How busy will the new road be? The traffic modelling that is currently being undertaken with Derby City Council will provide an estimate of the number of vehicles that will use the diverted section of Victory Road when the new T12 link road to the A50 is complete and following the development of Infinity Park. How will you reduce the effect of the realigned road? We are currently developing the design for the new section of road, which will broadly follow the route of the existing car park access from Merrill Way. Our work includes the preparation of air quality, lighting, noise, flood risk, landscape and ecology studies, to identify the potential affect that the proposed new section of road could have on the local environment. We are also working with Derby City Council to carry out detailed traffic modelling. This will help us produce a Transport Assessment that will identify the potential impact of moving Victory Road on traffic on other roads in the area and the affect this could have on local people. Timing When can we expect work to start? We have already started work to demolish or improve buildings on our site which have become redundant or not fit for purpose and this will continue. If we obtain planning permission from Derby City Council, we hope that work to realign Victory Road will start in 2016 and work on the first new buildings on site in 2017 or 2018. How long will it take to build the new Aerospace Campus? Factsheet January 2015 Investing in the future of Derby: our proposals The transformation of our main Derby site into a modern Aerospace Campus is a long term project. The work will be undertaken in phases and the timing of these will be subject to achieving planning consent and paced by affordability. Current plans are for the first phase to be completed in 2022. This is however dependent on funding. All of these studies will form part of our planning application and will describe both our assessment of the likely effects and the steps we will take to reduce the impact of the new road. What happens next? This public engagement runs until Friday 30 January 2015. After this date we will review all of the feedback before finalising our proposals. We will report back on the main themes identified during the engagement and how these have been taken into consideration. In March 2015 we will submit a planning application to Derby City Council to seek permission to move Victory Road and re-develop our site to create a new Aerospace Campus. Submitting this planning application is just the first step in a long process of investing in the Derby site to enable us to modernise our facilities to help us continue to be competitive and meet the needs of our customers. Our plans are at an early stage in their development and as they evolve we’ll share more details with you and ask for your views. How to have your say Have your say on the proposals by either visiting the project website www.rolls-royce.com/derby_campus/ and completing the feedback form or send an email or letter with your comments to either: [email protected] or Aerospace Campus Feedback JH2 Rolls-Royce Plc PO Box 31 Derby DE24 8BJ The main Derby site What’s proposed? The Sinfin site in Derby is an important part of our global business. However, some of the buildings are around 100 years old and are no longer fit for purpose, the site is split by Victory Road and people are spread out making it difficult to work efficiently. our site and, together with Derby City Council, ensure the local road network can cope with the anticipated level of demand once T12 is open. We need to invest in our site and modernise our facilities to help us continue to be competitive and meet the needs of our customers. Our vision is to create a dynamic campus which is a world class centre of excellence for large engines. This will create a stimulating and efficient working environment which enables us to work more flexibly, fosters innovation and attracts and retains the right people. At the same time, the development of the T12 link road to the A50 is expected to bring more traffic to Victory Road and the junction with Moor Lane will come under further pressure. So, we’re looking at ways we can improve To make these changes we need to replace some of the office buildings at the centre of our site and move Victory Road to help improve the anticipated traffic flow once T12 is open and so it no longer cuts our site in two. The Aerospace Campus Moving Victory Road Why are we doing this now? Why move Victory Road? The timing of these proposals has been influenced by two things, the age of the buildings on the site and the fact that the new T12 link to the A50 is now progressing. The combination of these two factors means that now is the right time to take the opportunity to invest in our site. There are two reasons why we are proposing to realign a section of Victory Road. Firstly, the road currently splits our site in half making it difficult for us to work efficiently. Secondly, the development of the T12 link road to the A50 is expected to bring more traffic to Victory Road and the junction with Moor Lane will come under further pressure. What will the new Aerospace Campus look like and what facilities will it have? Our plans for the campus are at an early stage in their development. We therefore haven’t yet defined the exact scope of the buildings and facilities. As work on these plans progresses over the coming months we’ll share more details and seek your views. Which buildings will be affected? When? We are proposing to replace some of the buildings on A, C and D sites. We are also planning to demolish some of the older buildings on B site. This work will happen in phases over the next 8 to 10 years. In the longer term, perhaps 20 years or more, buildings such as Moor Lane, Trent Hall and Lombard Hall may come to the end of their life. At this stage, the masterplan proposes that they are replaced with new office buildings. Elton Road will be incorporated into the new Innovation and Technology Centre while other buildings on the site are generally unaffected, but will benefit from being sited in a green campus that will transform the working environment and offer new facilities for staff. What do these proposals mean to me as an employee? We’re at the start of a long and complex process as we redefine what it means to work for Rolls-Royce. The creation of an Aerospace Campus will provide a more agile working environment which will allow us to work more efficiently and promote the culture of innovation needed to meet customer expectations. Early design option showing how buildings could be arranged on a new campus So we’re looking at was we can improve our site and, together with Derby City Council, ensure the local road network can cope with the anticipated level of traffic once T12 is open. What is T12? In 2013 Derby City Council gave permission to build a link road - known as T12 - between Holmleigh Way, near to the A50 in Chellaston, and Wilmore Road in Sinfin, as a first step to the development of a new hi-tech business centre, known as the Derby Global Technology Cluster. 2 4 At the end of last year the council started work on a new road junction on Wilmore Road that will also give access to the Infinity Business Park. 3 1 Why have you chosen to move the road next to people’s homes? The proposed route has been identified as the most suitable option as it generally follows an existing road around the eastern boundary of our site. We recognise that the proposed route is close to people’s homes and are undertaking a number of specialist studies to identify how we can reduce the impact of this. The results from these studies will be incorporated into the design of the road. How many sports pitches will be lost to make way for the road? No sports pitches or facilities will be lost due to the diversion of Victory Road. We are currently developing the detailed design for the road and the proposed route may mean that one of the sports pitches needs to be moved to an adjacent site that Rolls-Royce owns. continued overleaf... 5 Key 1 New office and engineering buildings 2 Realigned Victory Road 3 Parkland setting 4 New facilities for staff 5 Visitors entrance 6 T12 link road Plots for proposed new buildings 6
