Organizational Context
The United Nations Industrial Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial
development for poverty reduction, inclusive globalization and envrionmental sustainability. The mandate of UNIDO is to
promote and accelerate inclusive and sustainable industrial development in developing countries and economics in transition.
The main responsibility of the Energy and Climate Change Branch is to assist member countries in the transition to a
sustainable energy future under the overarching mandate of inclusive and sustainable industrial development, through the
application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of
low carbon technologies. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and
climate change become an integral part of the Branch activities. The main strategic focus areas of the Branch’s activities are;
firstly, to provide integrated energy solutions to industry by promoting energy efficiency; secondly renewable energy
technologies as well as enhancing access to energy to promote productive activities as a major contribution to reducing rural
poverty; and thirdly, championing industrial energy perspectives in the global debates about sustainable industrial
development and climate change mitigation. In addition, the Branch acts as the focal point within UNIDO for all strategic
energy partnerships, networks and conventions including UN-Energy, Sustainable Energy for All (SE4All) and the United
Nations Framework Convention on Climate Change (UNFCCC). In discharging its responsibility, the Branch cooperates with
other relevant branches within UNIDO, in particular with the Environmental Management Branch and Montreal Protocol
Branch on resource efficiency and clean technologies; with the Trade Capacity Building Branch on standards; Agri-Business
Development Branch and the Business, Investment and Technology Services Branch for productive uses; and with the Global
Environment Facility (GEF) Coordination Unit on GEF related issues and the Partnership Group on strengthening strategic
partnerships.
In 2011, the Government of South Africa, with the support of the Global Environmental Facility (GEF) and the United Nations
Industrial Development Organization (UNIDO), successfully implemented the ‘Greening the COP17’ project. One of the four
components of the project focused on the design and implementation of the first South Africa Clean Technology Competition
(2011 SA Cleantech) for green entrepreneurs and small and medium-size enterprises (SMEs) with innovative ideas and
concepts in the areas of energy efficiency, renewable energy and green building practices; the competition was a great
success.
Building on this success and the lessons learned, the GEF and UNIDO have agreed to develop a global flagship programme
to promote Cleantech innovations and Cleantech entrepreneurs around the world. In 2014, 7 countries had joined the
programme, the Global Cleantech Innovation Programme for SMEs, namely Malaysia, India, Armenia, South Africa, Turkey,
Pakistan, and Thailand, with an additional 10 countries identified to expand the programme further. The flagship programme
has the potential to create an extensive network of clean energy entrepreneurs originating from countries participating in this
global programme. In February 2013, the GEF Operational Focal Point of Turkey endorsed the Project Identification Form
(PIF) of the GEF UNIDO Cleantech Programme for SMEs in Turkey with a GEF grant of US$990,000.
The project will primarily aim to promote an innovation ecosystem in Turkey by: (i) assisting the identification and early stage
nurturing of the most promising innovative local clean energy technologies; (ii) coordinating various existing and planned
national programmes, funds, competitions etc. relating to the promotion of development and deployment of clean energy
technologies, and providing pre-selected candidates and applicants for them; and (iii) global networking the most promising
start-ups of Turkey with mentors and potential business partners abroad. The project is expected to accelerate the
establishment of innovative clean energy technology SMEs in Turkey. It is expected that the project, with a relatively small
GEF grant, can act as an effective catalyst to boost more vigorous implementation of the larger baseline projects and
programmes, as described above and in the co-financing section hereunder. This role will also involve the provision of a
methodology and coordination process to optimize and expand upon the support provided by existing programmes in Turkey.
The project will adopt an inter-disciplinary approach involving SME clusters, national ministries, academia, industrial
associations, financing institutions, foundations, venture capitalists, utilities etc, within Turkey and abroad in order to promote
innovative technologies in selected energy intensive SME clusters across the country. The project will closely coordinate with
other similar international efforts as it is critical to share and document best practices and knowledge that can assist in
enhancing the productivity of SMEs and at the same time, mitigate climate change. It is proposed that the selected institutions
under the project will become an integral part of the Climate Technology Centres Network (CTCN) established by UNIDO,
UNEP and other partners, and will become the connecting node between similar climate technology centres in developing and
emerging economy countries.
Moreover, the project will also link up with UNIDO’s Green Industry initiative to promote sustainable industrial growth as
described in various paragraphs of the project document. The project will also assist Turkey in strengthening the necessary
policy and regulatory frameworks and building institutional and entrepreneurial capacity, thus accelerating the uptake of clean
energy technology innovations. In order to achieve this the project will mobilize available related expertise from Turkey and
share relevant experience, knowledge and methodologies from other countries, such as the United States of America,
Germany, Austria, Japan, Australia, etc. Specifically, the Cleantech Open of the USA that manages the largest Cleantech
accelerator and network in the world has agreed to provide international expertise to participants and organizers and invite the
Turkey Cleantech programme to join its network.
The approach taken by the proposed Cleantech project will build upon these experiences, as well as the Green Industry
initiative, and go a step further by focusing on innovative SMEs through an eco-system approach that will involve identifying
start ups, nurturing, mentoring and incentivizing technological innovations to promote clean energy technologies and systems
in selected SME clusters.
To ensure the sustainability of the project, efforts have been made during the project development phase and will also be
made during the implementation phase to align the Cleantech programme and the selection of the appropriate host institution,
with other baseline projects. Through an intensive consultation process during the project development phase, The Scientific
and Technological Research Council of Turkey (TUBITAK) has been selected as the host of the Cleantech programme for
SMEs in Turkey.
The project, in addition to creating an enabling policy environment and institutional capacity, will also assist Turkey in the
establishment of a supportive innovation ecosystem through the organization of annual competitions with associated
accelerator programmes. These will firstly be organized in a few industry-intensive regions and then gradually be expanded to
other regions, dispersing the results and consolidating the newly developed national platform for innovative SMEs. These
frameworks and newly built capacity will help Turkey to continue to organize the competition in the future and expand its
scope and geographical coverage.
It is expected that each competition will have around 100 to 200 entrants. From these entrants, around 40 semi-finalists will
be selected, depending on the individual circumstances of each competition. These semi-finalists will then receive support
through the accelerator programme as described hereunder. From these 40, 10 finalists will be selected to receive further
support as part of the accelerator programme.
Main Functions
This assignment is for a duration of 9 months, full-time, with duty station Ankara, Turkey.
Under the supervision of the National Project Manager (NPM) and the UNIDO Representative (UR) in Turkey, the Project
Assistant will be responsible for managing the administrative and other project related activities as requested by the NPM.
Specifically, s/he is expected to carry out the following duties:
1. Draft, pre-screen and archive all project correspondences; file and archive relevant documents (tender dossiers, proposals,
evaluation reports etc.);
2. Obtain approval from UNIDO for expenses and purchase using appropriate forms
3. Provide administrative support to daily management, planning, implementation, and coordination of the project activities;
4. Communicating effectively and frequently with stakeholders /partners/mentors/jury members/ entrepreneurs/consultants;
5. Assist in the liaison with suppliers at the local level on issues of procurement of goods;
6. Working in collaboration with the NPM, keep systematic records of the procurement of, and/or request for proposals, the
process for the selection of potential service providers for the project components and ensure the preparation of a clear
evaluation process;
Preparation of fast-track shopping carts and purchase orders in SAP for procurement purposes; collection of quotations,
invoices, summary reports, etc.
7. Establish a project-level budget monitoring and reporting system;
8. Process payments, and file and archive all relevant documents (vouchers, invoices, vendor forms etc.);
9. Develop weekly budget status reports and monthly and quarterly financial progress reports;
10. Coordination of project related travel; preparation of Travel Requests in SAP, coordination of travel arrangements of
international experts, liaising with travellers, etc.
11. Coordination of weekly/monthly progress meetings with TUBITAK and other main stakeholders;
12. Responsible for updating and inputting of information for all project social media pages, specifically events, news,
developments;
13. Under the guidance of the NPM, photographing and video recording of events and activities as requested by the NPM.
14. Other duties assigned by the UNIDO Project Manager and the NPM.

Minimum Requirements
Education:
Secondary, Bachelor's degree in Business Administration or relevant is considered an asset.
UNIDO Languages:
English (Fluent).

Computer operations and concepts (Fully proficient), E-mail (Fully proficient), Internet (Fully proficient), Spreadsheets (Fully

Field of Expertise:
Minimum 6 years practical experience in administration, finance, marketing and related fields.
