We had a lighter run this week, cattle suitable for grass are beginning to
show a little more demand and feeder cattle improved slightly. I don’t feel
we’ve quite found a bottom yet, but we are getting close. Remember in
the last 10 days weigh cows have gone down $40 in the meat translating
to $15 - $20 at the auctions. Just remember this land is full of
opportunity, and each day the Good Lord lets us open our eyes, is just
one more day we have to see our opportunities. My thoughts and prayers

gas produced in Kansas which was withheld from distributions or billed

refund opportunity is for working interest owners who do not wish
to participate in the industry-funded energy education effort. Refund
requests must be made during the first quarter of the calendar year
following the assessment year on properly executed refund application

Bond Details. The Bonds will consist of fully registered

The Bonds will bear interest from the date thereof at rates
to be determined when the Bonds are sold as hereinafter
provided, which interest will be payable semiannually on
March 1 and September 1 in each year, beginning on March
1, 2016.
Book-Entry-Only System. The Bonds shall be registered
under a book-entry-only system administered through DTC.
Paying Agent and Bond Registrar. Treasurer of the State
of Kansas, Topeka, Kansas.
Good Faith Deposit. Each bid shall be accompanied by a
good faith deposit in the form of a cashier’s or certified check
drawn on a bank located in the United States of America, a
qualified financial surety bond or a wire transfer in Federal
Reserve funds immediately available for use by the Issuer in
the amount of $92,000.
Delivery. The Issuer will pay for preparation of the Bonds
and will deliver the same properly prepared, executed and
registered without cost to the successful bidder on or about
February 25, 2015, to DTC for the account of the successful
bidder.
Assessed Valuation and Indebtedness. The Equalized
Assessed Tangible Valuation for Computation of Bonded
Debt Limitations for the year 2014 is $46,418,550. The total
general obligation indebtedness of the Issuer as of the Dated
Date, including the Bonds being sold, is $4,600,000.
Approval of Bonds. The Bonds will be sold subject to the
legal opinion of GILMORE & BELL, P.C., WICHITA, KANSAS,
Bond Counsel, whose approving legal opinion as to the validity of the Bonds will be furnished and paid for by the Issuer,
printed on the Bonds and delivered to the successful bidder
as and when the Bonds are delivered.

RESOLUTION NO. 2015-R-02
(A Resolution Establishing A Haul Route And Speed
Limit For Vehicles Having A Gross Vehicle Weight
Of 26,000 Lbs. Or More, Utilizing County
Maintained Roads)
Per K.S.A. 19-101a And K.S.A. 19-101d
WHEREAS the Board of County Commissioners of Ellsworth County, Kansas, is met in regular session, with a quorum present, and
WHEREAS said Board is aware that trucks, in excess of
26,000 lbs. gross vehicle weight, will be operated on countymaintained roads, and
WHEREAS it would enhance public safety to set a speed
limit for such trucks, and
WHEREAS it would allow for better and cheaper county
road maintenance if said trucks were limited to using specific
haul routes,
NOW, THEREFORE, BE IT RESOLVED THAT ALL VEHICLES
HAVING A GROSS VEHICLE WEIGHT IN EXCESS OF 26,000 LBS.
SHALL NOT TRAVEL FASTER THAN 40 M.P.H. WHILE ON COUNTY MAINTAINED ROADS AS THIS WILL BE UNLAWFUL AND A
TRAFFIC INFRACTION PUNISHABLE BY UP TO A $500.00 FINE.
ALSO, BE IT RESOLVED THAT THE FOLLOWING ROADS ARE
DESIGNATED AS HAUL ROUTES FOR VEHICLES IN EXCESS OF
26,000 LBS. GROSS VEHICLE WEIGHT:
Avenue T From Highway 14 East To 25th Road;
25th Road From K-4 North To Avenue P;
21st Road From Avenue T North To Avenue M;
Avenue M From 21st Road To The Hi-Plains Sand, Inc.
At The Kanopolis Plant.
FURTHER, BE IT RESOLVED THAT IT IS UNLAWFUL TO OPERATE A VEHICLE OF 26,000 LBS. OR MORE ON A COUNTY ROAD
WHICH IS NOT A DESIGNATED HAUL ROUTE, AND THAT THIS
WILL BE A CLASS “C” MISDEMEANOR.
The Ellsworth County Road And Bridge Department will
be responsible for posting the appropriate speed limits signs
and haul route signs, in conformance with the Uniform Traffic Control Device Manual. The Ellsworth County Sheriff’s
Office will be responsible for enforcing the speed limits and
the haul routes as violations thereof as violations thereof will
be met with citations directing the operator of the vehicle in
question to appear in the District Court of Ellsworth County,
Kansas, as per K.S.A. 19-101d.
FURTHER, that this Resolution shall take effect only after its
2nd publication in the official county newspaper.
