Charlie creates and delivers world-class recruitment and development programmes. His

Responsibilities:
I managed the strategic direction of early career programmes across Arriva’s European operations (14 countries),
including graduates, internships, placements, apprentices and work experience. Worked strategically with the Executive
Board, Divisional HR Directors and business managers, consulting on attraction, recruitment, onboarding and
development.
Key achievements:

As Head of Resourcing for Arriva Malta, I managed a team of 8 and recruited 250 bus drivers in a three month
period from across Europe

Managed a team of 60 HR recruiters (dotted line) across 14 countries

Implemented several successful changes to the recruitment and selection process (ability test integration to ATS
and video interviewing), driving up candidate quality whilst dealing with 120 applications per vacancy
Recruitment Strategy achievements:

Standardised recruitment practice across multi-site businesses

Developed a new, fit-for-purpose competency framework to hire great graduates. Career path achievement has
increased from 82%-92% and the eight year retention rate has risen from 72% to 79%.


Graduate Internships programme: working with SMEs and specific industries to encourage uptake of graduate internships
and matching unemployed graduates to these opportunities.

Responsibilities:
I designed and implemented an innovative graduate recruitment campaign that resulted in 100% fulfilment of more than
200 specialist and technical graduate hires. In April 2009 my role expanded to include all recruitment at Mouchel and I
became responsible for the recruitment strategy across the UK operations. I managed the recruitment process and
business partnerships with suppliers in a drive to change the business approach from using agencies to an ‘in-house’
approach.
Recruitment Strategy:

Changed culture of hiring through agencies to direct hiring, which resulted in an overall saving for the
business of £2.4m in a 12 month period

Re-designed end-to-end recruitment process for all levels of employees (from apprentice to senior
management) and managed team of 29 Recruitment Officers and one Advisor to achieve annual volume hiring
of between 1300-1800 employees

Created, implemented and successfully delivered an innovative graduate recruitment and development
programme (intake 200 p/a), internship programme and apprentice/technician programmes
Assessment and Selection:

Designed and delivered assessment centres, development centres and capability centres against in-house
competency frameworks

Created bespoke, in-house Interview and Selection training for hiring managers across management
consultancy, Government Business Services and infrastructure divisions
