The detection rate for November stood at 21.4%
We have received 4 reports of number plates
being stolen from vehicles in Church Lane,
Morgraig Avenue, Green Lane and Imperial
Park. Please contact 101 or 999 if you witness
any suspicious behaviour.

There has also been a theft and an attempted
theft from vehicles in Pentwyn Terrace. A van
was also broken into on Marshfield RD and tools
stolen. House to house has been conducted for
any witnesses.
There have been three reported dwelling
burglaries in the ward, Grosmont
Way Coedkernew, Marshfield Rd and Church
Lane Marshfield.

We have been again attending Imperial Park
regarding parking, we have spoken to
businesses about the issue and numerous fixed
penalties have been issued.

A Happy and Prosperous New Year to Everyone
As the New Year dawns let us all hope that the economy of the country improves,
more people get back into work and general prosperity increases for everyone during
the coming year. If the UK deficit can be reduced that will free up billions of pounds
which we are now paying out in interest to others. This money will then be available
to spend on essential services. More devolution is another additional expense. With
every additional power devolved from Central Government comes the need for more
bureaucrats in the Bay so the cost base increases and we will eventually have to pay
more in taxes to cover the increased costs. Something to think about!
Newport Council Budget Consultation
The Labour administration have made various proposals to enable them to produce a
balanced budget for 2015-2016. The details of these can be found at
www.newport.gov.uk and click on “Budget 2015-2016. The proposals contain some
cuts to services so your feedback to the Council on each topic is important to try and
ensure that services which are important to you are maintained. You can respond by
clicking on each topic highlighted in blue and completing the questions. The
consultation ends on January 16th. Full details are available in the Cabinet Meeting
Minutes of the 8th December in the Medium Term Financial Plan which can be
accessed via www.newport.gov.uk
Orange Bin Collections
As you are now probably aware collections from orange bins ceased for the winter
period on the collection day nearest to the 19th December. Collections of garden
waste from the orange bins will re-commence after the 15th March, 2015 on your
usual collection day. Collections of cardboard in the green bag will continue as
normal on your usual collection day on alternate weeks during the winter. If you
accumulate quantities of garden waste, including Christmas trees, during the winter
that you want to get rid of you can still take it to the recycling centre in Maesglas for
composting. If you are not sure of your collection days go to www.newport.gov.uk/
mynewport and enter your postcode and then click on “My House” and enter your
postcode.

Recycling
After a good start Newport is not now reaching the target for recycling. Could I
encourage everyone to recycle as much as possible via the containers provided or by
taking material to the tip in Maesglas. If we do not reach the targets set fines will be
imposed and this could ultimately mean an increase in Council Tax or a further
reduction in services. As they say “every little helps”.
Remember that you can take recyclable items and garden waste to the Recycling
Centre at Maesglas if you are a resident of Newport. It is advisable to have some proof
of your address with you in case you are asked for proof that you live in Newport.
If you require replacement bins or baskets you can order them through the Council
website or email [email protected] or call the Call Centre on 01633 656656. You
can also report defects such as potholes, missed collections, fly tipping and many other 31
things using the above ways.
Council Libraries
The nearest library to us is in the single storey building to the right of the coach house
shops in the grounds of Tredegar House. Under the budget proposals for 2015-2016
the closure of some libraries is proposed. No doubt this will be based on numbers using
each library. Tredegar House library has a relatively low number of users compared to
other libraries so I would encourage anyone who uses the library service to use this
library whenever possible. You can also access the internet at the library using their
computer and receive help and training on the use of the internet. Sessions are held
every Friday from 9.30-12.30 and more details are available by telephoning 0845 474
8282. You can also collect food and plastic recycling bags from the library when you
run out. It took a long time to have a library so close so please use it so we do not lose
it.
Local Bus Services
The bus services operating in our area are subsidised by grant. Under consideration for
next year’s Budget is the withdrawal of some grant funded bus services in the City due
to the low number of people using them and the reduction in grant from the Welsh
Government. To ensure that our bus services remain in operation please use them
whenever you can. I know it is sometimes more convenient to use the car but it can be
cheaper to catch the bus to Newport or Cardiff and not have to pay car parking
charges.
Fly Tipping and Stray Horses
Please be vigilant over the winter period. If you see any fly tipping or stray horses
please report it to the Call Centre either by telephone to 01633 656656, email to
[email protected] or via the website www.newport.gov.uk and click on “report it” If
either are a danger to traffic call 101.

Are you fed up with receiving unwanted sales calls. To stop them register with the
telephone preference service. You can do this online at www.tpsonline.org.uk or
telephone 0845 070 0707. This service is completely free of charge so if you
inadvertently go to a site asking for a fee leave the site and go to the above. Ofcom
also have useful information on their website consumers.ofcom.org.uk relating to
nuisance calls and how to complain

Conservatory Climate Solutions - The story so far
Thermotec as a product has been around for about 4 years now, and
gradually it has grown from just being available locally in Lincolnshire to
being a Nationwide product through a network of distributors, with each
distributor licensed for certain postcode areas.
A joiner by trade, I personally have been in the double glazing/
conservatory business for over 30 years now, so have a reasonable
wealth of experience in all aspects of conservatories from design to
installation and now roof conversions. I started the business back in
March 2013
Thermotec panels were designed by the MD of a double glazing
company I worked for (with a bit of input from myself). We were getting
numerous enquiries from both our own existing customers and owners
of conservatories generally who were concerned about the "too hot in
Summer, too cold in Winter" syndrone which affects the vast majority of
conservatory owners.
Primarily designed to replace the polycarbonate or glass in the roof of
existing little used and poorly insulated conservatories, Thermotec is
perfectly suited as a glazing option on a new conservatory using any
roof system from the leading manufacturers.

Swan Rescue
Its fishing again
..
As usual, it all started with a phone call – this time from
an angler who had witnessed someone who was
obviously young, inexperienced and uncaring literally
catch a female swan on the end of his line - she simply
took the bread and the attached hook and line. When
we visited the pond to check on the swan we could see
her absolutely motionless in the middle of the water and
showing no interest in anything. It was not difficult to
see the line glinting in the sunlight coming from her bill and trailing over her
back. The conclusion was simple and obvious – the inevitable rescue would
depend completely on the assistance once again of canoeists. This was
Thursday, their ‘club night’ when they would all be meeting up which was
fortunate because it provided an ideal opportunity to put together a team for
the following evening. And so it was; we and four canoeists – assembled at
6.30pm - we went a bit earlier to assess whether or not there had been any
change in the situation and there hadn’t. The pond was in one of the less
salubrious parts of the town and this particular evening we were unlucky with
more than the usual number of anglers on the banks, and far more than the
‘normal’ number of bored youths and other ‘hangers-on’ in attendance.
As usual, the plan was to use the canoeists as you would sheep dogs to
gently bring the swan near enough to the bank to be netted. Over the course
of the next 75 minutes, a total of probably 8 traverses of the pond were
completed by the canoeists as we attempted to get the swan close enough
to net, and we were very close to giving up. The whole scene was awful – it
was Kafkaesque! At the top of the bank at the west end of the pond a fire of
tyres and discarded domestic appliances was throwing clouds of thick black
smoke into the sky. On the north bank was a youth riding a ‘silencer-less’
motorbike at top speed producing an absolutely deafening noise. All around
were youths getting in the way, and, at best, making unhelpful remarks, and
at worst being downright offensive, and to cap it all, two or three of them
were hurling stones into the pond into the area where the canoeists were
‘working’ the swans. In addition to the swan we needed to catch, there was
also her mate, and bearing in mind they could obviously both fly, the plan
was to try and shepherd them as a pair. It was rather touching that as they
escaped from one end of the pond to the other they paused and displayed to
one another

Concerned at the stress on the swan, we had more or less decided on one
last traverse into a relatively shallow area where there is a concentration of
water lilies which would slow the birds down. On an earlier pass we had so
nearly been successful as the trailing line had become tangled in the lilies.
What was different this time was a much larger net on the end of a longer
pole which had been loaned to us by a much older and experienced angler
who was concerned at the difficulties we were having. And so it was, the
swan, somewhat weary by now was cornered by the four canoeists in the lily
bed close under the bank, was eventually captured with our large net. At this
point the police appeared on the scene to investigate the fire up on the bank
behind us.
It was obvious very quickly, we would not be able to remove the line and
hook as it was much too firmly snagged well down inside the swan’s throat
and would need to be removed by a vet. This meant another trip to the
Wildlife Hospital at West Hatch near Taunton – Saturday morning’s task! As
we prepared to leave the pond we
were intercepted by more police
because someone had called in to
complain about the canoeists
careering up and down the pond !!!!
The swan was returned to her mate
the following day.
One by-product of this whole
episode was the opportunity to
recover significant other quantities
of line and hooks from the
vegetation in, and overhanging the
water in various parts of the pond.
Once again, none of this would
have been possible without the
enormous contribution from the
canoeists. But, we shouldn’t lose
sight of one important fact, none of
this would have been necessary
had it not been for one uncaring

The Council is following up an offer made by Welsh Hearts to advise
and assist us with getting a defibrillator. They have also offered training
in its use. We will be considering a location for the unit, with the
entrance to the village hall being the most obvious choice, but we would
welcome thoughts from you on optimum location and/or expressions of
interest in receiving the training.
It is with great regret that we received notification from the Youth Club
Organiser that due to a reduction in funding and assistance from
Newport CC the club will close at Christmas. If you are a qualified
youth worker and have enough time to volunteer to reopen the club,
please contact us.
Following our proposal to improve and sign the footpath running
between Marshfield Road and St Mary’s Church we have already
achieved getting NCC to clear the overgrown section of the path. They
have also confirmed that funding should be available for signing at each
end. We thank Linda for such a quick result on this!
The Council agreed to consider producing a logo for letterheads and
other Council notices etc. One thought was to use St Mary’s Church as
our most identifiable landmark. We would welcome other suggestions
and offers of help from artists or media workers who might be able to
produce the chosen logo.
The Council received notice from Simon Evans that, due to other
commitments, he will shortly need to give up his post as Chairman of
the Village Hall and that the other volunteers on the committee would
like to take a rest. He told us that he would be available for some time
to offer a phased handover to a successor. The village hall is of course
a hugely important asset to the community and it is essential to keep it
open and running. So, if you have some expertise or experience in
buildings management/operation and could offer help, paid or unpaid,
please contact the Village Hall or us as soon as possible. Thank you.
We are hoping to rearrange the cancelled presentation from Tidal
Lagoon Power Ltd for either the January or February Council meeting.

1st of January, the beginning of a New Year, a Bank
Holiday and for some a day to nurse a sore head! January
is a busy month for the Christian Church - 6th January the
day of Epiphany, the day the Magi ( or Wise Men) visited
the infant Jesus. The word ‘epiphany’ means a sudden
realisation, a moment when you suddenly realise the
meaning of something that has eluded you, and in Church
terms represents the Magi realising who Jesus really was.
Sunday 11th January is the day when the Church
celebrates the Baptism of Jesus by his cousin John the
Baptist in the River Jordan. On Sunday 25th January the
Church celebrates the Conversion of Saul to become the
Apostle Paul and the writer of the
letters contained within the New
