Lincolnshire Sport
A brand new sport and physical activity
finder has launched in Lincolnshire in
an effort to get more people active.
The Lincolnshire Sport Activity Finder,
which has been developed in partnership
with Lincolnshire County Council, will
offer the county a one-stop shop for
anyone looking to find and try sporting
activities in their area.
The online search tool, which is also a
mobile-based web app, was launched on
19th January and Lincolnshire Sport is
inviting everyone in the county who runs
activity or sport sessions, from zumba to
parkruns to Nordic walking, to get their
activities uploaded on the finder.
As well as providing the public with free
signposting services, the Lincolnshire
Sport activity finder will give clubs,
organisations, coaches, groups, facilities
and instructors the chance to promote
their open days, summers camps and
activity sessions for free. It can be found
online at www.lincolnshiresport.com/
activityfinder.
Amy Story, Physical Activity Project
Officer at Lincolnshire Sport, said: “We
are extremely excited to launch the
new Lincolnshire Sport Activity Finder.
Our aim as an organisation is to get
more people more active, more often
and this finder will allow people in the
county to search for sport and physical
activity that suits them, at the touch of a
button. It takes two minutes to register
so I would encourage everyone who is
looking for an easy way to promote their
activity sessions, or alternately looking
to get fit, to sign up for the free search
tool.”
If you’d like more information about
the Lincolnshire Sport Activity Finder or
have any questions about registration,
contact Amy Story at Lincolnshire Sport
on 01522 585580.

Dear Editor
When the Lord Nelson public house was
up for sale, a group of local people formed
the Dunholme Improvement Group
(DIG) to try and save the building from
demolition. When this project failed the
group expressed an interest in assisting
the Dunholme Old School Centre Trust
to improve this village asset.
The group expended a huge amount of
energy and time in carrying out a whole
village survey as to what villagers would
like to see happen at the Old School
Centre, but last November the Old
School management shut the door on
everything that DIG had proposed.
In January, the Dunholme News
published an article describing what the
Old School management had in mind
for the Centre, where the funding was
coming from and what the Trust was

all about. It appeared that what was
envisaged was basically the same as
those ideas canvassed from the village
by DIG.
This rather peculiar action prompted me
to look into the workings of the Centre’s
Trust. Unfortunately I have been unable
to find any minutes of the Trust meetings,
annual financial reports or associated
audits. I have also found it impossible to
find what constitutes the Trust or a list of
its current members.
The Centre was originally purchased
from Lincolnshire County Council
and the Lincolnshire Diocese. A Trust,
with an extended membership, was
formed to oversee the running of the
Centre. Membership of the Trust has
been depleted over the years through
resignations, retirements etc. but none
of these vacancies appear to have been
filled.
I now understand that the Old School
is anticipating a grant from Chestnut
Homes, the developers of the housing
project between Honeyholes Lane and
Lincoln Road; a development that none
of the residents in the area want.
Prior to any monies being provided to
the Trust from any source, I believe that
a number of actions need to take place.
Residents should be made aware of the
status of the Old School. Is it a charity,

a commercial concern or something else
entirely? The constitution of the Trust
and its current membership should be
published. The audited financial reports
for the past two decades should be made
available to the public. An independent
authority should arrange for the
recruitment of trustees to bring the
Trust membership back to its original
level. There should be a full disclosure of
all funding transactions that have taken
place since 2000 and what such funding
was used for.
Such actions would provide greater
transparency of the Centre’s management
and would provide confidence to
Dunholme residents that the plans for
the Old School development are in good
hands.

Dear Editor
At the end of August our son, Kenny,
started his charity walk. His aim,
hopefully, was to walk 500 miles and
raise £1,000. The funds would be
donated to the Tartan Army children’s
charity to benefit disadvantaged children
throughout the UK and the rest of
Europe.
All monies have now been collected and
the wonderful sum of £3,200 has been
raised. It never ceases to amaze us as to
how kind and generous people can be.
Kenny did all the walking on his own
and it goes without saying how proud
we are of him. On both his and our

Welton NEWS
we can deal with most things that are
part of the human experience as long
as we have someone alongside us. The
greatest fear many of us have is that of
being alone.
I’ll Be There For You
‘I just want to throw my phone away
/ Find out who is really there for me’.
The lyrics of the background music
(sung by Katie Perry, I have since
discovered) caught my attention, not
least because it is counter-cultural
when so many seem dependent on
mobile phones to such a degree that to
be without one, even for a short time,
seems inconceivable. But it was the
question about the love of true friends
as against the mild interest in us of the
rest on our contacts list that interested
me most. In this age of a thousand
friends, whose musings are brought to
us courtesy of Facebook and Twitter,
the distinction between acquaintances
and friends can sometimes seem rather
blurred.
The American nineties TV sitcom
‘Friends’ found a worldwide audience.
Ross, Rachel, Joey et al endeared
themselves to us not just by their
quirky personalities but by their loyalty
to each other as the best of friends. ‘I’ll
be there for you/ When the rain start
to fall’ runs the show’s theme song.
We value faithfulness and constancy
perhaps more than any other human
attributes, probably because when the
chips are down we do not want to
be alone. It is a well-known fact that
If you’re fortunate enough to have
someone who is always there for you,
come rain or shine, it’s a real blessing.
But not all of us have. The church is
called by God to care; at the heart of
the Christian faith is the inspiration to
follow in the footsteps of Jesus Christ,
who was the model of faithfulness,
compassion and love.
But even the most well-intentioned
and caring friends sometimes fall
short - that’s simply human nature.
God, however, does not. He is no
fair-weather friend, but a constant
companion. This is something we can
discover only through seeking the
relationship with Him for which we
were created, a relationship enjoyed
by another writer of lyrics thousands
of years ago:
‘Your love, O Lord, reaches to the
heavens, your faithfulness to the skies.’
(Psalm 36)
In other words, wherever you are,
whatever you’re facing, He’ll be there
for you.

ACRE to lose
government funding
The ACRE Network is made up of the 38
rural community councils (RCCs) across
England who work with communities to find
solutions to the challenges they face. Dating
back 90 years, we are the only network that
specialises in helping rural communities in
every county to help themselves, with an
unrivalled reach into more than 52,000
grassroots organisations.
From running community transport
schemes, supporting social enterprise and
tackling fuel poverty, to enabling affordable
housing, job creation and helping older
people to stay in their own homes, the 900
staff across the network offer a wide range
of specialist skills. We also provide the only
support and advice service for the 80,000
volunteers who keep England’s 10,000
village halls alive.
The RCCs have a long history of making
a difference at grassroots level. ACRE was
formed in 1987 to bring them together
under one umbrella, harnessing the
strength of their experience to support
our national work. Together, we have a
strong track record of speaking up for rural
communities on the national stage and

delivering multi-million pound projects
that make a difference on the ground.
In 2013/14 alone the £2.25m investment
by Defra in the ACRE Network enabled
us to lever in £12.5m from other sources,
delivering significant additional benefits
to rural communities. With a combined
turnover of £31.2m we worked with 6,978
partners, 284 local authorities and reached
52,783 grassroots organisations. Work
on 4,000 community-led plans and 103
neighbourhood plans was supported by
rural community councils. Some 559 new
affordable homes were completed with
network involvement, 258,000 journeys
were made by 500 community transport
volunteers, 80,000 elderly or vulnerable
people were helped by our village agent
or good neighbour schemes, £650,000
was saved by customers through our 25
oil-buying groups, who bought 13m litres
of fuel, 80,000 village hall management
volunteers were supported at 10,000 village
halls and £216,462 of loans were made
through our management of Defra’s Rural
Community Buildinqs Loan Fund.
The formation of the ACRE Network
dates back 90 years, with long-standing
financial support from government via the
Development Commission, Countryside
Agency,
Commission
for
Rural
Communities and now Defra. The current
four-year agreement with Defra ends in
March 2015 and we have been advised by
civil servants to expect no further funding.
Withdrawal of Defra’s investment would
hit RCCs hard, with cutbacks in some
services and the complete loss of others.
A number of RCCs would be forced to
close altogether, leaving rural communities
without support and elderly and vulnerable
people with nowhere to turn to.
Quite simply, the ACRE Network is
reaching rural communities supported
by no other organisation. The social
return on investment is high. Without the
network, communities will become less
sustainable and cohesive. Rural isolation
will increase, particularly among the
elderly and vulnerable. An independent
report commissioned by Defra in 2013
examined how the network had supported

local communities. It concluded that it
represented good value for money and
a high return on Defra’s investment.
The report said beneficiaries of RCC
support struggled to name other suitable
organisations or networks they could turn
to if the ACRE Network was not there.
ACRE presented Defra with a three-year
plan in November 2013 to move to a
sustainable model. We are a year into
the plan and have made good progress in
developing alternative funding sources and
new Network delivery models. We believe
that with a further two years’ government
funding, we can achieve sustainability for
the ACRE Network, underpinning decades
of benefit to rural communities.
We are asking you to join our urgent
campaign to call on the Secretary of State
for Environment, Food and Rural Affairs
not to withdraw funding for the ACRE
Network of rural community councils
(RCCs).
The network, of which Community Lincs is a
member, is the only nationwide organisation
with a dedicated rural focus; building
community resilience, strengthening
local enterprise and supporting the most
vulnerable in our society. We have been
supported by government investment
for decades. We are concerned that if
the funding is withdrawn it will have a
negative impact on the number of services
and support we are able to offer, including
things such as our fuel poverty work,
support for vulnerable older rural residents
and our work lobbying on behalf of rural
communities.
To pull the Defra funding now would
fracture the network, undermine decades of
government investment and leave the most
vulnerable in rural areas with nowhere to
go.
Please show your support for Community
Lincs by signing the ACRE Network online
petition now at http://epetitions.direct.aov.

Playing Fields & Recreation Committee
In my report in October 2014, I began
by mentioning the continued vandalism
at Manor Park and the fact that infrared CCTV cameras have been installed.
Readers of last month’s Welton NEWS
(page 53) will have seen that three out of
the four youths had appeared before the
Playing Fields & Recreation Committee,
giving their apologies and paying £20
each towards the cost of replacement
of Parish Council property. The fourth
person is due to appear at the January
meeting to apologise and pay his share
towards these costs.
Whilst this is of course partially what
these security cameras are for, our aim
is to eliminate or at the very least reduce
such acts of vandalism. The excuse given
by those that attended was that they
were “bored”. It was made clear to
them that there is a place reserved for

a representative from their age group
on this committee so that we can hear,
react to, and address their legitimate
concerns. That offer still stands and we
would welcome a youth member to come
forward.
On a more positive note, we are
progressing with improvements to
the play area, installing more modern
equipment and generally tidying up this
space. It is apparent that this area is
well used and much appreciated by the
children and their parents. As previously
reported, we have provided tables and
seats for parents so that they can sit
and chat whilst watching their children
play. Again, input from parents would be
appreciated so that we can put the right
plans into operation.
Very soon you will be asked to vote on the
Welton-by-Lincoln Neighbourhood Plan.
Within that document, in its section on
well-being, a reference and policy is made
regarding a proposal for an extension to
Manor Park, which could be delivered as
a benefit arising from future development.
It is envisaged that this extension of
land could be fairly substantial to enable
the provision of additional sporting and
recreational facilities.
During the Neighbourhood Plan
consultation, it has become evident that
any such provision should be for activities
other than those already provided, i.e.
bowls, football and the skate park.
One suggestion was cricket, but a survey,
albeit a small one, amongst younger
members of the community did not
support this proposal.
The Playing Fields & Recreation
Committee would welcome suggestions
from residents as to how such an extension
could be used. It is worth remembering
that we already have experience in
attracting investment into the village
(the Manor Park redevelopment) and the
more popular the recommended schemes
are, the more likely that outside funding
will be available.

LIVES First Responder
You may have noticed that it’s been a
month or two since our last update but
it’s not been quiet for First Responder!
Our volunteers have been busy over
the winter period to date, although
this is not necessarily due to the muchpublicised NHS A&E problems.
Locally our concerns are that the
number of local First Responders
continues to be at a worryingly low
level.
We just cannot cover as many hours
as we would like and our call to local
residents is to consider joining us. It
may be a little late for a New Year
resolution but often those pursued
away from the early January rush
and given more thought are the most
valuable and those that stick.
We will give you training and
support, so just contact Hannah, our
co-ordinator, on 07542 158246 or call
into our monthly meeting held in the
Scout Hut on the second Thursday of
each month at 8pm.
On the financial front we continue to
receive tremendous support. In late
2014 we benefited from a donation of
£160 from Mrs Airey at Park House.
She organised fund raising amongst
friends and residents as she has done
a number of times in the past and
we are grateful to her and all who
contributed.
We also received a magnificent donation
of £760 following Welton Manor Golf
Club Captain’s Day in October. Once
again our grateful thanks go to all
who contributed to this total and, as
always, thanks to those who donate
by the change they leave in the various

collection boxes around the villages;
these amounts do add up.
Finally a reminder about the need for
new volunteers; it is a commitment
not to be taken on lightly but it has its
rewards and whatever your opinion
may be regarding the causes of the
problems in the NHS please remember
this is something you can do to help
your fellow local residents at a difficult
time for them.
The more friendly local faces we have
will help and re-assure everyone that
as a community we care enough about
each other to have a strong local
organisation that can help supplement
the NHS in good times and the not so
good. So come on residents of Welton
and Dunholme, there must be a few
more out there who are willing to get
involved.

it’s clear that home is more than simply
a place to lay your head. It should be
a sanctuary, a place of safety, comfort

Unfortunately for some care leavers,

It is oh so very real. A small percentage

Aimée Atkinson from Welton Library
said “It’s really important for children
to start reading or listening to rhymes

develop their literacy skills and builds
their confidence. Our new rhyme time
session will make it easier for parents,
grandparents and child-minders to fit
this vital part of growing up into

Were you an apprentice?
Apprenticeship celebration ceremonies
are taking place across England to mark
the achievement of advanced and higher
level apprentices and to raise the profile
of apprenticeships, in a bid to put them
on an equal footing with a university
route to success.
Greater Lincolnshire will be hosting three
simultaneous events at key locations
throughout the county (Grantham,
Lincoln and Skegness) on Thursday 12th
March, after government funding was
recently awarded to the Work Based
Learning Alliance Ltd (WBLA), one of 19
successful apprenticeship organisations in
the country.
Plans are well under way to make it a night
to remember with hundreds of apprentices
from across Lincolnshire coming together
at the three events along with parents,
employers and other organisations
involved in apprenticeships.
21
On the night, we will be showing videos
about apprenticeships through the years
and how they developed. WBLA are
looking now for first hand experiences and
information about being an apprentice. If
you started your career as an apprentice
or know anyone who did we would love
to conduct a short interview with you to
discover what you did as an apprentice.
The top ten trades and sectors for
apprenticeships in 1914 and 2014 show
how engineering and construction were
popular choices both then and now. In
contrast, the most popular trade in 1914
was dressmaking whereas today health
and social care tops the list. Today
the growth sector for apprenticeships
include: the digital sector, banking
and professional services such as tax
consultancy.
If you would be willing to share your
experiences and memories of being
an apprentice, please contact Victoria
Adams on [email protected]
or call her on 07538 330677.

Tax Explained
With the tax year starting on 6th April
and with some political parties’ mansion
and wealth taxes it may be opportune
to look at how taxation works.
Suppose that every day ten men go for
a drink and the bill for all ten comes to
£100. If they paid their bill the way we
pay our taxes are organised it would go
something like this. The first four men
(the poorest) would pay nothing. The
fifth would pay £1. The sixth would
pay £3. The seventh would pay £7. The
eighth would pay £12. The ninth would
pay £18. The tenth man (the richest)
would pay £59. So, that’s what they
decided to do.
The ten men drank in the bar every
day and seemed quite happy with the
arrangement until one day, the owner
announced, “Since you are all such
good customers, I’m going to reduce the
cost of your daily beer by £20. Drinks
for the ten will now cost just £80.”
The group still wanted to pay their bill
the way we pay our taxes so the first
four men were unaffected; they would
still drink for free, but what about the
other six men, the paying customers?
How could they divide the £20 windfall
so everyone would get his ‘fair share?’
They realised that £20 divided by six is
£3.33, but if they subtracted that from
everyone’s share, then the fifth man
and the sixth man would each end up
being paid to drink his beer. So, the bar
owner suggested that it would be fair to
reduce each man’s bill by roughly the
same amount and he proceeded to work
out the amounts each should pay.
And so: the fifth man, like the first
four, now paid nothing (100% savings);
the sixth now paid £2 instead of £3
(33% savings); the seventh now paid

£5 instead of £7 (28%savings); the
eighth now paid £9 instead of £12
(25% savings); the ninth now paid £14
instead of £18 (22% savings); the tenth
now paid £49 instead of £59 (16%
savings). Each of the six was better off
than before and the first four continued
to drink for free.
But once outside the restaurant, the
men began to compare their savings.
“I only got a pound out of the £20”
declared the sixth man and pointing
to the tenth man, “but he got £10!”
“Yes, that’s right” exclaimed the fifth
man “and I only saved a pound too.
It’s unfair that he got ten times more
than I did.” “That’s true!”, shouted the
seventh man, “why should he get £10
back when I got only two? The wealthy
get all the breaks.” “Wait a minute,”
yelled the first four men in unison, “we
didn’t get reduction at all. The system
exploits the poor.”
The nine men surrounded the tenth
and beat him up. The next night the
tenth man didn’t show up for drinks, so
the nine sat down and had their beers
without him. But when it came time to
pay the bill, they discovered something
important. They didn’t have enough
money between all of them for even half
of the bill.
And that, dear readers, is how our tax
system works. The people who pay the
highest taxes get the most benefit from
a tax reduction. Tax them too much,
attack them for being wealthy, and
they just may not show up any more. In
fact, they might start drinking overseas
where the atmosphere is somewhat
friendlier and weather is nicer. Beware
those politicians who advocate the
populist policies of taxing the ‘rich’.

What a wonderful New Year it has
been so far. We were presented, on 1st
January, with an errant cowslip in the
garden, a real marker for spring. But
then I have had one flowering since
early October as well which now looks
a bit sad, so the new one has taken over.
Also on the same day we had a new rose
flower, it’s in a tub by the front door, and
we have had a good show most of last
summer. In October I pruned it back (as
instructed) to save the plant from winter
wind rocking but I noticed a rose bud
forming in the middle of December, and
it broke into flower in time to welcome
in the New Year. It doesn’t smell as nice
as the summer flowers, but nor would

This is one of a small bunch of about six

middle of December. Was it the short

them going I wonder?
Another peculiarity was the arrival of

ST. MARY’S PAGES
Saint of Love
Have you ever wondered how Valentine’s
Day originated and who was the
mysterious St. Valentine? The saint we
celebrate on Valentine’s Day is known
officially as St. Valentine of Rome; this
is to distinguish him from several others
with the same name. Interestingly he is
the patron saint of bee keepers, engaged
couples, travellers, young people and
greeting card manufacturers!
One legend contends that Valentine
was a priest who served during the
third century in Rome. When Emperor
Claudius II decided that single men made
better soldiers than those with wives and
families, he outlawed marriage for young
men, his crop of potential soldiers.
Valentine, realising the injustice of the
decree, defied Claudius and continued
to perform marriages for young lovers
in secret. When Valentine’s actions were
discovered, Claudius ordered that he be
put to death.
Other stories suggest that Valentine
may have been killed for attempting to
help Christians escape harsh Roman
prisons where they were often beaten
and tortured. According to one legend,
Valentine actually sent the first ‘valentine’
greeting himself. While in prison, it
is believed that Valentine fell in love
with a young girl (possibly his jailor’s
or gaoler’s daughter) who visited him
during his confinement. Before his death,
it is alleged he wrote her a letter, which
he signed ‘from your Valentine’, an
expression which is still in use today.
Although some believe that Valentine’s
Day is celebrated in the middle
of February to commemorate the
anniversary of Valentine’s death or
burial, which probably occurred around
270 AD, others claim that the Christian
church may have decided to celebrate
Valentine’s feast day in the middle of
February in an effort to ‘Christianise’
celebrations of the pagan Lupercalia
festival. In ancient Rome, February was
the official beginning of spring and was
considered a time for purification. Houses
were ritually cleansed by sweeping them
out and then sprinkling salt and a type
of wheat called spelt throughout their
interiors.
Lupercalia, which began at the ides of
February, February 15th, was a fertility
festival dedicated to Faunus, the Roman
god of agriculture, as well as to the
Roman founders Romulus and Remus.
Why is St. Valentine the saint of love?
Many of the current legends that
surround Saint Valentine were invented
in the fourteenth century in England,
notably by Geoffrey Chaucer, when
the feast day became associated with
romantic love. Chaucer wrote in his
29
Welton NEWS
poem the ‘Parliament of Fowls’ that his
gathering of birds occurred “on seynt
Volantyns day when euery bird cometh
there to chese his make”. And he makes
clear that nature summons them each
year on that day for that purpose.
In St. Valentine we have an example
of a man so full of God’s love that he
was willing to bear physical pain and
eventual execution in order to spread the
wonderful news of God’s love for all, not
just the chosen few- and to emphasise
that through love he was prepared to
seal that love by marrying couples even
whilst they were themselves imprisoned
for their faith. How wonderful it must
have been to feel so full of God’s love
that he just couldn’t stop himself from
wanting to share in it with everyone he
came into contact with.
So on St. Valentine’s Day it would
be appropriate if we could send Jesus
our own very special Valentine’s wish
merely by writing a simple message of
love and thanks for Him.
After all we have so much to be thankful
for: God’s unconditional, unequivocal,
unending, unimaginable, unceasing,
unfailing love!

Fracking reality
The sweeping statement made by the
Frack Free Lincs (FFL) representative
that “Welton residents are becoming
increasingly alarmed that the fracking
industry is poised to descend on the area”
is completely unqualified. Not everyone is
taken in by the alarmist rhetoric perpetrated
by these environmental activists.
Readers only have to visit the “Frack
Off - Extreme Energy Action Network”
website to which FFL is affiliated to see,
contrary to their assurances, it is all about
alarmism and scaremongering. Almost all
the material used by this site regurgitates
the alarmist claims made in the USA, the
majority of which have been debunked
many times over by reputable and unbiased
experts in the field of hydraulic fracturing.
It is a common tactic for activist groups
such as FFL to try and relate what has
happened in the USA to what may or will
happen in the UK.
The Department of Energy and Climate
Change (DECC) has laid out the rules
and regulations for hydraulic fracturing in
their publication “Onshore Oil and Gas
Exploration in the UK: Regulation and
Best Practice”. Readers only have to visit
the DECC web site to get the “real facts”
for themselves.
For example, the DECC has approved the
use of three chemical additives in hydraulic
fracturing slurries: polyacrylamide (friction
reducer); hydrochloric acid, which is used
at concentrations of under 1% at which
concentration it is considered non-toxic;
and a non-toxic biocide. In one hydraulic
fracturing job to date only non-toxic
polyacrylamide, at a concentration of
0.05%, was used.
Claiming that an average of 50 water
tanker trips and millions of gallons of
water are required to service a hydraulic
fracturing site is another typical piece of
activist scaremongering. In context, the
several million gallons of water that are
needed for each well essentially means
the contents of a couple of Olympic-sized
swimming pools. The average golf course
can easily use this much water in a week
during the summer months. Furthermore,
in the UK, water systems leak over 600
million gallons per day. So if our utilities
improved leakage by 1%, there would
be enough water to service 30 sites every
day. Additionally, it is now the norm for
companies to recycle the water they use
for reuse in the process.

In the USA, flow-back fluid can be stored
in open pits and it true that in some cases,
overflows from wastewater pits have
caused surface water contamination. In
the UK the DECC has regulated that flowback fluids must be stored in double-lined
steel tanks and removed for safe disposal:
this is a major difference between drilling
in the UK and the USA. The site has to
be designed so spills are avoided and are
contained if they do happen.
Another alarmist claim concerns what
happens when the fluid is injected into
the ground. Hydraulic fracturing takes
place well below the water table, typically
at depths of two to four kilometres and
most aquifers are found within a few
hundred metres of the surface. So there
is a lot of solid rock between where the
fluid is injected and any aquifers. For the
injected fluids to contaminate an aquifer
two things are required; firstly a path,
such as faults and fractures, along which
these fluids could migrate; and secondly a
force to push these fluids along this path.

If there was an easy path allowing fluids
to move upwards, then the oil or gas,
being lighter than water-based hydraulic
fracturing fluids, would have already
travelled through these paths during the
200 million years of geologic history
during which the gas has been trapped.
In the US leaks from the shaft linings
have essentially been eliminated by tighter
manufacturing controls.
The exploration phase will only last a
matter of months and in any production
phase the site is required to be returned to
its previous condition and needs nothing
higher than a single storey building which
can easily be concealed by tree plantings.
Lastly, comparing the risks surrounding
hydraulic fracturing activities to the
thalidomide and asbestos health disasters
just to score rhetorical points is beneath
contempt and intellectually dishonest, and
is also insulting to those who are still
suffering from these appalling and lifechanging episodes.

Recently we have had
some more scams being
attempted on Stonecliff
Park. A lady resident
received phone calls from an outfit
purporting to be Open Reach and asking
her to furnish bank details for payment
of a telephone account. Fortunately she
had the ‘savvy’ to verify the caller’s
details by checking with BT quoting the
number 08452 866 741. Yep, it’s a con
trick.
I’ve personally had three emails since
Christmas, supposedly from BT, stating
they were unable to access my direct
debit payment for my telephone account
and requesting me to resubmit my bank
details to renew my direct debit on the
reference number quoted. My suspicions
were only alerted by a typographical error
which probably saved me embarrassment.
The attempt was very convincing; ‘delete’
is a handy key; vital really.
Be alert folks!
Derek Harrison, Chairman
Poppy Appeal
Stonecliff Park raised a grand total of
£297 for the 2014 Poppy Appeal. A
big thank you goes to everyone who
contributed this year.

Future of Welton Village
Hall
A public meeting took place on 12th
January prior to the monthly Parish
Council meeting concerning the future
management of the Village Hall.
The Chair of Welton Village Hall Trust,
Mr Reall, had made clear that current
trustees had expressed their desire to
step down at the next AGM in April
2015. Trustees currently also form the
management committee of the hall and,
in the event that new candidates did
not come forward, the trust faced the
real possibility that it would be unable
to continue to operate, with potentially
serious consequences for the future of the
hall. Mr Reall explained that efforts had
been made to encourage new trustees
over the last year but without success.
The trust had therefore approached
Welton Parish Council, with a view to
it taking over the running of the village
hall. The council had agreed to consider
taking on the administration of the
hall, though the terms of this were not
outlined.
At the meeting, a local resident came
forward to express a willingness to
hold discussions with interested parties
to attempt to form a new board of
trustees and management committee.
In the light of this new information the
trust board and parish council agreed to
defer any decision until these discussions
had taken place.

Money Matters
In the 2014 Budget, Chancellor George
Osborne promised greater pension
freedom from this April. People will be
able to access as much or as little of their
defined contribution pension as they want
and pass on their hard-earned pensions to
their families tax-free. For some people,
an annuity may still be the right option,
whereas others might want to take their
whole tax-free lump sum and convert the
rest to drawdown.
From 6th April, people will be allowed
full freedom to access their pension
savings at retirement. Pension Freedom
Day, as it has been named, is the day that
savers can access their pension savings
when they want. Each time they do, 25%
of what they take out will be tax-free.
People aged 55 and over can access all or
some of their pension without any of the
tax restrictions that currently apply. A
pension company can choose to offer this
freedom to access money, but it does not
have to do so.

At Major Groom we promote:
Full groomers health check
Pick up and delivery service
One to one grooming

Mr Osborne said “We’ve extended the
choices even further by offering people
the option of taking a number of smaller
lump sums, instead of one single big lump
sum,” and “People who have worked
hard and saved all their lives should be
free to choose what they do with their
money, and that freedom is central to our
long-term economic plan.”
It will be important to obtain professional
advice to ensure that you access your
money safely, without unnecessary costs
and a potential tax bill. Generally, most
companies will allow you to take the full
amount out in one go. You can access the
first 25% of your pension fund tax-free.
The remainder is added to your income
for the year, to be taxed at your marginal
income tax rate. This means a non–tax
payer could pay 20% or even 40% tax
on some of their withdrawal and basic
rate taxpayers might easily slip into a
higher rate tax band. For those earning
closer to £100,000, they could lose their
personal allowance and be subject to a
60% marginal tax charge.

Welton NEWS
If appropriate, it may be more tax-efficient
to withdraw the money over a number of
years to minimise a potential tax bill. If
your pension provider is uncooperative
because the contract does not permit
this facility, you may want to consider
moving pension providers. You need to
prepare and start early to assess your own
financial situation. Some providers may
take months to process pension transfers,
so you’ll need time to do your research.
It’s important to ask yourself some
pertinent questions. Are there any
penalties for taking the money early? Are
these worth paying or can they be avoided
by waiting? Are there any special benefits
such as a higher tax-free cash entitlement
or guaranteed annuity rates that would be
worth keeping?
If you decide, after receiving professional
advice, that moving providers is the right
thing to do, then your advisor can help
search the market for a provider who will
allow flexible access. Importantly, it’s not
all about the process. You also need to
think about the end results.
What do you want to do with the money
once you’ve withdrawn it? You may
have earmarked some to spend on a
treat, but most people want to keep the
money saved for their retirement. Paying
off debt is usually a good idea. If you
plan just to put the money in the bank,
you must remember you will be taxed
on the interest. With returns on cash at
paltry levels, you might be better keeping
it in a pension until you need to spend
it. Furthermore, this may also save on
inheritance tax.
Finally, expect queues in April 2015.
There’s likely to be a backlog of people
who’ve put off doing anything with their
pension monies since last year. Those
who get through the process quickly and
efficiently will be the ones who’ve done
their groundwork.
This information is based on our current
understanding of taxation legislation
and regulations. Any levels and bases
of, and reliefs from, taxation are subject
to change and past performance is not a
reliable indicator of future performance.
A pension is a long-term investment and
the fund value may fluctuate and can go
down. The eventual income may depend
upon the size of the fund at retirement,
future interest rates and tax legislation.

Following my comment in last month’s

for the Christmas lunch I have had a
very kind offer, from Simon Carter

next Christmas lunch.
I am sure that some of you will have
been frustrated to find that the new

working although hopefully this issue
will be resolved by the time you read
this article. The screen itself is not the
problem but the mounting surrounding
it and attaching it to the wall has been
found to be faulty. We have been assured

that it will be resolved and safe to use
again very soon so please do continue to
use it when attending appointments.
I would like to say a huge thank you,

We seem to have only just had the

held on Friday 17th April in the Village
Hall with doors opening at 11.45am.
Following the good comments we
received on the last two years we have
decided to make the main course beef
pie again this year. There will be orange
juice to start, the pie will be served with
mashed potatoes, carrots, green cabbage,
peas and gravy. This will be followed by
either apple crumble and custard or

The price will remain the same at £5.50
and tickets will be available from the

reserve tickets please contact either Roy

We can provide free transport on the

be the usual raffle, cake stall and sale

would be gratefully accepted.

Benefits of counselling
Quite often we find we are going round
and round in circles in our minds,
when we are not able to resolve a
particular problem ourselves. This can
be very frustrating and worrying only
drains our energy. It can sometimes
keep us awake at night or be the cause
of anxiety or depression if we continue
to ignore it.
Sometimes we need to speak to
someone who isn’t a family member
or a friend. Speaking to a trained
counsellor is a way to work through
a problem and not have to deal with
it on your own any more. Life can be
very demanding and we learn to make
unreasonable demands of ourselves.
Some of the ways in which we do this
are by trying to be perfect; putting
everyone else’s needs first and telling
ourselves we are ‘not good enough’.
Once we are aware of this we can
make changes. Thoughts affect mood
and this is proven.
It may be a family member that
needs help and we don’t know how
to help them or what to do. This
can be especially true when the
communication breaks down with our
children and teenagers who may be
harming themselves. They may have
also learnt to tell themselves they are
‘not good enough’ and these distorted
thinking patterns can be corrected
with the right help.

A great start to the new term with the
children coming back to school to find
their classrooms transformed into their
learning zones with exciting doorways
to invite the children into space centres,
Egyptian tombs and temples and toy
shops, to name but a few. We have
already seen Percy the park keeper in
reception class – great dressing up clothes;
and also Egyptians and archaeologists
(including the teachers) in Years 3 and
4. The children are really motivated and
excited about their learning.
Staff have also created reflection areas
within classrooms allowing children the
opportunity time to think, reflect and
consider those ‘big questions’ they so
often ask.
This year we are working much more
closely with St Mary’s Church and are
really excited to be involved in the

morning. The next one will be Thursday

Hackthorn School
It is always reassuring, after the great
excitement in the build-up to Christmas
and the holiday itself with all its
indulgence and exciting presents, to find
that our pupils, far from having forgotten
everything, actually return refreshed and
with renewed enthusiasm for learning!
The first ‘Good Works’ assembly of the
year saw us welcoming a very special
visitor to make a presentation to a very
special member of the staff who has
been doing good work for our school for
longer than anyone. Two decades, to be
precise, for that is how long Mrs Clark
has been keeping a steady hand on the
day-to-day operation of the school and
its contents.
Such was the veil of secrecy surrounding
the occasion that we even managed
to smuggle Mr Clark into assembly
to witness her surprise when she was
presented with her long service award
by Mr Oyston, for it was he who was
the special guest, having dragged himself
away from his retirement in her honour.
He was always the first to acknowledge
the great importance of her particular
role in the very fabric of the school and
the rest of us, particularly Mrs Appleby,
are very grateful that she has continued
to play her part during the change of
leadership.
One of the things which concerned
some, with regard to Mr O’s retirement,
was what would become of the ukulele
orchestra once he had left? Well we
are very pleased to reveal that it is
very much still alive. So ingrained has
the orchestra become into the school
culture that, when some of the younger
children came back after the holiday
and asked when they could start playing
the new instruments which they had
received as presents, a lunchtime club
was organised and in that time-honoured
school tradition, the ‘old hands’ are
passing on their knowledge to the new
recruits. Where there’s a will there’s a
(Hackthorn) way.
Contact the school on 860295 to arrange
a visit or to request a school brochure or

Council Meeting
The full council met on 12th January,
immediately after two public meetings
about the Neighbourhood Plan and the
future of the Village Hall respectively.
In the open part of the meeting, in
which members of the public were
invited to raise any matters, a resident
queried the lack of traffic calming
measures on Hackthorn Road.
Councillors acknowledged the problem
but said that solutions such as speed
humps and white gates at the side
of the road were not now favoured
by Lincolnshire County Council, the
highways authority. An illuminated
speed indicator board will be placed
there, and in the meantime, a portable
speed indicator will be located there
on a temporary basis to deter excessive
speed.
At the opening of the formal part
of the meeting the Chair wished all
those present a belated happy new
year. In her report the Clerk noted
that advantage would be taken of staff
holidays to close the office for one day
in June for redecoration. She also noted
that she had to date received profiles
for publication on the council’s website
for four out of the current eleven
members.
The Chair suspended the formal meeting
to allow Mr C Pickering to make a
short presentation in relation to the
future use of land to the west of Ryland
Road, Dunholme. This is a matter on
which Dunholme, rather than Welton,
Parish Council will make observations,
but Mr Pickering explained that his
favoured option is to gift part of the
land as open space to Dunholme Parish
Council and for a limited development

of twelve dwellings on the remainder.
His second option would be to relocate
his farm activities from Ashing Lane to
new agricultural buildings on this site,
for which permission was granted some
years ago. The issue is whether the
proposed open space satisfies previous
concerns to retain a green space between
the two parishes.
The council agreed to fund, from the
existing project budget, consultancy
fees of £1,500 plus VAT to conduct a
pre-examination ‘health check’ on the
draft neighbourhood plan and scoping
report. Councillors also agreed to put
the council forward to run a workshop
event for other parish councils in
the county on the work it had done
to prepare its plan, recognising that
Welton’s plan was among the furthest
advanced in Lincolnshire. Funding
was available for this event and it
would present no financial cost to the
council.
Councillors considered a request for
the council to become involved in a
work experience scheme which would
involve offering short work placements.
They wished to know more before
committing the council but agreed to
express an interest in proceeding.
Councillors agreed to defer a decision
in relation to any action on the future
of the Village Hall in light of the
outcome of the earlier public meeting
and pending any request from the
Village Hall Trust.
The council had no comment in
relation to a consultation on changes
to the arrangements for parish polls
and agreed to defer to its next meeting
consideration of a second consultation
document.

Where’s it gone?
The new bus shelter outside the Village

one local resident has expressed concern
as to the whereabouts of the bench seat
that it replaced. After some enquiries
the Parish Council has confirmed that
it is safe and sound. It will be repainted
and re-located for service elsewhere in
the village.

Urgent appeal to give blood
We have an urgent appeal for donors
to come forward and help us maintain
healthy blood stocks. All blood types
are needed, but particularly O groups
to maintain our life saving supplies.
With heavy demand for blood and many
people taking extended holidays over
this Christmas and New Year period
we have seen falling stock levels. Every
day hospitals in England need around
6,000 blood donations to treat patients
in urgent need.
Nadine Eaton, Head of National
Campaigns, said “Blood stocks have
fallen over the festive period and it’s
vital that we increase our stocks now,
so we can continue to meet the needs of
patients. Please make an appointment
today and help ensure that patients get
the transfusions they urgently need.”
If you are able to give blood, please
make an appointment to donate by
calling 0300 123 23 23. Alternatively
visit www.blood.co.uk to find a session
and to book an appointment near you.
By giving up one hour of your time to
give blood you could save up to three
lives.
It is also easy to book through mobile
apps for Windows, Android and Apple
devices. To download the app, search

Welton Golf Society
Football Club
Nineteen members and one guest made
the trip to College Pines golf club on a
beautiful January day. The course was
in excellent condition and lived up to its
reputation of being playable all year. The
day was topped off with the best steak pie
in years with treacle sponge and custard
to finish off.
As we enter February the games are very
cold and windy at the moment with the
managers, coaches and parents stood on
the touchlines freezing. However, the boys
and girls in Welton FC are still enjoying
their football with as much enthusiasm as
they were at the beginning of September!
Soccer Tots and Under 6s have restarted
after the Christmas break and details of
the session can be obtained from me or
Paul Carrick. Our details are on the list of
managers below.
Presentation evening this season will be on
Saturday 6th June and our annual football
tournament will take place on Saturday
13th and Sunday 14th June. These very
successful events are major highlights in
our annual calendar.
After representing the village all around
the county and donning the distinctive
purple strip of Welton FC, the presentation
evening is a night which all players
enjoy attending and showing off their
achievements through an action packed
season! Last season around 65 teams from
many clubs around Lincolnshire took part
in the annual football tournament and it is
a great way for the players to have bit of
fun and end the season on high!
As promised in last month’s edition of
Welton NEWS, here are the managers’
Bob Hindle won with 38 points, Gary
Lamb (bridesmaid again) was second on
35 points and Alex Lawford was third on
34 points. Alan Woodhead was nearest
the pin. As Keith Jackson was the only
guest he just managed to win the guest
prize.
Next month we are at Newark Golf Club.
They will have to pull out all the stops to
top the College Pines steak pie.
We wish all our followers a Happy New
Year.

reports from our under 7s through to
under 10s. I would like to thank all
managers who were asked to contribute
this month.
Under 7 Arrows
(Manager, Dave Gilbert)
We have had a fantastic season so far!
The boys have trained hard and seem to
be enjoying their first taste of football
against other teams. There really seems
to be a good team spirit and this is
helping performances on the pitch. The
team have played some great football for
their age group and scored some fantastic
goals. Throughout the first half of the
season they remain unbeaten, having won
every game so far, scored over 170 goals
and conceded less than 10, all without
a recognised goalkeeper! The rest of the
season promises much, including the Tom
Barber Cup final day in April which the
boys are looking forward to already! The
under 7s set-up is working nicely, with
myself and assistant Paul Carrick being
supported by a fantastic bunch of parents
as well. Good luck goes to all the Welton
teams for the rest of the season.
Under 7 Bombers
(Manager, Matt Wilson)
The team seems to be improving with
every minute on the pitch. After a tough
start to the season the boys secured some

respectable draws followed by a welldeserved win. The confidence of the boys
has grown tremendously, not only as
individuals but also as a tight-knit team,
where everyone knows their position and
the roles required of them. Onwards and
upwards.
Under 8s (Manager, Stewart Smith)
After a very successful first season as
a manager and a team, the boys and I
wished to continue from where we left off
and that we have. We have worked hard
in every game we play, resulting in a lot
of great results. The league is much more
competitive this year and there is a lot of
great talent within the team, which has
resulted in one team member being offered
a chance to play for Lincoln City next year
whilst still on trial at both Grimsby Town
and Nottingham Forest. I would just like
to take this opportunity to remind people
that we train on a Tuesday night at Manor

children the better.

Under 9 Arrows (Manager, James

It’s been an enjoyable and successful start
to the season for the Arrows under 9s.
We have progressed in the cup and the
league and our form has been pleasing,
including a seven game unbeaten run.
The team are really looking forward to the
second half of the season.
Under 9 Bombers (Manager, Garry
Crowther)
This new team is having an exceptional start
to their first season together, exceeding our
expectations. My assistant Jonny Hodges
and I have previously taken a team from
under 7 all the way through to under 18,
so managing this team is the second time
around for both of us. I have to say we and
the team are having so much fun. The team
are a joy to coach, training seems to be over
in a flash so much so that we can’t wait for
the next training session and match.

Under 10 Arrows (Manager, Matt Wood)
The team played very well in the Phil
Morley Cup, reaching the third round.
In the league it has been extremely
competitive and games have been very
close. We have continued to play good
football and received compliments from
opposition managers regarding our style of
play. The players continue to give 100%
and are enjoying every game.
Under 10 Bombers (Manager, Carl
Wilson)
After a sluggish start to the season the
boys have really turned on the style. Since
November the team has started to play
some beautiful attacking football and we
are beginning to see our hard work pay off.
The boys each week are always up for the
challenge. They never let themselves down
and I couldn’t be prouder. Fingers crossed,
2015 will prove to be are best year yet.
Thank you guys, for all your hard work.

you benefit from any of the
following services we offer?
INVESTMENTS
Could your savings and
investments be working harder
for you? Are you satisfied
with the interest rate on your
deposits?
PROTECTING YOUR
LOVED ONES
In the event of a serious illness
or death, how would you,
your business or your financial
dependants survive? Life
assurance may cost less than
you think. Premiums have
reduced as we are all living
longer – are you paying too
much?
RETIREMENT PLANNING
Will you be able to enjoy
financial security in retirement?
Will your pension arrangements
provide sufficient income?
Are you paying too much in
charges? How will the new
pension rules affect you? We
are pension specialists and
can help you answer all of
these questions.
INHERITANCE TAX
PLANNING
Are you concerned about
Inheritance Tax? Why pay
more than you need to?
Ensure your inheritance goes
to those you intend it to.
The value of the investment can go
down as well as up and you may
not get back as much as you put in.
