Analisis and characterization of solar radiation: Design of a telescope for sola gamma
radiation (>50 Mev), construction of the laboratory prototype and statistical evaluation
of the land surface.

2. Instituto Nacional de Técnica Aeroespacial (INTA), Madrid, (1971-1973).
Project manager
1. Design and development of flight units of the above mentioned gamma radiation
telescope and electronics prior to its incorporation as scientific expertise (payload)
of the INTASAT satellite. Flight tests (ESRO) and subsequent analysis of the data
obtained.
2. Design of the electronic and optoelectronic system of an equipment for the analysis
of the polarization of the radiation from the solar corona, INTA-CASA, development
of the flight units and final tests in ESRO.
From this date (1973) my dedication to Bioengineering has been complete without pause.

1. Research on implantable brain systems:
Design of the first implantable transdermal system for electrical stimulation of the
brain and the simultaneous capture of deep brain electrical activity, tested in
animals and humans for the treatment of certain pathologies: epilepsy, phantom
limb, and so on. This technology is the first history of the current implantable brain
pacemakers, widely used today. This technology includes a functionality, two-way
communication with brain structures (continuous recording of EEG brain activity
and electrical stimulation when certain patterns are detected), of huge potential
possibilities, such as automatic detection and treatment of certain neurological
disorders (e.g.: inhibition of epileptic crisis) or control of cybernetic prosthesis, that
have not yet been exploited clinically.
2. Neurophysiologic bases of behavior: Telemetry Instrumentation for measuring brain
activity and brain stimulation of caged animals (Gibbons) 3, for the search of

neurological basis of behavior (mainly issues related to social relations and the
induction of motor actions).

1. Research on instrumentation for clinical neurology and neurophysiology: New
digital implantable systems for brain stimulation; analysis of long-term evolution of
electrode-tissue interface for chronic applications of electrical stimulation on the
brain. Telemetry systems for remote stimulation and capture and processing of
biomedical signals: EEG deep, motility, etc.
2. Continuation of the search for neurophysiologic bases of behavior: A study on
behavioral changes induced by electrical stimulation of different brain nuclei.
3. Exploring of clinical applications of technologies for biomedical signal processing:
auditory evoked potentials, optic pathway stimulation for the supply of photo
information to the blind.
4. Study of biological oscillations: The results of this intense testing on this subject, in
collaboration with the University of Minnesota, are referred in the next section.

Research on Chronobiology: Experiments with Prof. Frank Halberg, father of the
circadian rhythms and Chronobiology, on biomedical databases on biological rhythms
and development of instrumentation and appropriate methods of biomedical signal
processing (cronobioingeneering):
− Proposal of a mathematical model for synchronization of biological endogenous
rhythms by external environmental agents. Definition of a methodology for the analysis
of biological oscillations.
− Development of chronobiological criteria of normality in multiple variables for clinical
use, including hormone production rates, vital signs, etc.
− Experiments on human rhythmicity on artificial days in space flights conditions.
− Identification of chronobiological markers of risk for various diseases, where
methodological contributions are made to the concepts of multi-hazard risk and
competition. Specific markers for cancer, hypertension, behavioral alterations, and so
on.
− Identification of temporal therapeutic indicators to guide on time the administration of
drugs or other therapeutic interventions, with a preferred orientation to cancer
chemotherapy to obtain ideal effect / damage rates.

adaptive intensification. Also made some contributions to the use of spectral estimation

1. Research in neural models of eye movements, in collaboration with the

The methodology and experimental models proposed were applied to humans for
the determination of objective procedures for clinical diagnosis based on the
behavior of the eye on different tasks: tracking, fixed and nystagmus.
2. Collaboration on the analysis of circadian behavior in controlled artificial cyclic
environments and elaboration of models on free-running behavior and strategies of
synchronization with temporal markers. References in the previous section.
3. Analysis of emotional speech markers for the objectification of emotional
disturbances and very specifically to assess depression.

Research on neurophysiological bases of eye movements:
Research on the structure and organization of neural systems for controlling eye
movements, from experiments on the recordings of the activity of individual neurons
(abducens muscle motoneurons and interneurons) and identified (abducens nucleus) in
awake cats, in response to specific visual stimuli (saccades and fixations, vestibular
nystagmus, convergence and tracking) and analysis of functional impairment due to
motor neuron axotomización. These works are considered classic references on the
subject.

supercomputing means of the microorganization of the cerebral cortex.

integration with neuroimaging systems for functional characterization in cognitive
neuroscience and development of biological biomarkers for early detection of
degenerative neurological diseases.

agents for the transport of therapeutic molecules, as markers or as intrinsic therapeutic

TEACHING ACTIVITIES
My teaching activity begins even before I finish my studies: Assistant Professor of the Chairs
of Electronics III and Antennas and Wave Propagation in the High School of
Telecommunication Engineering in Madrid (Plan 1957) during the academic year 1968-69.
It continues as long as there was an opportunity in Bioengineering issues: Seminars and
specialized courses in the Universities of Yale, 1973-74; Professor ad honors at the Dept. of.
Physiological Sciences, Universidad Autónoma de Madrid, 1974-76; Seminars and specialized
courses at the Universities of New York and Minnesota.
And it becomes an essential part of my professional career since 1978: Acting Assistant
Professor in the Dept. of Special Mathematics and Statistics in the Higher School of
Telecommunication Engineering in Madrid, 1978-83; Associate Professor of the Dept of
Statistics and Operations Research, in the Computer Science Faculty in Madrid, 1978-83.
From the beginning on 1978 I can highlight my interest in teaching in Bioengineering, to which
I devoted myself exclusively since 1984, in the following programs on Biomedical Engineering:
o Creation, development and delivery of the materials of Cybernetics, Faculty of Computer
Science, Polytechnic University of Madrid (1978-1983).
o Creation, development and delivery of courses on Bioengineering at the ETSI
Telecommunications, Polytechnic University of Madrid (Plan 64M2), (1984-1998).
o Creation, development and coordination of the plan on Intensification on Bioengineering of
the 94 Plan of the Telecommunications Engineering Title (1999-present): First specialization
offer in Bioengineering degree in Spain.
o Creation, development and coordination of the PhD Program in Biomedical Engineering and
Health Technology (1987-1999); program that was integrated in the Information Technology
and Communications Program in 1999. Programs that are preceded by the PhD courses
offered at the UPM since 1979, including: Stochastic processes and biomedical applications,
79-83; Neurocybernetics, 81-84; Intelligent Prosthesis 81-82; Bioengineering, 83-84;
Bioengineering: neuromuscular control systems, 84-86 and advanced topics of
Bioengineering: effects of radiation on living organisms and the current status and trends of
biosensors.

The chosen subject classification covers a wide range of time of my research activity, which justifies the overlaps that can be
observed between the research lines identified and their evolution over time. Its use, however, facilitates, in my view, the

Most significant results:
•
Research on sensors for measuring non-invasive glucose: Proposal for a new spectrophotometric method
in the range 525-580 nm for continuous and non-invasive estimation of blood glucose. The results (198790), owned by the Foundation CGM, demonstrate a high correlation between certain combinations of
values of certain spectral bands in the indicated range and the glucose concentration in blood, even
though the associated error still prevents the clinical use.
•
Research of new controlled pathways to administrate insulin: Definition and characterization of a new route
of administration of insulin by iontophoresis. Like the previous contribution, the results are owned by the
Foundation CGM. The use of iontophoresis is an open option that, curiously, has been the base of new
systems for the continued therapy of diabetes.
•
Modeling of metabolic processes and development of new methods to support decision making: The
definition of models of a complex carbohydrate metabolism was the basis for much of the technology and
procedures investigated for the control of patients with diabetes, resulting in: 1) proposal of the technology
DIABnet (instrumentation, therapeutic procedures and control algorithms) to support decision making
based on probabilistic networks, 2) testing to determinate the normal conditions in control systems and 3)
development of programs for patient’s education.
•
Instrumentation to manage diabetic patients: defining a new concept of patient as a personal unity
DIAcrono (the first generic development was in 1983 with 80C85), to capture and process information and
connectivity with servers providing services and systems for decision-making and multi-access middleware
technology for the management of these patients. It must be emphasized that this contribution is one of
the first proposals for patient's personal systems of capture and process of data for self-supporting
regimes for chronic patients, and strategies for ubiquitous treatment (at any time and place) that begins to
be defined as a characteristic component of health care models of the Information Society.
•
Diabetes Information Systems: Proposal of new information systems for the care of chronic patients that
after more than ten years are consolidated as a clinical reality.
•
Application of telemedicine in diabetes: Our proposed telemedicine system for diabetic patients DIABtel is
the first available in the literature and a base for subsequent activity in the subject.
•
Portable Artificial Pancreas Technology: Development of portable closed-loop platforms for continued use
of diabetics, based on the first pre-commercial systems of continuous measurement of blood glucose,
including the telematic communication to monitor the process remotely. This system configures a complete
treatment of diabetics, that is actually on the process of international clinical validation.

Definition and development of models, architectures and information systems appropriate to the new
models of health attention, in line with the changing health demands of the citizen, the evolution of
biomedical knowledge and the technological and cultural changes of modern society and, more
recently, of the Society of Knowledge. The main contribution is the definition and its experimental
contrast under routine clinical conditions of models and information systems of shared care (of all
professionals involved with a patient focused strategy), integrated (between levels of care, including
home care and ubiquitous) and continuous (at all times and place); in short, the development and
implementation of the concept of shared workspace that enables the coordination of health
professionals and patient with agreed objectives and working procedures. It was one of the first
experiences of integrated health care in the world, pioneer reference of current research on models
of shared care and continuity of care. The specific results reported in this line are the individual
paragraphs on ubiquitous care, bioengineering on diabetes and teleconsultation which embody the
concepts and models proposed.

Systems for remote diagnosis: development of the first European experiences of cooperative diagnostic
teleconsultation in broadband networks, including applications for second opinion, telepresence,
distributed clinical sessions, e-learning and intelligent search of information and knowledge.

Teleradiology systems: the first multimedia terminal for teleradiology is defined and developed, integrating
over broadband networks all necessary applications (videoconferencing, store and forward, application
sharing, support collaborative work sessions, etc.), not available at that time. Including real-time

Research on work protocols in home and ubiquitous care: This new form of healthcare requires the
definition of appropriate intervention protocols. Highlighted research: 1) the definition of new criteria
(Chronobiology) of normality, starting from a much denser sampling of patient variables, that is a
continuation of the research in chronobiology previously presented, 2) determining the minimum
sampling conditions for the estimation of the patient’s state; 3) the automatic estimation, diagnostic
systems and automatic classification of that state, including the detection of risk situations, and
automatic filtering of information to manage the great volume of data and information generated with
the same human resources; 4) definition, for the purpose, of objective index, such as those proposed
in the monitoring of hypertensive patients (level of hyper-baric stress and hypo-baric for
characterization and diagnosis of alterations in blood pressure, or the system DIABnet.
•
Research on systems for ubiquitous home care and chronically ill, disabled and elderly: proposed
models and technology platforms for home care, including the development and integration of sensors
and instrumentation, multi-access networks and user interfaces appropriate for home and ubiquitous
care (at any time and place); a future vision of this field has been recently published. The MAYA
weareable platform, to capture environmental and biomedical signals for tele-assistance and
telemedicine applications can be highlighted.

Most significant results:
• The main contribution is undoubtedly the establishment of sustainable networks in Latin America of care
services for isolated communities, where there are no public communications networks. Research
networks and services, that to our knowledge, are unique in the world. At present these systems have
been installed in over one hundred rural communities in Peru, Colombia and Cuba (at present other
projects are underway in Mexico, Venezuela and Honduras). The value of the technology and services
provided may be assessed on the interest that the system has arisen within some international
institutions, such as ITU, PAHO, ORAS, ESA, WB and all the Ministries of Health and Communications of
the Amazon countries (Brazil, Bolivia, Peru, Ecuador Colombia and Venezuela). The results obtained
show an impact in the health system of enormous proportions and repayment under a year.
• Development of a radio network and platform for teleconsultation, continuous education and access to
information of isolated health professionals. Materialized on a platform (PC + TNC + FM radio + antenna
+ solar panels) and radio networks (UHF, HF, LEO) of low cost, strong and easy to maintain and
adaptable to different needs and physical environments.
• Development of telemedicine services over the previous platform, which includes the following: voice
communication; e-mail; distance training; electronic publishing; remote consultation; remote access to
health information; support for epidemiological surveillance; emergency management support and
distribution of drugs. See awards and contributions to these projects.
