BACKGROUND
The UN Human Settlements Programme (UN-Habitat) is the agency for Urbanization and Human settlements
mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities.
UN-Habitat helps the urban poor by transforming cities into safer and healthier places with better opportunities. It
works with organizations at every level, including all spheres of government, civil society and the private sector.
This post is located in the partners and Inter-Agency Coordination Branch in support of the implementation of the
Asia Pacific partners’ capacity building programme, the Africa Urban Agenda and general programmatic and
administrative support.
The Partners and Interagency Coordination Branch provides strategic leadership and guidance to all partners;
provides an organized framework of engagement with diverse partners; acts as a clearing house for Habitat
Agenda Partners to participate in policy dialogues as well as normative and operational programmes, and manages
the accreditation process; catalogues, categorizes and maintains a data base of Habitat Agenda Partners;
Coordinates UN system-wide work on sustainable urbanization and human settlements development and provides
inputs to the Secretary general’s reports to the General Assembly; and builds capacity of partners by providing
UN-Habitat policy guidelines, programme information and advisory services.
RESPONSIBILITIES
1.
Work towards strengthening partnerships and cooperation between UN-Habitat and Habitat Agenda Partners
(HAPs) including pro poor organizations from the Asia Pacific region through regular contacts for progress on
implementation, and promote initiatives for increased collaboration including development of a UN-Habitat
partnership strategy. Provide input into establishment of an Asia Pacific partners’ network of focal points and
development of a data base with full contact details, and provide background information on possible options in
terms of content, regular update and engagement of these partners.
2. Support the liaison efforts by UN-Habitat with UNECA, AU and other inter-governmental bodies within the
context of the Regional Coordination Mechanism.
3. Programme management and Operations: provide support and input on administrative and procedural issues
related to project and budget formulation, monitoring and reporting; Review, analyze and finalize the
preparation of the project budgets and ensure effective and efficient utilization of project resources; Assist in the
coordination with the Asia Pacific Capacity building programme representatives and other partners on financial
and administrative matters pertaining to project initiation, implementation and/or closure.
4. Financial management and Budgeting: Review and analyze data with respect to the finalization of cost estimates
and budget proposals, in terms of staff and non-staff requirements; Issue allotments for the projects (AUA and
SPP-Asia), including redeployment of funds and monitoring of budget implementation; Follow-up on
authorization of payments related to project execution; Assist in preparation of financial reporting to donors,
UN-Habitat Management and relevant partners.
5. Administrative Support: Assist the branch head, the chief of partners Unit and other managers in the branch by
providing information on managerial, financial and administrative matters; Support the branch’s liaison with
regional offices especially ROAP and regional institutions from Asia Pacific in matters related to project
activities; Facilitate the recruitment of staff, consultants and interns; Prepare regular and ad hoc status reports on
administrative and project matters and update project progress on the PAAS system; Prepare agreements of
cooperation including in-house agreements and sub-contract processes; and Ensure the provision of logistical
support for project delivery.

EDUCATION
Bachelor’s degree in economics, development studies, statistics, urban planning, architecture,
computer science, social sciences, sociology, law, environmental studies or related fields.
WORK EXPERIENCE
A minimum of 2 years of relevant experience with increasing levels of scope and responsibility.
Knowledge and understanding of the UN system, its mandate, mechanisms and processes in general. Previous
experience in UN-Habitat’s engagement with regional institutions and national governments within the
context of strengthening partnerships with non-state actors is an asset.
LANGUAGE SKILLS
English and French are the working languages of the United Nations secretariat. For the post advertised,
fluency in oral and written English is required.

REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates
for consultancies. The rate is determined by functions performed and experience of the consultant.
