Bikes, Ribs, Rides Make The Cook-Off Party Scene In Holtville

The 24th Annual Rib CookOff was another huge success,
with thousands coming out to
enjoy the beautiful day of sunshine with a slight breeze. People
came from all different directions. They came by car, by foot,
and hundreds came out this year
on their bikes. There were several different bike clubs that came
and made a day of at this year's
rib-cook-off.
There were 12,000 pounds of
ribs served up to nearly the same
number of hungry attendees to
this year's event. There were a lot
of teams that ran out of ribs by
noon, but there was plenty to
keep the crowd entertained. Four
different bands performed, there
were mechanical bull rides,
games for the kids, homemade
ice-cream, kettle corn, lemonade,
and just about every kind of side
dish.
The Cook-up was wrapping
up around 2 in the afternoon and
at 2:30 the Holtville Athletic
Club announced this year's winners. The Big Winner this year
was Imperial County Planning as
they took first place for best
booth and best ribs. They have
always put together a pretty elaborate booth and have won that
prize several times over the
years, but this was the first time
that that took the top prize of best
ribs. What were they going to do
with their winnings? They donated them back to the kids.
When it came time for the
pinnacle Hall of Fame Award,
Rudy Shaffner gave a brief history of that prestigious award and
how the selection process
worked. He stated that many
times when someone's name pops
up, they think "Why haven't we
thought of them before?", and
that this years was one of those
times. He then announced that
the this year's winner was Gene
Brister, President and General
Manager of KXO. Mr. Brister
was standing just feet from Mr.
Shaffner, taking notes on the winners, when he heard his name.
His face was in total shock. Mr.
Brister has been helping the
Athletic Club ever since the very
first one, providing the sound
equipment for the bands and live
broadcasts over the years. This
year he even sang in one of the
bands.
The Holtville Athletic would
like to thank all that came out and
to all those helped in putting the
24th Annual Rib Cook-Off a
huge success.

Carrot Festival Starts This Week With
Queen, Citizen Presentation Friday
On the evening of Friday,
January 30, 2015, the Holtville
Chamber of Commerce will host
its annual banquet at the Barbara
Worth Resort.
This year’s banquet not only
features the annual “Citizen of
the Year” award but the annual

Pair Of Preteens Arrested
On Arson Charges After
Calexico Park Fire

Days after a fire destroyed
part of the bleachers at Rodriguez
Field, the Calexico Police
Department arrested the people
responsible for the fires.
On Monday, January 19, at
approximately 5:00 p.m., a fire
started at the baseball field at
Rodriguez field and destroyed
the top part of the bleachers and

Department responded and controlled the fire within a couple a
minutes where they determined
the cause of the fire as Arson.
The
Calexico
Police
Department Investigative Unit
began an investigation that led to
the arrest of four juveniles for the
arson at the baseball park. The
juveniles' ages go from 9 years
old, two 13 year olds, and one 12
year old. They were taken to the
Police Department for processing
and turned over to their parents.
The Imperial County Probation
Department will be handling the
case from this point forward.,
Brawley Wrestlers Continue Valley Domination With Win Over Imperial

With only two meets left in
the regular IVL Wrestling season, the Brawley Wildcats appear
ready to tackle their next CIFSDS Divisional championship in
February.
Their latest test came at a 6612 thrashing of the once strong
Imperial Tigers team on
Wednesday, January 21, 2015.
The meet took place at the Bob
Farrell Sports Complex on the
BUHS Campus, colloquially callled the “Wildcats Den” during
wrestling meets
Aided by four walkovers and
five pinfalls during the meet,
Brawley’s wrestlers continued to
secure their positioning both as a
team and individually as the postseason looms.
Brawley’s subsequent meet
took place last night against the
Central Spartans and the school
was attempting to negotiate the
moving of the following week’s
meet against Calexico to Brawley
as well.
Additionally, the entire IVL
Championships will be skipped
in lieu of the weekend’s Holtville
Rotary
Club
Invitiational
Wrestling Tournament.

Neighborhood House Receives $50k Through Economic Opportunity Program

Imperial Valley agencies
received economic development
grants to bolster workforce
development and job creation.
Last Friday, Wells Fargo bank
presented two separate grants
totaling $65,000 to two Imperial
County nonprofits. The grants are
part of as $1.8 million Economic
Opportunity program to support
individual job seekers, the selfemployed and small business
owners in rural communities
along the west coast.
The Calexico Neighborhood
House received $50,000 for
development of a mobile computer lab to provide education
and assist in job placement training. In addition, support for the
development of comprehensive
financial assistance programs.
Calexico
Neighborhood
House will provide informational
and training technology workshops to the communities of
Imperial County to support the
individual county resident to gen-
erating income for themselves
and their family.
"The goal is to reach out to
people especially in outlying
areas of Imperial Valley who
have difficulty in leaving their
home or have limited access to
transportation services or limited
funds." said Cinthia Briseno,
Director of Micro Enterprise of
Neighborhood House.
The Calexico Neighborhood
House Mobile Computer Lab
will provide "mobile" computer
lab that will go to the rural communities in Imperial Valley to
provide workshops individuals
find a job or become selfemployed
and
establish
"Conferencing Centers" at different rural communities to enable
residents to participate in online
courses regarding to job training,
internet marketing, and access to
e-Commerce websites to sell
clients goods and services.
State Senator Ben Hueso was
present at the ceremony and said
that 94% of small business in
California comes from micro
businesses and said that investing
on micro businesses allows the
creation of new jobs.
"Neighborhood House has
always supported small business-
es with financing and planning so
I think we need to continue supporting our local entrepreneurs
that means supporting the local
economy and the creation of
more jobs." Hueso mentioned.
Also receiving funding was
Center for Employment Training
for $15,000 for job training and
job placement assistance programs.

the bi-annual League of
California Cities meeting on the
evening of January 22, 2015 at
Crumbs Pizzeria.
The monthly meeting featured speeches from IID employees concerning the Salton Sea
Restoration and presentations by
area agencies.
The main portion of the meeting was also preceded by a
catered pizza and side dish buffet
and concluded with a series of
accomplishments listed by representatives of every city and the
county.

the morning, Mayor Silva gave
his State of the City Address to
talk about the accomplishments
the city had this past year and the
vision for the future.
"We are in good shape thanks
to the collaboration of many talented people that have worked
hard for our city." Silva said.

dollars, they were able to use that
money for various capital
improvement projects.
One of those projects was the
improvements
at
Imperial
Avenue from Eight Street to
Orange that had a cost of $1.2
million that came from federal
funds and $3 million to restore
one of the water tanks. The City
has also completed the M.L. King
Sports complex and the modernization of Sunflower and Carlos
Aguilar Park where lighting was
installed.
Silva said they are looking
forward to the ground breaking of
the Aquatic Center in El Centro
and also highlighted the opening
of the Sports Pavilon that opened
last year that will bring lots of
indoor recreation for valley residents.
Mayor Silva said that even
when El Centro is still feeling the
effects from the economic crisis,
tax revenue in the city is going up
and is consistent with the city's
growth and announced his three
main goals as Mayor.
First goal is to develop a closer relationship with Mexicali and
make it a destination point for
Mexicali residents to shop here.
He said that with the opening of
the Calexico Port of Entry, it will
make it easier for shoppers to
come here.
"Our economy depends a lot
of the residents that come here
and with the help of the chamber
of commerce, we will market El
Centro with Mexicali and work
with their tourism sector to make
El Centro a point of destination
for Mexicali residents." Silva
said and also proposed the idea of
making it easier to bring more
housing developments to El
Centro.
Silva also spoke about developing the "El Centro Vision
2050" plan in order to project
grown and economic development for the city in the years to
come.
"Our goal is to make El
Centro the best city in the
Imperial Valley." Silva said.

has graduated from basic combat training at Fort Jackson,
Columbia, S.C.
During the nine weeks of
training, the soldier studied
the Army mission, history, tradition and core values, physical fitness, and received
instruction and practice in
basic combat skills, military
weapons, chemical warfare
and bayonet training, drill and
ceremony, marching, rifle
marksmanship, armed and
unarmed combat, map reading, field tactics, military
courtesy, military justice system, basic first aid, foot
marches, and field training
exercises.
Alfaro is the son of Sylvia
Quines of El Centro, Calif.
He is a 2014 graduate of
Southwest High School, El

Brigadettes hosted their annual
Gymkhana on January 24, 2014
at the KD Danch Arena near
Highway 86 and Keystone Road
near Brawley.
Riders in several age groups,
from as young as two years old to
those well in their 50s and 60s,
rode around the arena in several
timed equestrian events, from
keyhole and barrel racing to
washington poles (pole bending)
and other events.
The term “Gymkhana” is
used in the United Kingdom, the
Eastern United States and certain
places in the Western US to
describe a series of competitive
timed horse events. Rodeos
Prizes included ribbons and
other horse-related gear donated
by members of the Brigadettes or
local businesses and families
The annual affair is a
fundraiser for the groups yearly
activities, including organizing
monthly horse rides around the
Southwest.
The Brigadettes are currently
celebrating their 75th year in
existence and will be hosting
their annual Banquet in October
at the Imperial Valley Pioneers
Museum.

Luis Octavio Castillo
January 4, 1937 - January 15, 2015
Luis Octavio Castillo, 78
yrs. old, passed away on
Tuesday January 20, 2015 of
natural causes. He was born
on January 4th, 1937in
Nayarit-Mexico and was married to Josefina U. Castillo. He
worked for El Toro Land &
Cattle Co., for 23 yrs (19731996) and was a volunteer for
Day Out and a Crossing Guard.
He is survived by his wife
Josefina (Chepina), Children,
George (Maria) Maldonado of
Imperial, Irene (Mike) Torres
of Imperial, Luis Castillo of
Calexico, 6 grandchildren and

SHERIFF’S REPORTS
DON’T COME BACK:
The caller’s old friend keeps
coming around despite being
asked not to. The caller stated
that the last time she was over,
she had a big fight with her mother. Her mother is now ill, the
caller is afraid that her old exfriend will start a fight with her.
The woman was contacted and
escorted out of the apartment
complex.
STAY CALM:
The caller had just rear ended
another vehicle at a parking lot.
He was trying to exchange information but the other subject was
being unruly and aggressive. An
officer did arrive to find that the
subject was not insured, a full
report was given on the incident.
CLEAN IT UP:
An unknown subject who was
believed to have attended his
neighbor’s party threw a few cans
over their fence into the caller’s
lawn. The caller stated that this
was indeed the first time that this
has happened. The host of the
party was contacted, the mess
was cleaned up.
PEEK A BOO:
A couple of transient males were
walking thru the alley, stumbling
around drunk and looking into
backyards. The caller stated that
the subjects whom he hollered at
ignored him and kept going about
their business. The two subjects
were located and contacted.
PERSONAL PROBLEMS:
A mother and daughter couple are
having an argument, the caller
stated that they seem to be having
a lot of issues lately. An officer
did come by to check on them
they were both counseled though
they had resolved their issues by
the time the officer arrived.
I FORGOT MY KEY:
Someone attempted to climb into
one of the opened windows to the
residence, the caller stated that he
saw a subject trying to slither up
the wall of his neighbors. The
subject was contacted, apparently
he had locked himself out of his
apartment and was trying to get
in.
DISTURBING THE PEACE:
The caller has ran into her exboyfriend with whom she has a
restraining order against, the
caller stated that they both got
into an argument which only
escalated into disturbing the
peace. The caller was contacted
even though the ex-boyfriend
was gone on arrival.
MOVE IT ALONG:
A group of homeless men were
behind the caller’s building loitering, despite being asked to
leave on several occasions. The
caller stated that this has happened with the same group time
and time again. The groups of
homeless men were contacted by
an officer.
KEEP YOUR MUSIC DOWN:
The caller was being kept up by
her neighbors and their friends
who are in front of their home listening to music and speaking
loudly. The caller stated that as
the night continued the louder
they got. The neighbors were
contacted by an officer.
HAVING FUN:
A couple of teenagers were heard
fighting in the area; the caller
stated that he heard them in their
backyard. The caller stated that
the two kids seemed to be getting
a little too rough and wasn’t sure
if they were being supervised. An
officer did pass by the area and
contacted the two teenagers.
KICKING BACK:
A few subjects in an old beat up
truck are playing loud music and
drinking while parked in front of
their home sometime late last
night. When the caller asked
them to turn it down or leave,
they told him to shut up and go
home, the group was gone on
arrival.
TROUBLE:
A subject is under the influence
and is causing a disturbance in
the area, the subject who was
asked to keep it down only got
louder and reacted rudely to
them. The subject was contacted
by an officer, the subject then
became much more compliant as
he left the area, the caller was
advised of his options.
KEEP IT DOWN:
The caller’s neighbors down the
street are having a loud party,
when contacted the neighbor
started that they are having a
birthday party. The host was
finally persuaded to turn the volume down since the caller ha to
work in the morning.
NO FIGHTING:
A fight broke out between two of
the caller’s friends who had never
met each other at the caller’s
apartment. The caller was unable
to stop the two subjects from
fighting each other. The caller
was able to keep them from
breaking objects in the room.
Both subjects had calmed down
by the time an officer arrived,
they were both counseled and
sent home.
The caller stated that an unknown
subject had broken a few windows to his residence before driving off in a pickup truck. The
caller wasn’t able to make out the
subject’s face nor does he have
any idea what the make and
model of the truck was. The
caller stated that he hadn’t made
any enemies in the past few
weeks.
TRYING TO SLEEP:
One of the neighboring apartments was playing loud music
according to the caller who is trying to get some rest before work
late in the evening for his grave
yard shift. The caller stated that
he’d been warned before but
doesn’t seem to either care or
mind. The subject was contacted,

Two teenagers have decided to
cut through the caller’s property
after being told not to. The two
young men who have been
caught in the act before keep on
running through, using his property as a short cut. The caller was

Border Agents Near Indio Stop Million Dollar Cocaine Smuggling Attempt
On Friday, January 23,
2015, El Centro Sector Border
Patrol agents assigned to the
Indio Station arrested two men
suspected of drug smuggling at
the Highway 86 checkpoint
after discovering more than
$1,000,000 worth of cocaine
concealed in a commercial
truck.
The incident occurred at
approximately 2:45 p.m., when
Border Patrol agents encountered the men driving a Ford
commercial utility truck, as it
approached the checkpoint.
A Border Patrol Canine
Detection team alerted to the
vehicle, and Border Patrol
agents referred the driver to
secondary for further investigation. Upon further inspection,
agents discovered thirty-three
packages of cocaine concealed
in a non-factory compartment
located behind the cab of the
truck.
The cocaine had a combined
weight of approximately 79
pounds with an estimated street
value of more than $1,027,000.
The men, both Mexican citizens, the vehicle, and narcotics
were turned over to the Drug
Enforcement Administration for
further processing.

It’s Almost Fair Time! Prepare For Slow
Traffic Through Downtown Brawley
WE BEGIN THIS week
with a general piece of advice for
people already complaining
about the Fair.
“Get a grip.”
Ever since the Fair moved
from a single major act at the
Grandstand Stage to multiple
tribute bands, we’ve been hearing
complaints about it.
“We want a big act,” they cry.
“We want someone famous, not
someone impersonating someone
famous.”
This one, however, is moot.
It’s far cheaper to hire several
tribute bands capable of doing
justice to the original music than
one band that may, or may not,
have all of the original members.
If you remember when The
Guess Who performed at the Fair,
what you may not know is that
there was only one original member, the bass player Jim Kale.
Even when Smash Mouth played
at the Fair, they weren’t nearly as
relevant as they had been a
decade before.
Then, there’s the big act
everyone brings up in this conversation: Garth Brooks.
Yes, the fair brought Garth
Brooks for a show at the
Grandstand Stage in the 1990s,
but that was before Brooks
became a big name in Country
music.
The fact remains that tribute
bands provide high quality shows
reminiscent of their original
counterparts at a reasonable price
for the fair and for the attendees
(no special extra tickets)
OF COURSE, that’s not the
only thing local people complain
about regarding the Fair &
Fiesta.
Last year, the Fair board
moved the vast majority of parents to a series of side bleachers.
This was done to allow more
children to participate in High
School Madness in the proper
Grandstand area.
You know... for the kids!
Complaints were flying fast,
from “We can’t see anything,” to
“We pay for our kids to attend the

It has been several weeks
since I communicated with our
readers regarding happenings in
the County. The best news of
course is the funding for the first
phase of the downtown Port of
Entry which will probably break
ground by January of next year. It
has been a herculean task with
the Obama budget having been
approved after the House and
Senate actions late in December.
We are hopeful that Phase 2 of
the funding will be forthcoming
and the County is working with
GSA and CBP to make sure our
request of the full funding is
Fair, so we have a right to be with
them.”
The Fair Board summarily
ignored these and subsequent
complaints, which we applauded
them for and hope they continue
to enforce. Simply put, up to
three times as many children can
sit and have fun with their friends
during the Madness than usual.
You know... for the kids
The vast majority of “bad
behavior,” like booing, is started
by parents far more often than the
actual students do.
Now, if they can get all of the
kids performing on that stage to
fully follow the rules set by the
fair board, this year’s Madness
may be the best yet.

Another welcome change for
the Expo was seeing the new
asphalt on the north portion of the
facility.
For years, we’ve been dreading the Fair as the deep cracks
and powdery texture of the
ground made it difficult to walk
on during several trips throughout the fair.
Now that the new asphalt has
been fully installed, we look forward to when the North and
South parking lots will finally see
some paving.
All in all, there’s plenty to
look forward to at this years Fair
& Fiesta and we don’t have the
complete schedules released yet!
COMMUTERS
WHO
TRAVEL through Brawley’s
Main Street will have some
issues in the coming months.
The city is beginning an
ambitious process to replace outdated sewer and water lines in
downtown Brawley.
Most of these reconstruction
efforts will result in lane closures
for many during the coming
months.
It’s a hassle, but a necessary
one if we’re going to have a modern Brawley capable of handling
future growth.
Then, there’s the incoming
Alyce Gereaux Park reconstruction scheduled to take place this
year, hopefully in time for an
opening during the warm Valley
weather.
Things continue to happen in
Brawley and we hope this continues.

MONDAY,
THE
Brawley Chamber of Commerce
will host a meeting about the
future of the Cattle Call Queen’s
contest.
The contest has been rather...
lacking in participation when it
comes to potential queens. The
past two years, in fact, has seen
only one contestant for both the
Queen and Teen Queen titles.
Even this year, there was a
desire to keep the coronation ceremony small rather than have a
big pageant like previous years.
The chief concern over the
contest is participation. There
aren’t enough riders of the correct age interested in the pageant
to field a competitive lot.
Not to mention that there isn’t
a steady stream of volunteers
willing to do the work on the
Queen’s Committee for various
reasons big and small.
Some suggest removing the
Horsemanship part of the show.
Others hint that the best solution
is to raise the maximum age of
the allowable contestants.
The answer is not going to
come easy, that much is certain.

Port of Entry Funding, Calexico Casino
Update And More From Your Supervisor

House and Senate.
On another note, I received a
call from the Manzanita Tribe
regarding the Calexico casino
project which is going into its
tenth year now. Many people
have asked the status and it seems
that the Memorandum of
Understanding between the Tribe
and the City of Calexico will be
renegotiated to allow the Bureau
of Indian Affairs to possibly
approve the project. I will do
everything within my reach to
assist with this effort to make
sure that this project moves for-
ward.
Recently, the County IVEDC
hosted a group of investors looking to invest in our area including
possible Call Centers. I have
been pushing this idea for three
years now and intend to see this
to reality. We are talking about
hundreds of jobs for this area and
this would be a home run for our
County. I will be attending
IVEDC meetings regularly to
keep you posted on this project.
The most important issue right
now is jobs for our community.
I am available to meet with
residents anytime they have
issues where the County can
assist. Some of those issues
include child support, social services, cash assistance. I will be
also very involved with outreach
efforts to attract investment to
our area. Call on me anytime.

Even Jesus took time to
pray. As we hurry through
each day, do we take time to
talk to the Lord? We know
Jesus had a very busy schedule, but He still took time to
pray.
Most of us are kept busy
by our jobs and the responsibilty they carry. They don't
always go the way we want
them to go. Either we make a
mistake or something beyond
our control interferes with the
process. Frustration, anger or
even sadness creeps into our
day because everything isn't
going the way we planned.
What is the first thing that
comes to mind? Do we try to
blame ourselves for being so
"stupid"; others for being so
"stupid", or just the whole
world for not going the way
Don't Leave Home Without Him
Mark 1:35, "In the morning, while it was still very dark, Jesus got up
and went out to a deserted place, and there he prayed."
we think it should? Let me
give you an alternative; take a
moment to pray and ask for
God's guidance.
Let me give you an even
better idea; take time to be
with the Lord in the morning
before you begin your day.
Take a few moments to humble yourself to Him. Ask Him
to forgive you for your shortcomings. Thank Him for the
many blessings you have. Ask
Him for help in the things you
need. This would be a great
time to ask for help for whatever is going askew on your
job or in your own personal
lives.
If there are people you
know who could use the
Lord's help, pray for them,
whether they are a friend,
aquaintance or even an enemy.
Then listen to what the Lord
says to you through Scripture.
Many times I have opened the
Bible at random and been
taken to a Scripture that helps
me with a problem I'm trying
to deal with. It is amazing!
And last but not least, take
what you have learned and
apply it to your situation. The
Lord answers your prayer in
the way He thinks best for all.
If you follow His instructions,
you can't go wrong. The solution may not come right this
minute, but will come to you
in God's time, not yours. So
be patient. God has been
patient with you all your life.
Now trust Him to give you the
answer to your prayers.

Holtville American Legion Receives New Kitchen From Home Depot

The American Legion building here in Holtville received
some more upgrades thanks to
Home Depot. The American
Legion Building was starting to
fall into disrepair from all of the
years of sun and weather. That's
when members of the American
Legion Bradley/Keffer Post and
Auxiliary 138 contacted County
Supervisor Ray Castillo of their
needs. Supervisor took those
needs to the County Supervisors
and they agreed to making the
repairs to the building which
included, new paint, flooring,
drywall, and windows.
The work was performed by
County employees. All of the
work that was done has made a
great improvement to the building but there were still some
needed up grades. That's when
Home
Depot's
Foundation
stepped in. Home Depot has provided a new Kitchen and an
upgraded office.
Home Depot Volunteers
showed up Monday morning
with a truck load of, cabinets,
paint, flooring, and yes even a
kitchen sink. The volunteers
worked tirelessly through the day
to complete the upgrades.
It was in 2002, The Home
Depot Foundation was established to serve as the philanthropic arm of The Home Depot and
has invested more than $380 million in local communities since.
The Foundation manages the
company's grant initiatives and
disaster relief activities as well as
Team Depot, our associate-led
volunteer force.

made her way all from Florida
and has found herself a new
office right here in Holtville.
After practicing medicine for 20
years in some beautiful cities in
Florida Dr. Gonzalez had spent
too many Thanksgivings and
Christmases without her family
so she and her Husband decided
to move to California to be close
to family and they have now fallen in love with the City of
Holtville.
Dr. Gonzales describes what
she has found here "the sunsets
are so beautiful and all of the
fields, they are so immaculate
and green and we are still close to
the ocean. The people are so nice,
everyone knows each other"
Dr. Gonzalez came to the
Holtville City Council meeting
on Monday to introduce herself
and was warmly welcomed by
the council members and city
staff.

Heber To Get New Community Center

The Imperial County Board of
Supervisors approved plans and
specifications for the new community center in Heber.
Imperial County was award a
grant by the California Housing
and Community Development to
fund six activies; one of which is
the Heber Community Center. The
project consists of demolishing the
current building with a pre-engineered metal building, sidewalk
improvements, constructing boxing gym and basketball areas, and
constructing a parking area. The
Heber Community Center has been
used as a church, a pre-school, and
currently as the place for the Heber
Boxing Club and meeting place for
senior groups.
"This new center will not only
be for the youth and the seniors,
but it will be for all of the community of Heber to use." said
Esperanza Colio, Community and
Economic Development Director.
It was until six months ago that
it was decided to close down the
center for its deteriorated conditions.
"The fact is that we need this
place for the senior citizens and the
young people of heber since they
represent a big percentage of the
people of living in Heber." Terrazas
said.

a place where a lot of positive

Patsy Becerra, senior resident
of Heber, said that ever since the
community center closed, the seniors don't have a place to meet and
had to relocate to one of the school
but its just a temporary place to be.
"Soon or later we will have to
leave or temporary meeting place
at the school. The move has cause
that most of our senior group have
stop participating in our activities.
We are a very united group and we
need a new community center."
Becerra said.
The County of Imperial plans
to demolish the current center in
the next couple of weeks in order
to start construction and have the
new center open and available to
the public by September of this
year.
Supervisor Jack Terrazas asked
Colio to continue looking for more
funding in order to have a second
construction on an empty lot next
to the community center.

IID Directors Take Action On Salton Sea
Mitigation Efforts
During its Jan. 27 meeting,
the Imperial Irrigation District
Board of Directors took action on
two related items having to do
with Salton Sea mitigation efforts
connected to the transfer of water
from the farms and fields of the
Imperial Valley.
The first action calls for the
planned return of 46,546 acrefeet of 2011-12 mitigation water
pre-delivered to the Salton Sea in
2010 to be subject to a future vote
of the IID board. General
Manager Kevin Kelley had previously advised the Bureau of
Reclamation in a June 2013 letter
that the district intended to offset
the mitigation water, which was
not generated through land-fallowing, in the 2015-16 time period.
By taking the action that it
did, the IID board has essentially
directed staff to reevaluate the
issue and report back before placing it on the agenda for any subsequent action.
“The pre-delivery of mitigation water to the sea in 2010 was
controversial but, we believe,
fully justified under the circumstances and consistent with the
provisions of the Quantification
Settlement Agreement,” said IID
board President Steve Benson,
citing the Sacramento Superior
Court ruling invalidating the
QSA that was later reversed on
appeal.
“The IID board is not reneging on the general manager’s
prior commitment to return this
water to the river system,”
Benson said. “Instead, it is taking
a more deliberate approach to the
issue and will make a determination at a later time based on ongoing discussions with its water
users and stakeholders.
“This board is obviously
mindful of its duty to act as a
careful steward and a responsible
member of the river community,”
he said, “but we had hoped to see
more tangible progress these last
two years in creating new storage
opportunities for the district and
flexibility in support of elevation-building at Lake Mead. We
intend to increase our efforts to
address drought contingency
planning on the Colorado River
and want to acknowledge
Reclamation’s hard work in
bringing the parties together.”
The second related action
taken by the board was to
approve up to $25.5 million in
advance funding to the QSA Joint
Powers Authority. The JPA is
made up of IID, the San Diego
County Water Authority, the
Coachella Valley Water District
and the state Department of Fish
& Wildlife and was established
as the funding mechanism to mitigate environmental impacts
associated with the water transfers authorized by the QSA.
The $25.5-million prepayment by IID is part of a larger
proposal by the three water agencies to provide up to $40.5 million in accelerated funding over
the next seven years and bridge a
projected budget shortfall in the
2015-16 fiscal year.

The City Clerk has prepared the following summary of Ordinance
Number 1159.
An Ordinance of the City Council of the City of Calexico adopting
amendments to Chapter 2.19 "Eligibility and Procedures for
Commissions, Boards and Committees" Sections 2.19.010 through
2.19.100 of Title 2 "Administration and Personnel" of the City of
Calexico Municipal Code. Section 2.19.010 states that when the
commission, board or committee consists of five (5) members, each
city council member will appoint one commissioner. If after a
reasonable amount of time (not to exceed forty-five (45) days after an
election is certified or vacancy otherwise exists), a council member
has failed to make an appointment, the appointment will be made by
a majority of the City Council. This ordinance allows for changes to
sections 2.19.010 Appointments to Commissions, Boards and
Committees-Process, 2.19.060 Alternates and Interim Members and
2.19.080 Meetings and Quorum and adds the following new sections:
2.19.070 Organization, 2.19.090 Commission Staff Support and
2.19.100 Committee Budget. This ordinance will be effective thirty
(30) days after the date of adoption.
