MONTGOMERY COUNTY EDUCATIONAL SERVICE CENTER Treasurer Announcement of Vacancy The Treasurer Search The Governing Board of the Montgomery County ESC is seeking qualified applicants for the position of Treasurer to succeed Joni Shoemaker who is retiring. The Governing Board seeks an effective and experienced leader in education, administration and school finance with a start date no later than July 1, 2015. Applicant Criteria The Governing Board is seeking a candidate who is an experienced leader and will work collaboratively with the Governing Board, administration, staff and client districts. The position of Treasurer requires an Ohio Treasurer’s license and at least a bachelor’s degree in business, finance and/or accounting. The Montgomery County Educational Service Center The Montgomery County Educational Service Center was founded in 1914 as the Montgomery County Board of Education. Like all county boards, the MCESC has undergone several changes either due to legislation or the needs of its client districts. MCESC serves 16 Montgomery County public school districts but it also provides specialized services to districts in neighboring counties as well. The Montgomery County Educational Service Center is an umbrella organization to several distinct service divisions each with its own cost center. The major service/cost centers include: Curriculum/Staff Development Learning Centers for ED/MD Students Occupational Therapy Physical Therapy Audiology Vision Intervention Hearing Intervention Speech Therapy State Support Team Gifted and Talented School Psychology Attendance Officers Transition to Work Special Education Assessment Services Autism/Low Incident Assessment/Professional Development Shared Financial Services (OPT EDGE) In addition, MCESC has fiscal agent and/or employment relationships with MDECA, SOITA and Fairborn Digital Academy. During FY 2014, MCESC employed 126 classified staff and 208 professionally licensed staff. Over 95% of MCESC FY 2014 revenue came from federal sources, state sources, grants or fees for services. Each candidate must demonstrate how he/she will work collaboratively with the Governing Board, administration, staff and client districts to successfully meet these challenges. Candidates must demonstrate: Ability to administer financial affairs, providing the highest quality of services with the resources available. A record of strong fiscal management practices and budget preparation. Skills to be a Treasurer who keeps the Governing Board and Superintendent fully informed and current on matters about financial matters. A commitment to form a partnership with the Governing Board and Superintendent based on mutual trust and respect. Communication and listening skills with the ability to have openness to ideas expressed by the Governing Board, administration, staff and client districts. Knowledge of Ohio school law and school finance. Experience with labor management and contracts. A working knowledge of the areas of school building operations, personnel practices, and transportation. Experience as a Treasurer is preferred. Compensation and Terms of Employment The successful candidate will be offered a multi-year contract. The salary will be commensurate with experience and qualifications.
