor Adrianne Mae
Cuevas, the governor
said.
“When
completed,
it will generate 13,000
jobs, 10,000 of which will
be in a call center, with
the rest to come from the
operations of the various
commercial establishments, the hotel and the
national government offices,” Umali said
