REMARKS OF THE CHAIR
QUESTION OF PRIVILEGE OF REP. TINIO
Speaking in Filipino, Rep. Tinio first condoled
with the bereaved families of the members of the
Philippine National Police-Special Action Force
(PNP-SAF) who were killed in an incident involving
the Moro Islamic Liberation Front (MILF) in
Mamapasano, Maguindanao. He then centered his
speech on the government authorities responsible for
the SAF operation in the area, noting the press
statement of Secretary Manuel A. Roxas II of the
Department of the Interior and Local Government
(DILG) that he and the PNP officer-in–charge were
not informed of said operation and thus it was
conducted without any clearance from them.
Expressing his disbelief that the operation was
unauthorized, he stressed that the DILG secretary and
PNP chief are both under the President, and for which
reason Congress should inquire into the latter’s role in
the SAF incident.
Thereafter, Rep. Tinio cited facts pointing to the
possible involvement of the United States’ Joint
Special Operations Task Force in the Mamapasano
incident, and urged Congress to investigate the extent
of the US government’s participation therein.

The Chair reminded Rep. Tinio to wind up his
speech.

After citing a newspaper report alleging that the
President authorized the SAF operation with the
involvement of suspended PNP Chief Alan Purisima,
Rep. Tinio then called for an inquiry into the
accountability of the President in the Mamapasano
incident.
On motion of Rep. Bondoc, the Chair recognized
Rep. Jose L. Atienza Jr. for his manifestation.
The Chair remarked that his manifestation was
well taken and that it is up to the Ad Hoc Committee
on the BBL whether or not to postpone the
deliberations on the BBL.

opening of new accounts of relatives, of those
they refer to as “politically exposed persons”
even for amounts not covered by law, causing
undue inconvenience, damage and prejudice
to the same - to the Committee on Banks and
Financial Intermediaries;
3. House Resolution No. 1858, on the alleged
failure of Globe Telecom to provide quality
and reliable service expected of a public utility
- to the Committee on Legislative Franchises;
MANIFESTATION OF REP. ATIENZA
Rep. Atienza requested his colleagues to join
hands in expressing sentiments of indignation and
concern over the Mamapasano incident that resulted in

and Safety and Special Committee on Peace,
Reconciliation and Unity;
6. House Resolution No. 1843, condemning the
killing of at least 30 members of the PNP-SAF
in Maguindanao, urging the law enforcement
agencies to act with dispatch in identifying the
perpetrators of the crime and file appropriate
charges against them, and calling for the
immediate release of monetary benefits to the
bereaved families – to the Committee on
Public Order and Safety and Special
Committee on Peace, Reconciliation and
Unity;
7. House Resolution No. 1845, condemning the
atrocious
incident
at
Mamasapano,
Maguindanao which killed members of the
elite PNP-SAF and the spate of bombings in
different parts of Mindanao, and calling upon
the PNP, the Armed Forces of the Philippines
(AFP), the ARMM government and the Office
of the Presidential Adviser on the Peace
Process to conduct a full blown investigation
of the dastardly acts and submit their report to
the Ad Hoc Committee on the Bangsamoro
Basic Law - to the Committee on Public Order
and Safety and Special Committee on Peace,
Reconciliation and Unity;
8. House Resolution No. 1850, on the alleged
operational lapses which led to the deaths of at
least 30 members of the PNP-SAF and to
recommend immediate remedial measures if
necessary – to the Committee on Public Order
and Safety and Special Committee on Peace,
Reconciliation and Unity; and
9. House Resolution No. 1854, on the
circumstances surrounding the clashes in
Mamasapano, Maguindanao resulting in the
death of some 64 members of the PNP-SAF
and the disruption of normal activities and
peace and order in the area – to the Committee
on Public Order and Safety and Special
Committee on Peace, Reconciliation and
Unity.
