JAQUELINE WEAVER
Jacqueline L. Weaver is the A.A. White Professor of Law at the University of Houston Law Center.
Her teaching and research interests cover oil and gas law, energy law and policy, international
petroleum, and environmental and natural resources law. She is a co-author of the nationally
used casebook titled Energy, Economics and the Environment, and the treatise International
Petroleum Exploration & Exploitation Agreements (Barrows Publishing 200 9). She also
coauthors the Texas Law of Oil and Gas, a 3-volume treatise updated annually. She has lectured
on topics in international petroleum transactions in Africa (Uganda, Angola and Namibia),
Kazakhstan (as a Fulbright scholar), Lisbon, Bangkok and Beijing and is a frequent conference
speaker in the US. She has written articles on energy markets, sustainable development in the
international oil industry, comparative unitization laws in oil -producing nations, energy policy,
and traditional oil and gas law topics. Professor Weaver holds a B.A. in Economics from Harvard
University, a Candidate of Philosophy degree in Economics from the University of California at
Los Angeles, and a J.D. degree from the University of Houston Law Center .She worked in
Corporate Planning and Marketing for Exxon Co. USA from 1971 to 1976.
LYNN BORTKA
Lynn Bortka

Lynn worked in the oil and gas industry for Amoco (later BP) from 1977 through 2009. His
original petroleum engineering career included projects and oversight of oil and gas operations
in the Midcontinent, Rocky Mountains, and Gulf Coast areas of the United States as well as
responsibilities in Canada and the North Sea. He spent two years coordinating Amoco’s worldwide production and drilling training. Working for Amoco’s natural gas pipeline affiliate while
finishing law school, Lynn developed expertise in gas contracting, purchasing, marketing, and
transportation.
Following law school at Tulsa University, DePaul, and the University of Houston, Lynn transferred
into Amoco’s legal group where he relied on his industry expertise to assist in-house clients,
joint defense groups, regulators, and trade associations in litigation management, regulatory
and legislative advocacy, and counseling in the United States and Latin America. Lynn developed
expertise in oil and gas law, environmental law, and crisis management. He was a member of
several oil and gas trade organizations, the Society of Petroleum Engineers, and the long-term
Chairman of Texas Oil and Gas Association’s Environmental Law Committee. He is a recent
Chairman of the Houston Bar Association’s Environmental Section and has eagerly spoken at
dozens of legal seminars and training sessions.
Lynn was BP’s sole legal counsel for the company’s Lower 48 and Gulf of Mexico’s Corporate
Compliance Committees and BP’s confidential contact person for the company’s compliance
hotline. He was BP’s senior Environmental, Health & Safety attorney and represented the
company
on
numerous
internal
and
external
audits
of
EH&S
Compliance.
Since retiring from BP, Lynn has taught and consulted a myriad of organizations including
ExxonMobil, Chesapeake Energy, BP, Texas Southern University, the American Petroleum
Institute, Petrobras, Sonangol, and the Iraqi Ministries of Oil and Environment through the U.S.
Department of Commerce. Lynn developed and teaches two courses at the University of
Houston’s law school; Environmental Law in the Oil & Gas Industry and Practicing Law in the Oil
and Gas Industry.
JULIÁN CÁRDENAS
Andrews Kurth Energy Law Scholar
Julián Cárdenas García is a Venezuelan attorney and Doctoral Fellow at the Research Center on
Investment and International Trade Law (CREDIMI) at the University of Bourgogne, Dijon,
France. Prior to this position, he served as career diplomat at the Venezuelan Ministry of Foreign
Affairs for nearly six years, working on sovereign boundary issues and multilateral affairs related
to the Organization of American States and the United Nations.
He currently is a Visiting Assistant Professor, Andrews Kurth Energy Law Scholar, at the
University of Houston Law Center where he teach the courses Transnational Petroleum Law in
Latin America (Spring) and International Investment Law (Fall). His research focuses mainly in
three issues: international investment arbitration, best practices in the petroleum industry and
transnational petroleum law.
Professor Cárdenas has developed a scholarly activity between France, the US and Latin America
within the last six years, working research on international petroleum transactions and
investment law. He was Visiting Scholar at the University of Houston Law Center in 2010 and
Visiting Professor at the Rio de Janeiro State University (UERJ) Law School in the summer of
2013, teaching a course on international investment law. He has presented the results of his
research at the UH Law Center, Cornell University Law School, Sciences Po – Paris, the Brazilian
Petroleum Institute (IBP) and the CEPMLP of the University of Dundee.
He has been retained as expert on Venezuelan law in international arbitration claims in the
upstream petroleum sector in Venezuela, and has been involved in ICC, AAA and ICSID
arbitration cases related to direct foreign investments and international construction projects in
the downstream petroleum transactions.
He is the author of a number of articles and arbitration decision comments published at the
Houston Journal of International Law and the Journal du Droit International, Clunet. He is liaison
member of the CREDIMI for the Extractive Industries Source Book, an initiative to promote
education and information of extractive industries best practices in resource-rich developing
countries.
He completed his Law Degree and a B.A. on International Relations at the Universidad Central de
Venezuela, and holds a Master of Laws in Arbitration from the Sorbonne University - Paris II
Pantheon-Assas, and a LL.M. with a Certificate in Energy, Environment & Natural Resources Law
from the University of Houston Law Center.
Professor Cárdenas has been violinist in different symphony orchestras in Venezuela and France,
and currently he plays as violinist at the Texas Medical Center Symphony Orchestra in Houston.

JOSEFINA CORTES
Is a Professor of Law at Instituto Tecnológico Autónomo de México (ITAM), in Mexico City.
A summa cum laude graduate of ITAM Law School, Professor Cortés holds a Doctorate in Law
(summa cum laude) from Universidad Carlos III in Madrid, Spain, and a Diploma in
Constitutional Law and Political Sciece from the Spanish Center for Political and Constitutional
Studies. Dr. Cortés’ teaching and research focus on administrative law, energy law, and
economic regulation & public services; she was Director of the Master of Administrative Law and
Regulation at ITAM. She has been a Visiting Scholar at Universidad París X; Universidad La
Sabana, Universidad Externado in Colombia; Centro de Estudios de la Justicia de la Universidad
de Chile; and Universidad Católica del Norte in Chile. In 2013, she received a Professional Merit
Award from ITAM for her broad range of academic and profesional accomplishments.
Professor Cortés took a leave of absence from ITAM from 2010 to 2012, while she served as
General Director for Privatization and Concession Granting of the Mexican Federal Commission
on Economic Competition, which enforces Mexican antitrust laws. She has served as an
employee and adviser to a number of Mexican governmental agencies, including the Mexican
Senate, the Federal Judicial Council, the Mexican Supreme Court and PEMEX, the national oil
Company. She is a member of the Advisory Board of the Center for U.S. and Mexican Law, and
of the Iberoamerican Association of Regulatory Studies.
Professor Cortés is a prolific author, and has puiblished numerous books and articles dealing with
administrative law, energy regulation, and related subjects.
DAVID ENRÍQUEZ
Doctor en Derecho, con Especialidad en Derecho Marítimo, por la Universidad Panamericana, en
México. El Dr. Enríquez cuenta, además, con una Maestría en Derecho Marítimo por el Instituto
Europeo de Derecho Marítimo, en Gijón, España; con otra Maestría en Derecho, por la
Universidad de Southampton, en el Reino Unido; y, finalmente, con un Diploma en Política
Económica Internacional por la London School of Economics and Political Science (LSE).
Actualmente, se desempeña como Socio Coordinador de las áreas de Derecho Marítimo, Derecho
Internacional Económico, Derecho Energético (gas y petróleo), Infraestructura, Transporte y
Regulación Portuaria en la firma “Goodrich, Riquelme y Asociados”, en la Ciudad de México.
Respecto a su actividad académica y docente, hoy en día, el Dr. Enríquez es Profesor Titular de
las cátedras de Derecho Internacional Privado, Derecho Mercantil y Derecho Marítimo, tanto en
el ITAM como en la Universidad Panamericana. Además, es miembro del Sistema Nacional de
Investigadores del CONACYT.
MIRIAM GRUNSTEIN
Es investigadora de la División de Estudios Jurídicos en el Centro de Investigación y Docencia
Económica. Antes fungió como Profesora en el Instituto Tecnológico Autónomo de México. Fungió
como Abogada en Thompson & Knight Abogados. Fue además, Asesora de la Comisión de
Energía del Senado de la República, Consultora Jurídica en Terranova Energía (Empresa filial de
Tidelands Oil and Gas, Corp.), Consultora Asociada en ENERSA S.C., y Asesora de la Comisión
Reguladora de Energía. Dentro de su experiencia como Docente, se ha desempeñado como
Profesora Investigadora del Centro de Investigación y Docencia Económicas (CIDE), del Instituto
Tecnológico Autónomo de México (ITAM), de la Universidad Autónoma Benito Juárez, Oaxaca y
de la Escuela Libre de Derecho. También participó como Profesora de crítica literaria en la
Universidad de las Américas, Profesora de literatura hispanoamericana de la Universidad
Iberoamericana, y Profesora adjunta de lengua y literatura españolas en la New York University.

MILTON MONTOYA
Ph.D. in Law from “Universidad Complutense de Madrid”, rated "Excellent Cum Laude”. Master
in Energy Law by the Energy Institute-YPF Foundation (Instituto Superior de la Energía-ISEFundación Repsol YPF) and lawyer from the “Universidad Externado de Colombia.” Associate
attorney at Peña Mancero Abogados. He is currently Research Director of the Mining and Energy
Law Institute at Universidad Externado de Colombia and professor of “Competition Law and
Policy”, “Competition Law in the Energy Industry” and “Regulation of Renewable Energy”. He
has been guest lecturer at the University of Dundee (Scotland), University Carlos III of Madrid
(Spain), Universdad Publica de Navarra (Spain) and the University of Almería (Spain). Author of
several publications about energy regulation, competition law and energy policy. His last book,
published by Universidad Externado de Colombia (2012), is called "Merger Control in the
European Energy Industry".
