Expiring Board Terms
The expiration of terms on the SDAO Board creates an
opportunity for you to contribute to the success of SDAO and
special districts throughout Oregon. Six positions will be open for
election at the Annual Business Meeting on Saturday. Positions
open for nomination and the present representative include:

as their “District Voting Delegate” at the Annual
Business Meeting.
In advance of the annual conference, each special
district elects one of their board members who will
be attending the Annual Business Meeting as their
representative to vote on behalf of their district.

Friday
Michael Bazzell — Protecting Your Organization from Computer Crime
This session focuses on recent trends of online fraud, computer intrusion, and ways that suspects steal
valuable data from your company. The presentation includes the details of how hackers commit their
crimes and what any employee can do to protect company assets. The audience will learn immediately
how password hacking, email phishing, wireless access, telephone scams, social engineering, and portable
devices are an emerging threat against every business. Live examples of 'hacking' into information will
shock the audience, while detailed solutions will be displayed on how to stop the threat.

Special Districts have a multitude of service needs and product requirements that our exhibitors can meet. At Friday’s Exhibitor
Trade Show, providers will showcase their products and services. Later in the day, exhibitors are honored at a special exhibitor
reception, complete with hors d’oeuvres and refreshments.
Caucus Meetings and Board Member Nominations
Separate caucus meetings are scheduled for fire, irrigation, park and recreation, ports, sanitary, water, and at-large districts. This is
an opportunity to meet with peers to conduct caucus business, discuss current legislative issues, and make nominations for vacant
SDAO board member positions. The expiration of terms on the SDAO Board creates an opportunity for you to contribute to the
success of SDAO and special districts throughout Oregon. Positions due to expire on June 30, 2015 include one position each for
parks & recreation, port, water, and two true at-large.

Awards Banquet
The Awards Program gives recognition to member districts for accomplishments which allow them to provide better services
to the public and honors individuals who have contributed substantially to the improvement and successful operation of their
organization. These awards celebrate the ingenuity, creativity, and diversity of our members.
Annual Business Meeting and Board Member Elections
The Annual Business Meeting will include a presentation of the previous year’s Annual Report and Audit and Financial Report,
caucus meeting reports, board member elections, and other association business.

This program will start with a brief overview of state and federal discrimination laws and how they arise in the hiring
process. The program will include a detailed discussion of the latest developments for complying with Oregon’s Veterans’
Preference Law and will also explore reasonable accommodation scenarios that employers may encounter in the hiring
process, how to conduct lawful applicant testing, drug testing and other post-offer hiring procedures.
The focus will then change from hiring to firing as we discuss the concepts of Due Process and Just Cause in disciplinary
proceedings, including the recent case law regarding “name-clearing hearings.” Sample forms will also be provided to help

o Interactive Advanced Board Training
Judy Clark - SPHR, IPMA-CP, CPC, HR Answers Inc
For 90 minutes, board members will have a chance to discuss with
one another and the presenter some of the most thorny issues
that face boards regarding dealing with being the executive’s
supervisor, addressing employee concerns, and determining the
appropriate role (if any) in the district’s operations. The session
will feature using participant keypads for responding to questions
and then discussing the different views and experiences of the
attendees will make this far more interactive and lively. Questions
such as:
1. How can the board appropriately know about employees’
issues and concerns without interfering with the executive’s
role as their boss?
2. What actions or conversations with employees are
permissible and what interactions cause the greatest
difficulty?
3. How can the board ensure that the evaluation of the district
executive is accurate when they aren’t on-site all the time?
4. How often should the employee handbook be updated?
5. What kind of training for the employees and those in
management roles needs to occur to ensure that the district
doesn’t incur unnecessary liability?
6. How should questions regarding appropriate compensation
be handled?
7. When is an investigation the right thing to do to protect the
district?
These and several other issues will be explored. Participants will
have the opportunity to learn what other districts are doing and
talk about any risks that are being incurred. This session promises
to be a window into best practices and those actions that can
create significant challenges for the board members.
o Top 10 Discipline and Discharge No-Nos
Daniel L. Rowan, Bullard Law
Effective discipline is vital to maintaining a positive and productive
work environment. From time to time, every employer is faced
with an employee experiencing performance or behavioral
issues that require corrective action. Because public employees
have various rights related to their employment, the disciplinary
process presents a number of legal and practical challenges.
This presentation is designed to help employers navigate these
challenges successfully.
During the presentation, Dan Rowan will discuss the key
components of effective discipline, including legal and
contractual requirements, a fair investigatory process, accurate
documentation, and a solid understanding of the purpose of
discipline in the workplace. Dan will offer tips and best practices
for avoiding common mistakes and costly litigation. Although
the presentation will focus on discipline involving a unionized
workforce, many of the key concepts are equally applicable to all
public employees.

In 2011, I discovered an abundance of personal information about me on several publicly available websites. I soon realized
that data collection companies store information about all of us and offer it for a price. I immediately began a campaign to
recover my privacy and remove all sensitive information from the internet. I documented my progress and wrote Hiding
from the Internet to help others do the same. Since then, this topic has grown into a 300+ page book and an extended
speaking session. This presentation will demonstrate the need to protect yourself from the numerous data brokers that
make millions of dollars from your private life. Among other techniques, you will learn to:

o Board and Management Tragedies: An Advanced Board Training

When organizations experience the unplanned loss of leadership through resignation or termination all involved feel
the stress and generally share in the cause. Join Ken and George as they share and discuss the events that caused
the deterioration of relationships between governing boards and their CEO’s that eventually lead to separation and
organizational unrest. Hear how hiring practices, mentoring, establishing goals and expectations, maintaining proper
board communications and providing regular performance reviews can help prevent future management tragedies. This
presentation will share actual events and review the practices that promoted unhealthy relationships and organizational

o ADA: Fitness-for-Duty, Interactive Process, and Accommodations

The presenters will discuss ADA best practices and pitfalls from beginning to end of employment ‐ job posting, interviews,
post‐offer physicals, fitness‐for‐duty evaluation, the interactive process and accommodation. This process focuses on the
fundamental goals and requirements of the ADA throughout the employment process.
o Medical Marijuana
Sean O'Day, League of Oregon Cities and Rob Bovett, Association of Oregon Counties
This session will provide a historical overview of marijuana regulation in Oregon and an overview of Oregon’s Medical
Marijuana Act. Through an interactive and engaging examination of statutes and case law, participants will learn what
is allowed and what is not allowed under the current state of the law, whether employers must accommodate medical
marijuana use in the workplace, the potential liabilities that public officials may face in administering Oregon’s medical
marijuana laws, and the current status of legislative efforts as well as legal challenges to Oregon’s law.

o Legislative Update
Hasina E. Squires and Mark Landauer, SDAO
The Oregon State Legislature convenes for its long session in
February. Expected to run through June, SDAO staff will track
hundreds of pieces of legislation affecting all types of special
districts. SDAO legislative staff will provide an update on the
State of Oregon’s current financial status. Legislative staff will
also provide an overview of SDAO legislative priorities and
provide insight into potential positive and negative legislation
that will affect special districts. Districts interested in pending
legislation regarding property taxation, fees, public contracting,
and other issues should not miss this legislative update.
